i want to start one by stating were as stated earlier. the reparation conversation did not begin with our legislation to set up the task force. the conversation began immediately following slavery there was a commitment maid to the black community 40 acres and a mule it was never kept this . conversation has been going on since that travesty. i want to make sure everyone understands that niam fortunate to be in the position to carry the voice of the community and push legislation this will achieve what we are fighting for but certainly this conversation is work did in the star with mow or this board of supervisors. this the reports we received from dream keep and reparations are extreme low thorough. they present data and informationa is pertinent to understanding president dream keep and investment proven out come that do demonstrate success. while we are talking about d k i i want to make sure that we end the attack on black organizations and on black people in san francisco and i think when we have seen today presented by dream keeper initiative is something that one the folk who is @minster dream keeper initiative understand evaluating programming is important to understands this being able to present and move out come is important. and we seen and heard that. and today a discussion. allment to thank all of my colleagues for noting the importance of today's hearing. and why reparations is owed to black san franciscans. i want to thank the entire human right's commission. dream keeper team usa doctor davis, birch. brittney. chair mc donald and hol end and every task force member that put in the work to come up with the recommendation in this plan and also awful you who showed up to peek to behalf of the work. now the real work continuous. as i said period we have to stay focusd and stay together as a community. because now it is 100% prevalent we cannot be separate or divided. let's not lose focus when we receive the final report we resource the path forward. today, proper we are going to work and should approve a resolution to accept the african-american reparation committee report and as the work continues to the final report in june. one thingip want to say said before it is you cannot quantify injustices. i think we all need to remember that as we move forward. one thing is for sure we need to ensure this work continues when the task force does sunset. i want to thank my colleagues for reiterating support here. this afternoon and quite frank low in the evening. i want to thank you to supervisor dorsey for being willing to go to the bell on the in support of reparations. this is not off of the table. the first step i want to do is inform everyone i will ask this body to and our city government to support either a deappropriation of supplemental or supplemental to fund office of reperations to continue the work of the task force and follow through on selective recommendations when we make that decision. as community for action we'll take action immediately at the very least on continuing the work and having something in accomplice to make sure that we do achieve reparations in san francisco this budget and not waiting until the next budget. with that said, i do want to move that we continue this hearing to september 19th. and the reason is because one, we will not raft report until june. we have the budget sxresz have recess in august. so want to make sure that we have an exact date when we will continue this hearing i move we continue this hearing until the september 19th meeting. >> motion made recommendations many we are on track. . upon to meet. supervisor walton? >> thank you, president peskin and this is going to be a report on the 272 department of justice recommendations that we're supposed to satisfy as a city and police department. we have outstanding recommendations. today's hear suggest an update. on the findings and recommendations. and changes in law enforcement practice. and we will learn how close our how far we are from commroeth the changes needing went recommendations. i know we will hear from chief scott and sergeant rivera and may be other staff present. that will be presenting on this item. so with that i will pass it over to chief scott. >> we still have 27 to go. and much work has been done on the 27 and that's when we will talk about today. and i want to say that -- birch turn the mic over our commitment to making this police department bert is unwifr nothing 2020 when the stele and the world shut down. it would have been easy to give an excuse why we had to slow things down. we took that opportunity with all the challenges with staffing. during the covid height of the covied crisis we got majority of the work done. now facing challenging shortages and committed not let this be the troen not finish the w. i will turn it over to sergeant rivera. i will be here for questions and details. on thank you for the upon opportunity to continue this presentation on the collaborative reform initiative by the sfpd. now we are 245 recommendations. compliance by the california department of yesterday this . graph depicts those and notice it ends in october of 21. i don't want the graph to depict our work taken a pause at that moment. what occurred from october 21 to january of 23 consists adjusting reform efforts to sustainability and the management structure of the recommendations. new sponsor went department on board contract negotiations took place and project plans were developed. we engaged with department of justice and made submigsz weekly of documents. xrfrm sthl where each objective stands as far as our sustainability effort. words stating targeted. review. and general review. what that is the department's strategy in -- maintaining the promises made throughout the efforts. targeted review and sum row on recommendations that have deliverables at regular times. general review is the recommendations were a one time sdpeel did not call for additional work. however the department's commitment to maintaining best practice and the forefront of reform we review the files they don't themselves require a review. department made it priority to maintain our focus on those as well. little use of force electronic use of force we can collect the use of force did thea. department is able to catchure use of force that can bean liess and reported out through quarter low did thea report. the department general order for use of force updated twice. in april of 2022 and again in december of 22. the change to this was in responsibles of the upon department leadership noting challenges the policy created raised by the members. you will see the significant changes to the daa based on changes made to reporting requirements. the use of force efforts field tactics and unit genesis continue its review use of force ins debts. early intervention system conducts use of force audits. in crisis training mule promoted members and trained officers trier everrequired across all shifts those are efforts for use of force object itch. am it is graph shoes incidents from 2017. to 22. you will note the 2 different lines blue and orange. the end of the blue line and beginning of orange the change that occurred in professional 22. most significant low the april 22 policy reduces the reporting threshold removing the sfafrnld meaning there was no longer a requirement for pain to be present when use of force was required. that were sipping cantly use force for now required. the april 22 policy added having a firearm in low ready a category of reportable uses of force. biassed mreegs. can you go back wh i was reand noted that little sliver of orange repeat that you are saying that the in new use of force policy per such that when an officer deplays a weapon in instances but does in the ewe likewise the weapon that is a use force and therefore we the initial a largey initial incidents not captured in the blue sloin that when you said? a number not captured that are now captured in the orange line the drawing of the weapon at the low ready position was a factor. are we going to continue to look at the blue line? there is no base line to compare from which 2017 to 21. it dropped in half. the the upon centers did an assessment many things that the department was doing. this was about 4 years ago. one of the recommendations was that we lower the threshold per reportable use of force. people have minor force used on them and not reportable. and then -- when it is not reportable it is not evaluated. so it make its hard to get better when we are not evaluating. that was a recommendation we work with the commission to ghet in accomplice to which your question we electronic that not on the slide but do electronic that. >> and chief relative to early warning intervention, do you differentiate between the 2 did thea sets as if you are doing quarter low evaluation of officers who have outside use force behaviors. dot xorge blue lines tree them different low as an early worning or use it is orange line. >> not for early morning the use force reportable will trigger that eis review. the new policy does not if impact that. we did have to go become to the commission and make adjustments. because it really went beyond when the intention the policy was. fiapproximate affairs. captains review of the data and the development of tools the department with best inform further train and policy development. examples include the deteriorating of department 9.0 search curtailing pretextoms and p d members attending the e mersive program aimed developing the struggles and fight for equality through the civil lite right's move am. prior to the initiative, the the policing and problem solving manual and xhooef form manual are all part of president community mreegs project plans. upon much of the work done explored by public on the department's website o. this page the community can take a look in the reform efforts and strategic plan and sum row reports. training continues with internal affairs. add to the internal affairs to assist with the future department data collection needs. the management tools. policing a requirement for all members. and i ad member in training updates for operating procedures with quarter low audits detail case tracking sheets. discuss hiring deperities. and implementation of marking campaign includes print approximate electronic and launch of the new department website. formalpicion in the national 30 boy 30 campaign aims to increase recruit am of women in law enforcement. and formalizing perform to evaluate our recruitment strategies. many of the remaining recommendations are related with shared work efforts. reimagine magged management structure. the mirjt of the reming policed in the 5 project plans. project plan woornld improve am of the capturing and analysis of data, and use of force data. will 2, the capturing of demographic data of both suspects and officers and force is used. 3, community policing. approximate included is the revifthz community policing machineual. the machineuals assist in the chief forum and development of community policing strategies. 4, approximate reform efforts about further [inaudible] bias policies. increased supervisor involve am and creation of systems through use of technology to better further our understanding of bias behavior and causal factors. 5 is centered internal developful dedicated community to review develop and report findings to the san francisco police commission. some are stand alone. they are not tired to other recommendations. these range from the staffed of causal fact xors deadly use of force. the development of other develop strategic lan and identify complaint support publication. these are needs suited for discussion with chief scott. if there are questions i will take them here or turn it become over to chief scott. >> thank you. chief. on slide 9 a reference to the patrols i wanted to give you an opportunity to talk about more. feel there is having been resource put toward this. and if this is a priority as part of this plan and strategy and recommendations it does not seem that foot patrols have been deployed equal plea as much as they could. give you an tube to talk about foot patrols. thank you supervisor safai. our talented is consistenciful and as you stated there are areas in the city we have not been able to show that consistency. approximate or at all. and will we had this conversation. i'm sorry i'm not laughing union square had some and as they should. i'm supportive of this. my point is this this is one of the key recommendations. how do we achieve that this . is a staffing and over time issue. but i think this is there has. i want to say that. there has in the been emphasis and there is a prior in terms of staffing and patrol cars and in terms of initiatives you spread out and then foot boat in yours this have not been able to get them.
