order report on fiscal year 2017-2018 capital and information technology budget requests report from the department chief financial officer on the 2017-2018 capital and information technology budget request. >> thank you welcome mr. corso chief joanne hayes-white did you have opening comments regarding. >> not at this time good morning deputy corso will pick up the item. >> thank you. >> commissioner president covington and members of the commission. >> thank you. >> can everyone hear mr. corso? >> try it again. >> thank you very much. >> okay good morning, again the item on the agendas before you is approval and distribution of the it budget want to briefly go through the departments proposal some of the work in the current year and opening for any questions you may have. >> give you a little bit of background only the process that is not the total departments budget proposal before you this is strictly question and answer capita and it they grow a different process their approval date is earlier this is this friday the 13 and 2, 3, 4 advance of normal budget in february. >> so these projects are submitted by the department into overall two separate one for capital through the capital planning committee this project was vested and incorporated into the capital budget included in the mayor's office for both budgets and similarly the capital we have our it budget that goes through coit committee on information technology similar process that citywide the departments present and gives me justification and information on the proposal then consolidated into overall it imputing that is part of mayor's office budget. >> so we'll start with capital and some of the falths issues as many of you know, we have many facility issues over the department through the great work of the easter bond on the funding and on the information side so what's before you are project that are currently not prompted and part of the easter bond? project funding we completed dpw completed and part of 2014 the more recent one an assessment of the department that was great gave us information we were not able to more in depth studies for the facilities so we have more information that was great and determined more issues to be resolved based on the projects we're looking at hundreds of millions of of backlog a seismic rirtsz both the easter bond and the current bonds as well as the future projected bonds with that, outside of easter bonds limited resources trying a number of alternative funding sources through the capital be it granted or be that working with the cost-share the puc but other than we're pleating with other city departments for general fund so given the current environment and the physique realities it is challenging. >> so here is what we the department was allocated last year's budget for the current fiscal year and the next fiscal year i'll go through those briefly general facility maintenance and fuel tanks and apparatus doors and exhaust g tractors and generators those are funded and cover some of the maintenance and remainder of issues that pop up during the year not necessarily the respect that is cost permissible given the bucket we're allocated on the capital side closing out the 2010 capital bond with the ticket items and we're also beginning the planning and construction on the 2040 easter bond projections we completed an upgrade of the tracking system with the federal funding fuming grants and working as i mentioned with the puc on replacement of boilers i currently work done shortly at 8 stations to replace 8 boilers with the cost of the imp we've leverage some the capital from additional arrears or resources from the puc for energy efficiency we for the bureau the first prevention rooted station 45 for over the past years they've adam personnel out grown the space we have and headquarters and behind the scene the tracking and internal tracking system we've made updates and work with the departments on the facility issues. >> this next slide the next thing two are similar to the previous years and this is for the next two-year budget this is quite substantial didn't cover all the facility needs but addresses quite a bit of in in addition what is done on the easter bond over the next cover of years on the replacements just to repair leaks that led to further damage and not maintained correctly the exterior envelope painting a lot of stations not touched in years and windows and showers similar issues with regards to water left unattended further issues down the line and mechanical and air conditioning has a lot of stations the infrastructure for those facilities are quite old and need to be maintained properly and upgradeed emergency generators those are the back up power stations the x trademarks continue the maintenance and repair the electrical a big-ticket item from one of the latter projects a lot of the electrical stations are outdated and not sufficient to handle the needs for today's water and fire stations we're continuing to do electrical repairs and working with dpw to renovate, upgrade the electrical systems to handle the both the electrical for example, we're installing heavy duty washer and a lot of stations need to handle those machines and equipment and also it extends to the it structure so there is a lot of kind of infrastructure needs are that have not been go of and needs of equipment have changed over the years these are not addressed the sidewalk are liability issues due to the sidewalks soushd the stations that the department is responsible for we need to repair those for liability perspective kitchens too a lot of kitchens are not updated and cabinet are in need of repair a lot of them are in need of upgrading. >> apparatus bay door during the course of easter bond we will need to renovate, upgrade all apparatus doors in addition regular issues that pop out and maintenance issues so this is needed funding the data structure upgrades related to the electrical as i mentioned the wiring in the stations is quite outdated and forward in the future we're addressing that in station that are rebuilt but for most of stations we do have an outdated kind of wiring infrastructure that can't handle technical robots today and oxygen in a number of stations the chief residents need quite a bit of work there are a number of basic maintenance issues but upgrading of the kitchen and other facilities that has been kind of not been addressed through the capital needs and currently not addressed in the bonding program either in addition to the last major focus is the upgrades for the boilers arrest as i understand were we working with the puc to do the replacement we're burger to replace we'll continue maintenance proposing some of the work with the department of public health on the long term scope of projects one a training facility studies we're currently work with the easter bond on the fire commission and the department has a lot of stations excuse me - properties that are not front line the headquarters with the department working with dpw we're invasively the needs of department for those facilities as well one of those are training we've been doing quite a bit of work with dpw and assessing our needs for the training we're getting funding for that in addition to the equipment for the long-term goal for the fire department to transition the new ems facility that was built and we're able to transition on evans what that means any repurposing of the facility that will be needed to accommodate that that needs to be studied what the department is proposing additional funding and as well as some the electrical and it infrastructure wiring to get a better scope of the individual stations and their capabilities are. >> moving to it is a number of budget initiatives over the past two years ramp up the itself staffing that is great for the department taken awhile for the hiring of it positions currently we have one vacant we're trying to fill but we updated the number of staff that's been great we're those people are needed to support the infrastructure so for the department for it and on as i mentioned the exam portion some of the wiring and other network infrastructure is not sufficient to maintain proper demand for the departments today and so with that, is limited funding similar to the capital funding for itself we're looking to mediate with other departments that's presents financial issues and then the other it project we're working on around consolidation of data but for department use and across the city agencies a concerted effort to have the ability to share amongst 9 departments a lot of the departments do their own formatting from the departments across the department and a working group to help we're actively participating in that. >> a brief review of the approved projects the first two are projects in previous years and hopefully in this fiscal year those are the installation of vehicle modems on apparatus that allows for wifi and mobile data for the apparatus that is the dispatch information to communicate with the radio and dispatch center we've not replaced those in years we're in the process of completing and an upgrade to business intelligence for data capacities for the department. >> some of the current projects advantages the installation of vehicle modems that will continue and working in a much improved relationship with the it we've meet about regularly and they've been a great partner rolling out a number of projects and moving forward and saw wifi installed it at fulsome and treasure island training it is in process at headquarters and will be rolling out to the fire commission thank you for that and in addition their working with us maybe for the network security issues that we're matching up with citywide is working to improve over the past few years we've deployed mobile devices to the county and smart phones those kinds of things so we work with dpw to establish a mobile network and looking to improve that anything we feel can help assist the members in the field from that perspective we're looking forward to increasing the efforts i mentioned that some of the fir prevention are ceo is working to complete implement a prevention platform so that's a lot of work but will be of great use to the members of the fire prevention for inspectors and permits, etc. and on the back end for revenue and also we're working closely with the mayor's office dbi, and also city planning on a number of data transparent projects internally and for public perspective not perspective about but for public transparent so members of the public can clear very readily available access to information about buildings sections, etc. and also a number of citywide projects that are going on in the city the city is going on an overhaul of the system how things work on the ic side to make sure that coding and everything else is coded correctly working on this and i mentioned the data group just a better overall data approach and that's headed by the mayor's office on data and a number of citywide initiatives regarding security for networks that d t is spearheading we're working closely with them on and back to the proposal for the next two years the first projection is incident play boards ios are installed at stations we have one on station 7 and the feedback is positive essential readily available on this board and the facilities that when a dispatch comes in the dispatch information is displayed on the board the board comes across on the radio to get a head start on the information on the incident we received some positive feedback and working like to implement that in a number of stations as well and share point an initiative from as part of software products 23 - it allows for increased communication and collaboration amongst the working groups and committees there's a lot of practical use for this we don't have expertise in deploying that we've been working closely with e t and coit the working group to secure funding to start some of that dmoult to get distances and we referred to that in order to roll that out department-wide and training simulator we've discussed in a few meeting internally some of the technology available today, there are a number of fire training similarities that of great use to simulate real life incidents without having one we think is safer but allows the department members to improve decision making and have a better exposure to certain events and scenarios in of the technology available would be the models that are out on the market a expressive so the department will be supplementally that to the training program and in addition mobile network consultant services to make sure that with all the mobile devices were deploying their integrated with regular it infrastructure that our nebltd is secure and data can be moved forward across appropriated appropriating and requesting consolidation work with that, i'd like to answer any questions that anybody any have. >> thank you mr. corso. >> you, madam chair and at the mr. corso it is interesting i think the department really has a lot of infrastructure needs particularly in the electrical and the it areas i had a couple of questions one when you're working with dpw do they have dedicated people that work with us we have work orders to expedite the process as i will say officially no, no personnel that are assigned to the fire department but on the administration side depending on 9 scope of work we're looking at different bureaus within dpw that will be doing the work not necessarily the same plumber of electricians. >> substantially we can request our own people. >> i think we could as part of budget requests that's come up in the budget discussion and the strategic about having individuals assigned to particularly to the fire department employees to handle that work. >> and the second question how much input in the stations to their stations for the people working in the fire commission do this is a communication with their supervisors or its is really crappy what do they have any input. >> so i believe and and defer to achieve but the station captain is in favor of the station and work through some of the internal systems we have cruise are able to submit requests and issue to support services division to review and prioritize as far as needs i think we have a number of folks on the easter bond and in support services that get feedback to the users and in addition dpw personnel doing assessments as part of bond to review the extract system all the things that the fire commission do. >> so input from fire commission captains they prioritize within their organization. >> yes. >> has they've been an opportunity to talk about the training similarities to get them online faster. >> we've not talked about that but we can look at the roeblthd of that internally i don't know if they're available for lease but something - and the other thing any opportunity by bulk we're talking about kitchen retrofits and a lot of opportunity to look at defining the kitchen equipment you know in a larger order and effects the cost of each one. >> absolutely on the easter side they have a money but do when they do envelopes even if projects they put them together in order to do that a lot of the issues at the station everything is different so in size wise so not exactly not as easy as we like it to be but to the extent before ord items we try to look at that to leverage it. >> in terms of the transparency of information from the fir prevention to the public that is critical he especially getting more information than before is there any cost sharing with dbi i know the cost-share was sfpuc do we do that with dbi are they helping with the funds transparency. >> absolutely, absolutely i don't mean to interrupt you their funding the positions as well as con traushl services a platform where kufrpt dbi and planning we're going to be part of that where members of the public can review an address and see all the corresponding information for inspectors but dbi and fire, etc. by address we're working closely with that they funded a portion of that as well as some of the positions we have to address that to the mist administrator what's your best estimate how much of this proposal we will actually receive. >> so you're correct i can't answer that but i'll say in recent years we've received 340ir from $600,000 to 3 and a half million dollars per capita one of the things in light of some of the city's budget issues this year that both the capital and it programs will be are potentially look ated of being reduced from last year this is not just us but citywide that is something point mayor's office will be looking at as they ramp up to their budget where those programs fit overall but current year we've been approved for 2 and a half million dollars and something close to that was approved last year for this year's budget process for next year process as well so we're hoping to maintain that and not reduce that grow if we could obviously given some of the fiscal realties not just the fire department but the committee in general. >> the department shouldn't expect more than 2 and a half million dollars. >> yeah. i don't know about exceptions we'd like to maintain. >> thank so much. >> thank you commissioner vice president cleaveland. >> at this time to have our parent the san francisco fire department before a give you statistics on this incident personally chief joanne toney chaplin is with us today and say what a pleasure it's been to work with you more closely in the 8 or 9 months i know you're not going anywhere i personally want to thank you for your professionalism and dedication and we got city close on some of the issues that overlap both of our departments i personally want to say thank you. >> (clapping.) >> thank you chief joanne hayes-white thank you very much. >> i don't want to steal any tlurnd from the her ross's these i'm a little bit jealous two meeting one in the man or woman and one in the evening i'm to replicated that and with that, said thank you, again kindles it's been a tremendous 8 month run and done a lot of work and accomplished a lot and keep you informed i'm not going anywhere i'll be here with that said, i want to give you a little bit of background why those officers are honored in front of you first of all, on october 9th at 6:30 a 4 or 3-year-old boy was shot officers from mission station and including brandon and raymond hernandez and mohammed respond the officers secured the scene and rendered at officers applied pressure and had a tourniquet officer fernandez turned to officer memorandum that put a tourniquet on the boils body in july of 2014 i had my first aid training there are utilizing the situation and officers have used the tourniquet on 8 prior occasions mostly shootings purposed from the area initiative you know that while law enforcement have issued tourniquets to police officers they're not standard equipment the circumstances of october 9th show how those simple by effective devices can be used to save a life at as the intern chief of police those identify with san francisco police department they routing respond to calls of help in this case a shooting with a child down and as i talked about the importance we had a robe to the at walgreens where a person had a cut artery and the real time applications is important not knowing in the suspect was on the scene the officers secured the scene making it safe for paramedics the timely application with the tourniquet were crucial consultant of the child's survive san francisco fire department paramedics arrived and assumed the care and transported him to the hospital he was treated by emergency room - they've been recommend for an award the shootings was arrested by tenderloin officers on october 13th and the officers recognized 9 suspect if a breeder system and tremendous work by all involved and a round of applause thank you. >> (clapping.) >> thank you chief chaplin and chief chaplin is joined by some members of the san francisco police department we know your busy and appreciate our being here deputy chief and david stevenson the public information officer captain mission station captain and others i believe some family members of the officers we're honoring and to organizational with chief chaplin this particular incident was brought to any attention by an officer he felt strongly those officers went above and beyond and rendered the aide we render when we get to the scene at great risk they saved this boys life a gunshot wound i know we have police officers coming into the fire department i want to not take any officers away but the san francisco fire department is hiring great incessant so we responded to the scene with the kind 6 and 11 medical 57 did the transport but our partners in public safety great job you don't have easy jobs we appreciate the great work and today i know that officer brandon couldn't be here i'll read the certificate but ask officer nadia mohammed the boy must be been fearful i'll read our certify we're proud of you in the representative of the department i'll present you with a certificate you'll get one all officers on october 9, 2016, the san francisco fire department was dispatched to report of a shooting these at 26 and vaguely the fire department saw the fellow pd officers attending to a 13-year-old victim they stopped the arresting material obliging the quick actions you have a successful outcome for the patient on behalf of the san francisco fire department and you'll hear from the commissioners i'm proud to give you the certificate thank you. >> (clapping.) >> one second. >> and officer raymond fernandez at this first appointed was just terrific you're a very unites man with a - you've got your side of a disciplinary i can't think thanks to the expand staff and all finds officers showing up sorry to see you lost suzy loftus she's working with public safety so thank you very much and appreciate all you do and police officers i've heard on the way down i have a lunch i had to drive but 86 percent of police officers polled last year feel much unsavory on their job than in the past that's rejectable that was something i heard about the fire departments across the country it is upsetting to hear about the police department there is a lot of work to be done to support police officers in this country and next year hope that falls down thank you for all you do. >> thank you commissioner hardeman i want to say it warms any heart to have you here i'm sorry the officer rock is not here this is this job is so difficult that our fire departments and members of our department do those are very, very difficult jobs but yours is a notch above in terms of difficulty i want to thank you and thank our families for all they did to get you to this point to make you the people that you are to be so caring and quick minded we don't raise ourselves our families instill those qualities and have them brought forth ♪ way demonstrates your value and thank you very much we're going to come down and looking for an brawl of this submittal for the it budget. >> yes, sir. so we can submit by the deadline of friday. >> all right. having reviewed this material and having heard our narrative part of 24 for the public and the commission this is an intense large list it breaks down it category gisz and talks about the replacement and identifying i'll talking about the worksheet with the showers and mechanics and emergency generators, exhaust x trademarks and electrical, door maintenance and kitchens and sidewalks and infrastructure upgrades on page 5 of your working budget sheet and not numbered but page 5 has a listing of all applications and director corso on the information i need to say we have presently 44 stations >> not a comprehensive list some are actual stations when they're either remodels some of the issues are addressed when their rebuilt is and some of the issues are addressed those stations represent not necessarily all the department stations but all stations not going to be addressed through the easter bond or some other means. >> so director corso is this list comprehensive in terms of the total i know you asked this to include all the station my point and question is 24 list contemporary as can be in terms of the needs of various station. >> yes, sir. we've been working closely with dpw and another point while those numbers seem big we're not making up those off the top of my head to review the situation and each project and developed some estimates we've incorporated. >> the flavor felt commission we wanted to have a comprehensive picture as to what the departments looks like in terms of maintenance or capital requests and we wanted that list to be realistic close to realistic as possible with cost attachment i believe did vice president asked did question in terms of support services being involved with the district that it seems to me this list compromises the contemporary needs but constantly rising this list and in the department of supporters services i believe are in communication with the various stations and the captains and stations that if possible again my flavor of contention to make sure that we have an up to date comprehensive list what costs and that's a different question in terms of what realistically will you see compared to cost. >> correct. correct it is fair to say that's the costs we're needing. >> that's part of reality but know what you're numbers and needs are not like we are starting over and began something we've been working with at this point do you want chief rivera to speak to this question of updated maintenance or is that comprehensive. >> we've worked closely with the support staff but if you have any comments you can come up. >> okay. >> i wanted to afford the opportunity to chief rivera that's my inning this is as comprehensive as possible part of this capital request years past did we always include an it portion. >> that's a relatively new project as a result of some of the work with dpw and the department of technology and upgrades for dispatch and poped up on our side saying our system can't support many of the initiatives and i appreciate this comprehensive report and for the public if they want to see how much quote/unquote the department to run itself we're talking about on a surface delivery it is far from what we like in terms of our particular needs to showers yours and x tractors in terms of capital request is that the budget of the mayor's office we're submitting this to or who are we submitting. >> technically to the capital planning committee that is essentially a department itself and then they work with the mayor's office on an overall capital budget for the city that is a piece of the mayors overall budget and support. >> does that committee prepare to receive the kinds of requests in terms of acknowledging it and correct that's a discussion as far as the scope of some of the requests this is similar to what we are submitted and director corso i want to point out to the commissions this it request information technology is something we have been talking about and be a modern department or have vehicle respect or members coming into the department but your confusion if we are not accurate it didn't help us within the goals we want to achieve concerns of conversation and are coordination and i'll be interested in how we precede with that incident perhaps at the at a later date the commissioners might be able to hear that example of an education how proficient this work is. >> absolutely. >> madam president that's part of our job you can swift there that most of numbers off the top of your head given a test because but for you to break down the way you do to understand that is the difficult part that's the learning process for you also numbers are not leaning by the proof of that i commend you to go through each item remember exactly what you did that's remarkable thank you. >> thank you for that we inch when you see those numbers and you're a homeowner you understand when you have to replace this and everything has to be replaced and maintained but a very significant member of government of san francisco is ragging on saturday night why not get rid of the scoping that's something that has to be thought about you i don't have an opinion one way or another but somebody with the figures said it will be expensive if we did it anyway playing with others numbers the final analysis i hope the chief do r doesn't this and number one the safety of the firefighter making a decision of how to spend the money we know we need roots but anything related to the personal safety of a firefighter the money gets allocated their sure the chief feels that way too that's my vote thank you. >> thank you madam chair a quick question a total needs we're asking for is $40 million; is that correct what's the total we're asking for infrastructure upgrades this year and what do we expect. >> the total request the department is putting forward would be the $9 million over two years. >> okay. >> that's not representative of the total need of department it represents so dpw did an assessment when you incorporate all these types of projects schematic or ada upgrades as a result of some of the work looking at hundreds of millions of in that regard we're requesting 98 or $99 million for those projects and in addition, this does not incorporate all the work that is scheduled as part of the easter bond or health bond any of the bonds those are separate as well this is our request when you're talking about your anticipation for funding will be for example, last year, i i believe we submitted in the range of 90 or $95 million and looked like 2 and a half million dollars was approved in the budget. >> that's a comparison we have one hundred million dollars of needs and $3 million you applied to. >> correct but not necessarily to say we had $200 million of needs we'll get the monies but looked at holistically i think that some of the repairs are viewed as being i don't want to say covered but dealt with within the easter program it is not realty a lot of things that pop union street up and due to the scope and total costs not in the scheduled easter bond programs scheduled there. >> the capitalized funding committee understands the critical services fire and police and ems and sfpuc need to be funded more quickly than the infrastructure needs. >> absolutely we're all sweet spot for the general fund budget all the health and departments overall the capital budget outside of any enterprise funding or inside funding the general fund is in the range of $25 million citywide that will be obviously not sufficient for all the needs as well any other departments. >> so is commissioner president covington and members of the fire commission this is my report since december 14th related to the budget i know you've heard the capitalists budget which will be submitted before fridays deadline and mr. corso will be back regarding our 2016-2017 our current budget 6 months into the fiscal year i'm happy to report we're on track for expenditures we're showing a strong revenue with our bureau of fire prevention with all the activities as well as the increase call volume strong revenues on the ems and we've seen a decrease since the class graduated that was helpful in reducing the overtime expenditures and 2017-2018 we were working on the budget submission and regwen the budget committee in the coming weeks and come to the commission with a presentation and the budget submittal is due to the maurice mayor's office in february and to report as - recently i noticed two promotion that would be chief williams and yesterday, i had those are nice calls to make i notified of promotion 2 for the ac promotion and 3 due to the opening of reochg of the battalion 5 this friday that is good news and rewarding or regarding the academy compromised of two members we have two members down because of injuries and resignation we're anticipating a class of thirty members coming in into the h-3 level class next test the 17 and acknowledge that chief meyers taking on it process with the interviews a selective process thank you jeff and we are beginning to prepare for the selection process for two more h-2 classes one in april and one scheduled to be in september though we'll i will begin adding to the backgrounds and chiefs interviews and so forth so keep you post not started that process yet towards the end of the month and in terms of special events and communications and outreach since our last meeting on the 14 this is a summary of activities i've been involved in and this department on the 16 of the december the mayor's budget director melissa white house met with the and here at the city hall to discuss sort of the state of entire city's budget the fact there will be reductions across all departments and that day i met with sam dodge who is an international part of the department of homelessness and we will be meeting with the fire marshall to discuss ongoing opportunity and challenges that we have here in the city related to making sure there are provisions for the homeless population overtime we're called to some of the encampments so we want to make sure we are communicating and making sure we have the best strategies as we move forward so i'll give you an update the gentleman was promoted by the mayor to oversee the newly created department on december 20th the two deputies and i had our management meeting local 78 that after that i was privileged to be here and know that commissioner president covington was here for the reappointment of michael hard man. >> for you advocacy and new year's eve all members stretched and it is a challenging time it went smoothly i visit the operation center on new year's eve and the 9-1-1 center upstairs not easy day to work but everyone was preplanning our good work with other departments paid off we worked very well i think we were not has changed as last year but the planning paid off and the different ideas i know we have activated our ambulance which surprised me when i saw it in front of turk street good calls to make we didn't need it fortunately and things move forward nicely i want to acknowledge the dictation our nut deputy chief on new year's eve and for a number of years they've asked you to have a new year party and assist so the battalion 7 and 31 they didn't respond but i attended i brought any youngest son with me and chief rivera was a hit i tell him when we leaves the department he need to be on staff he is good with the residents and showed up the department well evident in tahoe who i didn't anticipate him coming everyone was business i showed up so the battalion 7 it was great to is where you there i appreciate your dedication and your ability to make people really happy thank you. >> let's see what else on the 3rd of january the public information officers and fire prevention and our community investigator and have inspectors attended at the request of the mission district arts community to the public information meeting regarding fire safety answering questions of the presentation i believe and also q and a sections my understanding it went well, we're continue in all aspects to put our message out as requested by any community that's what the community outreach is for i want to acknowledge the fire marshall for the good work and work of staff a reaching out to the mission community on january 3rd on the fourth press conference was r0i7kd to my colleague eye and i were there and talked about the new legislation will be infect soon related to requirement for business owners with the interest in improved tenant safety and some of what the new aspects of the legislation requires that went well and in addition to on the 6 we - i attended the announcement of newest district 8 mayor ed lee appointed supervisor sheehy who was elected when supervisor wiener moved into his senate role and that afternoon the fire marshall and i met that director reiskin from mta moving forward into the new year we're not always in agreement but 94 percent of project that is put forward we have agreed to bigger projects that we're not always will agree we all want vision zero and improved safety for everyone in the city but the fire department we want to make sure that our response times have been challenging would be increased population are met in and the safety of our member from point a to point b we committed to ongoing dialogue perhaps monthly meeting with staff to make sure we are up to speed on some of the - their projects. >> on january 8th on sunset i went to city hall for the scale for two new supervisors supervisor sheehy and supervisor safai district 8 and 11 and attended the first board meeting on monday with the new supervisors were sworn in and where supervisor president london breed was reelected at the president of the board and attended a meeting here at city hall regarding kind of a review of what we call an ad f ambulance deployment to get updates if dpw related to the timeline scope and so forth. >> and did want to acknowledge the great work like i said every day of our members but bring to your attention i knew we averaged approximately three hundred and 25 calls per day an sunday nine hundred and thirty calls and lots of trees and wires weather related issues our afternoon between friday and yesterday was 4 hundred and 50 over the last four or five days and chief gonzales might mentioned that over the we understand on sunday asked to assist with a rescue of divers when they went into the bay so we dispatched our rescue with divers that that concluded my commissioners and chief my reporting period or period from november 1st to december 31st, 2016, since the reporting period two greater alarms first a second alarm on november at the 7:12 p.m. the one story garage was involved and first on scene did a good job first garage was attacked and minor damage to the two buildings on each side the second on december 16th at one 25 one of the home sharings high-rises at - the flames were you coming out of the window we are inexpensive it was spreading to the 8 floor it didn't and the high-rises are built of cement we contain them we think they did a good job other incidents fire alarm at hallow way and december 6th another first alarm a community building multiple rescues of reptiles were done and reptiles the community appreciated and a lot of rescues when we acknowledged the police department a 13 sole purpose this is different a 13-year-old boy collapsed because the cardiac and we evaluated with the after cpr the boy is back home and early morning 2:00 a.m. a cliff rescue u.s. coast guard the fire department and national park services rescued this with high wind they did a good job on december 16th as well a major closing vehicle i believe the chief respondent to this a bus 14er89 with multiple patients a red alarm was declared with a successful rescue 10 victims. >> and december 19th we rescued a female trapped under that vehicle on 3 and market street on december 28th and 29 an odor throughout the city in the news still undetermined we have our - that's not been clarified as of yet on december 29th a first alarm and rescued a 90-year-old male that is under investigation on december 30th another first alarm on scott street one male saved with anywhere injuries under investigation and the chief said new year's eve we pulled the switch we have bls unit ronda huge change of scope regarding the scope on a basis but that is up 5 percent that is a huge number and december was the biggest month for us so a lot of the returns are code 2 if we can get a bls that will be a change of scope i want to talk about that and hope to work on that community outreach we continue to do the homeless escape report on social media and they condition to targeted the ocean beach the cliff rescue units provide animal safeties a lot of the rescues start as dog rescues the dogs get caught on the cliff and we have to save the owners and dogs keep our dogs on a leash like the share unfortunate responses on social media thank you sffd thank you, thank you, thank you for all the equipment by cranky george a big thank you for the quick response to the alarm on second story the last one i'll never watch but thank you for your quick responses and my boyfriend is alive because of you on to ems in november our ambulance responded to 89 response under 10 minutes that's okay. we grasp 75 percent of market share and received ambulances in that most on november 5th rc four was moved out we have rc-44 of them and it start for rc a bump up graduation 16 graduated and continued to meeting with filipino and along with the support services concerning the new station 49 at the started the sews using the arc room eave talked about not using one machine but hold the rest of the process takes a big workload we're happy the rc-4 as acting maloy and the chief were part that of that it works well. >> in december our response times was 86 or 10 minutes that went up not much we can do the call line went way up like i said other creative ways to come up with in years going forward with van ness and the state i don't see it going down our population is growing the traffic conditions with getting worse and all we need like we'll get more rain that will happen as well so all the facts and circumstances are they effect the response time and it is in the just about throwing anymore resources by responding flavorable in my opinion a lot of the code 3 are on the code 2 and go to code 3 calls we need to look at that. >> on to the working with the fire marshall with the mta and rivera working often turk street trying to put a a bike - they are a bus line it goes down there there are wires on the right side of the street we gave them choice we came together on 8 and 9 street and our operations went out there and listened to us we have a good solution we're working on this one and hopefully come to a - we want to solution that works for operations a fire can happen in my building on this street the wires are right hand impede to put more restrictions where we can work is not good hopefully that will come to give me a little bit more explanation to what you're talking about looking at that with some energy or suggestion. >> well, a huge change of scope would be to add an b with the medical director to address the high we anticipate the high number of calls an new year's eve we can't do that for all-time i housing stock think that needs to be looked at there are an awful love calls i don't want to go to the resources and don't have the code 3 resources anymore so it would be a huge undertaking that is i'm hoping for the dialogue i think that needs to be done and again, i can't change that by myself like to talk with the responsible parties the state allowing us to do it could be huge. >> okay chief gonzales i'm assuming at some point a dialogue on that within the commission and yourself in terms of having a little bit more help on that. >> and plan on talking hopefully with the provider group next meeting and seeing what the steps would be and what are the possibilities of that significant article in the chronicle this week regarded response times and 9-1-1 calls i know we've gone a grateful to get more in. >> i read the article i believe that was focused on the preservation and have their own staffing issue as well and more calls coming in not just for us fire but the police and the police have more calls and have to answer them all it would be hard for me to say what we have to do any suggestion off the top of my head i don't how we used to do it when franklin we triageed them and the chief was road we have the and they make go through that it takes more of us one thing that needs to be worked on the reception of the calls to the dispatch but they also have legal boundary that their constrained by. >> certainly but the main impediment their seriously understaffed people are working 12 to 16 hours a day and have a number of classes for training that will reduce their mandatory overtime but this is something we can go into greater detail at another time so - do you have any information regarding the event that was held for those people who are in live work spaces and may have also been in warehouses throughout the city how that joe /* yo call it they unanimously all of them voted for the q and a which we held after that meeting we had people coming up to us a gentleman that stated quote/unquote i live in a place that may or may not be illegal no matter i felt i was unsafe i would never have confronted or come up to a firefighter to ask questions he felt i could have reconstruction after this meeting you've answered all my questions i felt confident i can come to i feel we hit this well and good responses beyond that. >> and we're going to be working with that community as well as all community in san francisco how we can make the city item 8 harassment prevention training for all members of the department discussion and possible action. >> good morning commissioner president covington and chief joanne hayes-white and from fire department human services so shortly after december 14, 2016, fire commission meeting i contacted the department of human services to find out the possibility of an annual department wit harassment prevention training at this point was advised of the cost that is $17 per headpiece nominal and i consulted with director corso to find out how we are presently set up for paying for this training and we don't have a specific line item or department of human services that will be something to consider setting up in the future should we go with an annual department-wide training the one challenge that the department of human services advised me was i did not realize i thought the venue and the video scenarios and he does materials were canned from the vendors but as a matter of fact they're not so every two years with the compliems year the department of human services devote three staff members with the city attorney to review all the materials from the prior compliance year and go to a tech development i couldn't get the ventilation yet and create more relevant online scenarios and even change lecture materials based on case law within the two years for example, 2018-2019 this current year a compliance bill for the procedures to dhr has given the material review and development this month for later roll out in the last quarter of 2015 to essentially the development and update takes 9 to 10 months in advance of the roll out so between december 2016 and this month we pretty much have completed the deputy department-wide training of our members and, of course, in compliance with the assembly bill and 2018-2019 being a compliance year for supervisors we will all retake the same online harassment prevention training this year later this year between november a012017 - you were thinking of recommending for the next department-wide send we pled it in 2016 and supervisors will take that this year that maybe the next department-wide could be in the next compliance year of 2019 with the understanding that the training will somehow be built in and the new recruit curriculum i'm not sure how we could because the curriculum is definitely jam packed but possibly with the 100 percent and 25 fire amendment we'll catch up hopefully for the january 2017 emt academy but definitely in the remainder of the 2017 academy to the new employees will be trained and essentially caught with the 2016 department-wide training we just completed. >> so i guess we i'm sure the chief has some to the information to add or support, however, we request that the next department uniform and non-uniform to make sure that we're on the same page in the same book and i think it will really help us have a more harmonious environment and will you know really pay lots of good dividends so 2019 sounds good i had a discussion with the chief of the department and mentioned the recruit training i thought that would be after they were assigned to their various houses it didn't have to be part of the training at the division of training unless you think that that would be more fruitful. >> for the one hundred and 21st academy that definitely sounds like a more practical option to insure that they complete the train it could be maybe even be added to the pro b book as a checklist one of the check off items but my hope is again, i have not consulted with the division of tainting but it would be nice essentially to get it out you know hopefully out before they go into the that field for example, maybe the january 17th, mta academy is too soon but have a little bit of time with the rest of the academies in 2017 to possibly find a way to incorporate this online training. >> all right. well that would be going to speaking with those at the division of training and figuring - figuring out out how to make sure we've touched everyone and the commission will have to increase go the training every year but this time two years in a row because it was marshall regarding authority and scope of bureau of fire prevention of warehouses in san francisco. >> good morning, commissioners and chief dan fire marshall before i begin i'd like to clarify and expand on the comments of the work live spaces. >> general fire safety practices is important throughout all the buildings in all types of use, etc. we need to be carefully not to give a false sense of security of people in buildings that are living in building that were not permit for that use meaning if you're building was a storage facility foe our living this is your an r-2 we need to be aware of that and not give a false sense of security i wanted to say that before i begin here. >> with regards to warehouses in san francisco what is the fire departments roll in inspecting firehouses we need to know what is our scope and regulatory authority for inspecting warehouses i will begin general overall authority with the fire department has to say and what accompanies and talk about the types of inspectors and like to wrap up with just an update on the warehouses that we have inspected to date in san francisco. >> beginning with our authority our authority is granted through the health and safety code which states implicit authenticities to the california fire marshall for occupancy in the state of california those occupy acids are a example e example i work r, c and assembly and education and schools, i institutions that is jails or can be hospitals it can be certainly on board residential facilities our residential with the exception of r-3 one and 3 dwelling units that's the planning department multi family residential unit that be our jurisdiction and l will be laboratory and high-rises 75 feet - those are the occupancies that we regulate at the local level infrastructure the overall umbrella of the state of california fire marshall. >> what is worth noting not mentions on that list b businesses. >> if you're a low rise business you're under the fire marshall example if low rise under the fire marshall m work in tile low rise didn't fall under the fire department and f factories the low rise didn't fall under the fire department jurisdiction there is a caveat any occupancy that involves when you install a sprinkler or fire alarm the fire department will review that across the board but that's it for sb and f occupancy so what types of inspectors do we conduct anything that requires a permit if you have a construction to repair our building we with those specific occupancies i mentioned in our jurisdictions we'll inspection those the question what will we do are for an f occupancy if it doesn't involve a sprinkler system that will be the end of our involvement with that building operational permits there are regulated activities in san francisco i believe 49 of them whether operating a gas station or place of assembly a dry calendars a roofing operation san francisco requires those businesses to get an annual operating permit through the fire department and then the another types of inspectors are annual that is maintenance and fire code for specific types of building rh1 and rh2 the fire department inspects them and schools every school in san francisco once a year and high-rises the jails every two years we inspect those nothing is required that requires us to inspection at the occupancy storage facilities we have approximately a thousand warehouses that are clarified as either an s stock brokerage or f factory fabrication. >> also obviously we have referrals from health department and we have complaints complaint on any occupancy any building or structure here in san francisco if it turns out not our jurisdiction we respond and investigate and inspect it and take action and refer it at the same time solicits discuss a little bit about warehouses. >> warehouses are warehouses save their absolutely save if they're not save you're using them for not intended use if you use a building every occupancy has a associated hazard all codes are developed based on what you're using your buildings for every building some occupancies requirements are more stringent depending on the level of hazards the storage facility is different at night and a public assembly people in tight quarters drinking not familiar with our environment surrounding all levels of hazards with different code requirements so san francisco we've done we rent-controlled unit to complaints to date we had 15 complaints regarding illegal use of warehouses. >> people living in them or people have parties in them or party parties, etc. on the 153 of them we issued orders to vacate i want to clarify the steps first of all, ever complaint regarding illegal use our captain code enforcement personally inspected the facility if there has been an illegal change of use you're in a hazardous use that was never submitted by a professional designer or reviewed by department of building inspection there's to issues before we give an order to vacate that's one of them, and, secondly, if you have deficient exits you're not getting out of the building it tries the level if we think there is a fire in the building the occupant will die in the building with a fire at that time we issue an order to vacate this is done 15 times and our city attorney kind of walk you through the process and we're still back and forth on this to make sure we have it right and sensitive to the fact that people potentially get displaced when we do that but our mandate to keep people safe it would be irresponsible for that us if we in and out an event in the building they'll most likely been fatalities for us not to take action a irresponsible on our part that's it i'll be happy to answer any questions you may have. >> it is a difficult topic. >> i would like to say the fire code addresses the illegal use a section in the fire code it states unsafe and illegal change of use if an illegal use of a building shall be demonstrate unsafe and also, if a building didn't have adequate existing in the same section shall be deemed unsafe and i'll be happy to answer any questions you may had 1 complaints of misuse of warehouses in san francisco for occupancy. >> correct not part of our authority our scope so we responded to complaint 15 to date of which 13 orders. >> what you issue 0 notice to vacate how much time do they have to relocate and we issue an order to vacate that brings to the altercation of the people it is unsafe you shouldn't be living in the building we immediately refer to the city attorney's office at the form a task force and address it in a collaborative effort so the timing he know immediate action needs to be taken so that's the direction immediate action needs to be taken. >> what do you mean. >> means that your occupying a building unsafe the chances of you, you dying in a fire ♪ building is so high you shouldn't be occupying this building for this use >> you want to occupy the building for a storage facility that's fine not for the warehouse issues. >> you're not putting a specific time but 3 months or 3 days to get out nothing like that. >> to your point i'll give you a couple of examples one in a basement 10 beds in the basement you had to work your way to the basement one exit you probably wouldn't know where the exit was from the back there wascy form walls and bars on the windows and there was electrical chords coming through the ceiling wrapped up in tape etc. and a low ceiling 8 feet given all that i'm confident that the result it most likely will be a fatalities that's i that's one example i'm give you another example in a upholster shop in the upholster shop the have 8 beds and a makeshift ladder to a plank you literally have to walk a plank and walk down the makeshift ladder and not our building a metal door with a chain to get out those are the conditions we're dealing with for example, the fire code if you a mixed use in an r two you would have independent separated protected existing for residential so is safe for one month i'll say not for one night when is that event the imminent danger that's what we went back and forth with the city attorney's office do you know we are going to have a fire tonight or imminent fatalities someone will die if there's a fire come the gray area we want to get it right >> when you issue on notice to vacate or find buildings in violation do you issue a fine or fine the property owner for the uses. >> it is a violation of the fire code and follows our process we're issuing on nov they need to be aware. >> their notified immediately with an situation question pulled the information and drove to the owners house and hand delivered it we thought that was that urgent i want to say the that have been taken care of one in the process of going through a change of use through the planning department and will take the proper steps and the other two the basement and upholster shop those areas have been cleared. >> one thousand warehouses in the city if so it a small warehouse not suitable for people living in that but the storage areas the minnie storage people mainly they have the workspace but for the average artist and work person that is trying to find their fields they - we have a lot of them around if anyone is successful. >> we have strategy and been together working is on a number of issues on the strategy plan the group is made up of inside and outside departments and the city as well the external representatives early on a discussion and form on a discussion and the structure of the committee reviewed a number of strategy plans from other fire departments and city agrees and agencies in jeopardy to look at style and effectiveness of communication and eventually a format that was similar to what seattle federal for their strategic plan that was the for a moment that was agreed on and focused on 4 key areas before you and those 5 are operations, community programs and partnerships and health and wellness and recruitment and staff and training we know those offer laptop there was a little bit of work to address each of those independently but recognizing there are a cross over there so various sub groups consolidated into a single document an early provision that was presently to the commission last year or fall as a result of that the direction or request from the commission a narrative to be incorporated into the plan that was and what you see before you the goals and strategies that flushed out as a result after a variety the feedback and it is the last update for what has been provided to you the plan that was provided is distributed to the committee that was the recent updated draft i've not received any major feedback as long as concerns or feedback as is chief mentioned considered that as of right now our most updated draft for planning in general long term planning was identified as a need for the department in audits we went through and internally and so specifically it is needed for strategic plan was identified and once completed i don't on the strategic plan is should be viewed as an end point but a start for the efforts that will continue and not a point of completion but a jumping point for other discussions and other initiatives to be working on it and also going to be changing evolving as the department and city eyes and ears and the environment congressman constantly change and the sub groups in the plan will be constantly glong going on and recorded to the fire commission annually updated forming and needs at the request of the fire commission or department and that will be continued indefinitely as we grow part of it also mentioned and mentioned previous commission meeting as well it is a jumping point for another number of other plans and initiative recruitment plan and outreach plan, kind of a session planning those efforts will be are mentioned in the strategic plan but not been vetted and will demand their own efforts a separate plan as part of my new role to form lists those related to those topics so briefly i think as we're looking to continue to evolve the plan itself is the need for the plan is more apparent given the financial uncertainties facing the city locally the state and federal with funding especially in the budget process over the next few years having a strategic plan as a point as a guide for a lot of the guides and initiative as we put forward will be a great benefit i'll be happy to answer any questions you committee there was enough outreach at the committee level and enough discipline in areas represent at the committee level and other coordinating subsidy groups if need to be put out for all but not happy to put something related to please review and open to february this is an initial endeavor open to february received and committed to it is a living document working through that as we get
