Ive never really written that route much but after this came up i did write it and its a great route downtown because you pop under artistry. I was hoping that are amazing staff could take a look at it seems like backs up for a block or two at rush hour. It be nice to figure out some way to make sure the cyclists can safely and legally use that route to get by that line of cars. I know we have amazing staff some sure we can do that. Chairman and members of the greater and staff. I want to start out recognizing a few different employees today. As the i like to do at the first meeting of each month. First, we are going to recognize someone who comes from a group of folks who are among the most unsung of heroes within the sfmta and that some of our administrative staff. A lot of the work that gets out to you that its up to the public is really bolstered by the work that happens behind the scenes, by folks who dont get recognition or notoriety that they disappeared so, first, i would ask our commission to medications director candace sue to come up and records one of her staff. It took good afternoon. Tang candace do to medications director. Im really pleased today to be honoring helen rao. Helen is a model executive secretary. Her work goes beyond her job title and her contribution to the agency could she comes in every day, very early usually around 7 am and creates our daily clips , which gives her entire agency informed about what the press has been that they go for or over the weekend. Shes also a core member of our special events team and she writes the clinical weekend release. Which is one of our major resources that keeps our stakeholders inform about what is happening all the special buttons happening on the we can get people really rely on that document. But she also keeps our team on track. Both communications and government relations, by planning our meetings organizing our schedules, tracking attendance and ensuring that the division follows all the Agency Policies and those are some of the complicated work happening behindthescenes becky just really moving and phone. Then, often she goes in for sophia simplicity i know, and the executive staff by reporting when needed get one good company on this because in her former role the City Attorneys Office, helen used to support no Supervisor Scott Wiener as well. But, overall, helen is a pleasure to work with. Shes positive. She takes real pride in her work. Which is what its really important to us in the team and shes a true value asset to the agent. Im really pleased to present herwith a certificate of appreciation. [applause] before we let her Say Something we want to note the team is also here to support her. The team could stand up quickly. Really appreciate the contribution to this agency and the city. Its been my pleasure working with sfmta for the past five years and i will continue to do my best to support the Communications Group and also the agency. Next him and askwho directs our finance Information Technology division to come forward and i recognize one of her staff. Another group is very difficult job in the agency. Speakinggood afternoon good speaking about unsung horas when the difficult jobs in the agency by jim doyle, james doyle, is that whatever hearing officers and james has been with us since 2003. Hes an attorney and he conducts administrative hearings for protesting parking citations, transit by tatians, toes and booths so you can imagine what a fun job he has. He has the ability to handle contentious and negative situations with professionalism and dignity. He has a calm demeanor as you can see. He is a generous concern for fellow citizens and that has diffused a lot of the frustration and anger you would get in the hearings process. He is extremely hardworking. What i particularly admire about james, he has shown a lot of initiative to improve the hearing section of the agencies the public can be better served. For example, in fiscal year 2015 he had the highest volume of decisions over 2800, he providedhes a trainer to the other hearing officers and he also works the process hearings in the workflow. He actually but upon himself to take up parking tips brochure for residence to residence could be educated on how to address barking and topic situations in San Francisco. He also provides the hearing section with a lot of the advice. He has significant recommendations for improving the business process in the adjudication system, which is really helpful to us. He is loved by his team members. Team members, stand up and show your love. [applause] he lives in north bay and he loves golfing, kayaking. Jim, thank you very much for everything youve done for the agency. Adjust your involvement and interest and participation in making the agency the lives of the residents better. Thank you so much. Thank you. [applause] on behalf of the board i want to thank you for your outstanding work it very difficult job as she said. Was nice to have your coworkers here with you today. We would like to hear a few words from you somewhat difficult. If i may speak for the hearing officers, from our position, in the trenches, its a job that could be made somewhat easier if we didnt have to have the extensive administrative fees that are currently exacted. They are just adding their incommensurate with the Actual Service that is given in terms of toes. Telling. Explains a lot of grief and outrage and it doesnt need to happen. Its just not productive. Its not conducive to the kind of attitude we need in the agency. Its something that easily can be rectified. I think. I dont think theres a financial need that is actually realized by the administrative fee. I dont think its quite that important , at least from our standpoint, from what we hear from the folks being towed. It something they dont understand. Im concerned that there might be some blowback. So, thats where im at. Thank you very much for the the commendation and i wish you the best in your position. Thank you. [applause] i did meet recently with the hearing officers in her that is a universal concern and something in our new towing contract were going to work hard to reduce all of the fees that they do that towing. I think these folks on the front lines are receiving the brunt of that. Then finally i would ask John Hillyard transit director to recognize outstanding effort by one of our trained operators. Good afternoon. We have a reluctant participant. Good afternoon. I asked Robbie Courtney from system safety to join us in light of the type of recognition and awards that we have. There we been talking about this afternoon. On the night of july 26, this sunday night evelyn mcquay a trained operator. Evelyn was piloting an outbound twocar train at powell station. Even on sunday night the subway is busy. A lot of activity. As you know, our first goal in the system is safety. We have gone through, recently, a focused Training Program on thewith all of our operators and operating personnel on how to apply the brakes and emergency brake and when, but yet, its one thing to be trained its another thing to have the wherewithal and presence of mind to be able to apply the training in a reallife situation. So, i will i am pleased to say that because of the actions of ms. Mcquay, she is in fact a true lifesaver. Her quick action when she saw motion in the trackway resulted in a near accident, but i emphasize near. Her swift and Decisive Action is the kind of thing that we can only hope for in our employees. So, i will want to introduce her, but to give you, if i may have the projector for one second, i just want to show you when we are talking about,. If you look to the bottom, there you can see the proximity of an individual who entered the trackway in front of her train. So, again, i just want to recognize ms. Mcquay and thank her for her tremendous reflexes and reaction in a very very difficult and unsettling situation. So, evelyn, you are on [applause] hi. Im not much for speech, but i would like to thank the board for recognizing me for this award. Thank you. Thank you. [applause] very grateful to you for your outstanding work. The tackling this one situation. Thank you. A few months back we had brought some oversized vehicle parking restrictions to the board and i believe the board rejectedi was in here that dayand asked us to come back to evaluate the program and come up with the recommendations to address some of the concerns that of the board and members of the public raised good guess, choirto give you an update. Mr. Mcguire so, as directorsaid im going to give an overview of both where weve been and where we are now with oversized vehicle restrictions and also update you some of the conversations weve had with some of the stakeholders who came to that meeting and expressed their concerns about those restrictions. By way of background, every month we receive between 510 request of the public, neighborhood groups, supervisors to implement oversized vehicle restrictions. Particularly, the symphysis go transportation bill sectionwill we passed in 2012 that prevents the parking of a vehicle longer than 22 feet on the street. Between midnight and 6 am. People come to us looking for that regulation. The way we react to that, ithis fast judgment is what they see in the field. I can tell you the vast majority of public request for the oversized vehicle restriction never makes it to this board and thats because the staff goes in the field and find that either the issue that the public was racing was not observed or because theres a better tool. Right[inaudible] time limits or resident permit parking or Something Like it. Reusing all of our engineering tools as best we can, but the background is were pretty serious Staff Culture on these requests. Before they come to you. We also know, and weve heard and many of our Board Meetings, oversized vehicle restrictions and the other parking regulations have a very serious impact in the lives of persons living in their vehicles. I think thats what you challenge us to look into and to talk to some of the stakeholders about. So, we met several times with the coalition of homelessness and they shared some very very old personal and anecdotal thoughts about how impactful the regulation and the active enforcing the regulations is on people who live in their vehicle. They asked us to consider deregulation approach reducing the number of locks that are covered by oversized vehicle restrictions. We also met twice withand the whole team and the team is commissioned a study undertaken was called as a parking pilot. Which will mean most of us who investigate this issue po is the most promisingi dont think solution is the right wordthe most promising step we might be able to take to sort of addressing these issues. As a parking idea is fighting off Street Parking like we would with a private sponsor or a faithbased institution that might be able to provide a little morea safer place to park and support services for People Living in vehicles. So, thats a very good idea. At this point i would say we only really have interest in that pilot. We certainly dont have any private sponsor or funder whos going to step forward and say, heres how we would do the Parking Program in San Francisco. Again, its also not the kind of program that sfmta is in a position to launch and operate ourselves. Is very much something we would be doing in partnership and part of that partnership has been to facilitate discussion. So, we brought in interfaith council. Weve been speaking to individual district supervisors and really trying to find the partnerships and the matches that might be out there that might help us a Parking Private get off the ground. In the meantime, we continue to get request for the public and from supervisors to implement oversized vehicle restrictions for or some other parking restriction to do with the large vehicles, landscaping trucks, boats other stuff stored on the streets in San Francisco. We will continue to try to use all the tools we have two address those needs. So, its where we are right now. Thank you. Any questions . Then, my final item we have a big weekend coming up here. Its labor day weekend. There is a confluence of activities both our activities and public activities that are going to come together in a way that are going to challenge our efforts to keep people moving and keep San Francisco opened allstar by saying, article in managing weekends like this, to ensure that people in the city can still get around and people who want to come to the city can still come to the city. So, what we have happening are a number of things. We have our ongoing early shutdown of the subway to support capital program, bart will be shut down all weekend. As it was at the beginning of august. Theres a billy joel concert at the ballpark on saturday night. For track work at the central subway will be closing down much of the fourth and king intersection. What is happening with the central subway, its the first of two weekend closures that are essentially going to type in the new extension into the existing tracks. Right now, northbound trains can only turn to the east. Odyssey, when the central subway will continue straight up Fourth Street so its making that connection so ultimately, the trains will be will to continue up fourth is whats beginning with the work this weekend. But, what that will mean, all these things together, there will be a fax on a lot of different lines. First of all, we will be will to operate the e line and the f line will be operated by bus. So the letter f line ohio service but will be bus. Will learn run only from its southern terminal terminus of two fourth and barry. And the k will run from about all fell apart from embarcadero. The n line will be the only service that goes to counseling. So folks who are on the t line left to get off the train at fortenberry, and transfer half a block to fourth and king to continue on their way and vice versa. A portion of the n line trachsel because so itll be going to caltrain. Itll be singletrack at the end which will slow down its operations somewhat. Part of the intersection will be closed so ratherpeople were coming from the 280 exit will be detoured onto fifth street. There will be able to go to the end of the off ramp. A detour to fit and then barry dared so,for the art shutdown, like last time, along with the other transit agencies will be providing bus service. So, the short take away on all that is that we are working with all the regional transportation providersfirst of all to do with that part wont be running to do with the fact that we do have large event at the ballpark saturday night. I believe with a capacity thats larger than a baseball crowd. We are working with all them to make sure that people have ways to get into the city and back home and know what those ways are. Other than to drive. We do urge folks who are coming in to the city over the weekend, particularly, for the concert saturday night, not to try to drive into the city. We expect therell be significant delays, particularly, getting close to the ballpark area. We strongly urge people to take Public Transportation. Though be lots of bus service from oakland, the Ferry Service, and i believe the ballpark Ferry Service will be in play. Then we will have all of our substitute service. A big weekend it were working on to make sure the word gets out. Will be briefing the media on this on thursday to make sure it hits the papers in the news on friday before the weekend. A lot of activity also for good reasons to advance the work of the agency, but will have some impact. That concludes my report. Questions or comments . No, mr.
