Commissioner clinch commissioner gilman sxholg commissioner lee commissioner walker we have quorum and the next item is item 2 president s announcements good morning and welcome to the bic meeting of wednesday, august 17, 2016, i hope everyone had a great vacation and been quite awhile ill go into any presents and congratulations to director duffy for the skid architects and the San Francisco institute of architect on a i a he joined another experts to talk about the highrise Construction Projects to include an occupant occupation to make elevators safe for negatively a San Francisco leadership of fire and building safety as we see more and more residents moving into the taller buildings in the coming year and thank you to stephen of Planning Services that received a letter of gratitude from a customer for helping him with his project and working on behalf of the Mayors Office of housing a thank you received from supervisor tang that sent a letter of planned participating in an event called week of making students enjoyed interacting with the staff learning about their jobs and thank you, thank you to director huey for the timely attention on block x of Affordable Housing project supported by the Mayors Office of housing and Community Development and the departments of assistance so the departments assistance was very much appreciated in this area a great thank you was sent to jamie and dennis of Housing Inspection Services the letter if an tenant that said much desired credit to you and the entire department for all the followup and what it means to those of us that little in apartments and congratulations to the planned review services a letter from a customer he assisted with the plan check he was commended own completing the plan and congratulations to dbi staff to overview less than when assists customers on the fifth floor one one time area where overthecounter permits are issued to a local contractor for assistance and his volunteer work on behalf of the castro hill school that had permitted issues that were involved with the Fire Department and overview less than helped the customers to along with the City Attorneys Office and dpw sfpd and fire provided assistance in an unsafe building on 15 street a twoyearold owner was living with his daughter in the castro street for the police when they respond for loyalty drug use giver representatives on august 4th and august 5th director huey signed to vacate to the power and he having been shut off by violations and disagreed the building residents and the adjacent neighbors and on august monday deemed for the residents to vacate and a dpw boarded up and until the Code Violations were resolved but it had to be done in this case all the signs that was the right decision thank you all to the staff who participated in that very, very tough one and kudos to you director huey for his presentation to the Department Association he was reminded them of the two mandatory tier 2 soft story retrofitting deadline for filing we still have over three hundred addresses on the two list roughly 54 percent it is 5 hundred and 65 aggressive outreach efforts to remind the owners with a courtesy notice to the tenants are underway asking the members of the board of supervisors for reaching out to their constituents who are owners of the building as well as extensive Media Outreach so hopefully, this will get that 54 percent result better im happy to announce that bob really good as pronouncing last name is the employee for the outstanding work during april, june and may as nominated by steve bob has been proactive in taking on all tasks to help the contractors to assure they understand how to correct their projects and make them conform with the code requirements and peter as acting chief congratulations bob and thank you for providing those outstanding example of dbi professionalism and you know this is their last week, we had a total of 4 nominations and all outstanding in their own right more and more difficult to pick but what really outstanding about bob step up to the plate and gets none the benefits and save there is a lot of Administrative Department good inspections are accepting stepping up into senior positions and helping their bosses to get things done this is a great example of participating and being a Good Team Player thank you for that i believe well honor you in a minute madam secretary that concludes police reports. Good morning wanting and fellow commissioners im anastasia i live in noah valley and very concerned about alteration preliminaries issued for Residential Properties in my neighborhood by gi that are decisions in disguise theyre removed from structures in the past few years decisions that have only been issued alteration permits in noah valley are happening with increased frequency and intensity neighbors are stunned to see a socalled monster home gets built the 311 notice indicates theyve remodeled taken care of and members of the noah Valley Council are concerned a large number of privacy are falling through the cracks of the city permitted and approval processing this problem needs to be dealt with now because the San FranciscoBuilding Code is undermined projects that are not carding as demolition prior to the review by staff prior to the work commencing and during the construction phases are getting poor oversight by Decision Maker and scrutiny potentially illegal and dangerous procedures any exist at the construction sites the city is losing money in the collection of revenues in the form of permitted fees housing that is affordable or relatively affordable in any neighborhood and throughout the city is being lost please schedule this matter as on agenda item on your Inspection Commission calendar thank you. Good morning commissioner im the owner of 1591 tennis street been here before im here again to just followup on may 7th of 2015 i went through discretionary review which mandated 55 montana for the illegal modifications to now theyre not following the discretionary review mandated ive been through the Building Department and spoke to ed screening and mr. Huey and still 55 anyone tan is not following the discretionary review instead got a new permitted since 2010 and now to say 2016 and im still dealing with this problem and inspectors from Building Department still finding whatever works theyre doing without checking what is going on my house has been damaged and known from the Building Department has come to really check you know my foundation yesterday mr. Putting are exit confusing hes closed the cats without being resolved im asking for a review since 2010 on this construction you know it clear that a lot of corruption is going with the construction in San Francisco and Building Department blames Planning Department i speak to people in the Planning Department and they is this department you know the ones that are in charge of this so i think this is the last time youll see my face asking for help this is not acceptable is it so incredible that all the corruption is happening in San Francisco so, please do something commissioners, thank you. Good morning members of the commission and members of emptying staff my name is christie im a friend of isabel perps since 2012 he met here there as Communities Action group weve been since Close Friends and close with her family the back story of this her family is in crisis because of gi not following up properly on this project it is her house is toxic because of mold and because of the neighboring project on montana street the project is to the undermining of the foundation because of proper drainage and ready for the Planning Department decision is to be implemented i since ive been involved when i first became involved asked about they are easement she said she has an easement for her pop up into the neighboring property that is illegal she said dbi has not paid attention we visited dbi in fall of 2013 we happened to meet and went to the counter and happened to be tom and we asked him have you paid attention to this easement and the easement he said well, we couldnt find a copy of the easement only one copy or another copy which i founds puzzling the easement should be Public Information and i said well, thats interesting we can video copy a copy and i pulled it out of my purse turned white and disappeared for several minutes like 20 minutes and contact that was the first indication i had not everything was on the upandup about this project and the big issue was after isabelles many complaint about this project wrapping up around her pop out the neighbors complained she had windows without permitted so a dbi inspector came out and looked they are house and plans those windows were permitted and he actually wrote down it correcting that was abated and she has a record of the abatement notion and subsequent to that dbi approximately took up the case related and withdrew the abatement and hnltd the project for two almost two years before isabel went to the Planning Department to get their decision something is not right in this department i ask you to do it urgently and address the needs. Yes thank you so much i would like to have a staff update or a discussion i guess about the demolition renovation issue i actually met with some of the folks in the neighborhood and theyre quite a few projects out there this year start out as a renovation and get entirely gutd except for the fraichl and looks like a demolition i think that commissioner president mccarthy knows what we are talking about maybe have a discussion about that to see when the criteria is and process we go through is a department when things like this a happy we were talking about one yesterday and a Litigation Committee i wont give details where we actually stopped a project that was doing something to the exterior facade not part of permitted so i know we do act so would be good do discuss it and see what the process is and if we, be supportive of the department to make sure that demolitions dont happen the other thing we received a letter from tenderloin about the sro transition to tourists uses and i think that would be a good idea for our commission to have an updated hearing on that issue of what the process is when a developer wants to convert residential to tourist sros what your process is about that so a hearing on that to get your process and thoughts about it. I think we had an overview said there was a committee that got together to recommend some criteria im fine request the specific but like to know what that committee has recommended about changes to control. Theres a question from in this letter that was september from the tenderloin housing clinic in this particular applications there are concerns good idea to have a hearing and understand the hearings. I want the overview and the specifics. So i would agree that we need both respectfully because i feel like the issue is that there is a credits in whether or not a gray area or as the gentleman you know applied last time the commission has the right to step in or direct the director to have you know jurisdiction so yes. Ill jump in ill concur with all 3 commissioners commissioner melgar vice chair commissioner melgars point what the departments position it is a planning issue were kind of waiting for planning to take back people feel a dbi position were issuing the permitted wed like a most of commissioners would like to have clear direction if you if you would deny a permit like that at dbi regardless of the planning were the ones issuing the primary i think i think that is kind of what the letter is comment we need to know Going Forward our policy where the director stands on that on the issues on the decisions i absolutely concur with getting a lot of phone calls you know the permits the what is your business or occupation i plan envoy been checked out theyre within their scope of the permitted and their jobs but confusing to the neighborhoods to see the different types of approaches to doing and building one particular one that is causing a lot people fourth what is not a complete demolition versus a remodel id like a hearing a problem with the communities ill say the memos that i checks are within the scope but maybe not words the permits and to the neighbors the up type of construction that will happen and not a complete demolition so the conversation will be helpful and commissioner walker brought up and but also the decisions those are emergency decisions happening within the fire buildings and we have deemed them unsafe i think what is kind of you frustrating for the commissioners when those are issued we are looking them 3, 4, 5 weeks later than you think. What is a demolition the idea to make a particular location safe and Fourth Street that theres a lot more process after that outside of dbi that needs to happen for the emergency occasions to happen one update perhaps from dbi what are the challenges after you issue a demolition permitted the way it is playing out in the community is that we havent done our job im found out that a lot of the issues with outside the scope of the responsibility and maybe more classification and a policy in place that clarifies when we issue the demolition permits what are the next steps has to happen director you feel you want to say something. First of all, we already have a processing in place in emergency demos for the small building is is easier to take care of i know that people are frustrating but mission is better we have work in the registered order some of the items you mentioned out of our control like the you know how to get the you know permitted for the bay area control department from the state and the pg e sometimes theyre not cooperating with us those are our controls we may need to work with them to get pg e you know a higher level to communicate with them Human Resources our policy is in place you know some of them dont think the contractor thats why we put restrictions on the emergency you know order there to specify already and then i dont know how much more we need to do you know. The idea is you know we do on emergency in the community thats the idea; right . So it has to come down before that causes serious injuries to somebody so i think if so that serious why cant it come down the next day and the departments take the same approach we have to take overall if it does come down and two weeks were waiting on the air Quality Control because of wood or you know body comes down and hurts somebody after we try to do the right thing is that an emergency sidewalks because of angle imminent danger im not glam the department but a universal connection this has to come down because of the reason were issuing the emergency demolition. We need to push for that because no matter what policy we write down some jurisdiction or the department not listening to us i need to go further up to see how we can push it to them more building singlefamily and all those how they do with that the contractor i know only those two have problems every time. Just a stressful full thing for the department to issue theyre so many people adapted because of it and when we do it seems to be in a difficult period with the buildings catching fire and burn really badly so i wouldnt mind a hearing on that and maybe some thought how we get the other departments for the same day Emergency Reaction we do she should have i dont see why they cant how to get to the bottom of that director and solve the problem okay any commissioners want to add anything more.
