Totally against criminal backgrounds on any Affordable Housing or any housing that the agency or the Government Agency doesnt doss bylaw that holds back a lot of people when i was growing up in the 50s they laid out a lot of people in the Hunters Point shipyard and the fathers and the mothers had to go on welfare they were denied the opportunities because their husbands were in the housing because they didnt allow the males to be there so a lot of the kids luckily i wasnt one of them the fathers were not allowed to be in the housing projects because before that our community was prosperous a lot of people but the males were alcoholics from the top of 3 to Market Street a lot of which of them was an item like a light pole because the males didnt center the opportunity to be in the housing so im asking the commissioners to look at that and another thing i want to bring up the certificate of preference i was on a committee with junior the chairperson on joint housing in 1968 when we wrote the certificate of preference guidelines and during the years you know, i wasnt secretary so i didnt know how to file stuff i was going through my papers and ran across a certificate of preference from 968 that was the first certificate of preference throughout the whole city and county so thats the certificate of preference if you had a child that was born a month that was on the lease they got a certificate of perch but the key thing think on that i worked for the agency for 40 years prior to that for years the commission the directors were trying to change Different Things but on like is for example, the grant kids clause what have they have a thing i want to give it to supervisor london breed first and bring a copy to you guys but it says a director or the joint Housing Committee or at that time the impact could have made addendums to bring the im saying for years the commissioners try to get if done and what have they is bring it back in the redevelopment staff will say we havent did it or what have you when governor jerry brown discontinued that none of that transpired i want to bring that so the certificate of preference the grandkids you can put that clause in there some folks dont understand for for example, they had a lot of houses in the center that was torn down those peoples are entitled to the certificate of preference those people are entitled to the certificate of preference i want this the staff to look at this and ill bring the paper and try to give it to supervisor london breed before the next meeting but ill bring you a copy so you know amusement throwing out a bunch of hot air. The next is the report of the executive director informing the commission of the proposed disposition of the moscone conference to the project lease and enforceable outstanding bonds as required by the 1988 yerba buena project area, maam director and commissioners an informational packet im sure youre aware of the total he cant be center area including moscone north and south were finsdz by the issuance of bonds bonds from moscone north are now paid off theyre under the terms of bonds with the city this is all in effective to create a conference space for the city for the city nerve paid for by paying off the bonds if 1988 southern deferred rental payments that went into the gardeners account for maintenance and other capital pursuant to the hud agreements that cover all the yerba buena properties because of the city for the construction work overall moscone the city wants sole control of the site theyve agreed to make the financial payment by the off and on fall give the city control of the moscone north side of howard and where the childrens are on the south side of howard this is simply an informational action for the commission and the city is honoring its responsibilities weve identified this process as part of Property Management plan unfortunately, the complete building and parks and Cultural Facilities we cant keep them forever we have to transfer them either to the city or another third party this is what were doing now the Oversight Board the dissolution law says it is to be transferred with the state department of finance likes to take a second and third look this will be an action item to the Oversight Board that concludes my report. Welcome everyone to setting San Mateo County it is my privilege to celebrate this incredible accomplishment san mateo couldnt hearsay been pivotal to the water supply back to 1952 when a dam was constructed across the creek and create a water entry nor the city of San Francisco and, of course, San Francisco and the puc has been critical to the couldnt the san mateo were the beneficiaries of the remarkable hetch hetchy system which was first brought water here 80 years ago that in and of itself was a remarkable piece of engineering a gravity system over 155 million and serves tremendously well, for 80 years but today is an open tun time to talk about the upgrades that have occurred and celebrate the accomplishment of the molestation that tunnel as was mentioned the trying anniversary of the loma prieta earthquake and we read in the paper the u s is seeing movement in the soils and the geography it suggests another quarter could come sometime soon so this work is done ahead of that it is not often that you know government can get ahead of that problem it could have hell seen an earthquake and seen an off water supply but thanks to the foresight of the puc the investments have been made at that strengthen the system to when the earthquake is caring well be better off the peninsula is a tremendous beneficiary of the upgrades as and mentioned we receive all of our water from the hetch hetchy system as well the alamed in santa clara couldnt county were talking about a benefit to after all us so, i say my thanks to all of the people to the selfpuc and the contractors labor and others who have seen their water bills go up sometimes, we is having maybe a little bit disgruntled but the outcomes of the investment theyll be proud and celebrate with us again my pleasure to welcome to the San Mateo County for this historical event. So can you imagine in 1906 we had a major earthquake and the city of San Francisco broke down this was the impetus of our water system a startup and 1934 was the day that the City Engineer actually designed and built this system and at a later date this system in operation right here 80 years ago so 25 years ago we had another ground shaking event was the loma prieta earthquake in 1989 that was the impetus our our Water System Program 83 projects 86 million we are investing a main backbone of our system is the tunnel an amazing system the ferries tunnel that is built under the bay most people thought it was the bay tube but it is the actual tunnel under the bay it was amazing you know, i had the opportunity to go down and witness the actual correction that was being done it is like a factory underneath the bay it was just to expressive how the contractor our design team and the management how we all worked together to finish this project under budget its significant im here to sing praise to everyone the one that thing that people dont recognition when we talk about Water Infrastructure it is also buried invisible so if we look at a dam or you look at streets and bridges you actually see that infrastructure is failing but when you look at buried pipe and tunneled you dont see that condition so when we actually bring this in operation i want to everyone to remember we deliver water underneath the bay my job as 1yrd or general manager were invested money it maybe invisible but vital to deliver you water the source of everyones existence i want to thank the team the team that was put together because it was amazing the first when he landmark the options we were thinking about putting a pipeline where the existing pipeline we were looking that but wanted to make sure we put something in place that was ritualistic to earthquakes we of time the funnel was the best option and want to minimize the virginia and the tunnel was also the best option it was more expensive by our with twhoerl customers think this is the best option i want to thank everybody im excited i here the water flowing thank you very much.
