This reduce costs and community impact. Our commitment to the system has been captured in several eardrums. Youll see were with the resemble funding and thats supports the blended system. It recreational mo u adopted the incremental process there are 3 components there are the advanced signal system and electric indication is the poles and the electronic trains. Its a 5 billion project and we have a d b e s b e goal we have just recently given the ss c a. We expect to have the rails in service by 20019 and all future investments are yet to be determined we still have needs. This slide highlights some of the key benefits. A couple of of things of note the Environmental Impacts with Electrical Systems will reduce Greenhouse Gas and other eagles with the electric indication well reduce the substance. The temporary terminal has been operating successfully including handling a large influx of people with the bart strike. The preliminary engineering is at a 39 percent operating level and its on hold pending full funding of this project but its in the draft recreational Transportation Plan thats under review by the region now and brown will be in the new start pipeline and right now were doing supplemental and environmental work to clarify the changes to some of the changes that were requested by highspeed rail. This is a Cross Section of the Transit Center two below levels of the ground and then the bus deck level is up to the roof. Construction we are in excavation and below work its about 70 Percent Complete actually more than 70 percent. Overall were about 23 construction complete were been awarded our construction contact next week and well move forward the blow grade work is well flaw we were currently on schedule to begin the operation in the october 2017. And this is the at any time probably hard to see but this shows color coding the the Cross Section of the excavation and craigs the gray is the west side of the project and you work your way east thats the way its moving and this is whats been excavated currently. D v e participation we have a d e program but we have a Small Business program that allows us to place the goals on our contracts and we sent the participation from other agencies. And our construction manager general contractor has a 17 percent s pe goal and theyre currently meeting that goal. Theyre doing that by placing individual Small Business goals on each packet. You can see by the numbers over the life of the program those dollars enemies work out for a participation for the life of our Program Since 2004. Those are our prime contractors. We have 48 prime contractor we have 11 businesses and on the majority side is our Small Businesses and you can see some of the breaks down there. Some of the highlights in our d b e and f b e programs as i mentioned goals are put up each sub contract programs. There were an example of those set aside. I totally agree ive been frustrated with the long process as the various bus rapid projects move forward. Its been basically 9 years in many ways and its moving forward not fast enough. I know that sherry is in the back as well having have you found b r tshlgss that are completed much more quickly so the frustration is there. And the b r t projects are really critical to the city im excited about now a projects that are coming up later. I said there are a new alternative for the b r t that my eliminate the parking situation and theres Public Outreach in an Aggressive Campaign that will get people more familiar with the promises. So im working with the mta to move the opening date much sovereign on the b r t project and i appreciate the concerns but im hoping we can move those items quickly thank you chester with the authority. This item begins on 97 of your packet. Its a request for the fund for the gary project and that conceptual phrase manufacture i have a brief presentation about the remaining work to be done. The gary corridor is one of the busiest project in the city with the 38 limited bus lines. This project focuses on providingors bus riders with Faster Services and speeding up boarding and better conditions arrest this the the solution of the bus Rapid Transit as well as signal improvements to give the buses the green light more of the time and streetscape improvements. This face was initialed in 2008. At that time, using the common industry methods for the cost phase of the project costs we estimated 60 million. We still had some uncertain about the scope and design so weve been requesting installments up to about 4 million. Weve been pushing hard and weve made some tangible process as the chair has alluded to. Weve got conceptual xylophones. Weve about that conducting sustained outreach a number of workshops and stakeholders meeting and patron surveys to reach out to the mentors in the corridor. As the chair mentioned we have in response to our Technical Analysis as well as the Community Input relating to Street Parking parking and the consolidating of the parking. We have other safety projects that are identified and looking at other ways to inclusive early improvements to the corridor. And finally weve been working to remove additional uncertain about the intersections. Weve been doing some preliminary work in those areas. As for remaining work the project team has all we need in order to complete the Environmental Impact report slash statement. Now the team it is turning its attention to the various environmental technical studies working towards the release of that document and were preparing for the locally alternatives that would include running the district vs. Side returning in one segment. Were updating our funds and were working towards completing that final environmental document responsive to comments. The schedule for this remaining work includes focus on the alternatives this fall that would be accompanied by an outreach and working on the technical studies to release a document in the string of 2014 and followup with in the winter of 2014 yes last week the finance committee considered a related item to use many of the requested funds for the project. Weve heard loud and clear not just about the planning phase but the future designing phrase. The Authority Staff are working with that in mind to finish this phase expeditiously as well as reaching out to the sfmta including chairman mary to work with the committee to find other ways to expiate and insure timely delivery. Back to the funding requests our 2. 7 million in prop k funds that would fund xhoument work and the sfmta staff including legal. I attended the finance Committee Last week and i spoke out against it this sort of thing for the simple reason the buzz transit might sound all good but it is supposed to be rail ready that was grandfathered there is no funding. If you look at this the documents that maria that the executive director gave you regarding the Strategic Plan for the next 5 years theres no money for gary theres no money for gary light rail project and its supposed to be light rail ready. And there you go building a space in the union square and theres supposed be space for this on gary boulevard so youve got to take into account before you do minimal. I also brought up the point that the public works mentioned the only way to alleviate traffic back when prop b was passed quota light rail system but it went no where think about that. People want the light rail. By thats what the people are going for now think about all that thank you very much anyone else want to speak. Seeing none, Public Comment closed mr. Fong can you talk about the potential for light rail on gary. I know theres proposals for the beach that l have been talked about but theres no funding stream but i saw theres funding for gary light rail and i know the bus system is going to be light rail ready supposedly were going to get ready for the light rail knowing at the moment we dont have the fund in a reasonable amount of time to build the light rail but not discounting in the future that the light rail would be a nice step to get to. But in this way were trying to get the bus lanes run in the center where we can be converted to light rail in the future when we get the funds i know that in discussions with the institute of the transportation policy in new york city and theyre saying when looking at the b r ts whether theyre in beijing or columbia or in mexico city their achieve you much of the same of the light rail at a fraction of the costs. Thats why within the prop k funds theres a significant focus and enlighteny focus where the east bay are looking at the and san francisco, california be a tremendous leader and im happy to see the progress therapists been made and this will help us move forward in a strategic way anything else you want to add . I want to acknowledge the comments about light rail and with respect to buses and we do think well be able to achieve a lot of the performs well be able to get out of a rail system in terms of time and but true some people will feel like light rail is better but from the standpoint of liability we feel that buses can over the same opportunity and i as light rail. I want to say weve talked about transit systems theres the gary and fillmore intersection that has a tunnel in there and commissioner breed has raised a lot of great suggestions in the project like supervisors before her and another supervisors in many ways the project has great profundities for better land use and entity and really addressing problems created by boulevards and freeways cars that cut different neighborhood in half like the fillmore district. Commissioner breed couldnt be on meeting today but i suggest we start to develop a concept for the authority to discuss how the tradition inland use could be reimagined in that intersection for the city. Its a great place to come and talk about solar energy because we are in the forefront of certainly the rest of the states, probably in fact, certainly in the western hemisphere, california is in the lead. And thats important. But being in the lead doesnt mean weve arrived at the goal. Got a long way to go and i hope the work you do here, the conversations, the relationships that are formed can help advance the cause of solar energy and Renewable Energy or generally.
