back here this wednesday night. now new york's number one news. 16 people are dead after a hot air balloon crashes and catches fire. new details from the scene as the investigation gets underway. first, torrential downpours in new jersey turns streets into rivers and scrambling for safety. good evening. >> the rain was widespread today. new jersey was hit the hardest. we will have more in just a moment. first the showers continuing at this hour and we might get more tomorrow. >> meteorologist jeff smith has been tracking it all evening. >> new information hot off the presses here from the national weather service. flood warning now for southeastern hunterdon county in new jersey. we are talking about the of middlesex county, southern parts of somerset and mercer counties through 2:15 in the morning. some of the rivers in those areas include the millstone river and lawrence brook rising and probably going above flood stage as we head through the night. also, a flood advisory in effect for much of hunterdon county. this is the rainfall that we had earlier. just incredible. right here over middlesex drenching the area for four consecutive hours. thankfully, things have begun to taper off. it takes a while for the rivers to respond and they are is still rising right now at or above flood stage. radar estimates upwards of close to half a foot of rain over southwestern parts of middlesex county between monmouth junction and cranberry. an upper level disturbance over the great lakes right now. moves through to get rid of the chance of getting showers and thunderstorms in any of these over the next several days, they can contain some downpours because we have a muggy air mass in place. guess what? tomorrow our high-resolution futurecast showing some downpours potentially affecting the same areas that got hammered during the day today. we will detail that in your full accuweather forecast coming up. as we just said, jeff just talked about it, one section of new jersey got just drench. just a few hours causing flash floods. water rose quickly in low-lying areas. somerset counties the storms brought down power lines. over a thousand people are still without power. in morris county 27,000 customers for the dark. princeton, people say some streets were impassable. stephon kim has details. >> reporter: well, ken, police say when they first arrived on cars in order to stay dry. that's how high the water was teenager a. less than an hour ago that water was waist-level high. at the peak of the storm the water was at the top of the tunnel. it caught some off guard, and it came in fast. this is the princeton junction nj transit station looking more like a dock for boats and a stop for trains. the flash floods sending riders ground. >> it was pretty crazy. >> reporter: some riders stuck at the station for hours with the parking lot turned into a river. matthew was one of those riders. over the phone he tells us how he watched a fellow rider trying to make it up to the platform. >> she was neck deep in water trying to can swim in the current of flood coming from that area into the parking lot. >> live wires and stuff down, man. much of new jersey. from somerset to south brunswick to plainsboro, mother nature flexing her muscle. >> oh, my god. >> reporter: calling a state of emergency. as much as four to five inches of rain in some areas, creating major traffic headaches on route 1. a 20-minute drive took them more than an hour. >> we had to make so many u- turns. >> reporter: now, late tonight we are also learning not too far from here emergency crews are also dealing with downed power lines on route 1. so the traffic headaches on route 1 are continuing late into the night. cefann kim, channel 7 eyewitness news. >> thank you very much. new details tonight on that deadly hot air balloon crash in texas. 16 people were killed when the texas near austin. tonight a team of ntsb investigators is headed to the scene to take over the probe. among the questions they will be asking, were safety procedures followed, and were too many people on board that balloon. christine dobbyn with our sister station ktrk has details. >> reporter: a summer morning's flight of fancy crashes to earth in flames killing all aboard. >> you could see their heads. like they were, you know, all -- lots of pe there. >> first i heard a woosh, like a wooshing sound, and then it just -- a big ball of fire up. >> reporter: it plunged into this field after hitting power lines and bursting into a fireball. >> a vehicle fully engulfed in flames. >> reporter: all over so suddenly. no one could help. >> the popping sound was the balloon connecting with the electric lines. by the time i turned and saw basket was on the ground. >> reporter: it was a large balloon. 8500 cubic meters. able to carry 16 people. that size balloon carrying that much weight takes a bit more time to rise or descend. the balloon was operated by heart of texas hot air balloon rides. the company is owned by skip nickels, who regularly celebrated his love of flying on facebook. >> if you are trying to land oftentimes going to require you to either skip over or land close to high tension power lines. >> reporter: now the ntsb begins its grim task. >> this will be a difficult site to work through. >> reporter: but they are already on the ground. the full team of 13 investigators from the ntsb will be here by sunday trying to find answers for the loved ones of 16 victims of tragedy. christine dobbyn for abc news, rape attempt in manhattan this morning. they say a man attacked a 20- year-old woman in greenwich village at four this morning. he tried talking to her and then grabbed her and touched her before she fought him off and he the man was about 5'6" and wearing a dark cap and backpack. in the campaign for president, new pictures tonight of the woman who could be the first lady. in tomorrow's edition, the "new the post says they were shot in manhattan back in 1995 when mrs. trump was 25 years old prior to meeting her husband. the newspaper says those photos were taken for a now shuddered french men's magazine. sister station in houston that a note reading, quote, i have been watching you was found but the weapon. troopers go to the wrong house in leaving a 76-year-old man critically injured. a call came into 911 last night from a cell phone. the caller hung up before giving a location. mistakenly led troopers to a house in cumberland county. they were shining a flashlight through the door when a 76-year- old resident fired at them. a trooper fired back and hit him. that man is in critical condition. the attorney general's office is investigating. right now eager harry potter fans are lined up downpours drenching parts of new jersey and causing flash flooding. plainsboro got nearly 6 inches of rain in a matter of hours. we could get more rain tomorrow. meteorologist jeff smith will have details in a few minutes. an ntsb team is on its way to texas to investigate a deadly hot air balloon accident. 16 people died when that balloon grazed power lines, tomorrow's cover of the "new york florida take preemptive steps like spraying, mosquitoes are being blamed for spreading the zika virus for the first time in the u.s. >> four people in our state likely have the zika virus as a result of a mosquito bite. >> reporter: all of the cases stemming from this square mile just north of downtown miami. because zika is a particular in great britain now caution pregnant women should consider postponing non-essential travel to affected areas until after pregnancy. at present only a zone of one square mile in miami-dade county is considered at risk of active transmission. >> it's really a judgment call. if these were the first cases in a latin american country, the cdc would put in a travel advisory. that's because the first cases in latin american countries have led to widespread disease. they don't expect widespread >> reporter: dr. richard besser, abc's chief health and medical editor, believes pregnant women should take health precautions traveling to miami. >> if you are avoid those parts of miami until it's sorted out, that's not a bad idea. >> reporter: the cdc says intense mosquito control are ongoing and adds, if we see evidence of transmission recommendations. literally a day by day-to-day decision. still, expecting their second child any day now, they would not take the chance traveling to florida. >> i will not travel being pregnant and taking the risk. stuyvesant just before 1:30 this morning. he was pronounced dead at the hospital. byrd was on his way to pick up his three-year-old daughter from his mother's apartment. prosecutors in belgium have charged a man with attempting terror group. the 33-year-old and his brother were taken into custody yesterday after police searched seven houses in two cities. they were only identified as nourredine h and hamza h. now, one of the brothers was freed without charge. authorities say no further information will be released. a scare on a flight that left new york for canada. the american eagle plane was headed from laguardia to toronto. there were reports of smoke in -- cabin. the plane touched down safely in toronto and was evacuated. crews are investigating what happened. no reports of injuries. a kayaker in distress in the long island sound got much needed help from suffolk county police last night. the kayak took on water and sank near the old field point lighthouse about 10:00 p.m. a police helicopter spotted the kayaker 100 feet offshore. marine bureau boats were unable to reach him because of rocky man and pulled him in. we're told he did not need medical treatment. well, death in state history. 90-year-old bonnie walker was found in a pond behind the assisted living facility where she lived. her body was found there. the charleston county coroner consistent with an in the water. >> reporter: near san diego, 60 stings in two days. people wading into ankle- deepwater, not seeing the rays, which bury themselves in the sand and then they are hit by that intense pain. >> it was excruciating. i thought i stepped on a piece of glass or something. >> reporter: off the coast of massachusetts this week a rare sighting. this stingray more than six feet wide. marine experts aren't surprised rays closer to the shore. >> we have lots of stingrays. lots of baiters. people are walking out into the water. they are stepping on the back of the stingray. the stingray reacts. >> reporter: experts say the simplest way to avoid that, shuffle your feet as you get into the water to scare off the rays hiding under the sand. if you do get stung, flag a lifeguard and wash that wound out immediately. york. imagine going to prison because you had doughnut crumbs on the floor of your car. that's what almost happened to a man in florida. he was arrested and charged with drug possession. but the case against him got dropped after tests showed what police found weren't drugs. it was icing from a doughnut. now he says he is considering taking legal action. the officers who responded got that dog veterinary care and even named the dog hero. the owner of a pit bull rescue him. >> for these two officers to go to the extent they did to save him is very heroic and very
