Not in variance department whether building or fire or whatever they dont go off the deep end searching for stuff and impacting how our industry operates for the most part 98 percent of our operators and maybe 99 percent of greatest operator do all the right things i dont want people businesses to be impacted people are afraid going out and doing that i dont know that that people realize when you shut down a place during the day there are small margins in this industry and you negatively effect their income in a way they lay people off years ago we found out that the Entertainment Industry appraise for people per square feet than retail or any other business and to keep people working and keep the entertainment going and music and art and everything about it is really, really important so you know not to be beating the drum lets get everybody for the most part we have operators. Yeah. Their point just closing venues down didnt remove peoples desire to entertain so just closing down venues is not a solution maybe not making sure that venues is available and assessable and able to be used and affordable and all of that so i know you know that im saying that out loud. A good education to the owners of the building be what they should be looking for you know bathrooms and exits this is normal but some people p are turn down into the arts as a promoter like 6 hundred people might show up or three hundred people might show up it is an interesting thing but it comes down to safety some education we can give them a seminar or something where their licensed permitting or not or maybe open a businesslike a Club Something that we can put on the agenda i think in general for the general Public Comment that if you go into a space youre not familiar make sure you know where the exits are and if it is good many people in one room just leave dont hang around for now what we can advise for people that show up so i think that is an excellent idea i dont know about here in the city but in outlying areas in the bay area this will not stop there will be underground places and warehouses that you have someone that is responsible person putting on the undergrounds to make research on the integrity to say okay. This is what you need to make that safe well lit exit as i understand and Something Like that or keeping people safe without justifying or approving and i think that is the most important thing this thing happened no oakland i dont know from the owner would have done it or procure but assess to the online but keep our unpermitted place safe i think that is huge like stephen said my stepdaughter laughed at me i tell her with the exit is and all the stuff i got i think grenade in me when i saw a tragedy that i saw. So patrons set the tone clubs a change what we do by what is trend in patrons demand better exiting it will come and so i posted on facebook the other day about patrons look out you know where the exits are demand that kind of stuff be smart and i think just like clubs change or core changes their dj based on what is trending and what patrons want if the patrons want this and the cry comes out from the patrons that will change the underground will change i think that is just in my opinion but all right. Item number four isordinance amending the environment code to modify restrictions on the sale or distribution on City Property of Drinking Water in Single Service containers, to educate city departments regarding the restrictions, and making environmental findings. At this time we thank you mme. City clerk. At this time, supervisor mar will be filling in for supervisor avalos. I would like to thank supervisor kim and mr. Macy and mr. Rodriguez. Even when corporate accountability worked with her former mayor gavin newsom to be one of the first cities in the country to look at the problem of plastic pollution and the carbonization of water to challenge the big Soda Companies who challenge the privatization of water and to use reusable water containers as opposed to single use plastic Water Bottles. This project has come forward as we are at a time at Standing Rock on the sioux reservation is saying the water is life as people defend the environment and their communities but groups like center for biological diversity and in attempt to protect the environment and protect the city i would also like to say that Surf Rider Foundation and food and water watch and save the bay have been working with the center for biological diversity to look at the Bigger Picture of plastic pollution and how we meet our zero waste goals at the city. And, i just wanted to thank that working group that will continue in the future we are to look at Plastic Straws and other types of plastic pollution and polyethylene, we think that we do not see in paper cups as well and look at recycling and composting of paper cups as a number key goal. I wanted to also say that San Franciscos effort to restrict and even band plastic Water Bottles would not have gone into effect in 2014 and be phasedin in 2018 without that strong environmental coalition. Also, another effort that the San Francisco department of the environment and the Public Utilities commission have been engaged in through much of my offices work as well as Roberto Erika harcrest and we will hear from the Public Utilitiescommission on my efforts on this. We have distributed to the Public School district and to expand water fountains in the district. They have followed state and water laws and they vastly expanded their drink stations. My count as we installed drink stations and Golden Gate Park along the soccer fields and to jfk drive and clement street and other areas in the city this has always served us well in these areas as well. This makes us an environmentally friendly city and incorporate stronger accountability mechanisms to make sure departments are following the law. It also strengthens and enforces and expands the law and and it also expands two boxes and plastic containers and it also expands to 21 l and sometimes people do not always just drink 21 ounces that they might drink a liter and also on the marine pollution as the Surfriders Foundation and the office for the biological diversity the authorization on her properties of single use containers and educating city departments on the restrictions. I know from our 2014 law we are charged with educating the department on this. Law. This updating of it also further clarifies the importance of that education process and the accountability built in as well. Thisalso strengthens enforcement on how to create greater accountability by having the department as a stronger oversight body on the implementation of this important policy. Water that is not bottle free pollutes our land and the Community Use for package water is not available in San Francisco and that is for boxed water, andplastic containers and plastic bags and i would like to start off by saying that the story of bottled water has great visuals about the challenge for us to and plastic pollution as we can protect the environment and move our city and nation forward. They also acknowledge that there is, at times, an enemy in the room. There are large corporations many times these are bigsoda corporations like pepsi and there are big privatizing corporations that have often played up the fears that people have of public and tap water. I think our efforts are to really support our Public Utilities commission and our hetch hetchy water system as we expand free access to water and even more rapidly dropped the city with the budget allocations that i and my colleagues supported. I just wanted to thank juliet ellis and her staff from the Public Utilities commission for supporting us and nick castor for supporting us as well and the rec and Park Department for moving our efforts andfor expanding the access for all in the communities. Also, i will just kind of really try to summarize this to say that packaged water, again, has a significantly greater Environmental Impact than Drinking Water from a reusable water source. Again at gyres and the coalition for Accountability International that bottled water costs 2000 times more than other accessible water so its 2000 times more than the types of tapwater that we can provide in our city. And, one of the key suggestions from the coalition of environmental groups and others is to vastly expand access to free water and promote the use of reusable Water Bottles
