announcements of sound like producing device the ringing of pagers and other cell phones are prevented at the meeting any person may be asked to leave the meeting please also be advised cell phones cause visitations to the microphones turn them off. >> approval the minutes. >> so moved. >> all in favor, say i. okay. >> item 7 communications. >> members of the board i'd like to postpone this because of our colleague jerry died last week and director reiskin has offered to move his report because of public comment we are several distinguished of the clergy here to discuss that if it's okay with the members we'll begin with that. >> very good general public comment commission on items of interest injured with respect to agenda items, your opportunity to address the commission will be afforded starting with charles and followed by another person the last person is herbert wiener other people please fill out a speaker card. >> good afternoon. charles rath born on behalf of the electioner cab company i was asked to participate in the late night working group by supervisor wiener and has been conducted to the office of the mayor's office of housing of office of economic workforce development that group is close to wrapping their work i want to give you a preview of the taxi recommendations of that working group it harassed to do in an implementation of a shared taxi ride program for san francisco possibly you're aware of the study that was done last year in new york city they analyzed the one hundred and 50 million taxi rides to see how many of those are easier to a shared taxi ride and in a nutshell the results were staten island it was a huge potential for shared riding in taxicabs that is made much more doable now by the technology we have in hand what our technology providers such as fly wheel and shared taxi riding has the potential to transform not only our industry but the way that people get around in our city we were recognizing that potential and lift 1yu78g9d headfirst into the share ride program with limited success i believe that taxis can do it better i think that taxis can do shared ride service better than uber i look forward to working with you in the months ahead to implement a shared ride for our city. >> thank you. next speaker. >> next speaker. >> good afternoon richard taxpayer and property owner i think that was in may i came to kind of off handed mention that they were using two streets for parking their gigantic trailers 35 feet long it comes to pass on their website they advertise storage for the public awhile commandeering their public streets i'm actually here to thank mr. jerry robin's who has taken steps of actions to abate this action it is being abated somewhat, but as of this morning there were 8 of those gigantic trails on michigan streets so thanks to mr. robins for city of chicago that that one. >> i went when you brought the issue to us before. >> thank you. next speaker, please. >> (calling names.) >> good evening herbert pedestrian at risk during the holiday season i mapped the event at mission bay i was walking or in the sidewalk when a bicyclist behind me on his bike asked me to move aside i pointed out it was illegal to ride on the sidewalk he told me to shut up i screamed for him to go to hell this bicyclist may not be so lucky he may be cold cut by someone else this is setting a bad example and endangering pedestrians pedestrians must be protected by bicyclists if this didn't happen vision zero because blind zero other example a 12 years old maybe 12 years old crashing on our street suppose this kid is killed doing that this is the board and the executive director bicyclist coalition will have blood on their hands for setting a lousy example you're doing a bad thing when our doing this i saw concerning walking her bike on the sidewalk but i don't think that sheryl will put the word out you don't ride on the sidewalk something that can happen i'm not going to physically attack someone on a bike no, i'm a 75-year-old senior citizens r senior citizen but someone 6 foot tall playing football oh, yes. that is something that is a admission for this bicyclist coalition you can't put pedestrians in danger the bicyclists may not pollute the intersection but in their not dialed to do this you must protect the pedestrians. >> (calling names). >> good afternoon, sir. >> good afternoon sfmta board of directors i'm with the cab i drive two days a week and here because the cab industry is dying as everyone knows it didn't seem right that should i under the watch our the board watching what happens and i drove last night and made just under $11 an hour what this i might try to go sniper if you think drivers have left the industry in droves we're at 25 percent of the fleet off the road and it's just going to get worse why is that unreg9d competition undercut on price they're able to run the cars without full commercial insurance without the 2 hundred and 50 cost of medallion i got a letter to buy a medallion and threw it in the trash so if you're going to safe the taxi industry some steps to take the attorney has written a white paper distributed by the taxi workers alliance so you guys i courage you all to read it you're this is what you drew your seven hundred and 80 thousand to regulate the industry please do our job and read the white paper and i think that e about it you don't want taxis to disappear. >> next speaker code enforcements. >> good afternoon. i'm john a cab driver this is another public comment so i can comment on this specific item the thing is pretty simple stuff i like those red lanes that have been made for business and taxis those are really, really effective those are a few places i thought on lincoln avenue from golden gate park from linking that says bus only not only bus and altercation there's another one that was made on hate street between laguna and hate streets it seems like on that one is seems sensible to allow teddy bears to eye that it is only for one block of to make a left-hand turn i think they should be allowed from admission turning left into ninth street and angling on market to 11th that's questionable and main street interning left into howard those are prohibited it would be good if taxis can turn left i had to respond to departures to make that turn and get calls on buell street the other thing i thought i heard the board mention they'll try to work with fly wheel and advertise fly twheel on the side of buses it would, terrific if buses you know driving along the streets had a nice big fly wheel sign letting people know they're there people have been able to get cabs where they use to wait for cabs and now getting them even on bayview so thank you. >> thank you (calling names). >> good afternoon, sir. >> i'm pass take care i pass take care located on high street i'm here because there is an attack it seems to be on african-american churches i've had cars towed from my church from double parking and there's another areas where there's no attendance and double parking and no one esteems e seems to have a problem it only seems in the african-american churches church that i pastor is 75 years old i have citizens that can't walk distances and can't took public transportation and with the immigration of the african-american community most people have to drive in to attend church i've had people that say i can't come back because my car was towed at the cost of 5 hundred or more dollars when we went to protest i was told that there was no ordinance four towing it was okay to tinting but it shouldn't have been towed yet those fund were not reserved we've got to be able to have service and on the weekends everybody is home there're no place to park we need to have service to survive it seems like there's an effort to cut the african-american churches out of san francisco which also has to do with it out immigration of african-americans i'm concerned and want something done about this. >> >> thank you. next speaker, please. >> (calling names). >> good afternoon, sir. >> good afternoon mr. chair and members of the commission to the director i want to thank you first of all, for augmenting our agenda to permit us to speak first we're here regarding a serious matter and it's the heart and soul of this city and nation equality justice and consistent respect for all people's in regards to race creed or color social station or sex call situation persons come behind me speak about discriminatory practices of the staff of this agency when it comes to parking i have spoken is to the director about it it's outstanding now for a year nothing has been done you have overly zealous employees who are ticket happy without complaints who will cite those cars that are principally in the african-american community we're not playing the race card on dealing what the deck that's been deadliest out to us when you go over into the mission the other areas there's double parking all over the place but had it comes to our communities as state by albert and citizens cars have been towed and handicap people cars towed as if there's a cruel code heart african-americans in this city and we're building today to please pretty please send a directive to the director and throughout the department that as long as african-american leaders have parking attendance that will not inconvenience those those cars alone for we provide services to the city and provided opportunities for shelter for the homeless in the event of an earthquake where would you like the people to be housed in the churches one good deed deserves another >> thank you. next speaker, please. >> (calling names). >> good afternoon ms. bush rod. >> good afternoon. i'm a member of the third baptist church, i attend church every sunday the parking is bad and the city is taking the parking spaces we so o have indirectly in front of the church that's unfair we need every parking space we can the city is driving our people away we commute every sunday to san francisco to attendee a church and we commute also if hayward to other places we want the parking to be there to stay as not tow away our cars and not take the parking directly in front of the church thank >> thank you. next speaker, please (calling names). >> bush rod. >> okay moving on bishop lange stop and others. >> good afternoon sing a song full of the faith that the dark past has taught us >> thank you the house has been addressed to this board and to the greener owners we have a very serious matter here in the city of san francisco particularly within our religious community to bring balance and harm new and peace to the city when it comes to our congregation we're on geary and barker the church has been there for almost 80 years and for 80 reinforces eave served the community with a variety of pastors but now in that community we seem to be in a squeeze for parking our congregations are diminishing but with the diminishing of the congregation we can hardly find a place to park our cars with funnels and wedding which we serve the citizens of the city we humbly request the requests by the pastors and by those who serve the community as well as the justice with regards to our park around the area we don't want to run away our congregations and the people of the city but this is a gathering placed for the people and the city of san francisco so we ask that something be combrauf done so we can invite those who come from outside the city with conferences and symposiums and any function we'll gather and bring about morality and balance we are humbly asking you meet the requests the pastors will continue to speak and contend we ask the board meet our questions god bless you. >> >> thank you. next speaker, please. >> (calling names). >> good afternoon, sir. >> thank you for the privilege we have to make a statement on the problem ear having with the calvary church in san francisco the 18 oath our problems in the black community is almost the same you have one of the things a lack of respect let me show you one that has to do with i last week we're having service some policeman came into our church never asked permission to address us searching our church because they heard that one black man had pals by and may have stolen something they came and took items and they never asked to address anyone they came in and left in such a tremendous lack of respect our other thing is parking our church is suffering badly from the lack of revenue had folks come and can't find parking they go back home those go back home and refuse to come back and move out of the city our membership is suffering tremendously more than 50 percent over the last 10 years because of the parking is to badly we have a tow truck permanently to tow the cars of the members especially on sunday we do great service to this city because we are members who depend on on the fund and have a lot of employed folks we need the funds to take care of the membership. >> thank you (calling names). >> good afternoon. >> hi, i'm the policy director at the bicycle coalition thank you for allowing us to participate i want to speak briefly around vision zero and the bicyclist pedestrian interactions on the sidewalk and say obviously from our prospective that's part of vision zero to make sure that all road yourselves are educated and remind to behalf and share the space appropriate and want to remind mta working with the bicyclist coalition we've educated over 10 thousand cyclists this year to share the road and on behalf of in crosswalks when they need to leave their bike everything else, etc. so i want to make sure in that process as we continue to work on vision zero that sfmta is remit of the work you're doing and the work we at the bicycle coalition to make sure we're all educated. >> thank you. >> thank you. next speaker, please. >> (calling names.) >> and then or in addition, . >> good afternoon and happy holidays i hope you have a better holiday i'm a driver and board member i have to drive double now i used to drive 3 days a week and now 7 including holidays and my birthday so i can make at least minimum wage i think all taxis see we're on the short end in fair competition the taxi industry in san francisco the san francisco drivers are suffering but oneself this didn't tell the whole story i think that we'll explain how the taxis are suffering a friend of mine we used to drive the day shift i called him one day and hesitate in the hospital with surgery he didn't have any benefits and then he lost emphasis e his job and hadn't money to pay for his drivers school and he gets divorced if cab drivers can make the minimum wage there will be no taxis as a taxi driver we're not able to compete with people given the same service. >> what is happening now the taxi driver is driving out of the business people are suffering i know drivers who destroyed their lives are destroyed and most of them they're good drivers but our taxi business i building we can change that there is so much you can do thank you. >> thank you. >> thank you. next speaker, please. >> (calling names.) >> good afternoon, sir. >> hi good afternoon barry with the san francisco taxi alliance mark is going to get up and formerly present this slide paper we've drawn up basically, we're saying that the city is time to regulate those services as they said they're doing the same thing as taxis and the california self-protected the safety and health and safety with the teddy bear service not necessarily things you call taxicabs but people providing the thaeb service they're all committing insurance fraud by not telling their insurance companies this they're description of stshgs mc and none of them are telling their insurance companies we called the california department of insurance this morning and couldn't give us one insurance company of they're working for uber part time those drivers are committing insurance fraud and as far as i'm to dispel a fallacy they're putting cars on the streets otherwise they're driving around and uber want to drive with uber and not have a car they can help they're making special deals the cars are kenilworth, new jersey our roads we have photo of license plates and photos of those vehicles it is time to have those regulated and they pay nothing to the city and their unfairly competing with cab drivers who have to compete. >> good afternoon thank you chair and board members arnold reverend and associate pastor at the church of fourth walls let me i'm here on the same issue it is of great concern to us what is happening with double parking and also with some of the activities i have a little different take you try not to be angry all the time it's not good for our health the reality i've sense in this it up been in this town especially for thirty years i've been in the ministry but there's a neglect but open hostility especially the church community and that's impacted in the community not only do we have parking operators tow trucks your we were here some years ago we were talking about sunday metered parking i suggested we were afraid of an assault on the churches the parking control the person who was the director was here and promised that would not happen that invite they were tow trucks and meter people outside of third baptist church, and, secondly, every activity we do on sunday whether sunday streets or it's the marathon or whether the bicycle race you do it on sunday and all you do is impact people coming to church and feinstein if you spend money to executor lawbreakers every fourth friday to the bicycle that inputs the entire city and yet you have this hostile air i don't get it. >> thank you, sir. >> (calling names) the last speaker who turned in a speaker card. >> thank you to the committee he my name is deceased can i'm a member of the baptist church here about the double parking first identify i'm a sdabltsd veteran i spoke about 6
