patience. >> item 9 update on the department of building inspection. >> good afternoon, commissioners i'm randy mcallister a member of the employee other controller's office auditor division just here to do a brief update on the 235eb89 study we've commissioned my director was here last month and give you an update in mid-january i'm here to talk about the good news we're close with the consultant and the department to finishing this work as my director mr. stevenson mentioned we had concerns about the methodology and wanted to make sure your capturing everything with the 2014 data and nothing was omitted there's a few various open-minded questions the consultant is looking at but we feel we're very close to finishing up the analysis and targeting the next week to have a final draft report sent over to the controller's office as well as to dbi for review and so in terms of timeline i know you're next skeleton meeting is march 18 we've hoping to have the consultant came back to the body and have a meeting with the department and work electro the recommendations in terms of that what is actable and bring those recommendations to the body at this point for review and questions after that our point our understanding is that there would have to be a 40e period in terms of the fees that might be changed to push forward to the board of supervisors approval to mayor approval and the city attorney has to be involved in the drafting of the language as well so if we work from march 18 forward that puts us at theer it mid to late summer if we're having those changes impacted i wanted to give that belief update and we apologize for some of the details we wanted to make sure we properly understood all the recommendations. >> commissioner mar. >> just thank you very much for updating you have the january financial report i'll take a couple of anybody's to go over the highlight we're at 7 full months of data you'll see when the first changes the revenue projects have gone up and we're showing a surplus the prior months the fluctuation we didn't see a pattern we want to make the projects o projection on the seven months so bones the january 2015 revenue collection we're projecting could collect $1.6 million more than that was budgeted and that includes the 7 percent extend through the fiscal year so if you look at page 2 similar to the prior months as you can see although we're projecting a surplus we're collecting less than we were $7 million republicans last year at the same time our permit activity is higher to once again i say the same thing the evaluation that drives our revenue to the evaluation is a little bit lower and the permit a lower a slower pace in collecting but overall the first page is based on our budget one-hundred of million dollars more but based on what we actually collected last year you'll see a bigger reduction that's the slow down of the larger projects on the expenditure side we're pretty much where we've been basically because we haven't moved and flipping the money on the projects we're under spending and last year the money was moved earlier so it looks like we're spending less we're not we're at $2 million more at the same time last year so our expenditures are picking up we talked about this before how the money that is in our fund balance is contributing to collecting for revenues but because of savings i wanted to give you an update on what worry trying to do to make sure we spend those funds we've been talking about hiring and over the past fiscal year we since july of this year we've hired 32 employees now 7 new employees are coming on and over 7 applicant that will be taking are interviews schedule for the rest of this month going from march march to april trying to fill the vacancies and will to be conducting more tests we have to develop more lists so our h.r. division as well the other division managers have been filing the vacancies that's a long process and coming up with establishing test expectation we may have some more and looking at trying to put the other outreach program to make certain people that might not eligible for the program, about it and take advantage of what if has to offer on the soft story program i think you all are aware that we have about a 99 plus percentage full time on the screening form submittals there was a director's hearing for a few of the new total of 18 out of the 66 hundred who have not submitted those we also have a total of about 27 jobs that have actually been retrofitted and more permits have been issued i'll say that people are moving into the retrofit program even though the to their needs to be completed by next year the most immediate deadline we're finding a lot of the of the movement is in toirg 3 2 years away overall it's that now i guess the only other thing i'll mention on the state legislative front i've added a number of current bills that the california building officials are monitoring february 27th which is the sorry were attorneys were one hundred and 89 and scomplament for first violation 64 and without notice of violation were 73 and abated complaints with notice of violation and second notice of violation were code enforcement were 16 for the housing inspection performed were about one thousand 55 and complaints received were 4 hundred and 53 and complaints response between 72 hour hours cliepts what notice of violations were 2 hundred and 46 and the number of case sent to the director was 48 arrest reluctant inspection were 91 for the code enforcement section number of case sent to the directors was 82 and notice of orders of abatement 24 number of cases under add environment were 14 and number of case abated westbound 84 and code enforcement inspection were one hundred and 42
