forward in the areas of funding we've talked about the strategies that mta or ta is exploring and improving the funding between mta and ta staff and, of course the coming online of the prop a money next year will be a terrific solution to some of the funding issues and the coordination we've talked about the formal and inform o formal ways the agencies are taking steps to work together with mta as well we're making sure that as we make progress on our other initiative moving forward we're making sure we're luke all scoping projects as i said we're trying to raise our game how we deal with the public this might possess a change back the board of supervisors it is fantastic you made a strong early commitment to vision zero we're looking forward to working with you to make sure that you know that we're putting forward projects that you can support and we have to make difficult choices in community and finally the environmental review that is an important issue in san francisco but i think sequa remove will go help to streamline that and take the pain out of the process that's my overview of the progress delivery it is a work in progress i want to i'm going to turn it over to tim to the visionary level. >> we have one question from supervisor mar. >> just this one might be to this gentleman we follow new york and other cities he lead walk sf kickoff finding saying 3 people are hit in san francisco a day but what does the data show how did he do at the end of this year and is a lot of our efforts working from that short amount of time we've been it from 2013-2014 and i thank people for kifk this mta as come aboard it is a contingent driven process. >> we don't have official statistics up to date mayor ed lee is not here yesterday we were at 17 district fatalities and this year that put us to have a safer 2013 than 2018 but last year, we had a spike at the end of the year and hopefully, we'll have fire fatalities than last year. >> as soon as we received the day there's on challenges with the data receiving and we met with the state department and their awe cul-de-sack aware of the challenges and the stating program is the california highway patrol can take up to 18 months to get the data a so in 2007 and 8 and 9 they had to cut back the staff and now there's a continued effort to restaff up the data collection team so we don't have to have the 18 month backlog and get the realtime data if this project effect the change and how it is fiscal there is work for us to do to improve the timeline between the situation that happened in the data collected with the analysis back but that's one of our goals to work on. >> okay. okay next item. >> so commissioners i'm going to talk about the two year action strategy and moving forward we had a fairly robust city structure we are amiss we didn't get a chance to talk about the new york thing but one of the things that was really brought back to us how impressed new york city is with the claufks of vision zero it is much more of a grassroots effort and interagency coordination this city structure we have has been focus active and there's a lot of moving parts we're sometimes juggling this structure but what is has done it has give us focus one of the key areas in pare symcertain staff to be the policy lead and the engineering and education and evaluation lead to do a deep dive on the practices but how to get the board moving supervisor mar does it go through though u how do we get to vision zero we have working groups that are supporting us one is the communications group and the funding groups that are working to tried try to fund the rested of the promotions we have a focus on the 2018 but the vision zero programs the policy programs is much broader we're looking at the capital programs which ones are product safety and don't have an objective safety how can we add that to combine those efforts on the messaging and the communication piece as well we have the public information that is listed with the departments working for a unified message and john white has been working on that pledge grant that's been the impetus we've had to broaden the coalition one thing we're proud of with that task force we have groups coming out how do they participate this highlight will give everyone a chance to participate and work together to achieve that goal we believe that goal is ambitious but achievable so the two year access strategy is a set of actions that each the sub groups barriers about come back and show that our quarterly updates progress they cover the e and p and have significant objectives that tied here's an example we've listed that identified the lead agencies so there's a clear owner the action and the supporting agency and the we're going to hold ourself accountable on the engineering side to the examples in the two action strategies we want to cover 26 miles of the corridors the reason you divide the one hundred and 25 miles over a 10 year period it is roughly - we're going to look at specific pilots and to counter measures that have not proven san francisco we're going to apply those as pilots and test them to see how effective they are we want to make sure we work and implement universally the beneficial treatments citywide the examples are daylight remove a parking spot or reduce the parking distance from the intersection so the pedestrians are more visible and improving our intersections more visible so those are accomplish we're looking at as a combined city effort on the enforcement side i apologize commander lee is not here i want to call out and thank the police department who helped us with the strategies of enforcement the chief eave commander has been diligent in working through the programs we can accomplish looking at block by block and the ways of the citations and data is collected analysis the data i think we're going to see a lot more progress and strong commitment to work with the police department to get the data we'll see some very good progress made on the education accident john mentioned the citywide education strategy we started with the sf pledge and have the larger vehicle i want to the thank paul from the ecology team that focused on helping us there's much more work to do but we can break ground quickly by disseminate nationally it to groups and trying to figure out how to institutionalize vision zero and the funding it is difficult to fund those programs there is a mechanism but the applicable accomplishment we've seen working with the traffic and safety a strong commitment to figure out a strategy we'll be exploring that in the next year an evaluation monitoring that is to answer the questions how effective are the policies we've been fortunate that we've moved some done bureaucratic things how to fund a position with the mta and public health we've worked with public health department on the work order to help with the team do the data analyzed when we have collisions we're going to be working with the police department to get revolved that the analysis when they have the collisions that data some should be more readily available and working with the state departments to bring the information to our hands more readilyly and available we're going to be institutional listing the analysis that shows the liquor it that will support the injury protection in vision zero program lastly on policy this is an area we're going to need a lot of help and support from our policymakers that board is instructional this is and vance technology and pieces of enforcement that currently are not available in california for many reasons but we found bar anything we do on vision zero the world's best practices open safety enforcement we need our support to help us move that on the stating level for the officials we need to get the governor to sign it if that's been proven to be a challenge but there are pieces of i don't know if it's san francisco only but the pilot it is going to be a way to support it i think that we all agree that is one key measures to move forward it is difficult but nothing that is every easy we're willing to move that forward and on the second piece with the different agencies that are holed up the data we've already met with many of them and given them the case of what san francisco needs to move forward and it will help the state as well, if you make the case to those for the state it helped we want to convene a stating leadership on the legal and administrative hurdle on vision zero most of the issues we're going to find involves the state does want and to break down the city losses and coordinate more effectively and to streamline the timeline the their inadequate we need more realtime data and we're work working with the planning department that is looking at they're to figure out ways to incorporate vision zero safety treatment and in the planning phase of the project we have a big shift it is important to incorporate that and institutionalize safety in that project they come to the table and talk about it we can make it in the next two years we've seen progress whether or not complete streets and projects tying them to the developments there is historic and precedent but we'll need a better approach especially as the projects are big developed we need to figure out the opportunities i don't know what it will look like but work with the planning department on and lastly on accountability benchmarks i want to hold ourselves accountable we'll have okay. benchmarks we'll be monitoring every quarter as best with the data and as we get the data coming to us frequently to keep track of the fatality injuries by neighborhood and age and make sure that is effective citywide and we've got a strong commitment that the public health department to help us with the sf medical with the hospital so see a trend whether up and down and an interim metrics looking at the speeds on the streets we've made huge progress in reducing speeds but we need to pay attention to the aerials and we want to see about the citation issues by violation types in the districts we'll see nor information it's been a challenge i'm not going to print a rosy picture but something to address we are tracking those and looking at from the da's office of investigation and prosecution of manslaughter we need to track that i don't know the outcomes but we're going to be focusing on that. >> can i ask point out on the per actually of speeds we're going to have a budget analyst report the limit reductions and efforts to reduce speed limits i know that is coming up on the end of january thank you for that. >> and looking at the education we'll be murray vision zero and traffic safety laws we'll be doing a a public perception survey how many people are getting hurt and the pledges and see about the progress and the last type of policy changes of the things we've talked about that need to be achieved in the two years so we're going really committed to do that two year action strategies the mayor is supportive and we'll he'll be looking forward to this the pressure is on before the holiday and we'll be submitting it to the mayor's office to make his announcement in january it's our goal we look forward to the support of everyone because it will help us kickoff 2015 with a clear strategy on how to moved on the strategy that concludes my presentation. i'm happy to answer any questions you may have. >> questions or comments from committee members first of all thank you so much for this really detailed presentation it is exciting actually to look at the data and also how much more comprehensive it is i thought we had a lot of data it is nice how for sophisticated and nuance the data has become this will help as we get get to vision zero and getting the the vision zero traffic fatalities i'm glad you pointed out severe injuries as well it is important for us to see the reductions that are reducing the levels of injuries throughout the city those are things we want to get to zero on too so it will be interesting as we gather the data with defendant i'm hoping to see the reductions in injuries and dedicates i don't know that you know while we introduce it in january, i think it passed in february or april so it will be more of a two year look to see the impacts of the policies i'll leave it at that for now opening it up for public comment first and maybe we'll have a discussion after public comment. >> chair can i thank the two folks for chairing the thank you vision zero team for the amazing presentation and i look forward to the time reading of the stuff open online it is great and passing it along a couple of suggestions i noted that it is not specified how the determination of the collision is made i want to see more provision on i've had personal experiences the decisions are made ad hoc and other than the spot and not particularly in a scientific way i'm guessing those determination were not made in a court of law or at a formal hearing but i think it will help to monitor the progress and another thing a breakdown of the time of day and week there are different spikes i'm sure you're aware of and that will help to target enforcement and another cigarette butts suggestion from on the places that have very, very cause-and-effect is a breathalyzer test i draw from my experience how effective but myself having stopped a police officer to ask a question and he said i was riding my bicycle he said don't ride your bike in the city there are too many impaired drivers it could be targeted for night time may be one or two officers random spotting those are my suggestions thank you. >> good afternoon, commissioners thank you for being here on a rainy day i have a lot i want to ask and talk about i'm going to jump if first thank you sfmta staff and megan i know has been working hard and constantly hearing our asks and responding and for everyone's work in the room starting from the top education i do hope that i know john you mentioned that the subcommittee will share their progress in march i hope that techniques task force we can provide input for the vision zero task force i do hope that we make sure that muni takes speed driver training this is protective laid for the pedestrian safety components and existing training i've never heard of specific pedestrian safety training for you muni drivers so we should definitely started with that and expand to other transit prartsz that use our bus stations and our roads and see what sort of legislation we can pass to impact those drivers i can speak if my own experience developing the training my colleague has helped and in terms of also in terms of education i want to encourage us to maintain a focus on the core message of the safe streets at sf campaigns to yield to pedestrians in a crosswalk i didn't hear that talked about today, i want to make sure we're talking about that in terms of enforcement i didn't see a 50 percent of citations will be focused on the 5 most dangerous things if the action strategy i know that richmond station has already exceeded that it i possible the station in our city core where most of our injuries are happening are way below the grade. >> ms. snishd please continue. >> we've given mta has given the police department lighter enforcement guns to increase their enforcement of. >> (speaking foreign language.) >> it is great to see where the guns are being eyed i have not seen. >> (speaking foreign language.) >> going high i know in roshld station in terms of the prioritization equality was the main priority for walk first, i didn't see that in prioritization in vision zero so i want to see that i know our low income communities and community of color are more did not on walking and it they bear the burden of walking so i want to add that to our prioritization it is definitely exciting to hear that pedestrian safety is number one for other - there are instances i run up against that my members tell me about in terms of working with muni in the trade off i think that that needs more explosion on how we make those are prioritization decisions i can expand on that at another time for the 26 miles golds for engineering the coalition asked the mayor and the city to adapt 18 miles of high injury krordz per year and up to $26 million over two years is lower than that and also you'd met that goal so i want to make sure we're clear about our language and the $18 million per year was looking at the pedestrian safety and to address those in the next 5 years give us 4 years to figure out the high injury corridors pop up or other injuries are happening the other 40 percent not on high injury corridors i want to figure out how to address that and the other thing in terms of the stakeholder cable that tim shared the vision zero coalition is for our 2015 goals t is working on formalizing our partnership and recognized on that cable will be a nice way of making sure our voice is heard and last but not least the last coalition at the end of the year we establish a crisis intervention teams are going out the sfpd and others to insure that complete police reports are taken and the da has the information to prosecutor the collisions and the mta can better understand and help sfpd how to write the complete and correct report and understand what happened and i'm sorry to take so much time thank you. >> supervisor jane kim i was going to reemphasis what nicole schneider said from the information from the steering committee ask that go explicit about equality and protecting the most vulnerable as the steering committee did in april is really, really important mooifl my hope that is continued and i just wanted to give- because of walk sf and the bicycle coalition and our office working with him he's been able to meet the goals with citations to keep our
