Not only San Francisco secondary pta, but there is a dozens ptas that individually passed resolutions in support and are hitting the ground with their children as well. Parents for public schools, the parent pack, the whole San Francisco board of education and the San Francisco unified School District. I see them here and thank them for being here and cham championing for healthy foods. The other point is that labor and Health Related organizations are in strong support. Not only the teachers united educators who have been in front for many months ant 21 and local 51 which has been amazing and the United Health workers an a number of other units that are strongly supportive of this effort. With that, back to mr. Wiener. Supervisor scott weiner i would like to ask ted eagan to discuss his report. Thank you. Ted eagan controllers office. Our departments are here if questions arise, but we are not going to have them repeat their presentations they made at the first Budget Hearing. So with that, before we start public comment, i know the School District is here, chris arm troud. I want to give him an opportunity to speak on behalf of the School District. Im here on behalf of superintendant Richard Carranza and we are very very proud to be here and to be partnering with you on this measure. Earlier this year our board of education unanimously passed a resolution in support of this. And we are proud to be able to see the good work, the work that this is doubly good. You are taking resources, you are creating a disincentive for bad behavior and creating incentives for Many Organizations as well as ours. Thank you for that and thank you for your kind words and for your leadership on this measure. Thank you for being here today. Are there vending machines or stores that sell into category of what we are trying to tax in the schools at this time . I believe that was, no. Im trying to remember the exact number of years ago, but we actually banned drinks at our campus. In vending machines only or in the stores . I believe across the board. There is no sale of soda as. Not just sodas but sugary drinks that fall in this category because i think thats not the case. Im assuming that you mean you probably banned the sale of sodas completely but not sugary drinks that fall in this category which include things thab that are not necessarily soda. The district does have a wellness policy that does allows sugary drinks. There are some schools that may slip by and sell independently on campus. But officially, the department of Nutrition Services does not sell sugary sweetened beverages. Its not listed as soedz soda but not allowed on campus . Correct. It did not happen over night and the food and Fitness Community after year after the 1990s passing commercial free policies and really a good education process within the School District, the Health Programs and parent leaders and youth themselves making sure that San Francisco was a leader in the nation having the wellness policy that was mentioned but also strong involvement from parents and youth as well in the development of policies. I think joe win deserves a lot of credit for her work for many years with many others that have been on the food and fitness committee. Thank you. One quick question. I know, i think it was last year or maybe early this year that the district came out with a new plan to revamp the School Lunch Program and also a desire to improve the School Breakfast program. I read it and spoke to some folks about that. It seemed like a wonderful plan, but i also understand the district doesnt have the funds to fully implement it. Can you talk about what the district is wanting to do to improve the School Meal Program . Yes. We did finish a Strategic Planning process and we now have a clear vision of what we would like our School Meals Program to look like. Its a future dining experience. We have materials for those that are interested. There are 10 specific recommendations in that plan. We are actively working on all 10 in varying degrees. Im very proud to say in addition to those plans, this last year we did expand to serving 3 meals a day. Student Nutrition Services serves over 5 million breakfast and lunch and snacks and last year a supper meal to low income students. We have been successful in expanding our breakfast program. We have tested breakfast in our lower element ary schools this year as well as breakfast programs at our secondary schools. Thank you. I want to commend the district for the work in trying to improve the School Meal Programs in general. We want kids to stay on campus and eat health lunches and sometimes the programs get overlooked and there are kids coming to school not having eaten and not provided with a meal but a healthy meal in the morning that is going to improve their performance and energy level throughout the day. Thank you for that. Supervisor london breed just a follow up question to mr. Wieners comments on the program. Do you keep track of folks that actually use the program. For example i know that element ary school those kids eat the School Lunches and whatever is available and sometimes in Junior High School they do as well but High School Students tend not to as much. Is your count based on what you provide or whats actually being utilized by the population . Yes. That is true, nationally generally school meal participation does drop off as students get older. The 5 million meals figure that i used earlier. We do have detailed data on participation. We serve generally 22,000 lunches a day, 6 thousand breakfast, around 6,000 snacks and 1,000 supers this just last year. As of last year 64 percent of the district qualified for free meals. So there is still a gap of students that are not participating, but we do have specific strategies and a vision of how we want to have more students participate in a meal program. But, just, for example, you are providing on average, i think you said how many a day, im sorry . 22,000 lunches. Out of those 22,000 lunches that you are able to provide, how many are utilizing the 22,000. Not everyone is going to the cafeteria and taking advantage even when they qualify. You have the opportunity to provide 22,000 a day, but those 22,000 a day are not being used one hundred percent 100 percent of the time. They are being used how many percentage of the time . If there is 10 kids who qualify for the Lunch Program not all 10 kids are going to eat lunch every single day at a school. I was just wondering what your capacity for providing daily lunches, whats the percentage of kids that are taking full advantage of that on an average daily basis. How many kids are eating lunches on an average basis. Our enrollment is around 60,000. Sorry. We are having this conversation here. Of the 22,000 are those being eater. Those are being served, about 24,000 of those are elementary meals. Those are actually eaten everyday oovm but but you have the capacity to do even more. If this beverage tax passes and there is additional funding available you would actually use it inform are this program to provide additional meals or better meals . Im just trying to understand how this could potentially help the program. I think that we are in that process now, how to use this as supervisor wiener noted in his remarks, this can go towards nutrition, physical ed, after school program. I think its premature for us to start spending the money. Our focus has been on nutrition. I know that was a big focus as well which is why i asked director to come with me today. I think, the simple answer to your question is both in terms of expanding our meals and improving them. Thank you. Thank you very much. Supervisor mar . Supervisor eric mar i think i was going add that reducing the stigma of free lunch by having a point of sale card and to spread out the salad bar. So it a cool thing to eat more healthy. I think its spreading not only among the students but the pta events where they struggle for beverages or water that is served and cakes that are brought for a birthday, many parents are thinking of options. What is beautiful about the tax in San Francisco, people are already thinking about education and curriculum to help students and beginning a process to increase water bottle filling stations and so that everybody has access and know that Drinking Water is a great alternative to the sugary beverages. We are trying to expand the parks and recreation departments and parks to schools and City Properties as well. The education and curriculum work, the broaden work for low income free and reduced lunch for eligible students. It all works together to create Better Options for people. Our School District is more advanced than many others and got so much acknowledgment on a national level. I think its great that 46 percent of the funds would go to a School District to make sure that kids are living healthier lives and grow up to be adults that have Good Nutrition and awareness and will live much longer because of the School District. Many suffer from type two diabetes and now with this Research Done by ucsf there is a direct link between sugary consumption and type two diabetes. A beverage tax could provide now that weve heard 3050 million per year in revenue and this would help create more active recreation, School Lunch Program and physical education and access in our city and schools. Decades ago as strong opinions about secondhand smoke, a very courageous member of the San Francisco board of supervisors stood on legislation to ban smoking in San Francisco and improve the public. When i hear so much intelligence and statistics about the audience it helped me to commit more and more to put energy and time because it reflects especially in ethnic areas of groups of poverty and people for whatever reason dont have that quality of life to be educated and informed. I myself i walk four days 4 days a week and stopped drinking soda pop four 4 years ago, me and my family. It was proven that it was so detrimental. My last comment, what is so unjust, so unrighteous for the industry to add 2 percent per ounce to assist people with scene tifk information to show that its detrimental to our community. I think its important for a Health Lifestyle in San Francisco. Drinking soda and other sweetened beverages can have an ill effect on your health. Its causing obesity and Heart Disease and diabetes. When you think about it, passing this tax would give everyone more freedom, the freedom to live life to the fullest without the Health Barriers that too many people have from drinking soda. I would say lets put this tax on the ballot and not let big corporations control our city. [ applause ] can i have a few minutes . As you can see from my daughters testimony, she wrote it by herself. I have a very informed daughter. Shes 11 as shes on that precipice of independence and as a parent, im in full support of this measure. Some of the opposition from the american beverage association, they have used words like this is government over reach or the nannies state. To me its all a part of it takes a village to raise a child. We all need to Work Together to provide Healthy Options for our children to make it easier for them to make the right choice. We cant be with them as parents with them 24 7. They gives them less access to unhealthy drinks. I want to say that the argument that the nanny state that it is a knee jerk reaction manipulated by the industry many. If you look at the history you will see the policy of common sense policy such as seat belt laws and common sense such as limiting smoking in public places. Those policies also vehemently argued against by industry as being government over reach. We can all agree today that they very much make sense, they work and they protect the Public Health. Im here today just to show my support for this work for the sugar tax campaign because i really believe that San Francisco is really a great city. And its only going to be greater and strive to a better place if we make sure the young people and the adults and the Senior Citizens in the city are provided better resources. This from the institute and another group participated in doing the is survey for four different communities. We did one in the bayview, the heda aight, and we found out that 99. 98 percent believe its really easy to access soda. 95. 96 percent believes also easy to get sports drinks. 93 percent believe that Energy Drinks are very easy to access. Thats really overwhelming percent of not only young people but also Senior Citizens. Really everyone believes they can access this. Compared to 100 percent juice, 53 percent believe they can access which is not good because we want to make sure that everyone has the opportunity to access fruits and vegetables and organic and 100 percent juice.
