Verna honeycutt a long time residents in San Francisco i have im a retired educator and administrator if various institutions and a member of the cpa shipyard it is good to see you i want to be be succinct heave heard the various arguments so which make sense and others do what we dont need to have done we need and need an increase from 25 to 40 percent for all the reasons youve heard neighborhoods to be defined by supervisorial district to insure were not including any eligible participants in the Program Number 3 studying neighborhood preferences for years this is two important an issue to delay people are being displaced people will have not feasibility other than to leave San Francisco they dont have the resources to make that possible for them to remain in San Francisco it is just simple please move forward this forward observing it will take time because of ramifications over time and make those adjustments over time move that forward thank you very much. Next speaker hello board of supervisors im michelle a super bowl 50 in the Bayview District and the associates the real estate on third street i was one of the sales brokers that worked on the development and at armstrong a low to moderate housing along with the development on Mission Block that we completely in 2012 im here because we had such a small percentage of the population of the original population of bay area i want to see that change if 25 to 40 percent i think if we had the opportunity to get all of our buyers and everything together well definitely see an increase in f this development not see the same thing happen as armstrong but a fair chance was not given i wanted to see it go from 25 to 40 percent thank you. Thank you, supervisors my name is jackie wrought a resident in San Francisco and i also i am an elderly over 60 years old and have piloted different times to Senior Housing im not been able to get in it is urban justify my father died in vietnam fighting for this country i cant get into any of the housing that i should be able to get into what their foreigners that get into this country and easily get into it, it is an enjustice in the Advisory Committee of the fact ive worked inform the American Red Cross and the San Francisco execute and working for microfilm and working with the nonprofit groups so with me being a hard worker and being also an elderly with me brownbag an officer several areas that San Francisco has mad projects promises to and ill not fitting in i think the 40 percent is the minimum i think that should be his or her and probably 100 percent until some pain and suffering that can be done concerning charge was done especially the Africanamerican Community where businesses and homes have been december made by policies and once again i think that is important that the policies that you put in place now will make a difference so 40 percent definitely thank you. Im from the Mission Collaborative im here to call for a continuance and shift the district the current district to the neighborhood preference as the person before me said the current policy is unfair and unjust no disagreement on that, however, we must not fight each other our communities are december 345i9d i was born and raised in the tenderloin i want to the same school as the president most of my friends were born and raised who grew up here dont live here in place for them this is why you know none it saying we shouldnt increase the population 25 percent is okay people are saying 40 percent is good but perhaps it should be for more and San Francisco is a city of neighborhoods it is not a city it is a city i have district only politically each district has various neighborhoods if here and this legislation is needed and it is for the timing of this is that i haveal, however, a continuance is not going to change the reality obvious being for detailed on the legislation is not going to end up displacing more people st. Marys there are not hundreds of Affordable Housing onto the math in the next few months making sure we do that is important, however, making making sure we do this correctly with each neighborhood need being address is important pivotal to make sure the city remains a city of diverse neighborhoods thank you. Bayview Hunters Point and multi purposing simplest and a long time residents of bay area the time is now weve already missed the boat and behind that the eight ball 40 percent now is a good start in the right direction for something were already behind the eight ball on where it is neighborhood and we work with in our districts to get to a neighborhood preference but 40 percent now is better than still waiting and waiting and waiting how many years 1960 to 1970 the redevelopment and how many years for the ellis act if we dont act now people will be displaced and thousands of unit in the wings waiting on a legislation the time is now to act and then well still go back to the draugd at the attention of everyone i praise the board for looking at this issue and also commend you in advance for making that happen thank you. Thank you every members of the public that came out and start by saying ms. Not perfect legislation there have been times this board of supervisors has passed legislation and weve gone back and made chances and made that better were far behind in this neighborhood preference and as or as far as i am concerned we cant continue to delay delay means denial to those folks that are still trying to hold on to living in San Francisco and just to be clear im completely happy with the supervisorial district i know that the western edition is not the same as the inner sunset i understand that there are a lot of unique neighborhoods all over San Francisco and people are proud of their neighborhoods theyre proud of their city and want to to be able to have a place at the table as i said earlier today rosa parks is about to open is one of those places that the neighborhood is asking for preference people in the western Edition Community they want access to those units yes. I realize were talking about supervisorial district which are larger than the neighborhoods again with no neighborhood preference the possibility of those residents having even access to those units is almost visually impossible and so i dont support a delay i support moving forward i support not only moving forward but looking at it and analyzing it and possible making more changes to it in the future i want to say i had an opportunity because housing is one of the most important thing to the board of supervisors i visited new york and homes in new york i talked to housing advocates and folks in new york who gave me a area full of information the fact that as far back as they remember and document theyve been doing neighborhood preferences since the late 1970s in new york and housing advocates and elected leaders have known that and have chosen to pretend like neighborhood preference never existing we couldnt do it because of laws it makes me more upset and determined to move this forward as soon as possible yes, we can work with anyone in trying to make that legislation better but the time to move that existing legislation at the table not perfect is now more specifically i want to address the issue around the lawsuit that folks have talked about in new york i had a had an to talk with the hud secretary and i understand along with supervisor cowen to meet with leader pelosi and talk about the things happening in San Francisco in clarion to what is happening in new york two Different Things they havent had a lawsuit for what were dealing with in terms of displacement of members of the community the lawsuit in new york specifically was around folks feeling like they had been left out of the process it is a different thing than what were trying to propose here they understand that there is is a real problem, no San Francisco especially leader pelosi who basically, had that communication digital with the secretary in front of me at a Public Housing development that said look we have to do Something Different lost too many people in the community and need our support with that legislation were taking a chance of federal funding we take a chance oftentimes with all kinds of pieces of legislation if in particular case we need to move forward and make that better i think that it is important we continue Mayors Office of housing has continued to work with hud and continued to work with leader pelosi and other elected leaders on the federal level we dont perceive significant amounts of money well still work with those leaders and those folks to basically get as much money on the table to build faster we deserve this preference yesterday and i think it is important to move forward to get it passed and to continue to work with these who are part of the decisionmaking process in order to make it better legislation the time is now i ask my colleagues no more details lets get this legislation moved something is better than nothing at all it is happening for far too long from the city thank you. clapping. thank you. Supervisor wiener. Thank you, madam chair and thank you to everyone that came out on both sides of the issue i know that Affordable Housing also brings out strong views from all of us. It should be that way it is the positive important issue facing the city i think we should move forward today and i think we should send a strong message that neighborhood preference legislation is incredibly important in terms of moving Affordable Housing policy forward as supervisor president london breed indicated other cities have been doing this for a long time it is way past due it is time sensitive were having more and more Affordable Housing coming online in San Francisco and the last thing to do it delay this legislation so that we continue to have zero neighborhood preference so thats the status quo zero and this delay keeps it at zero we continue to not have any kind of structure to make sure that people who live in neighborhoods have a fair shot of getting into Affordable Housing built in that community i do want to correct i i know there was and a i miss statement from the Cal Community organization this is a live with work neighborhood preference that is not true not about work not the case that anyone works in district 6 will have the same apprehensive is inadequate that about are people live and not purely about supervisorial the other aspect the supervisorial plus the half of mile buffer around the location of the Affordable Housing project that is precisely indicated to make sure that the surrounding neighborhood at the edge of the supervisorial is included that is important to me i pushed for this when the legislation was being drafted precisely for example, the 55 laguna project is at the border of district 8 and district 5 and as noted before lgbt seniors for example, dont just live in district 8 but other places even there is a concentration in district 8 i think we need to take into account in terms of flexibility around supervisorial district but i want to take issue with the notion that supervisorial district are somehow on inappropriate shot at getting into Affordable Housing in the neighborhood kwh we know when supervisorial district at the election and been that way that supervisorial districts are intentionally designed to Keep Community of interest together and we can see that from the way theyre drawn yes those are political boundary by boundary that were dawn in order to Keep Community of interest intact and to make sure that communities have representation on the board of supervisors so it is not the case that somehow purple heart political and inappropriate to use supervisorial district that is a decent proxy for the factor in drawing overseeing districts colleagues this is time sensitive ill continue to support in legislation i move we forward item one the neighborhood preference legislation to the full board of supervisors with positive recommendations. Just wanted to make a couple of comments i had a lot of questions about this organization last week and thank you to the Mayors Office of housing and authors of this legislation working with our office to answer many of them i overall support of concept of the neighborhood preference i understand why so Many Community members wanted to see this this is frustrating to see the Affordable Housing built in our neighborhood and feel that that may not be housing for you this is important to allow that to occur im not confident this legislation whether address that in its form i support moving forward so we can begin the process of what works in terms of getting our neighborhood residents into the housing i certainly know in the district i represent that our residents need to win housing in the district and do so this is a state of the art i want to say around neighborhoods we should look at a mix of different concepts that for certain parts may work better anymore tailored in assuring that neighborhoods get the avenue, i have to say in the district i represent he perch a preference in the tenderloin and south of market i want our residents to get apprehensive for this project i dont think our district is that big and want our residents to try to be able to qualify more Affordable Housing in the district as well were not certain how the development will go in terms of the timeline and financing so ill be supporting this out of committee today, i want to you say i want to working closely with the stakeholders in terms of redefining this legislation hopefully over the next couple of weeks with the authors that are here today and hopefully, well continue to find the legislation not to months to come or a year when we evaluate this but much sooner so thank you, again to everyone that is involved that is an important discussion and glad were now supporting the policy implementation to make that a reality. Thank you, supervisor kim we appreciate your support in moving that item out of Committee Ladies and gentlemen, i just want to take a moment and recognize the Mayors Office of housing that have put their time and energy what you see today, the culmination of frankly a few years worth of work and Due Diligence from the departmental level oftentimes miss framed when an item is in the Planning Commission and comes to the board were rushing there this although weve been working on this for a very long time and the members of the public that have been advocating through black lives matter that same spirit of urgency and the desperation wear crying and bringing this legislation surfaced to address with immediacy the Current Crisis that is at hand i know this city gets things done in a smart and good way i want to see this board move with the urgency as the Lgbt Community remember 10 years ago the same sex marriages were not considered legal and, yes, that was challenged and it started here in San Francisco. Why should we not be at the forefront or Affordable Housing it issue in San Francisco is not unique there are major urban cities that are addressing similar challenges and weve done our Due Diligence met about leader pelosis and castro street and the Mayors Office of housing and with the legal advisors and that didnt 3450e7b be that the meetings stop it means they continue to go forward to continue to forward the beautiful thing about legislation it is fluid if we dont get it right well come back back to the table and advocate for it there are real legal constraints please, please trust us and said that 100 percent more certainly sounds nice not feasible and i sure that you that 40 percent is aggressive i want to correct the record there are thousands of units that have already gone to market and thousands of unit that are keyed up and more tens of thousands in the future we must address this right now if it is urgent or well pies it and we cant because the people that have been pushed out of the city the urgency and immediacy of our attention so madam clerk there is a motion that supervisor wiener made and lets do 0 roll call vote please.
