can't be reversed in the meeting itself we don't have the material nor the proper back up like the notification heard, however, what i like to say a the policy comment is it i think i'm very concerned armed services for the planning department on monday land use committee the committee heard supervisor wiener's roof ordinance amends the green building to establish standards for in any construction facilitating the development of reflubl energy heard on september 5 and recommended approval for the board of supervisors at the hearing the sponsor made small editorial changes that didn't effect the substance of the legislation two public commenters in support and no opposing comments the committee voted to recommend to the full board. >> also at land use was the interim controls for the corona height those are being in effect for 18 months and extends them by 6 months the department of human services require a conditional use authorization for residential buildings over 3 thousand square knowing the 311 notification has not been heard some level the compromise the board granted the appeal and make revisions to include the profess screening was unclear whether or not that addresses their concerns but certainly a section 317 notification at some other point and on hate street you've heard this as a discretionary review from a building permit to expand an existing mcd at the subject property the appeal last night was at the public health department of the operator permit for the mcd we had approved this referral some time ago but it they modified their plan to occupy it as the previous tenants opposed so there's a public health department process to have a hearing on this the decision is ultimately appealed to the board the board was concerned at the public health department hearing with an hearing held they noted state they will have a subsequent hearing and a calendar date but they issued the decision without having the future hearing and the due process and ultimately this is a no vote hearing at the board of appeals so they have the full matter before them and don't have to rely on the previous hearings and can correct the due process procedural errors to deny the appeal and some general consensus about the process that had not been properly followed that's all the building permit we approved it after the discretionary review hearing and working its commission heard a progress report and informational presentation on the filipino strategy this is the strategy that was mandated through resolution by the board of supervisors introduced by supervisor kim and in april of this year and since then, the department has been working directly with the filipino in the south of market area to an several goals in order to provide the economic opportunities and sustainability efforts within the south of market for filipinos and filipino-american at this time the staff shared the progress report on the strategy with the historic preservation commission and members of the public were there to all the numerous community events they've had in developing the strategy the item will come before 9 planning commission next week so you'll have an opportunity to review that strategy as well and then in december the planning department along with the filipino community will be providing an implementation strategy as they're a number of city agencies that need to be involved in making some of those goals a reality so we'll be more more this commission to weigh in come next week and also wanted to give you an update on the legacy businesses the historic preservation commission has been reviewing 10 to 5 applications and each the hearing public comment has been subsidizing increasing there's a great deal of of public support and for not only small businesses but for neighborhoods that contain those small businesses and finding mechanisms for enjoyment for all as you may know the historic preservation commission provides recommendation to the small business commission and they are the final decision makers on whether or not a business is include in the registry and later on whether or not those businesses are eligible for funds to support either rent or offset the costs of employee retention i yesterday 9 applications all unanimously supported by the historic preservation commission and we expect to be 15 at the francisco neighborhoods and i'd like to read my one and 50 word statement about the organization we have submitted 3 letters opposing the project the staff says there are no substantive changes that's not true 4 neighborhood groups found numerous subsidies changes with a value situation saying we've not gone it right the zoning administrator shall arbitrate now after the addition of 5 personal hours the proposed non-substantive changes will reduce the formula retail protections of article 3 please suspend this process indefinitely to have staff hold comprehensive sessions with the ncd and each supervisorial district to make sure all comprehensive what is done and can mooevengly respond while article 7 and 8 should precede unattended consequences from land use changes such changes to the demolition rules and various design guidelines to back up a bit we attended two of the sessions that the staff held regarding the reorganization and only two people in attendance at one of them there may have been others i can only comment on two the presentation laced 20 minutes on the work done by the coalition coming up with it's letters there was 80 hours of time collectively we put in on this to state didn't there is no where near enough attention to the details and this unfortunately is something requires people to get into the weeds certainly the staff people are committee competent and know the details that has not been the purpose of the presentation at least the ones we've attend we offered to provide with the use of staff materials they'll be fairly link but rebuffed 3 times and rebuffed each time so we urge you to continue this indefinitely until the comprehensive approach to the project is taken thank you very much and i've left copies of my statement plan amendment. >> good evening commissioner president fong and commissioners i'm lilly with the department staff i'm here today so amend the general plan for the vision zero policy the commission initiated those changes at the hearing an july 7th and here to request that approval i'm joined by the mta that is co-chair of the task force. >> so today i'll provide a quick overall of the vision zero and explain why we have a high-level overall and walk through the changes since the initiation hearing as a reminder to the commissioners and the benefit of the new commissioners that was adopted to eliminate traffic fatalities and design streets there programs start enforcement and specific changes to city policy in june of 2014 the commission passed a resolution in support of vision zero which outlined a number of actions the planning department can help to meet the goal updating the general plan since the pga of the resolution the department made great progress? those actions including the way we review the development projects and streetscape plans to make sure that straight up improvements are incorporated into the project so just a quick reminder why we're proposing to update the general plan it is the city's ghirardelli document and serves for the aspects of our daily life where we live and work and open space to transportation and implementation decisions in the general plan for the direct allocation and help to shape the private investment currently the general plan doesn't reference vision zero nor that reflects a lot of the work to address pedestrian safety and this is really important because the department reviews the applications and capital improvement we make wvrntd the general plan to make sure this is completed with the list we're doing and finally this proposed amendment is the implementation of a resolution this commission passed two years ago. >> so the ordinance before you will amend the translation element in the urban design through the changes for policy 23.1 add a reference to the better streets and added language about fatally more assess for pedestrians crossing the streets and contradiction is one of the barriers for routes for pedestrians for policy 23.3 added when appropriate evaluated and improved and emphasis the policy to make it easier to cardiovascular cross the street for the next policy we recommended off any pedestrian street to clarify the signals are not appropriate for any street in the city policy 20.1 added transit stops for the methodology to clarify that we ifd the key walking streets the generators informed in map for policy 25.4 added adopt plans and added the reference we're talking about pedestrians mentioned in all our streetscape plans and finally for policy 26.3 added four decision makers to talk about the awareness of public safety applies to all decision makers and the members of the public some additional modifications that were requested for walk sf for marked cross-examination and adding double turn ways and one way streets into two-way streets and addressing streetscape projects and while the city generally agrees with the recommendations that was decided brief slice of vision zero which is paratransit i often take and y want to mention a few things first their contract to have a third party they're not directly with the city they're often very late for picks up when they pick up for time a lot of times they will add 80 two to three people so someone like myself would like to go to a meeting may have to actually schedule 2 hours advance to get here on time so i'm waiting for two hours or 15 minutes late the drivers are good the drivers turnover due to low pay is quite high and that is in terms of knowing where our going and what to do unfortunately, the drivers can't afford to live in the city and most drive from la jolla towns brick e like antioch and pittsburgh so they're very, very tired when the theory driving the drivers have a problem finding clients and once our left that means generally 45 minutes to over one and a half perhaps waiting in the cold to get transportation this is especially true like large buildings hospitals with the same address they can't find you, you keep on calling dispatcher so once the driver levies you, you keep on calling and they finally send someone those are why it takes me 4 to 5 hours to go to a meeting as someone with a car will probably get to tie in an hour or and a half thank you patricia they said it themselves there's a conflict between this and the general plan what are we getty - they can leave it blanket and make changes in the auspice of vision zero my question is should be site specific so a few locates you can do bulb outs and others you can't the public is not informed of the changes and many of the plans are in existence right now that are objected to never even seen the changes only come and change them i'm not against vision zero but i think that should say site specific and the public should be notified of the changes of the plans what the mta is doing making blanket rules zero. >> by the way, what is vision zero there has not been explain people that need the muni and not taking into account what the muni riders really want more services not particularly buses moving faster but better service and retain their bus stops to start with representing the urban design guidelines with david and matthew and bradyhere to give you an update on the process and the evolution urban design guidelines project we were here in january and have been working over the past 10 months on the guideline to clarify how it works and more importantly outreach and collaboration with the many groups with whom those will be very important. >> since we have new commissioners been some time a quick introduction to their purpose the guidelines generally guidelines are implementation documents public policy they consist 6 design excellence and neighborhood comparability to improve the way projects look and work. >> what will be urban design guidelines do for the most part they'll reinforce policies and guidelines we live in the general plan with the urban design element as well as larger city policy documents like the administrative code and the public works code they will help to you think if i our guidelines found under the general plan for example, in area plans like market octavia bull for stand-alone guidelines walk formula retail or window replacement and neighborhood that vw have guidelines as much as upper market district i'll explain further in this presentation the two preliminary goals were found in the above policies and documents are essentially 20 to do two things one to promote the design kleenex, and, secondly, to make sure there is comparability with context for new projects and finally in the collaborative process the department wants to help to improve the design process by defining that sometimes substantive terms what arrive with talking about architecture and design what about the urban design guidelines not do i think this is important to distinguish those as well first is it will not evolved thinking originally we described the urban design guidelines as an overarching set that applies across the city and where the urban design guidelines one of the most effective extensive guidelines are not the urban design guidelines would continue to apply exactly as they do now where they are now and the urban design guidelines applies to the mixed income you downtown commercial district and on public land including public land in the orange we're not including that because it is dmufg as you can see in the diagram the purple it is faded in the screen where the i believe so apply and the rh and the urban design guidelines will apply in just the orange areas and in some instances with the residential design guidelines and just to explain those conscionable instances this will happen when there are larger parcels when non-residential parcels like a school or schuch or planned development more than 6 units or a frontage longer one hundred and 50 feet the urban design guidelines will be effective to encourage the compatible with large block and streets patterns whiek i while the urban design guidelines will define both applies they'll work together one on a large-scale in tandem with those scales >> so what about the existing guidelines they will all continue to apply where they do now, once adapted the department will rise how the exciting guidelines fit with the new urban design guidelines work and this will help to - it will it takes time and precede one at a time so this is to show what the current set of proposed urban design guidelines are traditional storefront and unpack and describe the qualities it has we think will be great for new projects that is something we can expand with other aspects of the guidelines and show you older examples so how will the urban design guidelines support each neighborhood character their novelist to make all the neighborhood look the same or the commercial areas to look the same the urban design guidelines have not intended to create the kind of singular effect but enhance the neighborhoods unique character to bring up the aspects in those areas and so 0s guidelines that help that tint recognizing the local variation this is the scale for architecture, harmonize designs with the materials and with it public realm expressing the open space design how will the urban design guidelines help new projects fit into my neighborhood that tint is widely invented just a few works of the ways we're trying to support the existing contacts recognizing the urban patterns and modulating building the design open space to connect with and compliment the straight that exists - harmonizing spaces and expressing an architectural idea and locating and designing open space for physical comfortable those are common good best practices within the design profession. >> this is also something you've heard quite a bit in the conversations request neighborhood groups concern about the waiver guideline that will be a way to waive an individual guideline to allow the designs not 5e79d or for community request that will conflict that the guideline such a waiver only an individual gm not the guideline as a whole will be appeal able to the board of supervisors we recognize this raise concern and an ongoing conversation with the commission and the neighborhood groups since also been some questions about the process by which those development we want to unpage that amount also by the way, available on the project website in the planning department website the first step for how the current draft came to be by studying existing policies and a lot of the existing documents design review staff with the content of the design guidelines and had some internal review this material was so complex we have a starting document that begins the discussion we completed this in january and came here for an informational presentation and this is an example of what that process was in studying the existing policy finding building to relate to the vertical scale of architectural massing that was found it was clearly important to establish it as with the own guidelines on the right of 5 places it exists in many places as well and note in the future draft of future guideline each grand larceny will be articulating the draft and the policy origin. >> second step was development and from the advisory group outside of department and this included planning and design land use professionals and community groups for the convention we constituent and made sure that the draft make sense this is the - this is on the website and neighborhood workshops on the list those are the ones we've been working being not intend to be the only outreach that was enhanced as part of sub 3 i'll explain in a minute a lot of architects and designers with other agencies and development experts as well and a few outside designers as well and people involved in some processes in other cities. >> and step 3 is a series of neighborhood workshops we've been attending the yips over the past 6 weeks to letting everyone know about the project and answer concerns and update the information those interests are high we've been planning several workshops for people to join a collaborative workshop that a common process for everyone those sessions making sure the guidelines enhance the neighborhood uniqueness and the examples fit the goal and work with the existing guidelines this process is to critical we want to give it the time and space it needs when it is complete we'll have regarding their resolution in opposition of the urban design guidelines sports by the planning department the coalitions resolution is premised on a belief they've not authored without the neighborhood input and the review and dictate the design across the city the booster association reethsdz the coccyx argument and we write today in support of urban design guidelines we support the guidelines they reflect the principles to battle in the eastern neighborhoods as developers and planning department, the commission and, yes the neighborhoods came together to work out large project after large project the guidelines demonstrate the collective learning ever seven years of large project developments and strengthen the position of neighborhoods to live with large projects by providing clarity through the design principles we've found ourselves fight for time after time they don't like the guidelines is in a flaw in the guidelines themselves it is an artifact of the design processed the guidelines seek to remedy the boosters will have been long members of the organization and as i hope we made clear in the discussions with the coalition we're dismayed the approach is to stop a planning effort we played a material role which is drorlt effects our neighborhood we expect you to be supportive but the coalition has declined to provide any we're willing to work with the friends in the neighborhood to massage their concerns but they should understand the guidelines are not academic they are necessary only lament we if have them 7 years ago you have copies. >> i called number of reasons is ambiguous as to what they intend to replace or supplement like urban design guidelines of the general plan urban design guidelines of the commerce and destroy or urban design guidelines referred to as an aap they've cloendz we ask there be - their role and hierarchy among the guidelines within the general plan be clarified while there has been some neighborhood outreach modifications to the general plan following the normal process namely the commission approves or supervisors reviews within a time certain if that's a correct understanding then that solves one of the issues we had with the program and in terms of updating it we will appreciate a publication of a revised red lined document bans the changes to date so we can again see where the staff stands now basically then breaks down the residential character that was from those particular residential design guidelines if you make them align with the udgs in general think there is a lot of issues with the udgs politically to just nc and mixed income if you rezone something to mixed income the udg come into play it is confusing i think any of the things the staff presented today i'll it in a design guidelines that on page fo paragraph 7 it is friendly and walkable reduces energy use improves of air quality and enhances the health of individuals when i read that the statements seem to echo the fundamental but failed assumptions in planned bay area tied to the transit corridors and subsidies the 2017 update and the udg prioritize the mixed income development located close to public transit since san francisco it is the p da r effected one ear and out the other is the eastern neighborhoods the historic district when failed assumption people living near transit will use transit despite the millions of spent over the decades this shows a 36 decline in per capita transit rooifrp this was noted in an 2015 article in the chosen that omitted from uber and lyft and other i riderships public transit did not omit less green house gas emissions auto fuel economy has improved by 40 percent and transit has been found worse and bay area disregards the evaluation eir people living near busy roadways can develop stroke and asthma and miscarriage and cancer the list with goes on that's not improved air quality stayed in the udg the udg position that denser development is involuntarily friendly that is the same flawed assumption and most largely debunked for the city's lower densest neighborhood the entire statement should be lombar elim and edward mason the urban design guidelines documents has general i would and substantive notions and contrary position it is unclear how how the planners will use this as - the waiver concept should be if 9 project didn't conform to the guidelines something special that requires a waiver the planning department staff can file a dr on behalf of the commission approval so the transparency and integrity is preserved the urban design guidelines reads more like an architectal brochure and does little for the large-scale development recommend that the guidelines for high density and large-scale developments isn't people may want to create general guidelines a great thing it introduces a new idea that gives people a comfort level the ufkd e ushgd but were in a city it faithfully used guidelines an area specific guidelines to carefully reflect the characteristics of a neighborhood i think what might make sense a careful review of the guidelines we have eliminating over lapsing and fixing anything that is
