a focused sound system and very, very controllable you can, you know, kind of do everything that she is saying it can do one of the complaints same side it's bad enough when the winds bring the music. so it could have been atmospheric for sure arrest it's hard to know because sound is physically metrological sound travels it goes all those ordinances that says it shouldn't be heard more than 2 hill and taking sound reading as low as 36 and people were complaining you can cough and it be more than 36 this is a professional organization that don't everything they can to mitigate those kinds on our commission to actually testify but if you know sound and go to festivals you know what sound bounces off of and how it is run so, yeah we want to hold this hearing to allow more people in the public especially those in the public 14 or to come i don't know if there's many here tonight but you run an amazing festival and you run our transportation sort out but your sound last year had technical difficulties but 14 complaints is not a lot so you don't think i don't want to make this seem to be disproportion any other questioning from commissioners before we take public comment. >> i wanted to ask about the first to you wanted to hear how other commissioners felt that the effect of the new requirement that or requests that we've given out have been working i wanted to hear how other people thought they were doing and piggy back and have the commission do an outreach neighborhood community organization that al you've requested several times and possibly in january or february where we can invite neighborhood organizations to talk about that plan and can also several places that have come through that have great integration piers 70 comes to mind and have a positive spin on what we've been don doing on the neighborhood outreach i want to see what others think since we don't get to talk. >> for me. >> uh-huh. >> when, you know, it is people trying to run a business often don't get it. even if you get it you have to talk to our neighbors the shoe store next to me is a neighbor then we say did you talk to the resident oh, i'm on a commercial street i've got shoe stores and restaurant what do you want i mean >> well, did you talk to tell you residents so presentation to a business organization if there's no community organization or nonprofit within a reasonable distance of the applications venue so what's the reasonable distance some people think that's a hundred feet it it would be better clarified. >> okay. >> that's my only comment really. >> of different questions are you trying to get general feedback. >> do you think that people are doing better and if so should question take to the neighborhoods and try to get them involved since it is intending to work. >> what did you guys think. >> personally, i think it's working with the permit lobbyist or existers are working on but certain people trying to do this bye themselves that can't afford it might not understand it i don't think how to communicate that. >> staff communicates that when they come. >> is there an easier way. >> i mean other than giving it to them i've been told by staff it's best not to do that for them that's one of the ways you can tell if they're going to be a again permit holder. >> do you support january or february of next year having a community similar to the industry summit. >> the day after the music. >> i was thinking about earlier february. >> and so can i flush out that idea. >> i want to do a presentation to segregate successfully night life into is city that's rapidly growing and stricter regulations around stricter approaches do getting people to do the outreaches indeed has started the process along but it would be great to have a summit with neighbors by the entertainment commission to continue this integration and have foster a more positive relationship. and to make sure that people feel harder because even still that's one of the greatest issues and i want to allow them to know those are ways to be heard >> al how did the last neighborhood summit go. >> it was a good start we having had the police department and the fire department and planning there i thought that was a good start and hoping we can make that an ongoing process we start south of market and hopefully, we, go to the neighbors and go all around the city and try the series of meetings with the neighbors on an annual basis like the industry summit. >> all right. other thoughts about how the neighborhood outreach. >> ever since we've resolved this people that are reading and understanding it are better poland prepared part of the frustration before was the consistent people would come in and talk to the neighbors next to them at least people will have a strong guideline so this was well-thought-out thank you for starting this. >> great. commissioner campagnoli >> are you thinking of making presentations leaving here and making presentations out in the public is that what you are thinking. >> i'm hoping for one large one the idea of going neighborhood to neighborhood but and i'm still open to that idea as well it doesn't seem as easily done or, you know, what i mean then to go to each district and well. >> well, the police department has 10 stations throughout the city they have meetings every month for their community so if we contacted the permit officer of the captain of the station to get it on the agenda and someone is willing to go out there you've got our capture audience because the station is going to be with you with the neighborhood outreach. >> that's a great idea. >> this is why i brought it to the commission i wanted to hear what other people had - >> so you want to one big one like at the safety summit to invite all the districts and i'm asking for feedback. >> we have to look at this if you do it at 10 stations we have to send the staff out i mean, you, do it but we need the staff they rub our david operations and have to do with the public so i have to think of the impact on the staff to the 10 stations. anticipate putting on the summit is a really big job so you guys take on this portion of it >> i did. >> but you start with the ones that are most impact. >> i think we should invite everybody and one good one and do one good one once a year. >> all right. so it sound like there's some favor i don't know if we need to take a motion or a diversifies to the staff to know we've follow-up to work on organizing that. just one question for commissioner hyde i think you're trying to figure out and evaluate a measure of how well that is going is there something you want us to or the staff to look at if we're succeeding or not >> i've seen more outreach is what i'm seeing i don't think there's all like the permits are like stellar but all of them hass have at least made a attempt to do a neighborhood outreach that's different than when i got here that's the message i said to continue with if people also see that that's why i wanted to know if other people have seen that i'm not the only one so i'm the only one that thinks of it is improving. >> i think one of the things that commissioner hyde failed to mention it is vital to the idea if we bring everyone into one place it's obviously important fiscal for staff or the idea we need a couple of works of applicants to speak to whoever is assembled as part of this concept as well whether it's a beer burst or the eagle and the 21st amendment a variety of different ways to do the outreach you've all appreciated and that's the kind of things you want to be presenting and is that is consonant and this is happening and people who have done it and they can talk about the benefits from hair prospective it's not us only saying that's workers. >> so the consent of the summit to explain the program tell the neighbors to get involved and look for the postings and engage the people as well. and utility invite neighborhood organizations as well as regular neighborhoods would it be just the presentation and in the auditorium will have breaks down what do you envision >> that's the reason why january and february the thing you said definitely a large presentation and in the auditorium and, yes there could be break out sections but before you plan on what the break out sections there are community organizations that might have an idea of what they wanted to see or the police or i'm not sure what this is but, yes to be engaging interactive portion as well. >> make a giant citywide one >> commissioner i'm not going to elaborate but i'll say you're going to have a high standard this festival is during the day you might want to consider having the neighborhood thing in the evening because most people work during the day so a better turnout of the neighboring neighbors i like the model for the industry summit the neighborhoods get to know the neighborhoods it's a win-win for everybody. >> thank you. is there any additional public comment? >> yes. michael nolte representing the alliance for district of. many years ago it's been a few sins i've started coming to the meetings and learning the personality of the commissions. and, you know, i mean, the commission a has evolved and it's just like the pc hearings at city hall they've evolved trying to deal with the permits and finally, there's understanding what works i congratulate commissioner hyde for reilly what it is to be a community member and what the impacts are and start mitigating them and how to make things work i think when everybody is on the same page it makes it easier when people are not ton the same things and people want to just make money and everybody wants a return on their investment people want a return sometimes a too quick of a return but, you know, within 3 months they think all the permits are going to come quick and sometimes it take longer than for a business to get started but no way i guess my first question i don't know if i have a copy of the outreach policies there's a new version of it or it's something online. i will appreciate a copy of that at some point. and i'm sure it's been well vented and it could be vent more if the neighborhoods have issues again, i'm one of the few i don't know how many community outreach people come to those meetings i know i'm one that shows up because it is in my district. and unfortunately or fortunately i should say that a lot of the permits are in my district and then the other part is that 5 of the 10 police district are in my district so i have to deal with 5 different police officers in dealing with predicaments that's half the city so i don't know. i guess i'm fortunate in some ways we have an active organization that looks like permits and we're regularly dealing with the issues and commissioner hyde did before he got involved attended our meetings and saw what we deal with in dealing with stuff. we appreciate the commission and look forward to a town hall meeting when it exists maybe in district 6 >> is there any additional public comment seeing none, public comment is closed. we're going to the women's shuttles. >> commissioner lee. >> after the festival is the market street fair in japantown and the newest thing is the venture car show so if you have a venture car contract the and third that. >> secondly, i wanted to is that, you know, i'm pretty in touch with the sister of the perpetual indulge theirs at the worsened and hoping to pull out of pink saturday it's been going on for years and years in san francisco and went to rules last tuesday and they were talking about the need for more sports for these sort of fended here in our city i thought it f it would be important to echo that and i feel like the sisters has given so much to community organizations and done so much for that so many people in the community who really needed their help you hope in the future when organizations like that take it upon themselves to do large event and this kind of work when they approach the city and so forth for height that people will listens to whoever it is in the future and that maybe as a city we can look at supporting those festivals that are important and the people that through them usually would no budget or close to that i wanted to make that comment and is the sisters upset because the city or the quality of the event. >> i think one of the things is because that they didn't feel supported if i understand correctly some of the codifies that i've heard full f fully support that has two sided, of course, you have to ask for more sports if you want more sports and when asking for support make sure you direct it and know what it say you want so i think it was a lot they didn't feel supported and also the cost and in general like the sort of how hard it is to put something like that together as a nonprofit organization of volunteers. >> all police and our commissioner there were points of tension or discussion that needed to be further so i have several meetings with you so thank you very much for your service to the city and the
