one time i had five lists and came up with 38 of the commissions. so that is the number i was working with, we did 32 out of 38, but i appreciate that some change is happening there, too. thank you very much. >> great. and also, i would just like to make a comment, just for clarity. for example, the mayor's list that provides the attendance and lists the names and numbers of days that they might have attended out of the total number of meetings. i think the difference and why i like or i guess would prefer the department of elections list because threbase they base it on the specific meeting and who the representative is appointed by. for the department of elections there is a board of supervisors appointmentment. so the first thing i want to know have they attended the meetings and do they have excused or unexcused absences? and their comments? and things that they have said in the minutes to determine are they providing good feedback and doing a good job as a member of a particular commission? because i have a say in those level of appointments, but also as a member of the board, if the mayor is making an appointment, that is kind of things that as members of board we have the ability to say we want to dispute that appointment or bring that appointment before the rules committee. we want to have that dialogue to find out whether or not we want to re-appoint an individual? and having a system that is a lot more easily accessible for me and more importantly for the public to follow along and do their own research is definitely important. so i look forward to a change that could help us have that available. that was a great recommendation. with that, there isn't anything that the board of supervisors needs to respond to in the findings and i just wanted to know if sgr supervisor tang you had any other comments? okay. this is the last report. oh, public comment -- i forget about public comment. we're going to open the item up for public testimony and if there is anyone wishing to make comments at this time, please step forward. >> chair breed, supervisor tang, larry bush with a member of civil grand jury for 2013-2014. just two points, one is that i think that the city attorney's guide to good government states a significant number of absences on board and commissions is ground for removal -- it's unclear who makes the removal. usually it's the appointing authority, but nevertheless, commissioners are given advice that they need to attend and it's grounds for removal. the second thing is that the board of supervisors earlier directed the commission on the status of women to do biannual reports on appointments of commissions and they that represent the diversity of the city, in addition to race and gender, also disability and neighbor hood and community and those reports do come neighbor hood and community and out regularly. in their last reports they said om one or two of the commissioners are disabled, out of all of the hundreds of commissioners in the city. so the next time that reports comes out, you might want to take a look at that issue. thank you. >> thank you. are there any other members of public who would like to give public testimony on this item at this time? please come forward. >> hi. i am rob and i was a member of the grand jury as well. you might want to consider instructing staff to include that information in the package that is presented to you on appointments that are up for your consideration. i thought that was a very good perspective. thank you. >> thank you, i appreciate that. are there any other members of the public who would like to provide public comment at this time? seeing none, public comment is closed. [ gavel ] and as i stated ahead of schedule, this item was only a hearing because the members of the board of supervisors are not required to respond. so that means that we didn't do anything wrong, i hope. [laughter ] but i just like to say again, thank you to the members of the civil grand jury and i know many of you are here. i don't know if all of you have spoken, but if you could stand at this time and please be acknowledged for your hard work. thank you. [ applause ] >> for anyone to take a year out of their life to commit to doing this level of intense work is truly admirable. so i just wanted to say on behalf of the san francisco board of supervisors, we commend you all. we thank you all for your commitment to serve your commitment to san francisco and for your desire to make sure that we hold all government agencies accountable to making information transparent and available to the public in a way that respects the public process and earns the public trust. so thank you very much. and with that, i would like to recognize supervisor tang. >> thank you, i also just wanted to add my thanks to the civil grand jury. i do look through your reports and try to find if there are ways that question improve government through the recommendations that you have made. i know that several of my colleagues do the same and i wanted to thank you for all your work and with that, there is a motion to table this hearing. >> yes. so motion to table the hearing. without objection, this hearing is tabled. thank you. [ gavel ] madame clerk, are there any other items before us today? >> there is no further business. >> okay. with that, this meeting is adjourned. [ gavel ] >> when the new california academy of sciences opened in 2008, it quickly became one of the top tourist magnets in the city. part of the cal academies' astronomical success is the weekly it is related to the band, of course the musical content or isn't related to the bed. album covers can come from anywhere. ♪ ♪ >> class actress was great. we have been having so much fun. i did not ordinance amending the ninth amendment entertainment greater than 25 thousand jooet square feet in western sylmar. >> supervisor jane kim i'm a co-chairs wall. >> thank you colleagues for your consideration and supervisor wiener and supervisor campos for your co-sponsoring this legislation was recommended by the planning commission is a set of clean up legislation meant to honor the original it is not of the western selma plan to allow communities while supported a difference character in the western selma plan when was passed last year and, of course, had begun through a 7 year process in the clean up legislation we made two primary changes one is to allow elementary secondary childcare use beyond the 25 thousand square feet use site restriction and this restriction was put in place to insure we had a diversity have used along that two corridors with freeway to make sure there was a diversity of ground floor activation how have in our discussions prior to planning the silver plan we already considered a k through 89 school in the neighborhood we have a need for elementary and secondary school in the western selma area we have one major school serving the neighborhood and want to make sure that others can specifically the pre k through 8 that has already started their school on this corridor we want to allow to continue to grow, and, secondly, the western selma plan in the legislation and fks in the neighborhood has recognized as a cultural place for the lgbt community we want to support the night life that provides jobs and entertainment too was our original idea to allow entertainment but a slight overview on a parcel that was entertainment we wanted to continue the. >> but had to put in 0 clean up language and in particular this site appreciatively had the 2r5er789 in keeping with the area i think it is so important for us to continue the work especially the day after the 31st anniversary of the fulsome street fair my understanding the largest fulsome street fairy know i was there on fulsome street address great to see so many friends and die-hard registries we topped the 40 average mark of visitors maintaining the knoll community i jeff for prior training shop for their continued outreach to the neighborhood and the community and want to recognize ann marie rogers that be here to answer questions if any thank you, ms. roger. >> thank you, mr. rogers hold on i mean, i'll ask for opening remarks thank you supervisor kim to correct the problem in the western selma plan to let the night life use move forward were there should be night life i had a lot of respect for the work that supervisor kim and her office and members of the community did in moving in western selma plan forward i ultimately did not vote for that plan that was a 10 to one so obviously i was think the losing side even though there's a lot of good in the plan in my view it was not support of night life in a neighborhood that is one the epic centers of lgbt night life in our city we know that night life in san francisco is incredibly important as part the cultural heart of the city it is what makes our city what it is in so many ways all too often night life is a problem to be tolerated or a thorn in the side to be dealt with we know that's not the case so one of the first things i requested our city visits do a night life plan it was was a $2. million industry and those 53 thousand jobs i think it is those jobs tend to be jobs that are very accessible to people you don't have to have an advanced degree a maigd and working class job for people that all ages one of the challenges that we've had with night life in san francisco is zoning are and i'm a believer in zoning there are areas in night life is appropriate and where it is but there are times our zoning becomes r50i6b8g or r50i6b9 it is hard to have night life in areas where everyone will agree that night life should be this area is certainly one of those areas where night life is completely appropriate and a good important thing i know that supervisor kim and i went through a multiply year and supervisor campos as well as stiletto mission alcoholic controls that are riveting that was was undermining all sorts of cultural used whether the 0 bowling alleys and so on and so forth we finally addressed that i'm glad we're addressing this here today as i said i know the proprietors of this future endeavor at the site it's. >> wonderful thing for the community i am a lot of people have been waiting with abated breath and jeff and everyone for this project to move forward we've spent a number of years looking for a suitable site and it's challenging to find one i think you've found one i'm glad to be able to make the zoning change and thank you supervisor kim and her staff for moving forward with that, ms. rogers. >> thank you very much supervisors emily rogers with the plaintiff i think it's been described and it is a very exciting your honor, and forward-looking neighborhood that welcomes schools for the district and the district felt this legislation will further the goals and recommended approvals with modifications that were incorporated we know the supervisor for that sue thank you. >> thank you, ms. rogers if no comments we'll open this up for public comment i have a few comment cards. >> (calling names). come on up. >> i'm sorry i'm not dressed up i want to thank all the supervisors for their support and we are all up here we're partners this is darcy and jeff and jason i'm excited about the prospective of having a home basis for entertainment it is my dream to not just have a venue where we just serve alcohol to people and kick them to the curve but provide a genuine entertainment and night life so i've been doing shows in san francisco for almost 20 years i'm really, really so honored and thankful you guys are helping us to provide this class entertainment. >> yeah. i want to thank supervisor kim and supervisor wiener and particularly april supervisor kim was incredibly helpful and supervisor wiener i really want to appreciated your acknowledging how difficult and supervisor kim how championing to open up a new venue and how brave we have to be and your support it helpful and meaningful we closed on the building today snungs with this meeting so, so i just got that message and are you going to - did that mean shut up. >> when the light fell. >> oh, we get to hug. >> the golden hug my name is meg murray i'm a fellow artist and performer here in the city i've come to speak in favor of the proposed change i'm very excited for the supportive you've given. >> this is unnecessary zoning control had negative ramifications that needed to be rectified and outside the castro the entertainment is vicarious and we have a change to make this win the existing corridor it is a well-organized area this buffer inclusion was designed in fear of potential conflict in the 11 street venue and the grandfathering is two broad of zoning control and sets the property at risk for housing development with the zoning change the stewardship is placed into the hands of the folks that make this district and the culture and revenue to the city this is a project that's with good neighbors so bring this site to life today thank you. >> >> thank you. next speaker, please. >> hi, i'm nancy stage name nancy french so thank you, supervisors i lived in santa fe san francisco since 193 and i've been an actor and event producer and representing lee at least one dozen families members and friends that couldn't come including my brother in fulsome and 11 and a friend that owns a condo across the street from the da of west west silver i moved here because of the space so far the performing artists and the lgbt community san francisco oh, say can you see by the dawn's early light is going through another change and the tech boom has attracted other folks that define the culture in this zoning question part of what attracts the residents to the silver strict is the vibrate art but ironicly those are the reason for people losing their homes i've worked at the theatres and we've built inclusive clubs this club is a much needed permanent venue so far the local artists i feel it's important to stabilize the art and there's strong support among the neighbors supporting this club to preserve the culture we've supported and folks live lessor because of the energy not despite of it i'm glad i can live here and without those folks san francisco wouldn't be san francisco thank you. >> thank you very much mr. meek 0. >> thank you, supervisors jim medicare so, so. lies have been spoken about the silver project ward to entertainment i'm going to. >> mice e my two years the plan was two years for those who work and lived and ped
