Supervisor kim . Present any communications today . Any new or old business from the board of directors . Seeing none well move on to the executive directors report. Good morning everyone and happy new year. We begin our january Board Meeting like we do every year with an update of what we did the Previous Year and what the plan is for the current year 2013. You have in front of you a powerpoint on this, and we start with just giving you a contents of what were going to go over. Were going to go over the 2012 mile stops and accomplishments, current costs and schedule status, plant for 2013. Sarah will give a report on our sbes and how we have been doing there. Scott will report on our Community Work and all the outreach we have doing with our residents, neighbors and businesses. And the Business Report and where well be in 2013 . Beginning with the 2012 mile signs to accomplishments and starting with temporary tunnel. We completed the second fullyear of Successful Operation at the terminal and, in fact awarded the advertising contract and they have been doing really well. We hosted ac transit rise above it all promotional event. We installed additional signs prohibiting jaywalking, smoking and parking within the terminal and we installed test pads for concrete performance. So its been run very cleanly, very efficiently and very safely and we have received very good reports. With a warded the primary construction work to shimmick. We have our structural steel package out to bid and initiated requests to determine cast note Production Capacity and awarded the specialty consultant contract to prepare the cast note to augment the super structure package and we have that package currently out to bid. We have completed the Performance Test Program and started preparation of the bid package addendum. With responsibility to the Transit Center construction documents we completed the risk and Vulnerability Assessment update for the epentire program and completed the Needs Assessment for enhanced it and communication systems. In to 12 we awarded a number of contracts and additions to the ones i mentioned for personnel and material services, below grade structure and grounding systems. We completed five relocation trade packages which you have in front of you. And we also did a lot of work on the buttress shoring and excavation front. The wall was completed around the perimeter of the site. 1 15 plus crosslot bracing struts were installed and 275,000 cubic yards were instadtodate. As you know the first in fremont temporary bridges were installed both memorial day and Labor Day Weekend and both of these installation occurred ahead of schedule and without incident. Speaking of, that were proud of fact with respect to the construction, were putting a lot of people to work. On any given day on average we have 195 construction worksers onsite. Approximately 475,000 trade hours completed in 20 is it 21 alone with 718,000 hours completed todate including the temp terminal. You can see the safety statisticks for 2012 alone. So were very proud of the work were doing both in terms of putting people to work and our safety record. On the bus ramps and you will hear more about that a little later. Seize nick design crate you and structural type selection was approved by caltrans. We have 100 design completed. The constructability and review is currently underway by webcor obayashi. We awarded the contract to towns and management and plans is have been approved by caltrans. The study report and fact sheets have been prepared and submitted to caltrans and the construction documents preparation continues and were at about 50 complete. On the downtown rail extension we had a huge milestone in that the metropolitan Transportation Commission adopted a phase 2 funding strategy. Were now in the pipeline and we continue to work collaboratively with caltrans and high speed rail. They have approved our train platform layout. Drawings have been finalized and submitted to the fra on the project. On the archaeology, very successful program. We have cataloged about 20,424 artifacts todate, we were awarded a or recognized for or archeology achievement at the 2012 california preservation design awards. Its currently at caltranss headquarters in oakland, california. As you know the big topner 2012 was the find of the colombian mammoth that is current on [stkpaoeu ] [stkpa eu ]. The Transit Center district plan was approved or adopted bit Planning Commission and approved by the brz. The Transbay Tower was approved and grant all the project entitlements. And we entered into a Purchase Agreement for sale of the property for 19 million. We expect closing to occur in march of this year, no later than april 1. Parcel b also known as block 11a construction began on the ray cousin apartments which is 120 units Supportive Housing project by bridge and community [paoerpb ]ships. Its a partnership with the Mayors Office of housing and the Redevelopment Successor Agency and were very proud of that project because its our first affordable physically Supportive Housing project that is under construction. Blocks 6 and 7 the Redevelopment Successor Agency developed 409 marketrate and 150 Affordable Housing units and they are currently finalizing negotiations on the Development Agreement with that developer and block 9 the Redevelopment Agency received three proposals for 550 units with 20 affordable and at the appropriate time i will come back to the board with the results of the bids. With respect to our current costs and schedule status as of november, 20 12 total for phase 1 is 1. 6 billion. You can see what has been awarded todate, committed and incurred through november, 2012. I should note an additional 75 million of contingency is included in the detail lines above. Our schedule, were still on schedule to commence bus operations towards the latter end of 2017. So what is the plan for 2013 . In may of this year we expect Pelli Clarke Pelli to deliver 100 construction documents and well begin the secondary design and construction packages for the other items. And i will be bringing more information to that to the board later. We plan to complete all the awss work and install the beale street temporary bridge and continue all excavation, bracing, micro pile, et cetera. Well complete the permitting and obtain permits. On the bus storage, we plan to complete the structural mitigation analysis, submit 65 documents in april, with 100 construction done in october and looking to submit the bids in december. For the rail extension this year i do plan to come to the board with an update in february, at our february Board Meeting, but was expected in addition to occur in may, mtc is to complete the environmental evaluation of the rtp, which officially designates the rail extension. The city will be establishing a Transit Center district Plan Community financing district, the melaruse, and continue to coordinate with high speed rail and caltrans. That is in 2013. On the real estate front well have escrow completed by april 1 on the Transbay Tower, block 6,7, 8 and 9 that i mentioned earlier we expect to receive payment through the successor agency. Well complete assembly for block 5 and issue block 5 rfp. well put a history book together online for the public to know about or learn about the old termainle just an agreement we have with them to make sure that we catalog and preserve the history of the old structure. We anticipate to award the following contracts on the superstructure steel in april. The rooftop in june, the glazing design build in august and the super structure concrete in september. I would like to have sarah come up and give an update to the board. Good morning directors. Sarah gillati. As you can see in this slide, this is todate, our dbe and sbe awarded and paid. The 141 multiple awarded to dbes and sbes represents approximately 18 of our total contracting activity. The count shows that about 36 of our subcontractors are sbes and a quarter of our prime contractors are sbees. This shows dbe and sbe percentages and there is an inconsistency in the presentation. I apologize for that, live to date payment is 49. 6 million. I pulled the wrong number in and i believe that is just the number paid to sbees for the fiscal year 1013. Total live to date payment is the 83 million in the previous slide. But shows that for the current set of fiscal years that were in with our 8 revised goal. We have awarded 14 dbes and 21 to sb es. We worked very closely with the cmgs c and pendergast and associates to have premeetings and new yorking opportunities, workshops down in the construction trailers to folks fill out the paperwork to become certified and doing unbundling and roadmaps for prime contractors as far as where in each package the sbe opportunitis are. And also i did want to note that our contract Compliance Officer has taken on the role of cochair with the Business Outreach committee for this year and that is a working group of all of the transit agencies, including mta and ac transit, where the contract compliance people Work Together to put on outreach events and put out a newsletter of contracting opportunities. So were taking a lead role in that committee. And now scott will give an update on our Community Outreach work. Good morning directors. We have a number of opportunities that continued throughout 2012. We have a Monthly Community meeting which is open to the public. We usually get 2530 attendees at those meetings we provide a construction update similar to what you receive at the monthly Board Meetings. We also give an overview of our progress. The look ahead we provide to all of our neighbors and anybody who would like to be on the distribution list and post that on our website, as well as facebook and twitter. We include construction activities over the course of the next ten daze include anything potential noiseproducing activities, road closures and pedestrian impacts such as sidewalk closures and so forth. We have a 24hour hotline that anyone can call if they have a question or concern what is happening on the site at that moment. We also have a quarterly newsletter, which we initiated in the fall of 2011. We have continued that throughout 20126789 its been an opportunity not only or only to highlight activities, but also as a way to describe the construction work that were doing on the site, so highlight initiatives from the tjpa, such as our efforts to promote the hiring of veterans in construction and events libe when the governor signed the high speed rail bill back july. In terms of outreach activities in 2012 we gave ongoing updates of the shoring wall, and the beginning of mass excavation on the west end of the project. We had the installation as was mentioned of two of our three traffic bridges. Because those involved weekend road closures we started to notice in our tenday look aheads several weeks before the closure and as we get closer to the event within seven to ten days breast we worked with media outlet as round the city to make sure that that information was desseminated. Maria mentioned the mammoth tooth and the arcoko event opened. And that has been since morphing around the bay area. It started at mtcs headquarters and works to ac transit headquarters and now is the a the caltrans district 4 headquarters in oakland. And then of course, eventually it will become part of the Transit Center when that opens. One of our major objectives as always to generate as much positive Media Coverage as we can. We work very closely with our Pr Consultants at Singer Associates in that regard. You see the accomplishments and milestones that generated coverage in 2012. We were able to get good storis in the chronicle, the examiner, the San Francisco business times, the l. A. X. Times, the sacramento bee, broadcast affiliates for nbc, cbs, ab, fox. And as i mentioned the mammoth tooth in particular did generate a lot of interest not just locally, but we got National Coverage in the associated press, the boston globe, huffington press and the New York Daily News n. 2013 well of course be continuing our outreach activities and ongoing media outreach. Some of the milestones that are upcoming that well have an opportunity to highlight include the construction of the third traffic bridge. The completion of the buttress work will be a significant milestone. And then the ongoing Construction Activity including especially as excavation moves east. Its going to head towards some of the more residential areas surrounding our construction site. So we actually have a meeting scheduled for tonight with residents of 301 mission, the millennium building to talk about the completion of the buttress work and what to expect as excavation moves their way. I do have some questions. Go ahead. Im curious, what is the average attendance at these monthly meetings at tjpa . Usually 2530 people. That is actually a really great turnout. I know you visit hoas and neighborhood a[sthaoegsz ] request attendance and you see you did that throughout last year . Yes, absolutely. Im also curious, on average how many people use the 24hour Construction Line . How many calls do we get . Yes. Usually when we get calls to the line its a complaint. Right. And happily they have been quite low over the past year. Maybe averaging 12 a month. You know, sometimes when we move into different phases of construction, the complaints will increase as we make that shift. So were certainly going to be prepared as excavation moves east and gets closer to millennium in particular. Its just been a handful each month. The last data question, how many of people do you have on your look ahead email newsletter . About 1400. Okay. That is great. I just wanted to get a good sense because you are clearly doing good outreach and i wanted to make sure there was good penetration in the neighborhood for that. Thank you. Thank you and now sarah will report on funding. So in 2012 we received a little over 77 million in grant allocations from ac transit, mtc, and, as well as fta. As the executive director mentioned we finalized the purchase and Sale Agreement for the tower site, which generates money for construction, of course. The details are included in the draft rtp and the Transit Center district plan was enacted, which is going to be a source of melaruse funding and developer fees for the project. We also had our real estate consultant and the Concord Group conduct a study to demonstrate the benefits to adjacent propertis from the project. And the study found that the project will add about 3. 7 billion in value to the Real Estate Development within a three quarter mile radius around the Transit Center. This slideshows just the detail of the new source funding plan that is currently in the draft rtp and that would be approved later on this year in 2013. And in 2013, we currently have pending grant applications totaling 60 million. The security ibonds are state security funds that ac transit is allocating to us that were using for security aspects of the design. Later in the agenda well be asking you to approve an ipr or another allocation of mtc bridge tolls for the structural steel package and we have passed the firstround and in the second round of the one Bay Area Grant Program for 10 million application for a pedestrian and bike aspects of the design of the Transit Center. Great. Now so next this Time Next Year january, 2014, the bse package, all but the reeses will be complete, the tetchry bridge will be done. The construction trustle will be done and below grade structure package zones 1 and 3 will be done and concourse slab in zone 1 will be complete. To the right you can see a picture of what things will look at the site january, 2014. So that concludes my Program Status update. Thank you. Thank you. Now i would like to ask brian dykes to give the board an update on the bus ramp design. This presentation was given to ac transit recently as well. Good morning, directors. The bus ramp is an elevated bridge plus some construction at grade as we come to the hill to take the buss from the west approach structure through the terminal. Its a twoway traffic buses only. They approach from the south towards the terminal. And there is a success just before we get to it, where there is a return loop ramp, and a control station to make certain that the only people that get into this terminal are buses and have a way of diverting errant motorists. After you get past that lights, there are some actual lights there, so you can return people. We also, since these are all professional drivers will actually go from righthand to lefthand drive and make a clockwise turn, so that the buses pull straight into their bays and its far more efficient for people getting off. On the way out, the reverse happens. The buses are now switching back to get on the righthand side to approach the bay bridge or to go to storage in the middle of the day. The end nearest the bay bridge approach, the offramp is, in fact, a widening one. We have done the complete design and gone through with caltrans engineers, so its a busonly ramp on the left side. And at the lower levels, we have the option where were coming back onto the lower level of the bay bridge to go in two different directions. So that we have a ramp coming up close to just before the esex street ramp going back to oakland. Or were going atgrade back to storage. There is acrossover there with a set of lights below the bay bridge. Where traffic coming in the other direction can ramp down and buses can be fed in coming from the west. The bulk of the work on this project is, in fact, elevated ramp. To the far left of here, there is a singleis span over harrison street. There is an embankment reinforced walls and then the main viaduct is a combination of prestress concrete, bridges for several spans and then the highlighted cable bridge, because there is only one opportunity to get a support in between the underground structure for the terminal and howard street. And so this is a special design. The final 100 plans are actually on my desk. I got its a Christmas Present and were all reviewing and doing a final cost estimate at this time. Because the cable state bridge has two spans of about 120 each in either direction of the tower, there is plenty of space there now for park and landscaping. It adds to the fact instead of just an married ordinary bridge we have Something Special coming into a special terminal the lighting on the approach viaduct is a series of short standards of lamps that shine directly to the road and doesnt interfere with the local residents. When we get to the cable street bridge, we actually put the lighting in the barrier, as to light the road and separate architectural lighting formality tower rather than mixing poles with cables. We did look at the question of errant motorists and people that might deliberately try to drive in. The sign there is for buses only. So there are people that will miss that and there is a flashing message sign beyond that that says, you need to take the righthand lane for the loop, if you got on by mistake. There is a supervisors booth for bus control and control of people. And there are lights at that point. If somebody continues on the left, and does not take that right ramp to get off to the turn ramp, they will activate the barrier, which is like a big safety net. Its an antiram barrier and it will stop a truck, but it wont kill people. It swings backwards and forwards. Its a better design than the solid, big, spike ramp, if you can see it, at the Federal Reserve bank here. So the schedule status, i have got 100 plans and webcor and all are going through it. And caltrans is also reviewing all the plans and the bid set is is due to be issued late march of this year. And we hope to bring it to the board for approval in august. If there are any questions .
