Just a reminder the director is on vacation until august 1 and im the designee until then. The acting directors report is brief tonight. I wanted to mention that director way land had a suspension for compliant Stratos Night Club and although we cant speak of anybody substantive at this time i want to note that the hearing is currently scheduled for the next Commission Meeting which is august 1 and per that notice of the hearing we all received so if you have questions prior to the hearing please be advised you should communicate those directly with president bleiman and the Commission Secretary as you have your City Attorney assigned to support you which is separate from director way land and my counsel. We will close Public Comment Public Comment and move to number five which is the report from the Senior Inspector in the field. Good evening commissioners. We received 157 complaint since the last meeting a month ago. Updates below and first update is for Stratos Night Club at on ocean avenue. They hold the poe permit with our office. Due to the violent event on june 10 the inspector dropped off a 72 hour Public Safety suspension on june 30. The suspension was in effect from 9 00 p. M. On june 30 through on monday july 3. On saturday july 1 the inspectors on staff conducted a compliance check. During the inspection they found multiple violations of the approve the security plan conditions. Violations were as followed. Not all Security Guards were wearing identifiable clothing. There was no female guard on site and female were not patted down and the metal wand wasnt on use and only three Security Guards had state issued guard cards. The inspector spoke with the manager about the reason for the visit and acquired about the violations. The manager confronted the Security Guards and not use the metal detector wand and explained there was a battery issue. They got to work and use it Going Forward. When asked about the lack of a female guard he asked one from the Security Company but she didnt show up. All of the female patrons were not patted down. The inspector reiterated that these were all requirements of the their security plan to which management stated he understood. Stratos night club was issued a citation for the plan conditions on friday july 7. Staff continue to visit them every weekend for checks and july 8 and july 15 they were in full compliance. My could update is about trinity irish bar and restaurant on union street. Theyre in the application process for an llp permit and had the intake meeting with the Deputy Director on thursday july 6. On friday july 7 i dropped off their yellow poster noticing the public of the applications and the bartender explained they could now host djs and the jello poster is not a permit but a notice to the public of the application and the bartender seemed to know this but nevertheless there was a dj that night. The inspector responded to a complaint at 9 00 p. M. And she deserved a dj performing in the back room and the manager stated he was told by the owner they were allowed to have a dj and that jello sign in front of the window was to extend the Entertainment Permit hours to 2 00 a. M. The manager was apologetic and admitted there was a dj the night before as well. The manager had the dj stop while the inspector was on site. We received another sound complaint at 10 15 p. M. On july 8 and the inspector returned at 11 30 p. M. Although there was no dj the indoor prerecorded music was louder than when the dj was performing. They were issued a tiation on july 11. The Deputy Director has been in touch with the permit applicant who is explained there was i a miscommunication and this wont happen again. The next update is savoy tip oldy and on grant avenue. On july 8 at 9 13 p. M. We received a 311 complaint that the inspector responded to at 10 15 p. M. And observed a lithe jazz band performing and the sound measurement showed that volume of the band to be 7dba and 6d bc over the approved limit and reported that Security Guard were measured the sound from outside of the front entrance however the approved monitoring location is just inside the front door to the left. Its worth noting that they have a unique layout and essentially open air at the front of the business so when i tested the sound limit with the sound curtains closed to avoid sound waves. When the inspector responded to the complaint the curtains were not in use during entertainment. The Deputy Director noticed a violation for operating above the sound limit and reminded management its imperative to use the curtains during entertainment and monitored from the designated spot check location so readings from consistent with ours. The next update is the brickon on union street and holds an llp with our office. On july 14 we received a complaint stating excess itch notice at 11 30 p. M. The inspector responded to the complaint at 11 05 p. M. And upon approval observed a dj performing and the sound level it is were compliant and the performer stated he will be performing until 2 00 a. M. Management told the inspector they had a one time permit for the event and allowed to operate entertainment until 1 45 p. M. Although they didnt have a one time permit with the office so they were issued a citation for this violation. She will provide more in her report. Lastly i would like to hold the page with jam and our office. We received complaint and responded regularly. The inspector has been in communication with the complainants and how the neighborhood has changed. Often times the staff come in during the week whether we dont have staff but when the 2347ors respond and there is estimate they are compliant with the conditions. Dylan rice here from the Entertainment Commission. In this presentation im going to update you on the ecs campaign to prevent Overdose Prevention in the entertainment and nightlife community. Lets go over the background and the need n San Francisco and cities across the nation fentanyl has become the accidental driving of overdoses. This year 79 of axal overdoses were from fentanyl from the medical examiner report in june. Its a synthetic opioid that 50 times more potent than heroin and 100 more opponent than morphine and a small amount can be fatal and using it to get high and traces have been found in cocaine. People maybe unaware there is fentanyl in it but we want people prepared no matter what. The crisis intersect and impacts the world of our constituents. Street drugs laced with feted nal are show up in entertainment spaces. We have the platform and duty how to protect the industry and its patrons by Overdose Prevention strategies. Thanks to the vision and work of commissioner thomas and the city is working with the the citys goals and advocacy so were committing to respond to the crisis and raise awareness and promote the life saving intervention and increasing access to narcan and Fentanyl Test strips and training and education. So what are the goals of the campaign . Well through targeted outreach the campaign aims to raise awareness in the industry on the crisis and how it could access the tools and resources to increase the industrys access to like i said narcan and feted nal test strips and education so our workers are empowered to take action. Narcan nasal spray is a life saving tool that reverses the overdose while most First Responders carry narcan they might not arrive in time to reverse the opioid overdose and anyone can carry it and can give it to someone having an supervisor dorsey and potentially save a life and to the primary goal which is to ultimately save lives. Heres an overview of the activities to date. We have done the outreach with dph online and in person trainings, sharing resources and increasing access to splay supplies so the next slides will go over the activities in detail. So at our summit in june we debut the Overdose Prevention Campaign Training video that we developed with dph and sfgtv. To give had a nightlife behavior we have drag green and reductionist to star in the video and lead the trainings and has been done trainings in the community and nightlife spaces to great acclaim so this video is a step by step of recognizing the signs of an supervisor over dos and how to use the narcan and where they can find resources. Were asking stakeholders and outreach to share the video with staff, with their patrons and anyone in the community. Im going to play a few minutes of the video so you can see her in action. How to recognize the signs of an over dose . Wont responding and wont wake up student sharo or not breathing, blue or grey skin, lips or fingernails. Next im going to show you ho how to reverse an overdose with narcan. If you dont have it call 911 immediately or have a friend call for you. Gift dispatcher your location and someone is not responding or breathing. The first thing you want to do is provide verbal stimulation. Try to wake the person up. Hello. Ahh ahh if that doesnt work provide physical stimulation. Rub your bunkels up and down on the chest to simulate pain. I promise this really hurts. If they still dont wake up its time to administer narcan. You want to remove the narcan from its packaging. Insert the nosal into the most trail and press it firmly. You may administer the second dose after two minutes. If somebody has not yet called 911 do so now. Give the dispatcher your location and tell them someone is not responding or breathing. Now i will show you how to give them life baby or rescue breathing. You want to pinch the nose and tilt the head back and two breaths to start and then one breath every five seconds. She will host them and one at oasis in august for the princess show case and one at del rio and august 20 and i let you know the confirmed dates and doing the training and distributing narcan and test strips and educational materials. These upcoming vent i am excited about and well attended and we will reach at least 500 people. So this is one of my favorite slides. This is impacts on the campaign to date. So im excited to report we had substantial engagement since the Campaign Launched in june so by far the highest impact is the training video thanks to our friends huge following on instagram and tiktok and total combined total of 109,000 views and likes across all platforms and already were seeing the permit holders hearing about the campaign and reaching out to dph to their office of over dose prevention for in person trainings with staff. Irene from the Office Confirmed shes had trained aces and the hara bar and with bum lows, shanghai kellies and four of Nate Valentine bars. Looking ahead we want to continue this momentum and towards the goals of access and em powersf power empowerment and save lives. We will assess everything and the impacts and expand to more venues and neighborhoods and communities. We will support dph and the ongoing efforts to increase awareness and access and ensure that our industry remains connected and resourced as a part of these efforts and finally as our commi
