we have reports of a new problem northbound 95. there's a vehicle fire. delays are forming. inner loop approaching philadelphia road, another vehicle fire. northbound on the j.f.x. approaching cold spring, an accident coming into us. no southbound delays. york road, another spot where there could be some delays because of fire department activity. 11 minutes on the outer loop north the side. 10 minutes to travel southbound on 95 down to 32. this is greenspring. still in great shape over towards the j.f.x. some delays starting to fall into place. nothing significant in the northbound direction. you may start to tapping the brakes. that is the latest on traffic pulse 11. >> some new details surrounding the murders of a woman and her daughter. >> if it was in witness protection about to testify in court. jennifer franciotti is live to explain. good morning. >> autopsy results will confirm the cause of death and confirmed reports that alicia avery was several months pregnant at the time. police are investigating this as a double homicide. she and her daughter were discovered monday at the welcome inn. police say this is a complicated case. they want to know if this was witness intimidation. alicia avery was set to testify in an upcoming trial. police had not been notified that she and her daughter were relocated. persistence said she last saw her sister on thursday. >> they just said that she gone like that. i am still shocked. i don't understand who could possibly do this to an innocent 25-year-old and a 4-year-old child. and then an unborn baby, at that. that is just wrong. >> alicia was a witness to it march murdered in baltimore city. jennifer franciotti, wbal-tv 11 news. >> police are searching for the person who shot and killed a delivery man. the victim was delivering soda to erdman liquors when somebody walked up to an an open fire. we talk to the owner of the store who was in shock. >> very sad. >> police are investigating the shooting as a robbery. >> a horrific case of child sexual abuse in howard county. ryan sheppard is accused of sexually assaulting a boy. the baby needed surgery. his parents called police when they noticed he was bleeding and having trouble breathing. if convicted, ryan sheppard could face life in prison. gary nelson is being held without bail on charges of rape and kidnapping in an attack in a woman on pennington avenue back in november of 1996. dna data base identified the suspect back in 2003. it is not clear what it took this long to take him into custody. >> a school administrator is accused of stealing from his own school. leonard hart is accused of stealing computer equipment from antioch diploma high school. he is on administrative leave. >> in presidential press conference. president obama expected to be asked about the status of budget negotiations. kate amara joins us live from washington with more on the status of those talks. >> the white house wants republicans to agree to tax hikes as part of the budget deal. the president may apply some of that pressure this morning. at a white house press conference today, president obama expected to talk about the budget negotiations and the standoff over extending the debt ceiling. >> we have had problems for 10 years now. it's not going to reverse over night. >> the august 2 deadline is looming amid dire warnings from economists about a government default. >> social security benefits would certainly be at risk. so would veterans' benefits, unemployment benefits. >> before voting to extend the nation's borrowing limit, gop lawmakers want a $2 trillion deficit reduction plan. >> the path forward, as several of my colleagues have indicated, seems to be blocked by an insistence on raising taxes in the middle of an economic slowdown. >> republicans are refusing any tax increase. >> our problem is not that we are taxed too little. our problem is we are spending way too much. >> democrats say a successful long-term plan must include an increase in revenue. >> you can't be serious about deficits and at the same time recklessly jeopardize our economic standing in the world in order to protect tax breaks for the wealthiest few. >> the debt talks continue this afternoon as the president sits down with several democratic leaders at the white house. kate amara, wbal-tv 11 news. >> any idea conservatory. i have the president of friends of the druid hill park. it is a volunteer organization that advocates for the park. tom will tell us who is involved in the farmers' market. who helps bring it here for the first time. >> the recreation parks department came to druid hill park with an idea of creating a farmers' market. our goal is to engage the neighborhood around the park. we saw this as a great opportunity to get the neighborhoods involved. >> it is a convenience to people. so many communities and what an easy way to get fresh, local food and see the part. >> it has been a great experience. they can all walk here. it has become so successful that people are hanging in the park each night. it has been so much fun. >> get your food here, enjoy your food, and meet other people from the community. >> you can meet your friends. >> this is the first year you're holding this. the credit card thing is a big deal. people can use their credit cards. >> this has been is dry air behind that front. dew points drop off into the 50's in western maryland. on the eastern shore counties, you may wind up with some cloud cover to start the day today. after that, the sunshine will come out. a big area of high pressure will take control and it will be nice all the way until the beginning of the weekend. we have our first tropical storm of the season down in the gulf of mexico. this is a tropical storm arlene. this will make a beeline for the mexican coast. most of the rain it will miss south texas. they have had drought conditions. i think it will stay south of brownsville. mostly sunny and baltimore. high temperature in the mid 80's. a nice breeze from the northwest at 10 to 15. mostly clear skies tonight. much cooler. we will drop into the 50's in the suburbs. beautiful weather tonight. great weather on thursday. sunshine, 84. 88 on friday. it will be steamy on the holiday weekend. we will be around 90 degrees on saturday, sunday, and monday with a in great shape towards the j.f.x. 95 checking out ok at joppa road. that is the latest on traffic pulse 11. >> 19 people have been killed in an attack in afghanistan. police say attacker storm the intercontinental hotel last night and they battled with security forces into the morning. helicopters killed three gunmen. most of the civilians killed or a hotel workers. officials at the lost almost nuclear weapons lab are standing by with fire resistant foam if a fire gets too close. a fire was as close as 50 feet from the laboratory at one point. officials said the blaze would have to jump kenyans to get close. a drunk driving case in houston. a man was so drunk he hit a man and did not realize it even though the victim's body ended up in his passenger seat. the victim was struck and the force of the accident sent sent into the car. police pulled the driver over after they noticed he was driving erratically. he now faces numerous felony charges. >> the government is stepping in to help small businesses protect themselves on-line. a new program will help companies avoid programming problems that allow hackers to get into their website. the latest effort follows a series of high-profile hacking at tax including one that shut down the cia site. jane king has the bloomberg business report. >> good morning. facebook is trying something new. they are experimenting with a revamped design of their site with a real time feed so you can see what your friends are commenting on and liking. this is still in a test phase. the top games developer for facebook is planning to go against those dreaded stink bugs. a pesticide can be used by orchard owners to protect their crops. some fruit orchards lost up to 40% of their crops because of the stinky pest. immunity build up and on the story. >> that is an angle that baltimore city and baltimore county police are looking at at this time. autopsy results will confirm the cause of death and that phylicia avery --alicia avery was several months pregnant at the time. both 25-year-old alicia avery and her 4-year-old daughter darry'el parker were found dead in the parkville hotel apartment where they'd been living. they hadn't been heard from in several days. >> it's ungodly. it's pure evil. the way that i think -- this is an act of passion. >> baltimore county police are investigating that possibility and others. alicia avery was relocated to the welcome inn by baltimore city police. she was a witness in an upcoming city trial. county police had no idea she was at that location until they were asked to check on her. >> just had a strong feeling in my heart that something happened to my sister. >> deniesha avery says she spent most of thursday with alicia, but had not been able to get in contact with her sister since that night. she said during their visit, a man kept calling alicia. >> he just kept harassing her all night long. just kept harassing her, harassing her, harassing her. >> tuesday, baltimore county detectives were back at the location where the bodies were found. they were looking for answers. >> they just said that she gone like that. i am still shocked. i don't understand who could possibly do this to an innocent 25-year-old and a 4-year-old child. and then an unborn baby, at that. that's just wrong. >> avery was a witness in an investigation into a march murder in baltimore city. anyone with information is asked to call baltimore county police. jennifer franciotti, wbal-tv 11 news. >> phylicia barnes' family still searching for answers. there was a vigil in her memory. they will press for a solution to the investigation. >> some -- it will take someone through pressure or feeling guilty or doing the right thing. >> i don't know if i'll ever have a closure. you cannot close that. and she is never coming back. that will always be there. >> police continued to treat the case as a homicide. they have yet to identify a suspect. >> a drug investigation yields an amazing score of stolen property. 180 properties were found including guns. police say the homeowner except it the stolen goods in exchange for drugs. police have linked several of the stolen items to burglars in the edgewater area. >> some have their wells contaminated by a gas station could soon be compensated. 26,000 gallons of gas leaked. the jury is considering punitive damages. a different jury awarded another group of families $150 million. that case is being appealed. >> new state test scores will be released later today and the results from the msa. the news is expected to be good. >> for almost a decade, maryland has use the msa to raise the academic bar of its students. the last week, the test was once again in the spotlight. there were revelations that cheating took place at two schools. the result will be among the most scrutinized in the nation. that is what the mayor is counting on. >> i am very hopeful but i am pleased that dr. alonso protected the integrity of the scores. >> officials agree that there's still room for improvement on the msa. test scores may be tied to the city's future in baltimore. >> we're giving the city a chance to grow. and i am proud my daughter is in the local public schools. there are good options for kids to restore potential. >> school officials will limit their putting together new programs designed to raise test scores and
