>> now i'm good i don't know how to get it to come up. >> sf tv. >> there it goes. >> very good. thank you and good afternoon. today, i'm going to walk i threw very quickly how we plan special events in san francisco how we handle threat assessment we'll talk about the data breakers race and the resources we're going to dedicate to it. you'll hear a little bit of redundancy we work as a collective team but first, we identify the event whether it by type of parade a democrats a dignitary invite a sporting event or like one in the data breakers. we need to identify the event and the venue the emergency ingress and assess routes. how the organizers the track record the type of crowd we're expecting whether or not alcohol is going to be served and the controversy of the group. the second step is putting together a mraep team and that team is assembled to get an overall view the crowd estimates and the permit and staffing that will be needed the need speciality equipment and respond teams. then the meetings begin the organers and the police department and outside agencies and law enforcement groups. and then finally, the police department prepares an operational orders it's a - it falls under the national system and it's basically lays out of the command structure, the staffing, the mission, information on assisting agencies then this order tracks resources and identifies the duties and responsibilities of all the participating people. n here in san francisco in a rural class city we're home to large events and our standard operating procedure is a comprehensive threat assessment 0 due to the safety concerns based on the high number of people attending those events. the data breakers has been may be seated who worked in the northern regional technical center and the fbi. this year's event the 1 hundred and second data breakers is expected to draw thirty thousand riders and walkers we're going to sewer pass 1 hundred thousand. since this event is one of our cities larger febts it requires a significant amount of evaluation. the police department has been working with the event organizers on developing a plan that will allow participants and spectators in a safe and secure environment. following the attack on boston those plans have been rise to provided an even higher level of safety and security. from the san francisco police department the following resources will be incriminated high visibility. from our special operations bureau and tactical teams and personnel to be available to respond to any anonymously. we will be on scene for any mitigated devises specially trained k9 units will be exploited. members of our violence teams will provide quick responses and emergency vehicles on scene. in addition our alcohol licensing unit will be looking at businesses along the route a day prior to the event and specially trained officers will be assigned to the route if there are any problems with alcoholic issues. we've reached out to allied agencies. mta will saturate the highly buzz - we'll have additional personnel control weeks ago. we'll have port security officers to provide of her system. we've reached out for k9 trained officers in bombs that will be present. and finally security cameras will be placed to strategical locations and it's not uncommon in t in the subsequent in the parade >> and the recognition equipment are in addition to what currently exists? we're doing everything we can. we're providing for the safety and security of spectators at this event we have greatly increased the numbers and we are bringing in blood more resources from our surrounding counties specialized resources to respond to the issues that occurred in boston. as i mentioned bomb tech and k9s from neighboring counties and a we're doing everything we can to make this as safe as possible >> i think the additional police academy officers and the security cameras license plate recognition you mentioned fbi assets. what does that mean when the fbi is present what are those assets? yes, we're very safe and we're ready. we go down the list of things that we really highlight on we have direct communication at all times. that communication plan give us every radio channel we can talk to that person immediately so we have direct line communications. that's a definite plus. we use that in day-by-day emergencies. usually we have your battalion folks there as well. another thing we do is emts is a huge part of our event. i've made copies for you guys to look at it and see how we use the process. >> good afternoon supervisors. assistant deputy for the fire department. special event and medical services is an ongoing process of refinement and execution. as many of the speakers h have said we have a long process. the key issue for the fingertip is a event a private or public sponsored event. with the public event we provided the services. the larger scale event the city sponsors such as the golden gate bridge the chinese new year we work closely with the san francisco police department to put together an all emergency situation that occur within that event. this is from medical threat assessments from alcohol, weather we have to look out the venue. if we have a large-scale event with large-scale kauflts we have to be prepared >> thank you very much. thank you >> i see no questions i really appreciate the explanation of how the cooperation of the police department and the command structure operators. the next short presentations are from several other departments. the first is from the deputy director of operation from our rec department. >> we have a large beautiful area that he hosts large events. in any you given year our rec department issues 55 thousand permits for reserve parking permit everything from athletic use concerts and neighborhood events. out of those 55 thousand permits about 2 thousand permits are issued for special event and that special event category includes one of the 3 types of permits. any event that includes amplified sound or is open to the public or any event that has a walk or run whether it's a marathon or whatever. many of those large events from data breakers or pride or outside lands america cups and so on. on park property there's going to be a theme of redundancy. we coordinate with the departments. our permit staff and arrange department meet well in advance with the police department and in case we have a post we also provided a dispatcher to help the other providers. our park rangers have listened to the access on the radios. our parks establish a number of sets and procedures for mop who wishes to have a activity on our parks then the folks have to get the permits. the first one it the rec and park security review this is all events that include amplified sounds. the overall security plan must address police presence and the offer night security and the park arrange requirement. if the includes a walk run route it missouri must be approved. there's also a police review and that's required for all events that are open to the public on parkland and all that include amplified sound. we ask folks to contact the security plan division. that's the starting point and the due diligence that's required for size and scope and it may require additional police officers for the security for us to give the permit. there's the medical security service review and that's for over 20th century 1 thousand folks in the event. and once we have that we issue the permit. for all of those permits our department has a check list and to make sure those requirements are allowed we must have the permit on file. we issue the meeting with the s f p d with the establishment of any command service our staff participants in the mann requirements as well >> thank you very much for presenting the next speaker
