name is victor tong. i'm from apa family supportive services in chinatown, a family advocate and i work with asian populations. prior to this i had extensive history working in the mental field. i was working as a critical intervention specialist position and i drove all throughout the area working with mental and developmental disabilities. during my course of time working there, i had to bring a lot of people to 51/50, there were part of our services and we created a behavioral plan with them and i cannot start to express how scared my clients are when they are in a police car and to a hospital room and locked in the hospital room without a single item in the room and oftentimes the patient is not seen until 2 hours later. if you call the nurse an officer will come in with a gun and close the door. and the nurse will come and say the doctor will see you soon and after that, the nurse will come back and they will say stay in here for a little bit more and you will stay for another four hours 4 hours and the whole thing is very scary for teenagers and i have been through that with my clients and it is horrible. you would not know. you wouldn't think of it as being scary but it is truly devastating for these teenagers. the triej center is a great answer to that. that's why >> it's a location of the program. it's where baseball games are played, local grammar school areas have their practices there and their games there and none of them have been notified. at the last meeting. i asked the ceo at the park if they have been notified and he said no. according to the citizens right to know in that section notice should have been given to the people who used the park. it was quite a few. they provided me of 911 calls to october 7, 169, 911 calls. seven, 51/50 calls. i think the program is going to initiate more 911 calls and put the children and elderly and the whole neighborhood at risk. there is no real security as they are depending on their awake nurses and a 10 second locked door to prevent these juveniles from escaping. they are already running up our block, not the 51/50, many of them escape and that's what these 911 calls are. that's a very important fact that has to be considered. that's putting our neighborhood at risk. for 48 years i raised my children and grandchildren. i would be very afraid if i had small children to let them play at the park knowing there is a possibility that they are at risk of something happening and god for bid something should happen. who would be responsible for that if a child got hurt from someone who is on a 51/50. >> next is john minder man. >> hi, commissioner, my name is michael shaw. i live close to edge wood. i think the neighbors can understand that i live there for 30 years. i don't see anything happen because i have a dog. i walk the park three times a day. they do an excellent job. i think the neighbors are confused of the mental health. you know children always have behavior issues. as a neighbor i think we should look for the children as our future and don't look at so selfishly think they might have a problem and they might kill a man or woman or parents. my parents are 80 years old and i talked to them about here and they said thanks for the edge wood that they have for the children. as a neighbor i try to support this program as long as they can do good security and children sometimes, i have been there, kids walk out of the fence but they immediately catch them. children walking there, they share the whole playground and i cannot say the children play football and another can get help. i truly support this program and i hope you can pass and cure more behaviors. >> thank you. john minder man and on deck is anonymous. >> my name is john minder man and i live about 6 doors from edge wood on 9th avenue. i have had the opportunity to observe the kids on the bus and waiting for the bus. they are extremely well behaved almost ambassadors i think, an example of what we want our kids to be on any circumstances with respect to the concerns of the community about security, i would point out that my observation of the kids playing in the park between 26th and 28th avenue, numerous observations almost daily when i go by there, there are probably as many parents watching kids playing soccer or other games or supervising the kids directly. so the kids have great supervision. i wouldn't see a security issue there. i have lived on 29th avenue for approximately two 1/2 years. i'm retired so i spend a lot of time in the area around my home. i have never seen an incident involving a kid from edge wood. i have never experienced anything remotely resembling fear about the way it's run. i read the grant given by ms. tang's office, my supervisor. it seems to be well written. i saw the letter from our chief of police strongly endorsing this proposal. so i would hope that we follow through and we close this hole in our mental health system so these kids, and they are our kids, get the kind of attention and support that they need. thank you. >> thank you there is an anonymous person. >> let me ask one question, to preserve anonymity on the tv cameras, how does that work? >> someone has a choice to give their name or not. anonymous is fine. >> hi, good afternoon, i would like to comment on the notification process of this whole approval thing. as the previous two ladies said. i received a notification tagged on the door for the october 14th meeting, that was what i was aware of as my awareness of the first meeting and there is a second meeting and the notification was put out the day before and the meeting was for october 23rdrd. i didn't see the notification before, but on october 22nd. it was rolled up on the doorstep and it looked like a flyer to me. so if i didn't pick up and unrolled it, i wouldn't know this was a notification for a second meeting. the first meeting that i was aware of on october 14, th, i didn't receive an action item. what was the plan, whats the commitment that edge wood would do for committee and safety measure. i don't know if they would have in mind a plan for the protection of the community. there is no plan, that's what i feel. and i live opposite to edge wood. i think because of the immediate proximity, that cause my concern more. >> thank you, there are no further public comment. why don't we take commissioners questions. >> my name is david young, the executive director for san francisco edge wood. the chair of the board had to go to a meeting. i'm happy to answer any question you may have. >> i have a question here. from what i'm hearing so far it's not about not wanting a facility or program like the crisis stabilization to exist. what i'm hearing is that it's the engagement process with the community and how we can continue this because this is not a one 1 year project, this is going to be hopefully a sustainable project and with good outcome. so are there any plans on how you would envision continue to engage and update the neighborhood to know what the progress is and what is being taken care of in terms of security or some of the concern that's been raised. >> commissioner, all are required to follow the policy. this is a continuing engagement with neighbors, not just a one time process. >> i have comments. one comment specifically around the flyers and handouts. we did start to put it in people's mailboxes and we heard it was illegal and we put it on the door steps and to not roll away because it was raining and it wouldn't blow in the wind. we met the requirements according to proposition i, actually well beyond. the requirements are guidelines designed for an operation that might be in the middle of another center of another building. but edge wood is a whole campus that takes up to two 2 blocks. we went beyond the requirements a block or two beyond what we needed to. we had a little struggle in translating to chinese, but we were able to get the flyer out. there was information sheets in flyer in english and chinese a block or two beyond edge wood boundaries. >> how long has edge wood been on that premises? >> we've been there before any of our neighbors. edge wood has been on that site since 1923 when it was just sand dunes. what's interesting and actually a good opportunity for more community engagement, many of our neighbors because it has been quiet we have provided behavioral health services for the past 50 years. as our ceo mentioned, we provide behavior intervention and have been for 50 years and we are trying to extend the services to kids who are on a voluntary hold. kids are on voluntary hold because they are a danger to themselves, not because they are violent to other people. kids that are violent would be sent to a psychiatric hospital. we are not a psychiatric hospital. >> i think that's an excellent point you just brought up. i was going to ask that question because of the age range of children that you provide service for it's from 6-18. >> they can not be 18 years old. >> it's difficult to see a child that is only 10 years old. it's really overwhelming and could be potentially harmful and inflict further trauma on their psyche. i comment on this program and is there any literature that we can provide the neighbors if they are interested. it's not like you have to print everything out. but to talk about early intervention and how it's actually going to be benefitting these children as they continue to develop. >> we did create an information sheet. it should be in your packet in english and chinese and we describe the services and why it's meaningful. >> will the neighbors be able to access this information? >> we will post it online. we were trying to hand the information out at the meetings. some people came and made comments and left before picking up all the materials. >> it seems that people have difficulty understanding what 5150 is. >> it's particularly 5150 is for adults. we are coincidentally because of the cultural competency requirement from the department of public health we are creating an advisory board for the community. this is a great opportunity from a learning process to have better engagement with our local neighbors and include them in the advisory board. >> hopefully we can differentiate with a child acting out. i went to boarding schools and i have seen many of my classmates jumping across the fence and there is another boarding school and they were girls jumping over the fence. we need to just be able to help, continue the engagement process to help neighbors understand how important a program like this and what it means to really offer a different alternative to psych emergency to our children. i don't have any additional questions. unless any other commissioners have comments. >> i have a comment. as a mental health professional there is not enough psychiatric hospital beds anywhere else in the state. the idea is that young children and their families are waiting in the emergency room. this is not a good place. that said, the pure led crisis alternatives as well as the addition of the 3 -hour bed is an excellent alternative. it fills the intent of the sb 82 act and edge wood has an excellent history of running programs like that. i think from our per spective my hope is that it will be at great cost. there is mental health units throughout our city in every neighborhood. the fact that we haven't heard about many of them is that most mental health clients are victims of injury rather than cause jury injury to the community, the kids would be more at risk and as victims than the period of time at any period of -- maybe for the future notification and opportunity. i would strongly recommend we pass this. it's contingent with prop i. >> i apologize for that. we always called it a 5150 when we did it for kids but it was brought to our attention in a welfare institutions code actually 5585 is for kids. i apologize for the confusion on that. 5595 is for children being held voluntarily. >> what was that trigger for you in terms of service and support. >> can you clarify the question? >> if it is rel -- dedicated or deemed as a 5585 what would that trigger for you in terms of services and support? >> every child and adolescent that comes in there has a treatment team assigned to them as soon as they come into door and it's decided what intervention will be needed for the 3 -hour stay. i believe it's hourly to make sure they are still stable enough to remain in that facility. it's not an lps facility. it's only for 23 hours. there is a continual assessment to make sure the child should remain in a locked facility. the family is called in in any support that can be made available to the child when the child is stable enough to receive them and if we can stabilize the child in that facility, about half way through the time there, we can think about what kind of discharge planning will help to support the child in the facility. we have a child crisis team which is an active part of this program. they will be helping us to triage initially. children automatically go there, there will be a consultation with police to make sure the child can be in that kind of an environment and that they are not environment and in need of a more restrictive setting. we are very lucky here in san francisco county and children's services we have a wide array of support for children and program management and we have a great relationship with our school district to help get children in appropriate school placement and case management with their next level of care. >> the deference between being at 5585 versus not. it's a voluntary hold for children because if a police officer out in the community or a child in crisis feels that a person is a danger to themselves or harmful to themselves you can't put them in the car and lock them when they haven't committed a crime. as a procedure, the police will put them on a 5595 so if they have to they can lock them in the vehicle or make a physical restraint in case they are trying to run away to bring them to edge wood. the difference would be allowed to receive children in this hold right now to be voluntary. >> so thank you for this work. as a previous psychiatric emergency room nurse, i priesht this -- appreciate this work for the children as well as the kids in the park next door because this is the kind of service they need and the follow through that you have been able to provide and i think this is the kind of outreach that is going to make a difference in our city. thank you. >> i believe that you also mentioned that there is a research component to this project. so, we did request like you can come back in the 12 months and hopefully we'll have some success stories that you can share with us and we can also invite some of the neighbors to attend these leg -- presentations as well. the last thing we want is to children to not feel wanted. i applaud you for making the effort for making san francisco an even safer place for children to have a chance to succeed. >> thank you. >> before we get to a vote which i think you are going to be successful, i just want to applaud you and i think it's important to point out to be fair that even the comments that we heard from the public about concern, about various parts of the program didn't have to do with the importance of this program and the wisdom of it for the youth that you are helping. i think that speaks to kind of spirit that we are also proud of in san francisco that we have a much more open mind about these issues and we try to take care of the people who live in the city and county of san francisco. i would be careful about confusing questions about how is this going to work for me as a neighbor with concerns about the wisdom and importance of a program like this. and the reason i think that's important is as you go forward, please take to heart the concerns that your neighbors expressed and educate them because sunshine as we all know is the best disinfectant. we encourage you to build bonds with your neighbors and they are going to be your best advocates which are here your neighbors. it's not going to happen with a snap of fingers. do eye -- i have a motion? >> so moved. the laguna -- master plan schist stees determination applique review jewish home. >> good afternoon, i'm here to present jewish home master plan consistency determination application. you had previously not too long ago had a health care services master plan determination with the 360 project. that wasn't too long ago. i didn't go into a lot of detail of the background of the master plan since it's so recent. i thought i would do a brief overview. there is a twofold purpose for the health services master plan. the first is to identify a need in san francisco and achieve an maintain equitable access for san franciscans. the contrast -- concept is of the plan that it has a myriad about latin escape and policy landscape in san francisco and it goes down to nine recommendations. those things that are needed to help achieve the purpose of the plan. those nine recommendations also have a number of guidelines underneath each one and they incentivize developers, a project to increase access in general, they incentivize projects to increase access for under served populations in san francisco and other vulnerable populations in san francisco. the recommendations that are included in the master plan were based on qualitative and quantitative data. among the recommendations was one focused specifically on sa
