starting off low and moving in the right direction it's might have and consistent we should continue that and get even better by focusing our maintenance programs on things like doors and steps and propulsion that represents the majority of details again, we can't get the new cars here soon enough but we have almost two years the public is excited they realize the potential for the cars on our outreach process to ask for input on 3 factors most importantly the comparison configuration got own 9 thousand responses we met looker-on the design we'll have that done by the end of the year some of the key systems integration issues we'll work through them and we want to move forward and make sure we stay on schedule to have the first car coming in december of 2016 and really in terms of transformation was it maples not just new, new is sometimes not better in this case it's spectacularly better standpoint we even though up the procurement we looked at with 2 hundred and 60 cars long term contract and great communications from the signage to the announcement standpoint by most importantly from a performance level you see the current l l r v what the proposed siemens they're a whole new generations and whole new way of doing business and great maintenance practice and great savings for the maintenance and reduced the time of details and maintenance because of the location of the components and the modules vs. the old ones we're excited we feel that we'll really help us meet the needs of the future and really begin the process to make us what we believe will be the premier of the light rail system in the u.s. with that, i thank yourself time and happy to answer questions. >> great. thank you very much so you know we clearly have a path in terms of the new vehicles that are arriving i know that the agency is doing more and more to try to keep those vehicles in shape and keep a higher percentage of them in operation to increase our reliability and again, we have seen results sometimes the result are up and down i know earlier in the year there was accident and now more vehicles s are coming in so i guess the question is how this all sounds good but how can we avoid slipping obviously only so much control over accidents you train the operators to drive correctly but with the best driving there's going to be accidents and mechanic problems and given the small margin of error then we have with the l l r vs how can you maximize the chances of not slipping back again and also in the context of growing ridership like bart and caltrain and b c a is growing it's ridership our population is growing where people want to ride transit so in two or three years from now more people trying to get on the trains than now and before the siemens arrive you can't expand the vehicles how should we be thinking about that. >> a couple of things on the vehicle side how to keep the car count up and reliability we focus on first of all, on the reliability side euphoric number one you don't look at our maintenance prevented active maintenance it is mileage based and the number of miles going up as ridership goimz goes up there will be expected to be more service in the next couple of years it's important that the inspections be done on time and correctly and thoroughly so it gets really to good supervision or first level supervision that the investments we make and the benefits on over halls are driven at the components such doors and computation that are failing the most where the trucks where the brake we need to focus those forevers the schedules are very important we need to do more work on the schedules because we're do have to schedule to what we have in the capacity and having a full compliment of operators who are putting service on the streets give us more flexibility in that regard but the scheduling and the detailed recovery strategy, if you will, it becomes very important and better supervision financially i'll say the other thing we're looking at and have the pilot going on which is critical to follow the city processes sometime and the acquisition of parts can be a long process especially, when you have vehicles like ours where many of the parts are no longer made and have to be mustards or purchased from say a supplier that's not close to san francisco we've undertake a pilot program for better planning and focus our inventory that helps those kinds of things but most importantly from our standpoint the management and the supervision and the instant attention to keeping the service out there and making sure that we do our inspections and organ our workforce so we get work done in an efficient manner. >> okay. i guess another question is when the first wave of siemens l l vs arrive in 2016 i believe and 2016. >> 24 or 28. >> 24 starting in december 2016 to 2018 and the t line the central subway in 2018. >> 2019. >> so those vehicles will be dedicated to the central subway or - >> no, we don't do that with our real cars we operate the system because all of the lines go through the subway they'll be by the times, if you will, there's be substantial mileage so on any line in the system. >> at one point we were told the first wave would be the central subway but that's not the case as you no, it isn't the central subway will pay for a small autumn but not speculated to the subway. >> so once the central subway opens the t lines like the other lines will be siemens. >> yes. >> will they be able to link together or vehicles that are multiple car. >> they can mechanically couple so as opposed to training lining if it's a two car train you'll see the power systems and lighting through the two cars siemens will not be able to do that but if say awe probate were to break down and siemens were coming up they have the ability to come up to tow or push so in that sense you'll not see a mixed fleet. >> so in 2015 we see the first one that are roll call into service. >> yes. early 2017 and we'll have 3 cars on the property so theoretically a 3 car train. >> okay supervisor kim any questions. >> okay. thank you very much, sir. >> any public comment on item 4 seeing none, public comment is closed okay. so sir, thank you and to the agency i know this is challenging aspect of the system but incredibly important and do everything we can to maximum misses the vehicles until the cars arrive with that, could we then continue or actually why not a motion to file item 4 we'll take that without objection. we'll file item 4 madam clerk call item 5. >> item 57 an ordinance mit the planning code and this is supported by supervisor chiu i'd like to add my name a co-sponsor to item 5 and aaron starr from the planning department t is here. >> thank you, supervisors aaron starr for the affairs the planning department item is before you to allow nor exemptions from the height limit for mechanic equipment on hospitals the proposed ordinance will ply to the structures with regard to height and the structures will have equipment without limitations as long as the following new equipment that can't be honoree the exposure and minimal endorse and necessary for the function of the building and no other feasible all of the elements the office stipulates that any outdated equipment must be removed prior to installation requested by the city of san francisco their burn center in the bay area can update it's treatment facilities and comply with the state protections the department thanks supervisor chiu for taking up the sponsoring it was heard by the planning commission over october 13th and adapted by. >> unanimous vote that concludes my presentation. >> thank you mr. star any questions and okay public comment on item 5 seeing none, public comment is closed and can i have a motion to forward item 5 to the full board with a positive recommendation. >> so moved. >> we'll take that without objection. that's the order madam clerk, any other business before this committee? >> there's no further business. >> then we're adjourned thank you >> good morning, today is november 25, 2014, welcome to the san francisco transportation authority. my name is john avalos, the chair of the authority, and today, this meeting is being clerked by our clerk, steve, if i can get the last name. steve, stamos, thank you and, cell women to your first leading, clerking the transportation authority, the meeting is brought to us by the staff, and hegan and thank you for your service, steve, would you please, call the roll. >> roll call? >> avalos? >> present. >> breed. >> here. >> campos? >> absent. >> chiu. >> here. >> cohen? >> absent. >> farrell. >> absent. >> kim. >> here. mar. >> absent. tang? >> present. >> commissioner weiner. >> present. >> commissioner yee. >> present. >> we have a quorum. >> very good, and let's call the next item please? >> item two, approve the minutes of the october, 21, 2014, meeting it is an action item. questions on the minutes? >> motion to approve. >> from commissioner weiner and we will go to public comment, and any member of the public that would like to comment. and seeing none, we will close public comment and we will take a roll call vote. >> avalos? >> aye. >> breed. >> aye. >> campos? >> absent. >> chiu? >> aye. >> cohen? >> absent. >> farrell. >> absent. >> kim? >> aye. >> mar? >> absent. >> tang? >> aye. >> commissioner weiner? >> aye. >> yee? >> aye. >> the item passes. >> go on to the next item. >> item three, chair's report, this is an information item. >> thank you. colleagues, the election early this month, marked two important milestones, for transportation in san francisco. first voters sent a strong supportive message about the transportation funding and policy with the passage of propositions a and b and the transportation bond and funding measure and with the defeat of prop l, that sought to hold back the long standing policy, the transportation joins with the san francisco transportation authority and other city agencies in thanking the voters of san francisco for supporting much-needed investment in our city's local and regional transportation system. we look forward to rolling up our sleeves to help to deliver the improvements that will support our city's visioner zero, to drive the traffic fatalities to zero and, that will support reliability and improve traffic management and in the bikes and the walking grass across the city, in order to assure, broad based benefits i have also been seeking the sfmta assurance that will apply to the equity policy and analysis to propositions a and b, programs and i am hopeful that it will be supported i have actually called for a meeting or a hearing at the board of supervisors, to cover that very topic. election night marked another major milestone for transportation in our city and it was 25 years ago, this november, that voters approved the first half cent tax known as proposition b and also created the transportation authority to administer the program and the local transportation sales tax that was reauthorized in three and renamed, proposition k, helps to pay for projects large and small across san francisco, speaking on behalf of my colleagues on the board, we are grateful that the voters with allowed the transportation authority to have the half cent sales tax, every dollar, helps to attract more in state and federal and local funds, all of the programs outlined in the proposition k, plan, generate the benefits city wide and the major capitol projects are all moving forward including a rebuild, or a rebuild of the parkway and the subway extension to china town, and the transbay transit center and cal train electrickfiation as well as the bus and networks and looking around the city and in my own district, i can see evidence of a transportation evidence work of agencies and the community, from the ongoing improvements and new generations of vehicles at the balboa park bart station, and the plan studies and the capital improvements that emerge from them. we also celebrate, 25 years of community safety and safe routes to transit and kaoul and significant problem kay support of any transit program. and i know that our executive director has some special come menive activities, planned. and the colleagues on the board in the coming months to review the many accomplishments of the transportation authority. we will highlight the tradition of accountability and transparency and community, involvement here at the da and celebrate improvements in all san franciscans have benefited from, and look ahead to shaping our long range transportation vision, for the city and delivering the next century of transportation improvements and for now, let me wish the transportation authority, a happy 25th birthday, and to each of you and for for our public, watching from home, have a safe and happy thanksgiving holiday. thank you, very much and that concludes my remarks. >> and if we have no comments, from colleagues, we will go on to public comment, and any member of the public that would like to comment on thit em come forward and seeing none, we will close public comment. and go on to the next item. >> item four, executive director's report, this is an information item. >> good morning, chair avalos, i am please to present my monthly report, which is on your desks, and thank you again, for recognizing the tremendous out comes for transportation and in the november elections together with the sfmta and all of the partners and agencies were delighted and want to echo our thanks to the residents and voters of san francisco for providing us more resources to improve transportation. and as well, we will be presenting you with really fun, and wonderful come menive activists to tell brait the 25th anniversary of the transportation authority in the next month or so. on cap and trade to lead off the report today, we are glad that the final definition of the result, for how the regulations will be developed have come out, and we saw some movement to help with how these will effect san francisco based on our advocacy and we recognize that there will be three census tracks that will qualify for so-called, disadvantaged community status, and this is or an improvement over the initial version that only identified one potential eligible census track and so there are three and the tender loin and the soma and the bay view hunter's points and the tracks that will qualify for that status, and the growth, council really stressed the guidelines for the affordable housing sustain able grant programs. and here, we still have more work to do and we are trying to shape those together with other city and regional agencies we are working very closely with the mayor's office and abag and atc and management agencies, to insure that this is a program that can be smoothly implemented and administratively not too difficult to try to combine the formal housing with transportation programs, to meet the state's greenhouse gas emissions targets. the hopeful sign is that they have delayed a meeting to consider the guidelines, to revise those, in response to the public input, and so that that meeting will happen in january, and we will be able to report back next year to see how that shakes out. the other state wide issue and regional issue that we have been working hard on is the cal train electrickfiation program and there is progress and we want to appreciate chair kim who heads the transbay and the joint power board meetings as well as the land use committee of the board of supervisors will be holding hears on this toing. and the program, at the top priority for us as well as for many of the partners in the region and there is a critical, assessment choice before the jpb on the vehicle selection it replace the current fleet with the electric vehicles, and here we want to be sure that the future fleet will be compatible with the high speed rail, operation and the platform or the vehicle high is the key issue and cal train and high speed have become engaged and working closely and we are seeing the hopeful signs and we are hoping that that does lead to a truly operatable system with the shared platform and vehicle, height, to enable reliable operations of both systems. also consider approval for the cal train system and we will see it in december, at the board of supervisors and the transportation plans and programs committee, moving on transbay, transit center celebrated an above ground milestone to first deal that was put in place and i was pleased to join the celebration this month to celebrate the progress being made on that project and in addition, the focus on the future conference happened, which is the annual meeting of the sales tax county, and the projects like transbay, a major capitol projects that the voters are improving and helping us to implement those up and down the state. and those are hosted in santa clara and linking transportation through the future through technology and on the new way and innovative ways of managing the system, including the development of the managed lanes on the freeway network. we did hear from secretary, brian kelley and the members of the california department of transportation as well as many other panelists to talk about the different ways that the counties and cities are delivering projects and engaging the public to insure the public ininvolvement early on and the major infrastructure plans such as high speed rail and it was a great country to exchange information on what the other counties are doing and thinking of for 2016, several other counties have expressed the likelihood that they will go forward with the revenue measures in the bay area as well as agencies such as bart and hope and working closely with stay coordinated with them as the plans take shape. >> and at the local level, the move to the vision zero program and i will note that we do have a december, 22th maoegt of the committee schedule, and we will be of course, hearing from the agencies involved. and in addition i wanted to invite, commissioners kim and yee would not saying a few words, they joined the delegation of san francisco planners and policy makers in new york city for a first ever, vision zero symp osium, with a member of the staff, would that be possible to go ahead and ask for the commissioner to report out just a little bit here or should we callite item. >> maybe we will do it after the report. >> they have already approached me. >> we will come back to that and i heard from many people that it was very successful and it the first ever gathering of the national level of all of the folks that are focus on this challenge that is being faced by many cities and san francisco, has definitely shown, i think some leadership, and we had a very good meeting, in the... excuse me, last week, organized by sfmta and our agency to update the community on progress made to look at the water front transportation issues and you will recall that this first came to the program, via the warriors potential move to the initial site and now they are at the newer site, the work has taken shape in a different manner and taking more of an area wide approach to the cumulative needs in the area, and commissioner weiner asked us to look at particularly the transit reliability issues and kim asked us to look at the district wide issues, that might also warrant attention. and all of the work that is being identified and the potential projects will flow into things that we have a core capacity project and transit core capacity project and things that will improve the liability and the capacity, in all three of the systems bart and cal train, and muni of course, and in addition, the transit service, across the bay bridge is a very strong focus of the work. and we are aus looking at safety and freeway management and ways to get more out of the system that we have already. >> freeway corridor is a new initiative that will focus on the 101 and the 280 freeways and the bay bridge and looking at new ways to provide new information to travelers and to provide for a car pool lane and the car pool facility that will coordinate with the plans, and santa clara and provide for a better balance, between and the management of the travel between the freeways network and the arterial network that parallels the 101 and 208 facility and that work is happening right now through a visioning study and that will be bringing forward to the plans and programs committee as well. >> there are a number of plans that are in the report, beginning the 19th avenue, m-line, project and we are supporting this work. the good news here is that cal transhas vetted the process and indicate that had there is no real fatal flaws that they have identified and it looks like the concepts are generally workable and it will take the time to rev through the designs and come up with a more specific list of improvements and phasing in particular, for this very large, and ambition project that is seeking to redesign, 19th avenue and the mline service to be more reliable and safer. the neighborhood, transportation center has been making great progress and what is nice to see that the neighbors there took a site visit to see what the improvements over there look like, and to try and learn from that experience. there are temporary traffic calming and improvements associated with that triangle area, and the park lit, that is there, now, which will turn into a permanent improvement. and with the support of prop k and other fu
