on the louie round house. we have been -- offered a temporary permit this is a small enterprise. much like sculptor in the murphy park and also the beautiful tiled drive in by colin crutch or 24th and york. so -- we small neighborhood group got a community challenge grant to help pay for this installation and also do community fund raising. but our grant does not allow us to enter in an agreement with 99 and the temp refer permit is not seem to match. are anyway i'm just making comment to support the project that the louie center round house and hoping that the small neighborhood group can working with an artist name is hudson lamerand has 3-400 ceramic tile fish and he has proposed installing them on the ectearior of the round house in lieu of sutter play ground. you know as you know mc nab there and so the idea is that the fish would remind people of the wildlife in the lake. it would beautify the round house. it would add some excitement and joy to the space. department as you said, does not min tain art work and the department was concerned about hundreds of tile fish. the park secured a grant from the city's add administrator's office and i have spoken with the woman who runs the grant program and she did say that if a project is in the park for up to 10 years that is okay. they consider permanent up to 10 years. department will allow them to install the tiles on the round house and we will ask them to do any repairs or maintenance or if a tile breaks they will put a new fish tile back and reevaluate to make sure it is safe and looks good. concern was just the on to see we had no bidos this and just wondering if i could get more of an explanation why staff think that happened? >> good morning. i'm david. project energy with capitol and planning and project manager for india basin projects. we did research and checked around and we believe that this project is a complex project and includes 4 buildings. one is historic renovation. it includes shore line work, work within the water. and site work. utility work and a lot of the contractors we spoke to gave us the feedback hathat a project of this magnitude they don't boyd and prefer to bid on cmgc type contracting alternative contracting method than the design build method we were bidding at. okay. so now -- what happens? you go to a specific contractor and negotiate with them? >> that is correct. we go to a contractor and we work with them on getting a price that will meet our needs. >> is this contractor been picked. it has not, that's why we are here for approval to negotiate we have been doing conversations with contractors and builders. mostly because they were interested before the bid they were interested during the bid process and continued to be interested after. they meet our questions of law being ifkdzs we had strict qualifications because of the complexities and -- i think a couple other things they have the experience working on this types of projects they worked on or partnered with a subthat worked on the san francisco fire boat house. they have marine work. and worked in the water. and we believe they can work with the community and hire local and hyper local and
