In the is that 5gallon or less include does that 5gallon or less is what we see in our offices, in a lot of the offices in the city. The dispensaries. When former mayor implemented his executive order reducing the use of single use plastic water bottles, i know our office eliminated the water, the big water container in our office. In our city, our best source tap water come from our hedge reservoir, not from imported plastic jugs. With the city, we spend somewhat some where around 98,000 a year on this type of water in our offices. What i do in my office is we have pitchers of water thats provided to folks so that were not using more and more plastic and that we are being consistent in policies like this. This policy was strongly urged by our department of the environment and i would strongly urge support for it. And i guess the question this is considered a single use container then . Thats why im confused. I thought they keep on using it. So it would be the type of plastic container that would be covered under this ordinance. The only concern i have with introducing it today is as an amendment is whether or not other departments and it seems like nobody had a chance to weigh in terms of whats the impact on them. So i know my from the Committee Meeting to my staff sharing with all of your offices, we had a number of days to discuss this and i know that you and i did not talk about it, but im trying to be consistent with the recommendations from our department of the environment. Its a simple amendment, supervisor yee. Supervisor yee, would you like us to consider moving to other items and returning to this at a later time in the agenda . Yeah, i need some time to think about you wouldnt object that to supervisor mar. Well hold off on this item and return at a later time in our agenda. I have mentioned this at committee that for instance, when someone was on the school board, we required the superintendent to live in the city if he was to work as a superintendent in San Francisco. The only person that we hire is a Department Head as the ta head, and we ask that of that particular person also. And on top of that, the police chief used to be required to live in San Francisco, so what im asking you is that you support that we ask the Police Commission and the mayor to look into this to see if [inaudible] required. Thank you, i want to put in a quick word for the applicants, the members of the the city members of the for balboa. They have been doing a good thing looking at Affordable Housing and i cant think of a Better Committee we could have to do this work of overseeing development, Transportation Needs around balboa park station. Colleagues, i urge your support. Supervisor mar. I was going to say out of the rules committee, the tremendous Body Committee organizers to Small Business advocates to pedestrian leaders, but what a Great Committee thats going to move forward a lot of the vision that supervisor avalos and many others have put into this. Im commending the appointees and looking forward to working with that committee for the future of the balboa park station area. Thank you. Colleagues can we take this item, same house, same call. Item 64 is a motion that was recommended with a new title appointing bill hing to the Police Commission term ending april 30, 2018, commissioner cohen. I want to speak in general to the several qualified candidates that applied and expressed interest in the Police Commission. It was an interesting discussion. Just by way of background, i want to start with just the about the Police Commission and the purpose of this body. The mission of the Police Commission is to set policy for the San Francisco Police Department and to conduct disciplinary hearing on charges of Police Misconduct filed by the police of chief, excuse me, by the chief of police or the director of the office of citizens complaint which is now the director of the department of Police Accountability. This person this role this commission is charged with a duty to impose discipline in such cases as warranted and here, Police Officers appeals from the discipline imposed by the police chief. This is an oversight body that sets policy for the Police Department. The commissioners are appointed by the Mayors Office and the board of supervisors and they oversee the Police Department and the office of Police Accountability. The Commission Also appoint and regulates patrol special officers and they also may suspend or dismiss patrol officers after hearings or charges are filed. So, for me, this committee hearing, the name that was brought before us is a brilliant professor bill ong hing and im going to make a motion that we not appoint professor bill hing but appoint john. For me its a simple question. It comes down to one question on the application, and that question is a public document, have you ever attended a Police Commission meeting . Period. Its simple. Have you ever attended a Police Commission hearing . And while i respect the professor, and his legal experience in deep community ties, his professional record is astounding, his accomplishments, its resolved around immigrant defense and the immigration policy development. He hasnt demonstrated to me that he has an interest or an expertise outside of immigration. I want to highlight that professor ong hs hing answered no. No he hasnt ever attended a Police Commission meeting. And by his own description during his interview and from his resume its limited and its limited to the immigration field. And this is a really critical time. This is a Critical Role at a unique moment in history when we need an appointee with expertise who is a bridge to boast to the public and the poa. We need an experienced advocate who has the time, the talent, the ability engage stakeholders across all identities, and i think thats absolutely critical. All identities. Its apparent to me that mr. John is the most qualified for the seat. Mr. Homosoci have the experience we need on the commission through his decades of working as a criminal defense attorney. His work to humanize those most directly and disproportionately targeted by sfpd. Mr. Homosocki did his Due Diligence in applying for this role and yes he has attended several Police Commission meetings. I have seen him there personally. Prior to his application, he took 6week to go out into the community and talk to Police Officers, to talk with the public, to talk to members of the board of supervisors and talk with his current colleagues and talk with members on the commission to get a deep understanding of the role of a commissioner and the role the Police Commission plays in this city. I have heard from many advocates and my office have received thousands of letters, numerous emails, calls of recommendations for both gentlemen. But mr. Homosocki have received support from folks on both sides of the aisle, from the community and the police side. And you heard earlier, the remarks that we need someone that is able to connect with both sides. As a supervisor who has been most deeply involved in Police Accountability reform, some of you may argue that, but in the most recent campos is like, yeah. Okay. Campos has me trumped by a few years, but im picking up the mantle supervisor avalos and supervisor im picking it were youre dropping it down. I have been involved in the ability reform. I have ive brought two to vote vote have passed with 80 approval ratings. So i do feel like i have a unique quality that im bringing here and i have a lens that im looking into this candidates, i have a unique understanding and i have a phenomenal grasp of what the commission needs and what values we need to have already instilled, not made up or manufacture erred that exist in the appointee. Its my hope that those will reconsider what came out the rules committee. I want to commit on something. If i was uncomfortable with the that was displayed in the hearing and the testimony. Its critical that we as members of the board of supervisors, were entrusted to make the best decisions for all of San Francisco. Every nook and cranny from Public Housing on down. And look objectively at the application that have been submitted and make a decision solely based on the qualifications for that role. So in my opinion, it is without question the person most qualified for this appointment at this time is mr. John homosocki. Our public defender, rudy, united play shawn richard. Former Police Commissioner as well as agent law caucus member or employee. Jesus which is a she helped us with the joint Committee Meeting that we had with the Police Commission last month. Jennifer. I love jennifer, but the coalition of homeless is supporting this candidate. Adrian tartanoti who is the director of the baby hunters Community Leader who ironically is a student of a former student of professor bill hing and paul who was here earlier, john cruise from the acla Police Practice and vinny who speaks often on Mental Health, particularly mental hes apart of the Mental Health working group and also fyi, a manager at tartine. I can hook you up. See me afterwards. Back to business. The Asian American Bar Association which is the largest apr Bar Association in the united states. It has close to 1,000 members. This includes muslim attorneys thats concerned about islam phobia. Hes chair of the officers for justice which is a police union for Police Officers of color specifically African American. The San Francisco for Police Accountability and just to add a celebrity touch, dura from black lives matter just for a little celebrity. In full transparency, i received 38 letters of recommendations from professor criminal defense, High School Student and College Students and other San Francisco ans. San franciscans. This is an incredible candidate that deserves our attention and our support. So please im asking you to not affirm the rules committees findings, but support my motion to appoint mr. John homsocki to the Police Commission. I want to also recognize that we have both candidates that are here in the chamber today. If you have questions for them, please i encourage you to reach out to them and ask them directly. The one question that boils down, have you attended a Police Commission meeting. Thats the number one question. Do you know what youre stepping into . Are you paying attention, are you at the table or did you wake up and get in the game. Thank you. Supervisor cohen has made a motion, is there a second . Seconded by supervisor avalos. Supervisor mar. Ill speak against the motion and i appreciate supervisor cohens passion about the issues that many of us care deeply about. But your fact was wrong about mr. Hamasoci. He has been a lawyer since 2008, not for decades. He has had really great experience and i know hes very passionate when i met with him and lots of my close allies support him. When you put his record next to bill hing, julie sue, robert hersh and others we did, and thats what i did, meeting and talking to everyone, its clear who the most qualified one for the Police Commission is. I respect mr. Hamasocis work beginning as a clerk and my Close Friends and colleagues have spoken for him, but that alone is not enough. I think with the National Lawyer skill and the work with the like i did when i came out of law school was important and i really respect that work he has done, but what i see with, fir example and ill start by bill hing, its 40 years. The San Francisco or the important units like the immigration unit, he helped develop and our neighborhood vehicles foundation. Im not going to go into his extensive record. Its not just immigrant rights. Hes seen as a Racial Justice and extremely wise leader on so many different levels. If you even read the the howard law journal which is the African American journal law school and journal piece on disrupting race based policing, looking at cases from ferguson to the 12yearold tamir rice in cleveland killing to the black lives Matter Movement rise to many other movements, bill hing has been a champion of multi racist justice. When i look at candidates, i try to put along side their deep relationships with Different Community based groups and i think professor hing to jewelry sue emphasized those deep relationships if their testimony. From julie sues leadership on the commission on the status of women heard deep roots with Domestic Violence and Human Trafficking to so many other issues she brought out and the relationships with people not only in the chinese and Asian Pacific islanders, but with other commuters, i think mr. Hamosoci is developing those relationships. When i put their records side by side, but following in the former who also came out of immigrant Rights Movements. At this point in history, depending our city sanctuary ordinance and the dignity of immigrant people really respectful relationships within communities of color so that we deescalate conflicts is so important. And i know sue and professor hing and mr. Hamsosoci we need a leader like bill hing. I hope we have other seats we can consider the others. But i think for this position, identity politics are since you raised it, i dont choose a candidate because theyre asian or pacific islander. I look for people who have deep relationships that know who the community, know how to talk to different groups within that community, but also others across racial ethnic and class line and i think thats why bill hing has that experience. His long list of various public application to his teaching, theres a stereotype of law professors thats ivory towered people. Bill hing from the 1980s working with the latinos and asian islanders community to me its so important. When we first looked at the candidates, we saw there werent people that had that much experience. That was my first question to our former Police Commissioners and angela sxhang chang. Lets choose the most experienced with the deeper relationships that can break beyond Police Reform and Racial Justice to immigrant rights and so many other things, and thats why bill hing, professor inning, hing is the right choice. I have respect for people didnt know that bill hing applied and if they had known they would have supported him. I would say that robert hersh also who has withdrawn his name was strongly supported by eva paterson. And my mentor from the law caucus. Right now, we have a stellar Police Commissioner bill hing who is poised at this time in his tore other on the attack of immigrant rights and African Americans hing can focus on you i speak against the motion by my colleague supervisor cohen. Thank you, supervisor mar. Supervisor tang. Thank you. I do want to say ditto to everything that supervisor mar and also encourage us to take a step back from this. We have three incredibly qualified candidates who i said in rules committee that i would support any of them to serve on the Police Commission. Im glad that we have seen this level of interest of quality candidates come forward during this difficult time to serve on a very Difficult Commission where all eyes are on that commission not only in San Francisco but elsewhere as well. So i want to say were lucky to be in the spot where we have people vying for this position. For me, ill back up, supervisor mar because of the long 40year plus track record he has. I did raise a question in committee about the perception that, as supervisor mar mentioned that professors are in their classrooms and writing about things, but you know, he did answer and i have seen this myself too that he writes about things that hes involved in, that he has worked on. And so again hes not just theorizing or hes out there in the community, sometimes when im contacting him or so forth, hes in mexico or hes starting up a clinic or whatever it is, hes actually out there. Hes a huge activist in the community, so i do believe that he will bring a well set of qualities to the commission to challenge all the different sets of recommendations that are coming forth before the Police Department and the commission and to review them with the critical eye to see how it is that we move our Police Department forward in the best way possible. But again, i think that all three candidates we had were wonderful and i really do hope theres an opportunity for all of them to be involved and continue to be involved in this issue. Thank you supervisor tang. Supervisor campos. Thank you, i do appreciate the passion that supervisor cohen demonstrated in her presentation. I certainly share her passion about the issue. And i dont know that its a competition in terms of who have done more. Im grateful that youre committed to this issue Going Forward. I think that we need that passion because i think that if i have learned anything since ive been working on Police Reform is that it has to be a constant ongoing effort because its one of those things where you take one step forward and you take two forward and you take two forward and one back, and then so i think it has to be an ongoing push and it really is a push and im happy that this issue has been elevated to where it is. I also know president breed is committed to this issue as are some of the other folks that are here, but also the supervisors that are coming in. So you know, what i would say about where we are is one of the things that i think is unfortunate about making the case for mr. Homasocey, people felt the need to do that at the expense of other people. I think that theres nothing negative to be said about any one here. And mr. Homosoci when he came to my office and met with me, i was impressed with me. As you know from watching the tape of what he presented, i think he did a very impressive job of making the case as to why he should be appointed and when i said to both mr. Homasoci and professor bill hing is ill be happy to support either one of them. If john had come out of the rules committee, i would support them. I dont think you follow the rules blindly and god knows theres many times here when i have gone against what the rules committee has done. There has to be, in my view, a reason not to support the person that came out of rules. And as much as i think if john had come out the rules, i would have supported him. I cant in good conscious not support bill hing. I think the way in which some people expressed themselves indirectly about professor hing is not fair. Theres nothing made up or manufactured about bill hing and his commitment to not just Police Reform, police transformation, but Racial Justice and social justice generally. I dont believe this is someone who is coming in, you know, because he just just so happens to be interested in this issue last minute. This is someone who has been thinking and working in this area for a long time. And so i dont think that you know, thats necessarily the case and i think that the any push to diminish him actually has the opposite effect for me because i dont think that its i dont think john needs that to look good because he looks good on his own terms just like everyone else. I actually think that the issue of Police Reform goes beyond this appointment. It goes beyond so many other Different Things. I think that the problem remains as we saw here today the power of the poa. The power of the Police Officers union and the fact that the status quo is you know, in any kind of system changing the status quo is very difficult. But when you have the kind of push back against change that we have from the police union and interim the system itself, its very challenging. And so you know, were going to have a number of choices that come up. I believe that professor hing is up to the challenge. I would not be supporting him if he wasnt. And ill vote against a motion, not because i dont like john, but because i think thats what came out of committee and i have no basis to oppose that. I think that what i would ask not just this body but the mayor because as the executive, he has the ability to do this, can we please move quickly on the reforms that are needed . Can we move quickly on choosing a new chief. Is he going to choose the people put forward by this Police Commission and if not, can we send it back to the Police Commission because i feel like theres so much uncertainty thats hurt this process. Thank you very much, and i look forward to the rest of the discussion. Supervisor avalos. Colleagues, i made the mistake that telling the two candidates i supported them and i feel bad about that. I was impressed with both clearly. And but you know, my mistake is i didnt let either much them what i was thinking when i was thinking it. And not until i was in committee yesterday. And actually i can support either candidate. I really enjoy ive met with both candidates and sue, and bill, and hing and john and sue. I spoke with mr. Hing on the phone. I was impressed most of all with bill hing and john, and i can support either one of them. But when it came to committee yesterday, and i was sitting in committee on top of my interview with them, and i liked johns temperament i like the work hes done. The community has been vocal about the use of force reforms thats winning their way through, seen through the Police Commission and other Reform Efforts that are being discussed and considered in the Police Commission and i feel at this moment when were trying to transform the Police Department that energy from the community is going to be important and i think bill also has really strong relationships through his work with Community Groups as well. But in this moment, i really feel like the relationships that john has with the communities that are most directly impacted by the over use of force is something thats optimistic about are the ones thats most important in the process and that relationship to me is really important. That was the Tipping Point for me. I support john, his temperament. I liked how he responded to questions and he seemed to be a real dynamic way of responding on the spot, and i believe thats from courtroom experience he has. Thats the kind of temperament thats important as the Police Commission is grappling with important issues so i would like to have a chance to vote for mr. John. I dont think hes got the vote according to what i can see right now. So if just discussing, you know, that i was impressed with him is announced we can withdraw a motion, but i dont think the motion is going to pass from what i can discern. If thats the case, if i can support bill hing. I can support bill and i agree with colleagues that theres not anything about whether one is worse than the other. Its the quality we want to see in a Police Commission that we want to put forward thank you supervisor avalos. Since we havent heard from breed. Ill turn to her. President breed. Thank you everyone and to all the candidates who i know are in the audience today. Thank you for your service and thank you for your interest in applying for this particular decision. You know, this was a hard decision for me, mostly because this is such an important seat. And initially i encouraged bob hersh, i have known him since i was a kid. I used to babysit his kid. Hes an amazing person and incredible advocate and i thought he would be a great servant, Public Servant on the Police Commission, and would aggressively push for the reform that we so desperately need with our department and time and time again, conversations held consistently came back to the fact that this seat was a seat that traditionally was held by someone who has someone who is of asian and in some specific cases chinese descent and out of respect for that, he withdrew his name. And it left me with a hard decision, mostly because i know julie sue for a long time and her work in the community and i have a lot of less suspect for her. Ive heard incredible things about mr. Hing and i didnt know mr. Homasockey well, so i was rely ongoing the people who reached out to me, the information they provided, their presentations, the conversations, and at the end of the day, you know, i was really surprised that i had a strong interests in supporting mr. Homasockey and it had to do with more so what he was about and what he represented. I think about the fact that you know, as a member of the board of supervisors, i think about my life and how number one, ive lost a cousin who was killed by sfpd. Number two, i personally witnessed sfpd beat my cousin and ive seen these incidents personally and experienced it. A lot of Police Brutality growing up in community and thinking its normal and there was nothing that could be done about it. And as someone who is fortunate to serve as the board of supervisors, these decisions has consequence and theyre so important and its not to diminish the accomplishments of the other people, but the people who reached out to me, who reached out to me specifically like rudy from united players and like sean with brothers against guns, those are the people that i actually grew up with and those in many of those folks have had challenges in this city and experienced the thing im talking about and mr. Homasockey has represented those people. He has i believe it transformed his understanding when dealing with policy and shaping policy. Its one thing to you know, basically talk about it, see it, and em empathize it and another thing to experience it. Im appreciative as a defense attorney he has represented many of these people who are looking for the kinds of reform that need to happen because in many cases we know some of these folk are innocent. I know people now who are doing time for crimes that they didnt commit and i need someone who is balanced, who is fair and who understands that, not to suggest that someone else isnt that way, but i think he has an understanding that is similar to my experience that will bring a lot to the table. And its why ive made a decision to support him and i will be supporting the motion today. I do also want to say that i appreciate a lot of what he had to say in committee. He talked about not being opposed to the Police Officers in our city who serve and protect our citizens everyday, but also wanting accountability. That, to me, is fairness that is a balanced approach to what we have to deal with on the Police Commission. He also gave me really a lot of hope that he will be a strong commissioner. That he will challenge the department. He will challenge the poa without being an abstructionist. And i want to say that its not that others have given me that impression. What he says comes across clear which is why im in strong support of mr. Homasockey and i appreciate his application was turned in on time. He started his advocate early and hes been at the table and he wants this for all the right reasons. And that is so important to me because again, the decisions that get made on this commission are so important to communities that especially i and supervisor cohen and supervisor avalos and we all represent challenges in our communities whether its our immigration issues and all of these things, we understand that there is a diversity of decisions that need to be made in this department so people feel strongly, that the leaders of this department are truly serving and protecting everyone. And so i think that it is important to make a good decision, and this is a good decision. Supporting mr. Homasockey would be a good decision for this board of supervisors and i wanted to mention that i do have a tremendous amount of respect for the other two candidates and i think two things that give me pause about mr. Hing and i guess hing is your last name, im sorry if im butchering your name, was the conversation we first of all, actually three things. Turn nothing the application late and also expressing that he will hopefully get the poa to buy in and he clarified that, and it made me concerned because i really want a fighter and someone who is going to do whatever is necessary to deal with this particular organization who has been an abinstruction as to what we have been trying to do with reforms in this department, and the other conversation around tasers and the other expressed interest in seeing the possibility of tasers, you know, again, you know, that surprised me and i guess that would be in the context of having a larger conversation, but you know, i was a little concerned and maybe ill say two things, maybe those kinds of conversations need to be had a little bit more in terms of discussing those particular matter and how we can address those particular issues, but today, i would like to support this motion and im really torn on supporting bill hing. Mostly because of those particular issues. And would have liked an opportunity to really because we passed this out as a committee report, time was limited and we didnt have an opportunity to really sit down and have a detailed conversation so im rely ongoing the information, and the presentation at rules committee. Its a difficult decision even if this motion fails, it would be a difficult decision for me to agree without having a further conversation and so at this point, i guess what i would ask my colleagues to consider, number one, if this motion fails, we consider continuing this item and having the discussion at a later date to give members of this body an opportunity to have these conversations because one of the other issues that occurred was the video link was not up last night and didnt go up for rules committee until this morning. This is not a decision that we should rush into because we really need to make sure that we get it right. And im not suggesting that this one appointment is going to change everything on the Police Commission. The challenges of the department were not created overnight, and the solutions will not be overnight and i do want to appreciate supervisor cohen especially for her leadership in bringing so many of these issues to the ballot and being an advocate and being consistent and being a real force around these particular issues of reforms in our department. But we have a lot of work to do, and i want someone that i know will be a fighter, will bring Creative Ideas to the table, will push to make sure that these things arent necessarily just discussed in theory, but theyre implemented, and doing so in a balanced way and so i will be supporting the motion and i want to say thank everyone for hearing me out and understanding that again, its not about being critical or diminishing anyones work, but if there is a need to do Something Different and supporting mr. Homasockey would be doing Something Different and needed for this department. Supervisor yee and well go to supervisor cohen and supervisor mar. Thank you. This discussion has been really interesting. It reminds me why after 2 years of being a chair of the rules committee i left it. These tough decisions, it was always we always had situations where we had more qualified candidates than slots and this is no different. I believe that the three remaining candidates are qualified and they have strengths they have different types of strengths, but im i will not be supporting the motion because i believe professor hing is really the type of person i want to be on the commission. Ive seen him as a fighter throughout his decades of services to the community and ive seen his connection with the community. Most of the times, afar because the issues he dealt with not issues that i dealt with, but just being working in the community for all my life, basically. Ive seen him as a conrad to not only to the asianamerican community, but ive seen him reach across the aisle to a lot of other communities so this is what i have seen and in interviewing or talking to all three of the candidates that has been mentioned, i still believe that even though they have all different types of strengths, to me, bill professor hing brings his experience of basically about three or 4 decades that he brings in that nobody else can match at this point. Thank you supervisor yee. Supervisor mar. Ill say that i totally support what my colleague yee just said. Bill hing has been a fighter for over 40 years and hes in the trenches. He puts theory into practice and retest his theories. Hes been parts of multi racial coalitions and respectful of communities and again, over 40 years of experience from San Francisco Neighborhood Legal Assistance Foundation to East Palo Alto to work with the San Francisco foundation on Racial Justice and equity, but hes got deep relationships with communities and leaders and we need that at this time and i urge support for him. Resist the stereotype of law professors please ask acknowledge as supervisor tang mentioned that professor hing really is a strong candidate that will serve us well on the Police Commission. Thank you. If we buy into the stereotypes, obama wouldnt be president at this time, supervisor mar. Supervisor kim. Thank you, president breed. I just want to appreciate how difficult this decision is before us today and thank you for reminding me, supervisor yee why i dont want to go back on rules committee either. I just you know, it was difficult for me to make an assessment being i wasnt able to watch the rules committee yesterday. I did see ms. I thought you did a great job on in particular talking why this seat is so important for the chinese and Asian American community and in particular, that has long felt been ignored by sfpd. A lot of crime that takes place in these communities are often as victims and so our often responded by seeing were going to start reconvening in apr Council Monthly for the community to be able to have consistent dialogue with the Police Department around what is priority needs are around Public Safety. And i hope the board doesnt mind, but being that we have the privilege of having the candidates here in the room today, and just looking around the room and seeing where the votes are head, i wanted to ask professor bill to come up to answer a few questions if thats okay. Just reading on paper, my leaning is towards is colleagues can we do that without objection . Without objection, well allow members of the board to be asked questions. Thank you. My leaning is towards professor hing because im the most particular with his experience around immigrant rights issues in the community, and i think they are so relevant to the Police Commission today. But just a couple of questions. One of the points that had been brought up about you and this is an important thing and i asked this a lot when i chaired rules committee is whether you have attended the meeting which youre applying for, because thats an interest of passion around the issues so i wanted to give professor hing an opportunity to respond to that, to answer why he may not have attended Police Commissions and why we should support let me thank you for considering my candidacy and listen to go listening to the conversation thats taken place, if im fortunate enough to get through this successfully, i want you to know that i pledge to meet with each and every one of you to talk about your desires and your goals and your aspiration and to get to know you better and to try to help move the agenda forward in a positive way for San Francisco. I plead guilty. I havent attended any of the meetings. And partly the reason for it is that i wasnt thinking about that seriously about the particular commission. Ive been thinking about these issues in trying to figure out a way of how to get more involved on a day to day basis on these issues that are challenging to the nation. And as i indicated in rules committee, i was relies on mg understanding when victor wong was you elected to the superior court he was going to be sworn in, in january and thats when the opening would be and thats when i would apply. Professor, im not asking about the tardiness of your application. Given you have not attended previous Police Commission hearings why should we as the board of supervisors support you today . You should support me because i have a long history of the commitment to taking on difficult jobs, rolling up my sleeves and working 110 on each assignment that ive had. I pledge to you that if i am selected to be a member of this commission that i will not only just fulfill the duties, but i will go far beyond what you might imagine in terms of putting into practice the years of understanding that i have on how to work with individuals, how to work with folks quote on quote from across the aisle. Ive done that on a criminal the commission on the administration of justice and ive done it with board patrol agents. Ive done it with other faculty member and its something that i thrive on. I think im good at. I was asked a question yesterday that i about how i would how i would bring together the Diverse Community and i want you to know, my style is more a style on trying to meet with individuals first. And trying to get to know them and know their goals and values are. I dont think im a grandstander. Thats a different type of philosophy or approach that others may be successful at. Im more of a lets sit down and chat about your goal and priorities and lets see where we can agree, see where we might not agree, so i guess im im digressing but i suppose im asking you to base your judgment based on my history of hard work and commitment on taking on difficult challenge and fulfilling those challenges. And by the way, your record is so clear and i have known about you since my under graduate days of stanford when we were fighting for your 10year at stanford. I appreciate all you have done. Given all your accomplishments and the demand for your service, i guess my next question is do you have time for this . I sure do. Ive been told by a couple of former members of the commission how much work it is and ive been told the version where you can do the minimalist version but you can do the meaningful version and thats what i choose to do. I pledge to you that i will devote a massive amount of time on this because i want what i believe you want. I want there to be change so that the types of incidents that weve seen are minimized or eliminated for heavens sake if we can, and thats what im pledge to go do and i know how much work its going to take and im ready to work at that time and roll up my sleeve and get under the hood and do the work. My final question. If there was a concrete or specific issue area you could work on as commissioner knowing you cannot tackle everything, what would that be . Well, it would be deescalation train and i talked about it a little bit yesterday. I think that theres the crisis intervention training is perhaps the most potentially meaningful approach. And im not sure if supervisor breed i dont think that i endorse tasers. What i questioned, i thought i questioned the viewing tasers as a pen in a sierra. Youre right. We need to have a longer conversation. You specifically say in the case of a knife willeding individual, its appropriate to use tasers. If a department used tasers, thats the only time well use it. But im not authorizing a department should authority tasers. Im sorry if i made that unclear to you. I was talking the context if tasers were adopted because that was one of the recommendations in a cops report. As a commissioner you would have the ability to make the decision, what decision would you make based on what the recommendations have been . I think that particular one would be unwise. So just let me rephrase it. Are you supportive of tasers or opposed to tasers . Im opposed to them. Can you clarify for me injure statement that implies it would be appropriate to use it in that particular case. That if tasers are for some reason adopted by any Police Department, they should be limited and i said this. It should be limited. Speaker youre saying youre not one of the commissioners to support adopting that . Thats right. I want thank you for that clarify. I just i was looking around the room and i was seeing where we were headed with the votes and because of that, it looked like professor hing is likely to be approved as our Police Commissioner. I feel we have three strong candidates and you know, my leaning towards professor hing is because im most intimate around your body of work. If i was to support the original report out of the rules committee, my main concern is around your Time Commitment and your particular and interest in the Police Commission verses a whole variety of other work that we all deeply care about. You mentioned terms and i wanted to share some commission. The commission is made up of seven seat and three are appointed by the board of supervisors through the rules process and appointed by the mayor. The next seat that will be available and im not advocating this is a point of information is jesus, his suit will expire april 30th, 2017, and then the next seat to for expiration is dr. Joe marshal which is a mayor nominee and hell expire on april 30, 2018, 2017. Dr. Marshal, 2008 and also sonyia so theres two mayor appointees i agree that the candidate was phenomenal and thoughtful. It sounds like the way the conversation is going, because people are more familiar and knowledgeable and have more comfort ability they would rather be with someone that theyre more familiar with. I i think for me its about clear distinction between abacademic verses a practitioner. 40 years is a phenomenal amount of times but i have been doing this for 6 years and i havent seen that connection. And i am still uncomfortable with supporting someone that hasnt taken the time to attend a meeting. Theyve spent time being involved verses rolling their sleeves and getting involved. Thank you. Im introduced legislation regarding changes accommodations, diaper changes accommodations in our restroom and you may think why we need to change legislation. I believe by doing this im trying to take steps to address a gender stereotype when it comes to childcare. If you notice and look around, most of these changing station was located in the womens restrooms. We expect that women are to change diapers. Were modeling off a legislation passed by president obama by federal buildings and require that city buildings would need to install changing accommodations in both female, male and all gender restrooms. When it comes to Public Places of accommodation, if you are a new building or going through a significant renovation of 50,000 or more, youll be required to have the accommodations in all three types of restrooms and if youre an existing building, then we are asking that if you already provide a changing station in the womens restroom you do the same in the mens or an all gender restroom. Those are the three different situations. And again, this legislation is really more than about providing a sanitary and convenient place for people to change diapers. Its really about breaking through gender stereotypes around childcare. The second is an amendment to our health code. Were prohibiting pet stores from selling dogs or cats not obtained from Animal Rescue or shelters and prohibiting the sale of kittens under 8 weeks old. This is model we currently do not have pet stores that sell dogs or cats from breeders. But we hope to continue this and encourage people to adopt animals from shelters or rescue organizations. And i want to join supervisor yee. Someone who i came to meet through the paw back organization which is the pacific Asian American women bay area coalition. I know her as auntie anita and she passed away in early december, but she was an incredible mentor to me, and always supportive of everything ive done since i was an intern to becoming a supervisor. I want to thank her for the guidance she supplied women everywhere. I wish her friends with that i submit. Supervisor yee. First of all, i like to ill be listened as a cosponsor as your diaper changing table as a father who quickly learned how to change diapers and found nowhere to change when i had to. [inaudible]. I changed my babies diapers and thats a good call. So i like to offer my memorial to fong. I like to close in a different and long time resident in my district for her name, anita fong. Sadly she passed away on december 5th after rare autoimmune disease effecting asian women which ravished her muscles over a short time. She passed away at a young age of 63. I knew anita personally and she moved from San Francisco from hong kong when she was 7 years old. She attended the same Elementary School i did although i was 3 years her senior. She attended gene parker Elementary School and went to hoover junior high at the time it was called before going to uc berkeley where she received her bu. She attended San Francisco State University where she received a master degree in social work and an nba from golden gate university. I believe im trying i have known her for so long and im trying to remember where i first met her and i think it was actually she was the first director for Children Services in 1976. So we cross paths right there. Anita, her career extends to many Different Things but she focused on her career on how to help those who were either in need or in less fortunate circumstances. She spent many years in various Public Health positions all around the bay area, spanning social marketing, advocacy, policy, planning, and health and Human Services and administration before entering before retiring in 2015 from the San Francisco department of Public Health due to impaired vision. She is perhaps best remembered by her Large Network of friends, mentees and she tried to make the lives of others better than it is. One of anita well known contribution as soup his veer tang mentioned in the community in the nonprofit world is serve ing on the board of directors which focused on the investment of young and mature women in both professional and personal lives and leadership development. In addition, anita generously used her fundraising skills and network to contribute to events held by the San Francisco department of Public Health, komochi and last but not least self help for the elderly. Anita was known for her love and dedication to her parent and devoted 25 years to caring for them in their home. Most recently, the joys of her life and the recipients of her generosity are her older brothers, and four grand children, bruce, jordan, iana and blake. I like to let everyone to take a moment of silence to acknowledge anita fong and her life of tireless and Compassionate Service to the betterment of others. The rest i submit. Actually its like this big softball throwing it up in the air and you get to knock it and put your name on it and knock it out of the park. The first is its a 38 million deappropriation ordinance. And actually i wanted to do this because around balancing our budgets and extending services to new homeless services, i think we should have a bite at the apple at looking at what are things that we can deprioritize as this new priority is coming forward rather than just you know, taking money that was already set to be used for the purposes of city cause or street trees or other uses. This is a bite at the apple that the city could have. If our impasse continues, this could be a way to have some negotiations of how we might be able to move forward in a way to balance the budget. Of course, the controller could say much of the issue is for next years budget, but in case theres a need to want to negotiate anything its available. Thats my last thing on the budget for it may never come back again. Who knows. Theres Reentry Council clean up language. Since the meeting has been meeting for a number of years, theres a new seat added to the Reentry Council. It has to be done by ordinance. Its occupied by director of the department of housing and homelessness in supportive housing. This is a seat for jeff gaziski and we need an ordinance to offer the seat. It has my name on it, but someone else can pick it up. I have another ordinance around the planning code ordinance that is dealing with putting a cap and limits on the number of on unauthorized units that can be added to a parcel or a lot. It also has prohibitions on demo demolishing of Single Family homes given where the cities at in terms of many units that arent necessarily permitted. Its important to put protections in place. Thats available for colleagues to pick up. You have to take my name off it and that could be a home run hit. I have two items for the imperative agenda. One is for paul who has been running an auto service in the excel district for 70 years. Hes opened his service up in 1946 and he does tire and ive got my cars my tires done there 10 or 15 times and this is actually really interesting because its my last Board Meeting and this resolution for paul day which is january 1st, 2017, is the only thing ive gotten from jerald san da sal. I have a resolution and i want to thank him for it because apologies, hes a great man. Heeds been running this business forever. Longer than the 49 im happy to have put that for the imperative calendar. Also what we have and were moving forward because there could we had take immediate action to protect tenant and its the last meeting we have and the issue came up well before well after the agenda was written. And that is after the ghost ship fire and tragedy which i think many of us are still shaken up reeling. There have been a lot of fire marshals that have been over zealous in addressing Warehouse Space and artist space and work space and thats happening in San Francisco as well. And already, the city through the department of building inspection and the Entertainment Commission and the fire department, and the Work Force Development and the Arts Commission have been coming together to address how we can move forward on making sure that Warehouse Space is safe, and also that were protecting tenants so we want to actually dip prevent displacement as much as possible, but we want to make sure these types of tragic events dont happen and so we want to the resolution is really calling upon the city to do just that and if i could read the main parts of the resolution. I wont have to read it in the future. So the resolve cause is the board of supervisors the city of county of San Francisco finds that unauthorized work spaces and venues that operates safely are and be further resolves that the board of supervisors is committed to protecting these venues whenever they can be legalized. Helping Property Owners make them safe and secure and protecting tenants from displacement and be a further resolve that the board of supervisors encourage dbi to nonprofit organizations that have experience with supporting unauthorized spaces and have trust with people in the community, and be a further resolve that the board of soup the City Attorney, the city administrator and the mayor of housing, Entertainment Commission, and the Arts Commission and any other city agencies Work Together to address the safety hazards in unauthorized spaces and develop a process based on dbi successful Code Enforcement Outreach Program for the legalzation of unauthorized spaces thats consistent and identify resources to help Property Owners fund needed Safety Improvement and legalzation such as low interest loans and the Code Enforcement fund and the Housing Stabilization and preservation fund. Thank you, i dont have anything to introduce, but i will acknowledge that the Comfort Women Justice Coalition has its three finalist for the memorial and thanks to all of you for unanimously supporting our San Francisco comfort Women Memorial last year. This month, were highlighting three semifinalist for the comfort Women Memorial Design Competition sponsored by our coalition. Its a memorial again that will be installed at the st. Marys square extension. Its a park in San Francisco boundaries are california street and pine street at kerny above the st. Marys garage, but the building of the memorial is in 2017. A total of 36 designs were received from artist all over the world representing 8 countries and these three semifinalist was not an easy decision, but the three are the finalist. The designs and i believe if we could have the over head, and thanks so much to angelina for work with the coalition, the designs include three different pieces and our project manager joseline with her artist studio. It may not i think the five panel of the judges looked at these anonymously. So they didnt know who submitted them, but they chose based on the imagery and the beauty and the various other guidelines that they looked at. These different designs, the three will be in my office, for example, the one thats up right now on the screen is called tears of time. The other two are different statute type figures. One more abstract, and another more realistic. But these are all viewable online. But also in my office in much larger panels through the end of the week in room 284. Anybody can come back. I want to thank the coalition and the women Led Coalition and many others for really moving this forward. Today, supervisor peskin and i are introducing the much anticipated followup legislation to proposition c which passed 69 of voters this past june. Proposition c sets Affordable Housing requirements at 25 . 15 dedicated for low income residents at 55 of average medium income and below as hand been the developers obligation before the Housing Trust fund. An additional 10 for middle Income Housing. There are a couple of reasons why we put forward this requirement. One being that we know that we are really not meeting the needs of middle class households here in San Francisco, but we need to continue to build working class and low Income Housing as well. We in this ordinance that were introducing today, we are setting and affirming the desires of voters that private develop ares deliver 25 Affordable Housing. Again, 15 for low income residents examine 10 for middle Income Housing. Our original legislation did generously grandfather approximately 100 project in the pipeline to not burden existing developments that have started their approvals process. Were setting our site in the future to make permanent the intent of the voter and to begin the discussions of updating our citys Affordable Housing requirements. In this draft which were introducing today, we provide direction to the city to set feed level to the most profitable development in the most profitable neighborhoods have to pay the highest fees. We look forward to working with city Staff Developers and neighborhood residents on this pause. And we want to emphasize we know through projects that have committed to this amount or higher that this is something we can do and that we should do. While its important to continue to publicly subsidized affordable and middle Income Housing through tax payer dollars, its equally important that we ask the market and the private sector on contribute the maximum amount that they can to ensuring that all San Francisco residents can be here. An overwhelming, almost 70 of the voters recognized what we know, this is the most expensive city in the country. We should expand our tool kit to make sure developers are apart of the solution and not the only part of the solution. Im proud to join that. I want to acknowledge all of the work of the technical Advisory Committee and say that i think we actually have shown that 25 is economic feasible and look forward to the continued hard work around some of the wofrngyest pieces of this that remains to be done and look forward to working that out with you colleagues in the new year. Weve been doing things in the venue, and now theres a lot of interest and were getting together to speak as one. So right now, i think its not a good time to put the [inaudible] out and if you would please consider that thats the only thing that we have in the film community. Thats the only place thats remaining. The city has devastated the black community there and thats the only thing we have that once we get it up and going, we can employ, we could train different we could train our people. Well have some where to go. I mean, you know whats happening with the Filmore Community and that place was supposed to be the anchor of venue to for the rebirth of the filmore so please you know, dont let the rsp come out until next year some time if then. Were here today just quickly to say that this city is in one of the highest states of economics and low unemployment and we have development unprecedented in this country, you know, 12 projects here in excessive of billion dollars and they say high waters lift all boats but high waters do not lift the black community. We have gone from 14 down to less than 5 today. The black community is in a crisis. And this body must act to save the African American community because soon there will be no African Americans in this city. So i have left a letter, ive sent a letter to each one of you and im hoping that this will be a priority for next year because we need a marshal plan. We got no funds from the we get no funds from the city and no support and as the previous speaker said, our last bit of culture is being taken away just like that, just off the board. Im the chairman of the San Francisco African American chamber of commerce Small Business committee. Represent dip certified were certified for Electrical Services and Street Lighting and Energy Supplies and im giving you an example of some of the things that fred and ken have been describing here today. These are tangible examples of some of the situations i haven occurred as a Small Business and i like to share them with you here tonight. Red dipper is an African American known alternative energy company. We basically focus on black and brown communities and going out and educating them on what they can do to reduce their carbon foot print and we provide solar installation training and stow armor Street Lighting programs through nonprofit organizations such as mentoring with the aim of reducing recidivism. We have done it to low level inmates coming back into the community. Some of the things i have been here to hear and listen to the challenges that are going on in the community are direct relationship to us not having jobs and contracts, and the big focus is right now, is that red dipper needs to have the jobs and contracts coming out and we dont need the rules and regulations in place to impact us from hiring our own population which are a black and brown populations. I think the Asian Community does a good job of doing that. Thank you, sir. Thank you for your comment. Next speaker, please. Madam president , supervisors, my name is duffy and im a forklift driver. I like the straight forward question about how they felt about tasers. Of course you know, we have asked lee whether it was going to stay for 1 year, he said sure. At least you asked the question and he answered. Do you believe in growth . You know, i dont think this board actually has been performing sufficiently. As a forklift driver, im allowed to be [inaudible]. However, the vote on those candidate for the Police Commission, it didnt break a lot permanent [inaudible] line and i think that that Going Forward is kind of a pause if we have a little more of that where things are not permanently in one way or another, but they spread around and we get different opinions. I think that is a sign of growth. Thats growth. I know were losing a couple of our members and ones that i personally have valued greatly. I want to thank you for them. I know there was an nyu study a few years ago of elected officials and they discovered if a decision moating 80 of it was based on how the vote would affect their future Job Opportunities. 80 . Its nice if we went down to 30 , but i think clearly we, obviously, the proof is in the pudding, we had three people here whose evaluation of what their future Job Opportunities was less important. Less important than what the important thing was for the community. Thank you, and mr. Duffy, ill say the Public Comment was satisfied for the Police Commission item, so next time. I didnt interrupt you, but next time remember. Next speaker, please. I too echo the previous speakers gratitude to the supervisors for their tremendous leadership to the city of San Francisco and were going to miss you very greatly. And im profoundly grateful to this board for passing the alex memorial. But i must express my disappointment in the selection of bill hing to the commission and i address my comment to the public. We need Public Participation maam. Im going to pause your time for a moment. This is about sspd accountable. Walk the line carefully. Certainly. Thank you. We have one of the most dysfunctional Police Department in the united states. I attend 75 of the Police Commission meetings and i see the same people there every single time. We need a broader Cross Section of san franciscans to come before the Police Commission and demand change. And that includes our elected officials. I was grateful to see soup upervisor cohen at the last meeting and i select more of you to come since you selected a more passive person to support you when we could have had a fighter to so thank you for your service, thank you for recognizing alex, but please everybody in the public and our elected officials included get more engaged with Police Accountability and make the hears monthly. We need monthly hearing especially with the Trumps Administration to hold sfpd accountable to implementing all the changes that must occur. Thank you, and before the next speaker, i just want to remind members of the public if we had a matter before the board of supervisors today, unfortunately like the alex memorial and the Police Commission appointment, unfortunately in your general Public Comment remark, those are things that you can necessarily discuss as business has taken place that had been on the board of supervisors agenda. What you can talk about specifically are the items for adoption without reference to committee as well as the closed session as well as general matters for example the Police Commission meeting and things of that matter. I apologize if theres confusion, but unfortunately if that continues we will have to stop members of the public and remind them of this particular message. So thank you. Next speaker. Thank you for that supervisor breed. I was confused myself. I would like to first of all david, san franciscans for i would like to command the three supervisors for their outstanding work on issues. You have been great. We really appreciate you all of you. I hope all of you will continue your good work as private citizens, potentially in front of the Police Commission and youre making too many comments. One last issue, general issue about the commission has been noted at this meeting, de jesus may be leaving in april so we hope the board will work to find excellent candidate. Thank you. As we close here in good cheer, i hope its worth contemplating this progress over the world over the last 100 years and i have an article from the chronicle. It says as follows, rescue the armenian and save the syrians this is the cry that will ring around the city of San Francisco today and tomorrow. The article goes onto say that pursuant to a proclamation by president wilson and supported by mayor rof, women in San Francisco will go to the squares and Department Stores to to save the armenians. 800 have been killed by the turks and 180 we hope this will help the progress of saving this catastrophe. I know a lot of you and i wasnt going to say anything tonight, but i want to respond to something introduced late. I want to mention my employer macys who over a decade ago put diaper tables in the mens toilets. It was a great thing to do. We have a lot of happy dads and happier babies. Certainly to start with credible gratitude to supervisor avalos, campos and mar who have served us tireless for humane values in San Francisco and your legacy will continue on. We look forward to working with your replacements but what you have offered to our city has been awesome. Speaking to a matter introduced in the having to do with recent concerns and Public Safety and creative art spaces in San Francisco. Were heart broken and it has been a tremendous tragic affect on the communities which what happened at the ghost ship and San Francisco. Many of our friends have lost friend and were toughed by this. Independently were working proactively to address public were grateful for our Civic Leaders working us. We dont destroy our communities in the name of safety. Safety is important and were going to work with the city to get to those ends. The matter sets a great precedent and were working with owners and the buildings have been gracious to allow these buildings to be used in a non traditional ways. We evaluate these space and they get brought up to code and these issues are addressed. Were facing eviction and theres some locally so were looking for a calm and breathing while we come forward to address this issue. So please whatever you can to put out publicly and the newscast that were working to address these thing and to put owners at ease so they dont evict these spaces. We have been in crisis due to Economic Issues for years and this is unprecedented and be hope you work with us and the nation. It has affected us all. Thank you for your time. As re resident, as a some time resident in what we call an underground 24hour art clerkive, im looking forward to working with this committee made up of various groups of city government. You mentioned the city is getting harder for those of moderate we can Work Together and we can can get on the same page. The box they put us in and push the envelope of social change. David when i was working in the polls up and down that hill, and you came by with [inaudible] and i remember sitting with you, and i was sitting you on the step outside the polling step and you told me you were considering running for supervisor in district 9. Do you remember that . I think you do. Here we are many years later still hanging in there, hanging out and i really feel sad about what happened at ghost. I think about it everyday, but lets Work Together. The phrase is doing more together than any of us can do on our own and ill end with the spirit that came to me with these words and she says its a zigzag journey. I spiral dance. So lets get on it, and im glad supervisor kim that youre going to be around for a while. On one hand, on the other i did vote for you, but i think sacramento is getting [inaudible]. My name is christopher and i live at 6th and howard 10 blocks and less than 40 years from sea level i will and i want to comment it offers the promise that days will grow longer, that life will renew the land, and that hope can return. May the sun bring light to us all. The good news from the election is that there is no american left who thinks that our federal government will do anything sub stant to address climate change. We all now understand the reality, the republicans offer only resistant to the idea there is something wrong or even just out of balance with the climate. We all now understand the reality that the democrats offer only half measures half thought out and half funded. The good news is that we the people are feeling the urgency of our crisis and are seeking solutions ourselves and the good news is that there is still a very narrow window of time for us to reduce our carbon up late, increase our carbon download and bring our carbon cycle into balance. We just need new trees. We just need fresh watered irrigate to we need Carbon Free Energy to dieselnate the water. Resist pretending its someone elses problem to fix and resist despair theres no solution. Resist the cynics and the nay sayer and resist distraction from our goals, resist. Thank you. The lamest moment wasnt here. It was off the radio. A couple of years ago, i heard the story of this immigrant family that came to america and bought a residential unit and there was a tragic event in the unit. The people had to sale their house and proposition g was going to prevent that. And they were going to be they wouldnt lose money. It was going to be a disaster. I wonder if supervisor farrell remembers that and all the time i kept remembering evictions and now the evictions are even higher. Thank you for your comments. Next speaker, please. Hi family is in San Francisco since 1989 and this is a subject i wish to have addressed to all supervisors, but some are missing from their seats. Gentleman and ladies, i have sensed youre trying to raise funds for projects and you have to scale back on others. And on the other hand, you have had this [inaudible] for the Police Commission, et cetera. Okay. I wish to make a proposal to the city and county of San Francisco from what i presented a long ago it produced the mayor and that was mayor eliota. Maybe you people should consider firing the Police Department and replacing it because the past number of generations since the people have taken its too much forgetting theyre Public Employees and you pay them wages on an hourly basis and other things that come with the risk of the job. And maybe you should consider letting those jobs to be bid on by all families of San Francisco like it was a while ago with great deal of respect for everybody in the city and county of San Francisco to protect communities. 3 generations ago, the Police Department and all families of San Francisco were having meetings once a week in certain locations where they were certain discussions and those were re maybe you should consider a place them together. Yes i just wanted to first start with supervisor avalos where he first got the bug and i told him he wasnt working hard enough and he had to work on more doors. Whether it was immigrant rights or the Health Care Security ordinance or whether it is your create your standard shortterm rentals we will live in these hollow chambers for many, many years to come. I considered you to be a friend and to all three of you, there is only one member of this board who knows how weird what you are going through it like because determinants is a strange thing because you didnt get fired, you didnt quit, but you cant keep your job anymore and one hand, as supervisor campos said, it is bittersweet because on one hand you know youre going to miss it. I for one when you know that you are going to testify id washington will nd thasupervisor mar got beat up a lot about things like happy meals and that that turned and you did that selflessly and it just rolled off of your back or at least that is how it looked to those of us who were unperturbed. I think for any other person, i mean katie, supervisor tang, flipped off the news reporter. Go katie. And how during in [roll call vote] you recite every single thing that is going on in in the community, and we will miss you but you will not be far away. And Supervisor John Avalos, you have in many ways been the conscience for this board. You have been able to bridge the divide between the alleged progressives and the alleged moderates on the boardbecause at the end of the day you are always looking out for San Francisco. And the fact that you have left us with this vehicle to have a conversation about how to deal with city college with your 38 milliond appropriation and reappropriation is just classic signature john avalos. You have been a total mensch you have been a guiding spirit to this public. I will miss all three of you but i know you will not be far away. Thank you and godspeed. [applause] they are going to take a note from your book and wait out a term and then come back. Supervisor yee. I guess besides pres. Breed and myself, we have served with them long enough except of course supervisor tang, who has been in the chambers for a long time. It has been interesting to serve for years with you but at the same time i served with supervisor mar on the board of education and supervisor campos was the attorney there. And then, there was a time when supervisor avalos was with coleman advocates and i cross passed with him many times on different issues and in many ways, its not just these four years that ive seen you guys work. So like to say that i have seen you grow up a lot in these chambers because everything was so brandnew and even though i served on the board of education, everything here was really new. I was not an insider here. I didnt know what was going on. I didnt attend a lot of board of supervisor meetings supervisor cohen, i just want to say that i learned a lot from all three of you and what supervisor peskin just said is what you bring here is really consciousness that we will really miss; and something that you fight for all the time as far as social justice and really looking out for those that are the least resource full to make sure that theyve equal footing in our city is a voice. So, that is something that i want to take with me i will take with me for the next four years to remember that that the rest of us need to pick up that the battle and fight for the people that you fought for for the last eight years so thank you very very it much. Thank you supervisor yee. Supervisor kim. I just would like to start by thing i cant believe this is the last night here with the three of you. I remember our campaigning and how hard it was and how spread out our community was and crisscrossing through the richmond and some of us went to the excelsior and said well i cant believe this is part of San Francisco so thank you supervisor avalos for taking us out to the excelsior. I remember in january 2009 was the busiest ive ever seen the chambers and at the time i was on the school board at the time and i got to take a seat and see the action for the time and it was such a great day to see the three of you come into the office together. To see three progressive men of color take seats on the board of supervisor. And i remember david on that first meeting used to growing people and obtuse contract items on the budget and you made it known that you would be reading all of the items on the first day on your board of supervisors and you will be asking a lot of questions and you never stopped after that first day even at the chagrin of some of our staffers andi want to thank you for all of your work and leading the charge and undocumented use. When we felt they are being pulled out into iced have the protection that they heard and be pulled out to the board of supervisors and i think that important piece of legislation was closing in on the loophole of the healthcare ordinance and ensuring that we had a strong, universal Healthcare Program here provided both by the city and by our private employers as well. So, i want to thank you for our service. I had an opportunity to work with you previous to that when you started with the general counsel to the School District and i remember being so sad when you left because i thought you did a tremendous job but you got to continue to do that work here on the eight years on the board here supervisor as and i look forward to the next step in you serving our community. Supervisor mar, we have actually known each other for a long time through the Asian Community. And i really got to know you and set my hat down on that Community Board and even though ive been a supervisor for years i was very naive about the political process. So i met with him in richmond and eric pulls out a map of San Francisco and who had power and strength in organizing and i thought wow, i really hadnt done my homework for this meeting and i know you really did your homework for initiatives with the board of education and the board of supervisors and i have to say that i was really skeptical when you first introduce the happy meal legislation and after you did that the city started to follow you and it became an important issue across the country that we take health and food justice across the country and that we should really take better care of ourselves and that we should also hold private entities responsible and accountable to that as well. And so, i want to thank you for your work. I represent a district that has the highest concentrations of liquor and tobacco licenses and also represent a neighborhood that is a food desert without a multipurpose Grocery Store and you have really taken on that issue. And, i just want to thank you for that and i really hope i will be able to continue some of that work particularly representing the tenderloin and i think that work is so important and i think it was overlooked and i appreciate your leadership on that and i also look forward to your continued work and maybe i will be able to attend a lecture at San Francisco state in the future. Supervisor avalos, we met in supervisor dailys office that some people know as the [inaudible] organization. It is amazing to know about the meetings that we stab. In living rooms, and cafes. We started our own study group thatand and dave and rachal and i also remember sitting on your living room a lot for teachers for social justice meetings and i have always appreciated your deep passion for serving our communities. And, i love that you always speak truthfully at our Board Meetings. I think it is so hard for so many of us to speak with so much honesty but also humor at the same time. Really deflecting a lot attention that can be raised by speaking so forcefully for our communities. And, i just want to say that i think that your representation and vocal by the way, vocal statements on behalf of your neighborhoods are important because i do think we often overlook the southeast sector of San Francisco and i just think you have been a leading advocate for bringing more infrastructure and support for Small Businesses and open space as a supervisor and i want to thank you for that because we think a lot about policies and legislation on the board of supervisors but if youre not fighting for equity for Neighborhood Services and constituent services, were really not doing her job. So thank you for balancing both here on the board of supervisors and showing up for those meetings. I am still in denial that the three of you are leaving. And actually, you are not for a couple of weeks but we will actually get to enjoy your company. And i just have to say that it is very clear how committed you are to this job by the flurry of legislations and hearings that you just called just in the last few meetings to help us carry on. So thanks for giving us the work to do after you leave [laughing]. I would just like to say as exciting as i am to have some new female colleagues to join the board of supervisors as a woman, i want to thank you guys for your leadership and also mentoring so many of us in the community. Thank you supervisor kim. Supervisor farrell. Thank you pres. Breed. I just want to say this about all three of you that you are all true blue and you stand up for what you believe any fight for that. It is the one thing that i know that i can always count on from you three that when you Say Something you mean it and that really comes from the core and that when you Say Something, that you mean it and i respect that. And john, when we were on the Budget Committee together i just remember that you really put a lot of influence in that and you are hardly on the Budget Committee ive been doing it for years. I just want to thank you for the work that you did. Hard decisions, tough decisions but ultimately we were able to Work Together and i think really made a budget process that i think this relationship is the key to really the last four years from my perspective. And so, i want to thank you for that. I think you did an amazing job advocating for what you believe in. Also working together with prop b and you really thought for it just as jean said and i really want to thank you for the job that youve done. David, weve had a great friendship and relationship over the past six years. I know that many people questioned it over the years. But, what i really have valued in large part is that we have found ways to Work Together and took truly collaborate together on 80 of the issues. That to me, speaks to hopefully what this board and boards long after we are all gone will be able to do together and that is to find Common Ground. And we were able to do that. To me, i remember c pmc particular. If you remember those Holiday Hours with supervisor chu. And that i remember one time there was a fight over economics with that deal. And i remember that supervisor compos and i aand supervisor chu, they stuck us in a Conference Room and they didnt realize they had put us in the gold mind of a room because we turned around and there were boxes of the financials. Everyone laughed. It wouldve been funny to but we never did. It wouldve been right by the city for it worked on. David, i really appreciate our friendship and working relationship and i know it will continue. And eric, it was mentioned before i remember coming into office there was this happy meal guy next door to me in district one. It has been amazing working together. I think supervisor peskin mentioned it, i never had to open up the local newspaper in your district because every week i heard was going on during your district during [roll call vote]. We partnered together in the last year two on some bills together and things that we both care about issues and you believe so much and what you have done has made a huge difference of last years here and i think its something we can all take away in the chambers. We work seamlessly together being partners and sharing borders. Your staff has been amazing all the staff has been amazing i look forward to working together with you in the future as well. Thank you supervisor farrell. Supervisor tang. Thank you pres. Breed. I just also want to thank supervisor avalos, supervisor campos and supervisor mar as well. And i just want to say that supervisor farrell and i have not always seen eye to eye on the three of you on many issues but i want to say very publicly that all of you have collectively really pushed my own personal boundaries and challenged me to think really deeply about what it is that i believe in and how it is that, you know given whether its finite resources or what have you how it is that we make things happen. So, i do want to thank you for that because without people like you to push me, i dont think that i could also grow in this role. And so, to supervisor avalos, i will say we used to Work Together as legislative aides and you had a seamless transition becoming a supervisor. I so enjoyed seeing all of your work especially tackling Environmental Issues around transportation i think the ta you have been a wonderful advocate in your district. I think is wonderful the improvements you can make with transportation dollars and supervisor mar, your work as well. And a recently we had conversations in our neighborhood not seen things happen it was great to bond with you because, you know it is so rare and i think its great to have districts especially like ours to have opportunities to really revitalize the core door. I just want to thank you so much. Supervisor campos, i know we will always share an affinity towards animals [laughing] so even though we cant see it i own all things i know that our love for our Furry Friends we will have if nothing else. As well as the successor to supervisor mar i didnt realize this until a Chronicle Reporter pointed this out to me that we will have more women on this board come january. [applause] so, that is really exciting. And supervisor mar as a neighboring District Supervisor i know we share ocean beach borders and even though we regulate the lands there we have had many challenges there with the trna and that will continue and i want to thank you for being a supervisors well i know you had a tough time with the art and that will be to be continued and i wish you well over at San Francisco state with your fellowship. And i wish you all the best. Thank you. Supervisor peskin. I just want to say that everybody thinks this is your last Board Meeting but we still 2060s where we can call a special Board Meetings i just want to same thankful for that. Thank you. And i just want to say to the Board Members that are leaving today there is no secret that we have had disagreements and life has been somewhat difficult at times for the board of supervisors and i would like to say that for each of you we have found ways to Work Together and over the few months supervisor campos you and i have just developed a better relationship and i truly appreciate that relationship regardless of disagreements and we have been in some instances, able to find Common Ground and i appreciate your leadership including trying to come to conclusion on the shuttlebus program which was really challenging and i am going to miss her advocacy on this board. A lot of times when you get excited, it is really funny. But, i know youre passionate about what you do and the people that you represent. I have seen you take some hits that you did not deserve. Which in some instances, i probably delivered some of those hits but at the end of the day, i know that you are a passionate person and i know you care about the city and you care about people you care about what you do and so i have really grown to respect your workon the board over the years so i think you so much for your work. Let me just say supervisor mar, i appreciate your work in the arts and equity and your consistency and all the work that you do and i just want to thank you for your work on the board of supervisors and it was definitely a challenge that a pleasure at the same time especially when we came together. It is a powerful thing. And finally, supervisor avalos, thank you for your advocacy especially with the environment done. And we gotclean power done andi just want to thank you for your consistency and continuing to push the envelope on that particular issue and it took a lot of people and that you really committed to help us get to this issue and your look at funding and institutions and so on and so forth so i thank you for your work on the board of supervisors. I had something for you i was asked by congresswoman jackie spear to present you with a Recognition Award from the house of representatives and when i asked why didnt she have one for the other members of the board she said basically he was the only one in my district. So, we are going to get on the other house of representatives folks who represent the other two will get theirs at a later date. But she wanted me to present you with this. She presented on the house floor it is Pretty Amazing and ill let you read it later but the fact of the matter is, it starts off which is really cool, mr. Speaker, i rise to honor john avalos for eight years of Exemplary Service on the board of supervisors it talks about your record and all that youve done and its Pretty Amazing. I wanted to make sure that i presented this to you on behalf of congresswoman jackie spear who is an amazing congresswoman. And so, this will be going to you as well as one of these nicely framed proclamations from the San Francisco board of supervisors commending each of you for your work, for your commitment to the city. You know, regardless of the differences, the fact of the matter is, as members of the board of supervisors you serve on this board and you make really hard decisions and sometimes people love you for it and sometimes people hate you for it but it is clear that the decisions that you made with the work that youve done putting your neck on the line time and time again for the last eight years that you really care about the work that you do or that you did and what you will continue to do and it clearly shows in your advocacy and what you introduced and how you worked with the community and that is definitely commendable. It is something that i have noticed even before i was on the board of supervisors. Thank you, each and every one of you, for your commitment to the city and for your service. It is a truly amazing time of service. And, i dont even know why im getting all emotional but you will definitely be missed in this chamber and hopefully, you will still come see us from time and time again for some of the upcoming legislation that we probably will be passing. So, thank you again and thank you for your service. Supervisor cohen. Sorry john. Thank you gentlemen for having class and your incredible work ethic i came to the board to have an opportunity work with every colleague i would like to say that eric mar is probably the most enjoyable person to work with. I think as pres. Breed stated when it comes to health advocacy, whether it be cigarettes, alcohol, if i was here during happy meal time, i wouldve been with you. I want to say thank you. I think the youre very insightful and frankly, i think youre a leader i had a your time. And, that has always been demonstrated on some of the issues that you take on and i hope that you never lose that spirit. And, i also have had an opportunity to witness that i think that you are really good friend. Not necessarily to me per se but i have witnessed you putting your friendship and people that you care about above and beyond yourself. Your loved ones, i love the way you cherish and nurture and speak about jade. Ive only had an opportunity to meet her a couple of times in district 10 i think she was before me but, it has been really cool during your long introductions with Community Events and stuff you always bring a remark and you relate it back to the family and you relate it back to jade and what life is like as a parent raising a teenager and i think that is very, very real and genuine and most san franciscans , not all but most can connect with that love and i appreciate that. And supervisor campos, it has really been kind of fun because its true when you do get worked up, it is funny. You literally see smoke coming out of his ears, right . It is amazing. [laughing] i love his affinity for cars. I have literally been asking david campos to have dinner with me for six years and he only had dinner with me first six years and one time he told me that he could not have dinner with me because winston called him and said that he had to come home. [laughing] watch it supervisor, when you left me at dinner with my entire meal. You told me that winston called and you needed to come home in in a very comprehensive way like sorry, like if he had hair. Is flipped it over shoulder, you understand, dont you. Wait till thursday if you all come see me im going to roast is ass. [laughing] oh my gosh, sorry, i didnt realize there were kids in here ive to keep this pg. Thursday at the bravo theater. Be there or be square. Supervisor avalos is really, really interesting. He is the most difficult person for me to come to connect with and understand but, what is interesting is that we are not scripted but some of my best remarks and moments have actually come on issues that he has carried in champion to remember that time i was on the [inaudible] that was a setup from supervisor avalos. It was your remarks that got me all worked up and the next thing you know, thank you, i was on the national scene. I have to thank you for that. But you know, when you think about it, the issues that really gets you and it was like laying dormant in me after hours and hours and hours a Public Comment that you internalize and then you are like, blah, and you explode so, thank you. Not many people can move me in such a way and a recently we have had some pretty explosive arguments and disagreements but we are adults and we could still come back to the table and get back to work. I want to recognize all of your Staff Members. Because, you guys are not really as good as you think you are without your staff. It is your staff men and women that really, really make you guys look and sound smart. They do the Due Diligence, they do the homework, they do the talking points. They probably give you the talking points when you need that comfort with that uphill battle because you need that encouragement, right . They are talented people and if there not here today some of them are at home but the talented people because we are protecting immigrants in education and womens issues and reproductive rights issues and issues that plague poor people. There is enough work at the table for all of us to get our fill of a lifetime. And, i was just really touched us a little my lot running around the chambers like she owns the place. I was like really, she was probably born in the halls of city halls. And i think it is very exciting to see with the next generation her mother being sworn in. And also the Staff Members who have delivered children to this board. Again april, we are changing policy so thank you guys for allowing us to change the bathroom. Campos wont publicly admit it but he wasnt happy. That was his bathroom. The lactation room that was campospersonal bathroom. I and all his personal business out there. Im being mean. [laughing] ladies and gentlemen, this is just the opening act. Seriously, and csf bravo on thursday. But gentlemen, it has been definitely a very exciting six years for me. I was 32 when i was elected and you have really had a hand in the maturation process for the melia that you see today. And i feel very privileged to see today and i feel very privileged to serve you in the space. Thank you supervisor cohen. All right supervisor avalos. I walked in today to this Board Chamber knowing it would be the last my last meeting and i was a total emotional wreck. I couldnt keep my composure. Im not sure that anyone notice but i kept going to the bathroom and it white my face and i realized at that point that its not the walls that absorbed all the drama its actually a bodies that do it. Theres just so much that it happened over the past eight years. I cant believe i have been here eight years and 3 1 2 years before that is a legislative aide. And so, im going to try and keep my composure as im speaking because i feel so many things right now. Let it go. [laughing] first of all i want to say thank you to the people of district 11 [applause] for giving me this awesome, awesome, experience. I mean awesome is a word thats thrown around so much but im completely in all of what i have had access to working with the board of supervisors that i get to work in just one of the greatest cities in the world and the city that is always becoming, its always inviting to live up to the values that represents its a really dynamic place to work in. It is just incredible, the freedom that i have had to be able to work and choose the things that i want to work on and to fight for my district and the fight for social justice and, it has just been really incredible to do it with everyone. First, i want to recognize my staff who have, yes, i have been so incredible to make this job possible. Im talking about staff who arent hair like racquel redone the who is my best friend she is in the philippines right now. She does not get reception so shes often one right now intermittently watching but more than anyone, my staff was the ones who really gave me and i have been friends with her for a really long time the courage to be here today i feel really confident being in the room with everyone who went to harvard or whatever. [laughing] i have my own stuff to deal with but they have really been a tremendous boost for me. And then, you know, francis shea along with racquel have been there from the beginning and just a really great friend in a really wonderful person to always be available to make the office run and to be there to support you in emergencies and to just make this place feel like homehough it doesnt always feel that way. But,the communication toward the end it was just amazing to keep up with all of the stuff that we wanted to do and, you have two kids and to be a very give all of yourself to them and all the great work that you did through the city as well as been an honor and privilege to work with you. Thank you for all the support youve given me over the years. The next person that came into my office was jeremy pollock. And jeremy of course he and i were both legislative aides at the time at the board of supervisors i was always impressive with his work with the best off voters in his artistic work and jeremy is the person that is not always saying things all the time but get a microphone in front of him on the radio he is amazing. And so jeremy was the one that brought a lot of really great tenant rights work that im really grateful for and i think we really moved the city and a great way because that work. We also, you know, had a big issue around unpermitted in law units in my districts and we would try to move legislation on that. We werent able to do that with david chu but our work really work with dvi and we were able to enforce like crazy these unpopulated units and our population grew by 5000 people in a very short period of time and part of that protection was what jeremy had done. A course jeremy and spear and all the work that we did on climate and i learned so much from him and he was able to tap into a lot of really great ideas and things that were done around the country and divestment and work on bicycling was a great part of that effort and the Bike Coalition board and it has been such an honor to work with you and i really thank you for helping to prop me up and be patient with me on all the great work and my life is so much better because of that and i feel like i got to another high level. Intercourse, rubenstein who has been tremendous to come into my office and shes done a lot of really Great Community Development Work in the district. We started in 2009 trying to reinvigorate Community Development work in San Francisco. District 11 really became a model and experiment and a model and lot of people did a lot of hard work on district 11 and it is really amazing. We have new housing and do open space and a new credit Union Opening in the district and beth, has really been the glue it to make that happen. And now tomorrow, we have the hearing of the activation of two buildings that have been dormant for a long time creating blight and we have a pathway to do something about that and i am just so impressed with all three of you. Thank you for making this work possible. Often times i come in and im taking care kids often times as a single datum during that and i dont have time to delve into that and in provision i have to improvise in this job and you have given me that ability so thank you. I want to thank add her being a great clerk of the board you have been a wonderful person to work with. You have. For lack of a better word, gravitons is not the right word , class is what i should say. You have such a great demeanor and poise and you are able to you know, handle and manage all the conflict that happens here. This can be a war room sometimes and appreciate that you do a really great job with your staff you do a tremendous job and i feel like i never lacked anything with the clerk staff here and i just want to say thank you for you know, many, many, great, smooth things. I never knew what was happening behind the curtains it was just people doing really great work. John gessner thank you for your work over the years i think you have always been really helpful in a lot of ways. I see you in albany from time to time sometimes we would commute together. Thats always been fun. I really enjoy working together. And i will start with eric mar, it was really great to come in with you i felt it would be easy to work with you and be a natural affinity and there really has been. I just really admire your humanity, your decency, you are someone who is as a lot of people mentioned in the room today, youre just very very selfless and you just always thinking of other people before yourself and it just really, really shows and as other people talked about, it wasnt, it wasnt popular to look at, you know, Health Issues. It was a lot of mockery about it and we can look up something if its still here, there was a lot a mockery about it. You are actually pushing on the healthcare on the Health Issues before they were even for it. Its the famous quote first they ignore you then they laugh at you then they fight you, and then you win. And, you want on that. And so, the hearing the you just did recently where you shared where were putting water throughout the city, that was super impressive and years in the making and that is the work that we do here at the board of supervisorss work that takes years to happen. And so, congratulations on your great service. Its really been a great pleasure to work with you and really a great pleasure to know you and to know that when you go through these things with a person how you have such equanimity to do your job. And so, thank you for being my colleague and my friend. David campos it has been a real honor to work with you i just really admire how you and your staff have been able to deal with just things that you have no control over. Runaway development happening in your district and how do you contend with that and we dont have the resources to fight it and yet we fight the battle every day to try and make sure that the ones that we can pull out of disaster can be pulled out of disaster knowing that others are going to be supported. That is a really challenging place to be and i think that people can say that you can get angry i understand how you can get angry at fighting against the tide that impossible to fight against i think you and your staff have done tremendous work and i just think of 1 million great policy ideas youve worked on but i think one of the most important things that you drove with the institutional master plan work was all change with cpm see. We were able to keep st. Lukes hospital here and buildings that were much more workable for the community and also have Cathedral Hill that is going to be much better than was originally planned. You had a whole institution going in the other direction trying to rubberstamp which wouldve been really harmful for san franciscans and really good for cpm c and your work to care that. I think that is pride the biggest thing that you led the effort on and i want to congratulate you on that effort. And colleagues, i have tried really hard to be a team player and to get along with everyone as much as i can and i do have my scrubs every now and then but i have, you know, its been really great working at the board and dave bailey taught me this. You can do the most stupid thing and you can always come back and remake yourself. And so, i dont think i actually did anything that was really egregious and i love chris and [inaudible] and i think in the relationships over the years there would be conflicts that would happen. And i was thought there is more work that needs to be done and we have to make this place work and we have to Work Together and i really appreciate all of the ways that people would drop any anchor that happened with previous conflicts to be able to drop that moving forward for our districts in each and every one of you. There is one other thing that i want to say before i ended tonight and i cant believe i just lost my train of thought to be able to do that. Overall colleagues, this is been the greatest job that ive had my life so far. I want to make sure that im going to enjoy whatever i do next. But ive actually i have actually contemplated this being at the board of supervisors for about 20 years and i didnt think about when i got to the city in 1989 or1986 i had an internship at coleman advocates and i was asked to do [inaudible] and i always thought it was something that i would do but not work assiduously for but with the runoff against willie brown that inspired me and at the district elections they elected aaron peskin that made it even more possible and then i saw what was coming my way and who was going to be in the district if i didnt jump in and i said okay, im going to jump in. It has been a tremendous experience the night before the election i knew my life would never be the same again and it hasnt and i look forward to my life never being the same again from this point on thank you colleagues, this has been quite a run and i look forward to all the times that we did things together in a different way. [applause] thank you. I forgot erica maybomb was a staff member in my office for six months to and i really appreciate her taking over think you. [applause] okay with that, i will call on supervisor thank you for your service and your comments supervisor avalos. Supervisor mar. I just want to thank my colleagues for the change that they have started and i just want to thank the team leaders and for chair breed and i want to thank you guys instead of focusing on the power and the sites were the real power emerges and gives us strength encourage but think you so much for being here. My colleagues, thank you for allowing me to serve with you as well. I have learned so much from all of you and hope to continue the relationships with you. For me, it has been like 15 years and when i see the little ones i think about jade. She was just born when i joined the school board. And, i had known john before then. But, power does weird things to you. It tears her soul out to make you egotistical but it mostly pulls you away from your kid. Ive had more time to reconnect. I say i am liberated and im going to heal. Im not joking because the fringe and what is sitting here next to you, im going to cut to the chase by saying i have been very blessed to work with great people and i am just going to say Cassandra Castillo coming from jakes office and i am so lucky that i followed jake baldric and his wisdom and his sense of humor and his long, long words and inability to shut up often but i just love the guy and i was having breakfast with him all of the time and i am hoping to continue that is our friendship and im so lucky that our Grassroots Movement exceeded 1 million in the campaign is coming into district one. We are so lucky to have a tradition of progressive, movements that push forward our movement here at city hall. [inaudible] was amazing to work with she is now with the labor Enforcement Office but amazing connection with the Progressive Workers Alliance and the chinese progressive association. Joseph smoot who was also in my office only for short time and also in supervisor camposs office was so wellrounded. As he is in our district in the Housing Rights Committee i am so happy to work with him as a neighbor and a close friend. [inaudible] has really been a leader in prozac and commissioner melgar, ive learned so much from them. I think peter lauder born has done so much for the Richmond District and taught me so much about myself from what i want to be to just his friendship but his transportation, his knowledge, his youth empowerment, there are so many levels that peter has given to the city. I know he continues to do that in many ways. Victor lem has taught me so much about not only the chinese communities but also about being strong with your heritage and that it is not just within our National Boundaries but it is a global thing and his hard work with challenging Chinese Community issues i want to thank him as well. I work closely with scott blood hes a new dad and im so happy for him and also racquel redone the who was in my office as well and now works closely with the Filipino Community center and also angelo you who has worked with the cdc and i got to work with her first trip time and she was a tremendous ruler. [inaudible] media and Communications Strategist i know she will continue to do great work but not only with people power and media but in our Richmond District as well. I think nick avalos those that i worked with for many years and i often think of eric cassatt up beside me and i always think could i do what eric aspired to and i also picture of Eileen Hampton and i always aspired to do as much she did not that long ago. And im just so lucky to have worked with him especially on extremely complex legislation and i hope that i havent left anyone out. But, i would just say thank you to angela for everything and all of the staff of the clerk office and john is a great, great dad in person and im so lucky to work with you as well. Lastly, i just wanted to say that i am so happy to be leaving city hall because i need to become myself again and is hard to be yourself when you are sitting here and i think that is going to be a key for me to go back to teaching and reconnect with my 16yearold, my partner deborah at low who was taught me so much as well. My 92yearold mom and her dementia and potential alzheimers is really affecting her as well so i want to reconnect with her before she passes as well. Is also want to say that when Dave Whitaker was in here i know the power comes under the dome is really a key thing. Thank you jean for laughing about this but i love when alondra markey a said we should have problems every meeting and john avalos trying to do his high cues and those things. But i would like to say that my favorite poet pablo night era about 12 years ago and this is when the grassroots government comes so important but under the tanners of city lights in north beach chinatown was a great pablo narrowed the exit of power minutes as tierney cuts off the head that sings but the voice at the bottom of the well returns to the secrets beings of the earth and out of the darkness rises up through the mouth of the people and i was happy that i was able to read that small problem and i think you all for allowing me to serve with you. It has been an honor. Thank you. [applause] thank you supervisor mar. Thank you so much for your service. And, last but not least, the senior supervisor of the board. Not the Senior Citizen that is supervisor yee. Senior supervisor of the board, supervisor campos. Wow this is turning into a roast. I dont want to repeat a lot of the same things that peoplehave set already but i think that what we most appreciate are the incredible people they work so hard to keep this place running and at the board of supervisors, we have so many amazing people. We are folks that my colleagues have already mentioned such as the clerk keeping the work of the board going on a regular basis and angela leo and her incredible staff and thank you for what you guys do on a regular basis and making it look so easy but it is not and its very technical and the devil is in the details but it is not and you guys do that on a regular basis and its kind of funny sometimes when, you know we are human so we make mistakes and how worried you are when that happens and, you know, i think it shows your professionalism and its great that you appreciate that. Heidi rose is not here but they also play a great role especially in the work of the board and you know, theyve been around for so long and they are really great at what they do and you know we wouldnt be to do our work without what they do on a regular basis. To the rest of the staff from other departments, thank you as well. The City Attorney, you know, i am biased having worked with the City Attorneys Office before. Thank you for putting up with me. Having a former deputy City Attorney and somebody that keeps reminding you that i am a lawyer. As a client, its not an easy thing. Thank you for putting up with the questions and the secondguessing. It is a pretty incredible team. Thank you for what you guys do. My colleagues have a board and idle think that people appreciate how being on the board of supervisors is really tough. It is kind of a contact sport in a way that it isnt true of other legislative elected bodies. We are asked to vote on dozens and dozens of things every week and on some of them, depending on how you go, you know, you make a lot of friends or you make a lot of enemies and each and every one of you, i think deserves credit for being in the mix. Pres. Breed, i have seen you grow it sends you came on the board being, you know president of the board i think is a tough role and i think one of the reasons that you and i at times have probably, you know, clashed is because we are very much the same in many respects and that can be a challenge but i appreciate the fact that we have even in the darkest times found a way of working together and i think that is really important because i think at the end of the day we appreciate the fact that it is tough to be in next. So, thank you for that. And, i look forward to continuing to work with you. Supervisor cohen i appreciate the passion and i know we have clashed at times but we always pick up and move forward. Its been great to see you grow not only as a supervisor but personally and i think it is great that you continue with that authenticity because that is important. Especially these days, i think authenticity is key. Supervisor kim, we havent worked that much together but i know at times we have worked together but able to move forward and you are so young and for your age, the level of maturity i dont think i have that when i was your age so i think that it will be great to see what else, you know you do and it is also great to see the transition from being a legislative aide to a supervisor. And then, to have an is true of carmen two, you know, these women who are really into you know numbers and connor defying some of the stereotypes and i think that is great, you know to see that and supervisor farrell we have worked together and we have worked together at times and i want to thank you for being open to working together and really taking the time to listen and to you know learn fromthe other side and i have learned some things from you as well. And, you know, that is not easy because what happens in these jobs is that people automatically make perceptions about folks and i appreciate the fact that you didnt and i think its because of that that we were able to Work Together on so many things. I really appreciated that in the fact that in the middle of a really big race you were able to support me and i think thats a testament to you and we should be able to do more of that all of us across the aisle. Of course, supervisor yee and i have known each other for a long time. And norman yee hasnt changed. He is just an individual who is kind to really wants to do the right thing who lessons and who is open and who really takes the time and i think that has served you really well supervisor yee and i think that the people of district 7 recognize that and i think the fact that they, you know, reelected you overwhelmingly is a testament to you and i think you should be very proud of that. To my friend aaron peskin who was the first person in this room that i worked with and not only does he know the rules but he loves the roles. And its great to see that because its not just the outcome but its also the process and i think that, you know, its worth it for all of us to think more about those things at times, you know, and it is been a lot of fun to see it and its been a lot of fun to see the brain working and you can kind of see it, right . And you wonder what he is thinking about. And so, i appreciate that. Ive learned a lot from you and of course, there is a lot more to come. To jane kim, it has been great over the years and again as someone i represented as a lawyer on the board of education to see the growth and i appreciate the work ethic and i appreciate the fact that you are surround yourself with some Pretty Amazing people and women. And, the work that comes out of the office is really incredible and i think that we are going to continue to hear a lot about jane for years to come. I appreciate the heart, the values, the brain, and you know, i think it is a pretty powerful package and it has been great to be a part of it and work with you. To my two other colleagues that we came to the board with, it has been great, it has been an honor. Eric, i think what people said about you is true. I think that you put up with a lot of authenticity and a lot of ridicule and you have been vindicated and i think it takes a special kind of person to go through the end too, you know because youre smart and you know whats going on but you stuck to it and, that is not easy to do, you know. And i think you should be very proud of that. And i always appreciate the fact that you are talking about community and bring in the grassroots and i have learned a lot from watching you not just here but its also at the same eric that i thought the board of education i think its been very consistent and its been an honor. To john avalos, we were like brothers and crime in many respects and i want to thank you for being there on so many issues and it wasnt even a question. You know, it was kind of a given that you are going to be there and that level of consistency is not something just happens and i think at times, we take it for granted and i just want you to know that its been really an honor to be there with you. I have learned a lot from you. You also have incredible staff. And you know, at the end of the day, you are not afraid to take on the fight and that is challenging because you know, we fight all the time and sometimes escalating that and the issues youve taken on has been very difficult and it has been, its made me proud is your friend and ally to see it in action. Malia tell and said this and i think its absolutely right and it is our staff that makes us look good and i think i had the best possible staff but i couldve had. Its actually 11 people, 11 men and women over the last eight years that played a role in my office. I want to mention them. That pallor [inaudible] helped for a little while Kalina Joseph Smoot Laura ln. , Stephanie Ashley carolyn dusen nate ill be Hillary Ronan [inaudible] lynette haynes, most of them were women and if you ask each one of them the workload that each carried, i mean, its just incredible how much work they did and, we had at times it felt like we had our hands on everything and so many balls in the air and you guys just made it look so easy. And, you made me look, you know good every step of the way and one of the things that i learned and actually from [inaudible] reading and i dont necessarily agree with and that is the best thing to do is surround yourself around people that are smarter than you and that is what i tried to do. And, i am the luckiest guy in the world. And of course the vindication of having Hillary Ronan come in and take over and, i am very proud, by the way, for those of us in this building who were leaving, we made a point of making sure that the person that would replace us that that person was a woman and i am very proud of that. We worked very hard to make that happen and we need more women in elected office and i think it is exciting to see the future. I would simply and with this. To district 9 to the fee fund San Francisco and to what super avalos said, this has been the greatest most amazing job that i had and has a kid from guatemala this formerly undocumented gay kid, what a great thing to be considered part of the senate of the city and county of San Francisco, it is a testament to just how great this country is and how amazing the city is. Even though we disagreed at times and at times, we got upset or angry or passionate, it was always with the spirit of trying to do the right thing for people and that is, you know, how i saw it and how i tried to approach it and i know that from my colleagues also approached it. Im very proud to be part of this institution and to be a small part of its history like the rest of you and i want to say that i want to thank donald trump and all the crazy people who have motivated me to continue to be involved. To all the haters have sent dan a lot of threats and you know, horrible, hateful comments in the last few couple of weeks because of the work around immigration, thank you. Thank you for reminding us why we live in San Francisco and why we are proud to fight for San Francisco, and why you know, we are not going in a fight but we are going to fight to win because this country is as much our country as it is yours and you know, what happens when bad things happen is that it is only a motivating factor it is a motivation. And we are on the right side of history. I do not know what the future holds for me but you know, fighting donald trump every step of the way is certainly something that looks very appealing to me. Item two, chair report, as our director will be recounting the accomplishments of the year and we will hold our chair elections in a moment, i am going to make my remarks extremely brief. With the adoption of plan bay area preferred scenario by the mtc and abag we are well posed to advocate for the priority projects in the bridge toll talks, which commence this week at the mtc. That is the met political Transportation Commission. Thank you, so much, commissioner david campos for representing us in those discussions tomorrow and we look forward to see the culmination through 2017, 18, when the voters will have the opportunity to approve much needed funds for transportation, i am hopeful that our local communities will also come together next year to develop a companion local transportation funding measure that can integrate closely with the regional measure in 2018. To fund our local contributions to Bart Caltrain and high speed rail, as well as to fund critical local investments in infrastructure repair and main nens, and safety, and paving and transit and neighborhood, Traffic Management city wide. Before we turn these efforts over to the 2017, Transportation Authority board, however, we have one more piece of business to finish in the 2016 term. Thank you colleagues for being so flexible in scheduling our special meeting on january fifth to consider environmental and planning approvals for the geary corridor. Bus Rapid Transit project. This prop k, signature project has been ten years in the making. And it has been coordinated with the van ness project which has just gone into construction, i am really glad that these milestones to be over seen by this Transportation Authority body, which has reviewed and supported this comprehensive out reach and Technical Work on both projects as envisioned in our county wide, Transportation Plan, van ness and geary brt will fill the major gaps in our citys Regional Transit network, both projects upgrade, several miles of vision zero high injury networks, and are anticipated to leverage the significant, state and federal funds, in closing i would like to thank each of the commissioners for your camaraderie, leadership and collaboration on this body during 2016. And indeed over the past 8 years. It has been a pleasure serving with all of you. On the three committees especially our plans and programs committee, the finance committee and our Vision Zero Committee as well as in our capacity as a Treasure Island, mobility, Management Agency or tima, together we all planned funded and delivered critical transportation improvements in every neighborhood and across the region, my thanks, also go out to our hard working citizens Advisory Committee or cac, led by the chair chris, and for reviewing every item that comes before us, and for providing us and our staff with valuable input and ideas. And of course, i would like to thank the amazing staff for the Transportation Authority im sure that we will all Work Together and cross paths again as i return to civilian life working alongside all of you to improve equitable access and Sustainable Transportation options for all. Thank you, im the executive director of the Library Users speaking individually, although the Library Users all over the city use all of the public transit. The wonderfulness of the van ness and geary gus bus Rapid Transit has been mentioned by the acting director. And i wanted to make a few comments on those. I first got seriously interested in what mta was doing when it turned out that their socalled, 7th and 8th street, safety project was intending to bypass the library, the theater and the Asian Art Museum stops. But in doing further research on that, it seemed to me that the mta was particularly lacking in hard evidence in their studies of what kinds of accidents and Safety Record they had on the existing routes. And most particularly with regard to what the potential problems would be from having people walk extra distances and cross extra streets to deal with reduced bus stops and reroutings as well as the question of converting curb bus stops to island stops. And i think that is something that i am not familiar with this on these two projects but i imagine that if the research was as poor and as limited as it was in the one that i looked at, it wasnt good at all. And im very concerned in general with curb bus stops changing into island bus stops. And with the removal of bus stops which really hurts people who with mobility problems. I hope also that vision zero latests report showing no improvement makes an impression on you. Thanks. Thank you mr. War field. Is there any other Public Comment . If anybody that would like to speak could just come forward. Hello, commissioners i sent you a letter late yesterday, and i have copied to distribute in case you havent seen it. Im not really prepared to talk but have to add to mr. War fields comments that both van ness brt and geary brt really need a lot more attention. Removal of bus stops has not improved my ability to get around. Going ahead and going this on faith, which is what these projects really have been based on and not the study is a great disservice to the city. And since geary has not ad vansz r vanced to delay the approval on the ier and to have them wait on that and give the public more time to read that report. 17 days during the Holiday Season not sufficient. Van ness tree cutting will begin tomorrow, and the trees will come down and the lanes will be shut off. And disables and elderly will be inconvenienced to say the least. Year i urge you to look at the effect of these projects which individually may sound great, but arent terrific. They are really injury yus to us and beyond. I guess i will stop there. But i think you need a better way to evaluate these projects before they go into ground breaking. Thank you. Thank you. Any other speakers please come forward, we are going to close Public Comment. My make is robert and i am a director of san franciscans for sensible transit and we have written you a letter about the need to extend the period of time during which the review is made of the final eir on geary. My letter focus on you need to read more than 1,000 pages of the final eir to demonstrate that you have made an individual judgment. And are not acting based upon what you have simply been told by the Transportation Authority. Executives and planners. And frankly nobody is going to believe that you are going to interrupt your holiday to read the 1,000 pages of the final ier. Instead the voters in the richmond will see that even though they voted 80 percent in favor of the two leading candidates that had doubts about the recommended hybrid alternative, you agreed to hurry up this hearing at january 5th. Furer is going to be sworn in five days later but will be excluded from questioning a recommendation which she agreed with. The Transportation Agency lack of process to challenge ideas of planners and consultants. You should be aware of that. Executives have their plates full, and they cant inquire fully. Our group did and we found serious flaws you should hear about those during that 60 day period. I suggest that mr mrmr. Cordob a and i have the lecturm during that time, for the only fair way to proceed and the assurance that you can give that you have had an opportunity to individual judgment and we ask fon additional 60 days from the date of the publication, on december 9th. Good morning, everybody my name is david and i am a resident of the outer Richmond District and i have two thoughts to offer you today. First of all we had a very large building project downtown that everybody thought the Due Diligence was done, and it has had the people taken a little bit of extra time, we might not be in the predicament that we are with the building leaning and the city in all kinds of additional trouble. I kind of feel the same way with the geary brt transit project, that its like my grandfathers old suit that needs to be updated. The concept of grandpas suit was great five years ago, but the lapels need a little bit of adjusting and the last time that grandpa wore it out he got the feedback from the people in the neighborhood that the pants didnt really fit. Well, now he is at the taylor again and ready to recraft the product a little bit and now the people are telling the tailor to rush the project. I think that if we take the time and study it closure and tune it up, then we can do the justice at that ten years that the project has been on the drawing board and get a useable product for the neighborhood and at the same time, avoid pitfalls where four or five years down the road, we are coming back and not saying good things about this project and having to dig in and spend more money and spend more tax for energy and resources, thank you. My name is cory and i am a Small Business owner at the shell gas station at the corner of cook, and i think that the board of supervisors should come out and take a look at geary boulevard, west, and see the fact that traffic flows freely, except for maybe an hour, in bound and an hour outbound. The buses speed up and down that corridor, all day, every day, west and spending money, on a bus Rapid Transit is a waist of tax payer money and that is the fact, thank you. Thank you, i see no other Public Comment, Public Comment is closed. I will just respond by saying that the Significant Community out reach done and Many Community meetings with many of you in the audience as well a lot of the staff work to produce the final eir i think has been years in the make and there has been endless delays as well. And there is no rush going on, but this is an important process that we are moving forward, thank you for the Public Comment. Mr. Stamos call the next item. 3, the executive Directors Office this is an information item. And we have tang, the executive director. My report is on your desk and i will begin by reporting at the federal level that the president elect has announced chow has his intended nominee for secretary of transportation, as you may know, chow served as as the secretary under the president , george hw bush, and labor secretary under george w bush, and so she has the experience running federal agencies, certainly, that experience will be serve her well. We are also mindful of some of her track record in adjudicating some of those responsibilities so we will stay ever vigilant on her proposals and leadership with respect to transportation. We are encouraged that she and the president elect have indicated an interest in promoting Infrastructure Spending and investment and they acknowledge the difficulty of finding additional funding detailed the potential tax breaks and the other types of public, private partnership and private investment as one potential way to finance, the infrastructure and as we know, that is not a substitute for funding and so the details at this point, remain scant and we will stay, of course, on top of this through the coming year as the trags takes shape, and i will note that the Senate Majority leader has expressed skepticism, particularly as one of the 100 day initiatives and it sounds like he also, remains very interested in hearing what the administration is proposing as far as Funding Sources. In the meantime, at the stalevee remain encouraged that the new senate bills, won in the assembly and the senate side is the number of the bill is number one, by the chair phrafraiser a bell, and these two bells were introduced already. And as you will recall from last month, my report the governor and the legislature failed to pass a transportation state funding bill. And in the 2016 session. But we do already see the introduction of these two bills in the early part of the 2017 session. And so, they are about a 6 billion dollar, level of investment and they are very similar, as in addition to the additional 700 million dollar, one time Funding Source from repaid truck wait fee loans, and so we are hopeful, that this time, that we will find a path forward, and for infrastructure and there is a fiscal cliff at the state level where the previous funding programs have reached their end and in fact we delivered one of the Major Projects funded by the state program. And so that whole program is at the end, and the state of california, really needs to come together to figure out how we are going to maintain our existing system as well as repair and enhance the over all transportation system. Currently, the Funding Sources in both proposals on the state and senate side, include, revenue frz the gas tax, and the diesel fuel, and taxes and the higher vehicle, registration fees and opening up some of the unallocated tap and trade funds. So please stay tuned, we also are tracking some legislation where there is a potential constitutional amendment being proposed to allow the jurisdictions to approve the sale taxes with a lower, voter flesh hold at 55 percent, this is not a new initiative and it comes up every so often and so we will see if that actually moves ahead as well. So we will track both of those while also, of course, working as the chair mentioned our own potential local, path forward with new revenues at the local level and the regional level. That recently approved, the dedication transportation taxes merced, santa cruz. And i think that there is monterrey, thank you, and congratulations to those counties and we will be hosting this conference in San Francisco francisco. Eligible, street repair, and Pedestrian Safety and transit rely ability and transit improvements and we are reaching out through the offices and we welcome your thoughts and ideas as well as we are happy to follow up on any out reach to get the word out about the january 17th, deadline for this funding opportunity. And we will present recommendations to the board for approval in march. Turning to Pedestrian Safety, and vision zero, i just wanted to congratulate fmta to complete the two year effort to use the sales tax and funds to install, the quick and effective improvements along the corridor throughout the city. These were identified through the walk First Investment strategy and multi agency, and programs that was identified two years ago. And using performance based and data driven analysis to prioritize Infrastructure Investments and other Counter Measures to improve safety. The Vision Zero Task force as a reminder will be meeting at this chamber on thursday, december 15th in just a couple of days at 2 p. M. From 2 00 to 3 30, and the topics that we will be presented include the two year, Action Strategy up date for 2017 and 18. And as well as an up date on the 57, vision zero projects that we are tracking together with the various agencies sfmta and public works and others, as well as the status up date on the ch geary brt. Org for details. And in terms of management and administration issues, we would just want to mention that our request for proposals for general Engineering Consultant services was well received. We held a preproposal conference on november 9th and we had 94 attendty and by the end of the deadline, we received, 43 responses and the statements of qualifications and this will allow us to turn to a broader bench of expertise as we do our work and advise the board on a range of technical issues from engineering to project delivery, so the evaluation panel, of course is comprised of our staff, and the sfmta staff as well and we will bring in an award recommendation to the finance committee in january, so in closing, please let me say thank you and warm holiday greetings to all of the commissioners and your staff. Thank you for all of your work in 2016. It was a banner year, i am going to save the list of accomplishments for the next item. But i really want to appreciate on behalf of all of our staff, your guidance and leadership and support as we continue to work hard for the city and improving our transportation system. I want to point out to you that the schedule that was set for the geary eir said that the federal eis had to be finished before the eir could be considered. Now what we see is that still remains open. You, as the commissioners, really need to inquire what is it about the federal problem that slows us down . We have had the er held up, the eir held up, because of the eis. And unless you inquire about that, you wont know. And if you are simply going to have a meeting on january 5th, and you wont know then, you will not have been able to prove your independent judgment. And independent judgment is critical in this, it is a requirement of sequa, it is not something that we invented that letter that i sent to every member, sets out what the standard is, it is easy to dismiss if you want and say that this has gone on for a long time, but that is not enough, there are flaws to this, which you ought to inquire about, and that is why i made the offer i did. To have a conversation right here about it. I think that you should be concerned about that. Thank you. Thank you. Next speaker . If people could come line up to the right of the podium, that would really help. Mr. Warfield. Thank you mr. Chair. Im peter warfield, the executive director of the Library Users association. First of all thank you for commenting about the Public Comment mentioning significant public out reach and no rush to judgment as it were. My experience of the mta is public out reach in general, has been that it has been a business mr. Warfield, we are the San Francisco county, not the mta here. But you can still comment on that. Sure, i am referring to the report of the executive director. So, the Pedestrian Safety was mentioned and vision zero was mentioned. And at one of the citizens advisory Committee Meetings it turned out that one of the members had a recent report from vision zero which i have yet to see. In which he said basically it was failing. That there was no reduction in pedestrian injuries year over year for the most recent, i believe, the most recent report. And that to some degree does not surprise me, now, i certainly think that if you are talking about vision zero lets get to the specific and see about them and hear about them. With respect to the Pedestrian Safety, once again, the funding of projects that convert, curb side bus zones, bus loading, bus stops to islands is to my mind just a shocking dof safety, as is removing stops and requiring a lot of extra walking. The socalled, 7th and 8th street, safety project, for example, didnt do any study of the additional streets being crossed by folks going from the dropped stops to the replacement stops. And my calculation was based on their own loading figures, 400 plus thousand extra crossings per year no calculation about the safety. Thank you. Thank you. Next speaker . Diana scott, just to add a detail about vision zero, which a friend conveyed in a letter that i think that you have received, according to sfgov. Org score cards, traffic fatalities, the recent city statistics indicate a record 38 traffic fatalities for the fiscal year, ending in 2016, compared to 28 in 2015, and 34 in 2014. So, the question really still has to be asked, whether this program and everything it entails, all of the construction, is reducing injuries by reducing vehicles flow speeds, does that make people really want to drive faster . You know . When you are in a slow line of cars and you got to make that next light . Is it reasonable, dont we need to increase speed of many flows to achieve the goals that this county and city are trying to achieve, and prevent avoidable deaths, thank you. Thank you. Next speaker. Seeing none, Public Comment is closed. Im wondering if staff want to respond to any of the Public Comment before we move to the next item . Through the chair, yes, thank you. Chair mar, regarding the splitting of the federal document with the state document for the geary environmental review. There is something that we intended to bring Forward Together and planning to do so, preparing a joint document, throughout the summer, we had a bit of a conflicting direction from the partners suggesting that we up date the document in one way. And to up date to respond to Public Comments, as you know, there are three areas in which the project was modified in order to respond to Public Comment that we heard during the draft. This was related to vision zero and Safety Improvements, related to keeping the webster bridge up and one other area and it is escaping me, however, these three changes to the project, which respond to Community Requests and input, caused some additional need for documentation and review by the federal agency. They also would like a little bit more time and discussion with the shipo state, historic pre preservation, and they dont expect any issues and we have already, discussed some of those analysis areas. So as a matter of practicality, they felt like there was no reason why this board should not go ahead and take our local action as has always been the case, previously, and then the federal government could take its action and they have no objection and they have indicated as much to ourselves and sfmta and our attorneys have reviewed this process that allows this board to take that local action as has been done in the past before the feds take their approval action, and in doing so, the idea is that we are ready at the local level and it is really just been for administrative reasons that we have been continuing to be delayed and wait again, to meet the federal partners, wishes in terms of how we document the content, nothing in the content is going to change between the two documents, and we feel like this board is very well qualified and ready to take the local action. So, thank you. So, i see no comments from commissioners, so lets end the Public Comment. Or we already did, and colleagues, if you have no objections i would like to move item 13 out of order, to consider right now, which is the special recognition of the Outgoing Commissioners. Lets me call back up the executive director. Thank you, chair mar and this is adjust a quick item and it is quite hard for us. Sxh i just wanted to take this opportunity and particular to thank our commissioners campos, avalos and mar who will be retiring for the service and the leadership to this body, starting with campos, you served as chair of the authority for two terms in 2010, and 2011. You were our plans and programs chair, you served and led us on the metropolitan Transportation Commission and our regional body and you also served at the gold engate, on behalf of San Francisco and these and many, many areas in your regular duties as a supervisor you have been a leader on transportation for San Francisco, and during your tenure, we amoved the van ness, brt project, similar to the stage that we are out for geary and you see the fruits of that labor, happening outside, on van ness, avenue and we signed and we received our full Funding Grant agreement for central subway during your tenure, and you were able to over see so many of these local and regional projects and city wide projects in those two years and including the planned areas and sustain able strategies at the region and each of these efforts involved a complex set of transportation policy, but also, Affordable Housing and sustainability, and equitable policies as well and you were a fierce leader in the region for each of these areas and we are grateful to you for that. And during this time, in particular, the equity agenda, it came to the floor, through the discussion of the free, muni for youth, program which you championed and you were able to secure, the regional funding from the mtc in order to compliment our local, funding at the mta and you can see those benefits being utilized by about 50,000 or more youth, and even more seniors and disabled throughout the city. And you always encouraged us and in fact, demanded that we do thorough out reach, public engagement, and to all members of the community, and the cultural competent way. And multi lingual access and strong out reach, on the ground out reach, to communities. And you insured that we had strong oversight throughout our operations. And in terms of our own actions and agencies as well as those that we were funding, you insisted on the highest levels of integrity and transparency and accountability and so thank you very much for all of that leadership and locally in your district, we can already see the benefits of your leadership as well. And we have got the folsom and barlet, and mission, and san jose, and the offramp has been dieted for example, alamena and certainly, shared accomplishments across the districts but through your leadership and all of these traffic have been calmed and they have been made more news, and walking and transit and the emphasis on home zones and school zones and the list does go on. So for all of those accomplishments and contributions we thank you. We thank you very much. And wish you the best. Commissioner avalos you served this body in multiple ways. And you served as chair, and of course that stands out for me as that was the leadership year for and you are cheering the organization and the Decision Making through that process, and im very grateful for your confidence and your willingness to support and the body and this agency, and helping us to maintain the stability to be effective through that period. And it is a pleasure and an honor and i will be grateful for that. And you have over seen the culmination of the county wide, transportation, called the San Francisco Transportation Plan which was adopted at the end of that year, and at the end of 2013, in particular, you pushed us to do an Equity Analysis, and Equity Analysis that was deeper and more thorough than we had done in the past and this allowed us to examine the performance from all angles from the lens and making sure that the communities were not being impacted disproportionately, and benefiting in proportion to the noncommunities of concern. And that led, of course, to a few findings, we found that Traffic Safety and Pedestrian Safety had an income disparity, and we found that neighborhood planning and project pipelines were or had a disparity across the city and that we did not have very even planning studies and project pipelines and which, then led to the ration of the neighborhood, transportation improvement program, a popular project and a program that all of the supervisors here are able to then, provide their input in to prioritizing planning and studies as well as capitol projects in their districts. To make sure that we are getting some dedicated focused attention to every neighborhood across the city. We thank you for your work on equity, which also then will turn into the mta, and muni and the analysis, and as well as policies that are adopted at sfmta. You served as well at the air district and through the ftca funding and we were able to coordinate with you there, and you were a leader on bicycling and bike sharing. And so, that was back when we were not sure how we are going to expand bike share in the city and the region and you asked us to do a fundamental Foundation Alan sis there and now we do have the bike share throughout the region. You led on infrastructure, improvements and regional coordination at balboa, park, and the bart station which is an area of deep need, but we also saw some pretty major progress, and we saw the west side opening and we saw m east side access and the improvements and you got your, real time muni which you were absolutely, you know, not going to give up until you saw the real time muni, information and signage on those lines, and ocean avenue is getting better, gene va street scraping is hospitaling and Affordable Housing is going to go in in the upper yard, and so here you have the development and you have a comprehensive set of strategies and a Community Advisory committee that you appointed through the board of supervisors to over see this balboa, park station area. But it was not just the park, throughout the district eleven, and we saw the improvement on mission and gene va and the triangle. And we are continuing to work on. And finally, thank you for your leadership on these policy initiatives such as transportation and demand management and these are things that the people dont necessarily it is not a retail topic, but it really is the intersection of transportation and land use policy, and it is a way for us to manage our growth and to grow responsibly in a smart way thank you to you and your colleagues on the Land Use Committee for reviewing that progress. I hope that i have not missed anything, but thank you so much chair avalos. And chair mar. This now, allows me to finish strong with your thanks to you and your appreciation for your leadership. You have served as our chair of finance, and three years 11, 12, 16, as well as plans and programs for two years, you have seen every aspect of our operation, you have worked with all of our staff and we love working with all three of you and your staff. You have given us the time and your energy and your guidance and wisdom when it came to things like building city wide and regional coalition, around smart transportation, whatever the issue was, it could have been bike share and brt, where you and commissioner avalos were willing to take the time to go down and study other countries and how they did it in other communities, you have been tireless advocate, working the coalition across the nation on vision zero, and taking the best practice from here to the other places and bringing that back to this body as well. And you are able to advance our goals at the region through your leadership on abag, the association of governments and including through the planned bay area process. And for two Sustainable Community and strategies and earning really the multi modal mar in so many ways, through your very visibility and enthusiastic advocacy, and encouragement of the systems and programs, and in the district, you were able to move forward our first neighborhood transportation improvement project, the bike lanes and repaving project and we are working on 8th and 20, 15th and the 23rd, with the intersection of fulton and making it safer, we have had the unacceptable crash tlz and you have been a vocal advocate, and serving on our mission zero committee, we have seen you push forward for the solution and improvements on anza, balboa, clement and park, and senior zones, and a whole bunch of initiatives including all of really all of your free muni for youth, and equity proposals that insure that our whole Community Benefits from the transportation policies and investments thank you for your leadership on van ness and geary all the way through the end. We are really, it is an honor and a privilege to serve you all three and wish you the best in your future work. Thank you. We have a few special posters to appreciate your service and i think that eric young can bring that forward to you, and we will get a foe at the at the end of the meeting. Very good. Thank you. Or compromised res tory systems like myself. Of construction destruction, projects like the three that i mentioned in this letter. Which have to do. So maam we are on item 13. And the content is recognizing the outgoing, commissioners. Okay. All right, well then i will see this and i will hope that future meetings of commissioners will recognize the items that i have addressed in the letter that i hope you will each get a copy of thank you. But we are not determining that today. Supervisor commissioner peskin has along experience here at city hall. He was of course, the board president for a number of years, i think that it was like four years, between, 2005, and 2008. And as the board president , he was a very fair, and very collaborative and around the transportation, commissioner peskin lives in the district that is very transit rich. And i really believe based on his work as board president in the past, that he will have a real strong focus throughout the city, no the just his own district and he will be able to understand the huge needs that we have in under served neighborhoods that require a greater investment of transportation and infrastructure. And so im really pleased to be able to support his nomination. Or to nominate him. Aaron peskin also has had a huge role in providing good, strong, fiscal oversight over the Transportation Authority in the past. As plans and programs chair. And he was able to put in place project financing, and plans and actually enabled a lot of projects afterward to be able to be completed on time and on budget. Which is a significant thing that i think is set a real strong trend for the Transportation Authority since that time. That was about ten years ago. So i really feel that he has got a lot of the qualities that will be great to lead us through the next phase of our work on the Transportation Authority. And we also are looking at probably not seeing the kind of resources we have had over the past several years with our economy booming the way that it is, and so having the strong fiscal oversight will be really important. And so based on his experience and based on his real effort to be fair and collaborative, i am really pleased to nominate mr. Peskin for the chair. Thank you, commissioner avalos. Thank you. I second the nomination and i think that for all of the reasons that commissioner avalos noted. I still think its not clear what the landscape is going to look like at the National Level and therefore, the regional and local level. Because of the Incoming Trump administration and so i think that commissioner peskins knowledge and not only of San Francisco but also other regional players is important and you know, on a lighter note i think that those of us who are vertically challenged like myself, should get representation at the top. And i think that its only fair that we balance this scott weiner chair with peskin. So for those reasons, i will be proud to support commissioner peskin. Commissioner farrell . Great. Thank you colleagues, and just by way of a little bit of history, the Transportation Authority has really evolved from being a Funding Agency to an agency that really does Public Policy and oversight and i want to continue to build on that, i want to reflect on the boards that our executive director said, relative to our three Outgoing Commission members. You guys have put policies in place, particularly around transit equity and transit justice. And that i hope that we can continue to build on. What commissioner avalos said is just right, which is i have the pleasure of representing a corner of the city that is very rich in Transit Services and i think that our collective imperative is to make sure that we do that and bring that to under served areas of the city as well and that should be one of our primary focuses and the other thing that i want to say is that in a time of budgetary uncertainty, we do need to have robust conversations about what our priorities are. We have a number of remarkably challenging projects on the horizon, whether it is transbay, phase two, whether it is the various brt projects extensions of various subway routes. I think that we need to be fiscally prudent. And i hope that those of you who are here will see fit to retain me in the new year, and mr. Commissioner mar, i just wanted to say that on behalf of the Personnel Committee, commissioner cohen and tang and myself we had a great personnel Committee Meeting and i want to say that cythia is prepared to report out a little bit on the committees deliberation, but i think that chang was given the highest marks of exceptional and i think that it comes out of a committee that put in the time to think about her major goals and accomplishments and i wanted to congratulate and give her props for this amazing Transportation Authority. Commissioners, Deputy Director for finance and administration, the Personnel Committee met on november, 30, 2016, and what was determined is that they gave a ralting ever exceptionally good to the performance for the executive director, and it should be noted that the rating is between, exceptionally good and outstanding and in terms of the contract amendment, the committee would like to propose an extension of the contract for three years, to december, 31, 201 9, and the next proposal is a 4. 5, percent Salary Increase and, they would like to also to increase the severance period from six to nine months and they would like to rollover the term related to the Relocation Assistance allowance from rollover the remain 10,000 allowance that we are not using in the previous term, and lastly they would like to increase the professional development and allowance from 10,000 to 15,000 dollars. Commissioner yee sfl yeah, so i just have a question in regard to the replacement of the vehicles in light of our push for the vision zero. And these are large vehicles to me. So the question that i have is these vehicles would have adequate protections to make sure that they can see the pedestrians especially in front and they have what we call the cross over mirrors. And that helps with that a lot. And so the question is, whether or not these vehicles would have it because i think that its really important for us to push that. So thank you for the question and the suggestion, and i dont know the answer and we will find out and we will convey your, why dont we report back at vision zero, at the meeting on thursday. To that question. And we will convey that to the appropriate staff. I guess that the question then becomes if they dont have it, whether or not we could, condition. Yeah. I dont want to support the allocation. Why dont we bring this back to maybe, plans and programs with that language. I dont think that there will be a problem to continue or you could actually put the condition on todays action. But those are the options to bring it back to plans and programs . After consultation . Good afternoon recruits im going to be very short, because i am [laughter ] okay, i should start off with a joke you have to laugh. Anyway, first off, its my pleasure to be with the chief and with our department of Public Health director to welcome you into the finest Police Department in the country and i know that because that is what you have chosen to do and im very gratified i could be here in front of you as you ago through this invaluable academy and training. Really two points i want to raise. One is to thank you for making that choice. You can join any other department in the whole bay area, but you have chosen our city and im grateful for that. Second is that today i especially appear before you to make sure that you understand what we are trying to do as an entire city with our Police Department. Were undergoing one of the biggest Reform Efforts in the history of this department, and our chief is leading that, and one of the reasons today is that you will undoubtedly be involved in many of our confrontations that other Police Officers do probably on a daily basis. And the trend has been that there are more people that are victims of alcohol and drug abuse, and will exhibit in many occasions a danger to themselves or others and you will definitely be called upon to intervene in those situations. One of the principles of our Police Reform that is going on today, one that i greatly value is the principle of the sanctity of life. You probably already have been receiving training on that. But you also will be trained in the practice called receiving time and distance. That is when you are called upon, i think well ask you to do your best to create that time and distance for the purpose of preserving life. In that, i want you to know that the rest of the city is not simply asking you to carry the entire burden of that. ; that were going to be partners with you the best that we can and one of those strong partnerships that i am and this administration is funding with the full cooperation of the Police Commission, your chief , all the management staff is to say that when you are asked to intervene and if you can create that time and distance with everybodys safety in mind, well then have Mental Health and Public Health experts to be at your side. So that they can do the specialty crisis intervention that you create the time and distance in order to have. We have got to work as a team. If were going save more lives out there, we have to make sure that we have the ability to get some professionals to work alongside with you, so we can intervene in the sometimes very tragic circumstances and if we can get the Mental Health expertise with the people standing behind me, the crisis intervention specialists, they are referred to as our entire team train by our Public Health department to work in these crisis situations, were going save more lives and ultimate ly that is what you seek to do in your profession and we want everybodys lives to be here. You will get crisis intervention training. You will be introduced to the sanctity of life principle, but in the realstreet situations that we have, its your ability to implement that in an effective way with the chief and all of the managers crisis and all of the trainers that are here. That we want to do it with your safety in mind and with the immediate peoples safety in mind so we can gain that valuable, sometimes minutes to be able to introduce a professional. So that we can go on and perhaps save a persons life even more times than we have in the past. Quite frankly, it has worked in no less than probably five situations in the past several months. And i was with the chief on one of those occasions, almost three to four hours in those negotiations and we saved everybodys life and everybody walked away. We need more of those opportunities, because there is drugs, there is drug abuse, there is a tremendous amount of Mental Illness and you cant do it all. We dont want to tell you to do it all, but you have an invaluable part of that process. So those are two messages. Again, thank you for choosing the city and county of San Francisco to work in and well be there to create more classes as more of our officers decide they want to have an even better life and retire and at the same time, we need to get enough officers to meet the challenges of population, and the needs of every one of our neighborhoods. Thanks for being officers in the city and county of San Francisco. Chief. First of all real fast im with the mayor every wednesday and the joke you heard i have to hear those every wednesday when i meet with him [laughter ]so the sympathy should be flowing my way. The incident that the mayor was talking about wasing at market and jones and it was a support armed with a firearm and the officer showed incredible restraint and saves that mans a life. I have since met with the mother and father of the mans life that was saved and they are incredibly grateful to the San Francisco Police Department. They spent about two hours praising our efforts, and giving us kudos for making sure that resolved the way it did. That is what were trying to push forward and we all understand its not always going to work out in our favor and things that happen that are well beyond the control of anybody wearing that uniform and we need to make sure were Crystal Clear on that, but at same time, to approach every situations a lifesaving situation. The department is moving in a different direction and were trying to be at the front of this and not the back of the line. I just sat in an awards ceremony, voting process for Department Members to get silver medals and awards and most of the recipients came up in situations that they tracked about what they did and talked about using time and distancing in deescalation. One an officer was stabbed in throat on the freeway onramp and went for his firearm which he reholstered to baton because he recognized that the situation changed and the individual no longer had the knife and he had presence of mind to think about it as it unfolded. Another situation a gentleman was sharpening a knife and had residents holed because they were too afraid and they formulated the plan of creating time and distance and they subdued him and took him into custody without shooting him. Arguably a yearandahalf, two years ago the officerinvolved shooting scenarios pure and simple. That is what were trying to preach and push today and the Group Standing behind me are meant to give you additional tools in the tool belt when you have those situation and the San Francisco Police Department is proud to partner again with the department of Public Health on Mental Health services to the community and the San Francisco police have worked with department of Public Health for years including mobile crisis teams providing assistance to child Crisis Services which helps youth in crisis. This new team of clinicians standing behind me isa valuable to San Francisco Police Officers to support negotiators in the field and conduct crisis assessments and debrief persons involved and affected by incidents, and consult with victims and provide Crisis Services. They are going to also assist with our ongoing Crisis Intervention Training Program to help our officers improve their ability to recognize people with Behavioral Health problems. This program is part of an ongoing reform system that the department has undertaken over the past year and again, im talking about the San Francisco Police Department being the lead, not following, not picking things up from everybody else. We were using a model that is still effective, but there is say better model. And our people are now researching that model to bring it to San Francisco with dealing with people in crisis. That is part of us taking the lead. Were under a Collaborative Reform Initiative review by the department of justice right now that we invited in. Because again, all of these changes are meant to make us better. So i want us all to make sure we embrace it and look behind me at these white jackets with another tool for the San Francisco Police Department to use to enforce the sanctity of life on the streets and save people, because that is our primary mission to preserve life. I want to introduce director. Thank you you and thank you all of you and i saw you standing at attention to so long and you are so fortunate to be part of a city and part of a police force that are going to be at the head of many Police Forces in this country in terms of really understanding the impact of substanceabuse and Mental Health on many of the individuals that you may meet. Behind me is a team that we have been over the last decade working very closely with the police, and coming to any incidents of violence and providing assessments and support to family members. Were going to be expanding this team with three clinical psychologists and social workers to work deeper with all of you and give you training how to engage and meet the needs of many of these individuals. And also, i have been on the calls and some of these interventions that the police chief talked about, and we believe we can really give you really Important Information about the background of an individual, who you may be negotiating with. And so were very proud. Im very proud of the team that is behind you in the white coats and im very proud of the team in the blue. And together were going to be really providing you, i believe, some essential training and also support. And we believe that doing this together, we can reduce improve the health of many of the individuals who you are going to come in contact and reduce the incidents that we have at times when we have to be more forceful with individuals. So we look forward to this. Were going to be quickly hiring these individuals, and the police will be involved with this in hiring. So we have the right type of individual who will work with us closely and by the new year, well be really working closely and responding. In between now and then, this team behind me will be taking that place until our new staff is expanded. Were 24 7, and were located in the bay view, but we travel throughout the city in order to provide these services. So i want to thank you for your attention today and we look forward to working with you, and proud to see all of you today becoming new Police Officers.
