in its war against hamas. we'll have the latest developments out of the middle east in just a moment. plus, what the new speaker of the house is saying about aid packages for israel and ukraine and how soon the funding could pass in the lower chamber. and also ahead, we'll look at the state of the republican presidential primary now that former vice president mike pence has bowed out of the race. ♪♪ good morning and welcome to "way too early" on this monday, october 30th. i'm jonathan lemire. thanks for starting your day and week with us, and we'll begin this morning with israel, expanding its ground operation in gaza. on saturday, prime minister benjamin netanyahu announced that israel is in its second phase of its mission to destroy hamas. netanyahu described the assault as israel's second war for independence. the operation began overnight friday with an intense wave of air strikes and ground raids. at the same time, phone and internet service to the region was severed, leaving the vast majority of gaza cut off from each other and the outside world. those services did resume early sunday. israeli defense sources say they've been targeting hamas' network of underground tunnels. this morning they say they've destroyed depot stations. it's amid a growing international cause for a cease-fire or some humanitarian pause. the white house says president biden spoke to netanyahu about the issue over the weekend. biden reiterated israel's right to protect itself, but asked the country to prioritize protecting civilians. now, despite israel's ground invasion, it appears that hostage negotiations with hamas are continuing. sources are telling "the wall street journal" talks are going but it's progressing as a slow pace. israel believes the ground assault will put pressure on hamasorelease the more than 200 people taken hostage and believed still held captive. before the ground invasion had advanced, talks had stalled. it refused to allow fuel into gaza and refused to release foreign captives. only four have been released so far. joining us now is nbc news international chief correspondent keir simmons. thanks for joining us this morning. let's talk about the hostage situation where you are, the qataries playing a role here, mediating role. how is the ground offensive playing into this? is it helping or hurting these efforts? >> reporter: that's a great question. they've been speaking directly to israelis and hamas from here in doha. those talks have been continuing every day since the terror attacks on the 7th of october, but then we are told by multiple sources that that former u.s. official with knowledge of the talks, an israeli official and diplomat with the talks, they did staal on friday. the former official telling nbc news they've been resistant to receiving fuel and the other countries and u.s. want a large batch of citizens released. the talks were going very well on thursday. the negotiators were hopeful a teal could be reached over the weekend, but differences emerged early friday, which led to the talks stalling. sources tell nbc news that those talks are continuing today and through the weekend, but you're right. the air and ground operation by the israelis, the israeli defense sources say they've hit 600 targets across the gaza strip, that continuing. there are those on the israeli side who say if we put pressure on hamas -- those being the israelis -- if we put pressure on hamas, that will push them to negotiate. there are others, a hamas official telling us they're not going to negotiate while this is going on. while there's a lot of rhetoric in public, it appears there is negotiating going on behind the scene, perhaps at a slower pace. i suppose that isn't surprising with news, for example, the kibbutz hospital in gaza, the large amount of those struggling to escape are told hamas is hiding in places like hospitals. >> live for us from doha, keir simmons. we'll have more reports throughout the morning live from the middle east. joining us now, editor of good to see you. israeli's air force says they've struck about 600 targets in the past 24 hours including warehouses and places they believe hamas has been gathering and hiding. there are some in the israeli military who say there's been a limited ground incursion, but massive air strikes. >> i've seen geo-located footage along the main thoroughfare that runs north to south. that would put them in control of one of the major highway systems in gaza and quite possibly put them on the outskirts of gaza city. it seem as what the israelis have done is underplay the invasion of the ground incursion. they were saying it was an expansion rather than the main show itself while digging in and plowing further into the strip than they had led on. jonathan, i think the question is what is the endgame here? the united states is keen to know the answer to that question. is it to reoccupy all of gaza and undertake that, according to israel's own intelligence assessment leaked years ago, which could take as many as five years, or eradicate hamas? if you do that, how do you do that? this is a terrorist organization that has had 30 years to plan and to entrench itself in fwz. it's got tunnel systems that could be as long as 300 mile. if you compare this to the battle of mosul to get rid of i.s.i.s. in iraq, that was at the undertaking of many months that took over 10,000 in casualties. here we are. i know this is a contentious issue, but the u.n. seems to credit these statistics upwards of 7,000 civilian casualties so far. so i think we're all wondering what is israel playing at here? what is the end of this conflict, meaning this particular campaign look like for them, and where does it leave hamas at the end of it? are they going to survive as an ideological movement or are they going to be left with some power to conduct other cross-border raids in the ffuture? >> you're right to bring that up. other advocates have said for the most part they've been right on. what is your assessment of what the resistance has been like? i know it's hard to get information from inside gaza. but from your open-source channels and people you've been talking to, the israelis have said hamas has been using the hospital as a hideout, using the hospitals as shields. do you know what fight they're putting up with the israelis moving in. >> al shifa has been around for a long time. they've begun to declassified their own human rights organizations. hamas have been accused of using the underground tunnels of the hospitals to torture people and execute people. it's a dense environment. it's no secret hamas has used civilian infrastructure in which to store their munitions, launch rockets into israel. indeed, one of the reasons they don't want to let foreign hostages, meaning non-israelis or duo passport hostages is they do want to use them as shields. hamas themselves, one of their political spokesmen said, you know, the blood of our women and children is meant to ignite revolutionary fervor. they don't care. you look at the footage from this territory. 2 million, half of whom are children, this is already looking like a blighted, you know, potmarked moonscape of an urban environment. it's been pummeled for the last several weeks. so, again, i have the question i don't have an answer for it. where does israel go from here and what is vic does victory fo israelis look like by the end of this thing? >> i do. this is a very serious matter. earlier this month the white house asked congress to provide more than $105 billion in aid to ukraine and israel as well as some other national security needs. before he was elected speaker, then just congressman johnson, vote last month with 93 other republicans to cut off aid to ukraine. but during an interview he did on fox the day after he was sworn in, johnson did emphasize the u.s. must stop russia's advances. so joining us now to help make sense of it, co-founder of "punchbowl news," anna palmer. she's also an msnbc contributor. anna, let's talk about the proposal he floated this weekend on the television, a standalone measure for israel. what are you and your colleagues learning about what it will look like, how much money, and what's the timing? >> i think it reflects a broader feeling certainly of house republicans, that they don't want to jam a bunch of issues that they feel are separate and put them together in these larger packages as we have historically seen congress do. i think the biggest thing to watch is that speaker johnson wants to have this emergency funding offset. that's basically unheard of. so they're going to try to finding some kinds of cuts. we don't have any indications what those cuts would look like, but that's a real effort to increase a number of republicans who would be willing to support this pack am and it goes to the senate where you have a very different viewpoint where you have mitch mcconnell and others saying we should have funding. >> so, anna, we heard from matt gaetz talking about pushing out mccarthy was worth it because we have a more friendly speaker and we should never have lost the fact that we need an effort in an effort to decertify joe biden's win. how is that going to play out? is it true one thing could change? >> there is an effort underway to try to have a motion to vae indicate, to have a motion of 112. it's unclear if they're going to get any real vote or momentum there. i do think speaker johnson has a little more latitude, certainly more than kevin mccarthy. house republicans want to move forward. i think there's a lot of frustration, embarrassment over what happened last month, where they were unable to elect a speaker, go through this very tough process of soul searching with spooker johnson in terms of what his roles and responsibilities will look like. he's still putting together his staff, jonathan. so i don't think we know quite how he's going to approach this. i do think his openness on ukraine funding has a lot of us understanding where he is as a leader versus where he was as just a member of the house. >> lastly, do we have any sense of the outreach from the white house, what the relationship might be between the west wing and the new speaker? >> i think this is all new for mike johnson, right? he certainly was not a regular on the phone or at the white house with joe biden. he didn't really have a relationship with many senate republicans, right? some senators are saying they had to google him to learn more about him. he's an unknown commodity of what he's going to be like, how he's going to governor. certainly everyone is watching the early tea leaves because don't forget we have government funding that runs out on november 17th, and how he deals with that is going to be really critical in terms of where we're heading. >> there's some sense that the hard right might be too exhausted. we will find out. cofounder of punch bowl news. anna palmer, thank you very much for joining us. still ahead on "way too early," cnbc will join me to break down things and why it's too early. exactly! don't delay the game with verizon or t-mobile 5g home internet. catch it on the xfinity 10g network. there's a time for every purpose under heaven, and traveling across the country over the past six months, i came here to say it's become clear to me this is not my time. so after much prayer and deliberation, i have decided to suspend my campaign for president effective today. >> with his 2024 presidential campaign failing to gain traction, mike pence made the ur is prize announcement to end his bid for the oval office over the weekend in a campaign event in las vegas. pence's decision came amid reports of low campaign funds and low poll numbers that were likely to keep him from qualifying for next week's third debate. he was seen as a long shot with many republicans still angry for his decision to certified joe biden's electoral decision. and trump berated pence throughout the course of the campaign, but in a speech on saturday trump called for him to endorse him and seemed to agree when someone in the crowd acruised pence of being a traitor. >> i had a great successful presidency, and he was the vice president. he should endorse me. i chose him, made him vice president, but people in politics can be very disloyal. i've never seen anything like it. you know, they -- >> traitor! >> traitor. he could have done what he could have done. there's no question. joining us now, shelby tocchet. good to see you this morning. it seems like his campaign was doomed from the start. so many republicans simply would never forgive pence for his decision to certify joe biden's victory. he faithfully served trump throughout his term until january 6th, and to pence's credit, he never backed down from that. his whole campaign has been about i did the right thing. that also kept him from the white house, did it not? >> yeah, i think that's certainly right. he faced an uphill battle from the start. as i traveled on the ground over the past few months and went to pence events and donald trump events, the anger toward mike pence was still notable as we saw in that clip just now. the other thing is pence was billing from the start this more traditional conservatism, and that just does not seem to be where the party at large is at at this point in time. that i seem to be more of this new populism, america first, america only-type conservatism. >> and pence in that speech from las vegas over the weekend suggested the republicans needed to turn the page. i mean, an endorsement of donald trump seems pretty unlikely, but has pence's camp said anything at all as to what hi will do next? >> yeah. i asked around to see where his head is at in terms of the possible endorsement, and i was told that's not on his mind at this point in time. i don't expect that to come in the near future. i do think he would eventually endorse someone. do i think it will be donald trump after everything that's transpired? i would be surprised. >> we can never underestimate the number of people who would crawl back to trump. let's talk about the field that remains. chris christie in an interview yesterday predicted once the next debate occurs in miami, he believes the primary field will narrow even further. do you agree with that assessment based on the interviews you've had with the various campaigns, and if so, who do you think might get out? "axios" reporting, jonathan, shows the biden campaign going to try to say, nothing to see here. they're going to try to ignore dean phillips as much as they can. >> certainly, we just mentioned a few minutes ago, the president has to contend with a new speaker of the house in terms of getting funding to israel. the new speaker seems into that, as well as ukraine, less so. talk about how the white house views these trouble spots overseas, which don't tend -- foreign policy doesn't tend to sway too many votes, but if things were to spiral and dominate headlines, it could be something out of the president's control. >> no question. usually, overseas, international affairs seem distant. the middle east conflict, as you know, jonathan, is so personal for so many americans. we've seen both sides mobilizing in the united states on this, so it really hits home. for the president, it's the global leadership moment when a president is in trouble at home that can be very helpful. but there is a twist here, and, jonathan, as you know from your own reporting, a real split among democrats about israel and how all in to go. that's a complication. again, that's more of the uncertainty that, as we look at a year and a couple days until the campaign, now president biden faces. >> mike, give us one last brief one here, just about the president's split screen. yes, he is concerned, of course, with affairs overseoverseas, bu week, he has domestic events. talking about the economy and also small initiatives the white house put in place they think will win voters over. what is your assessment as to how that's gone? >> that's right. it's been a problem for the president, crime, immigration, issues hitting all at once, not one at a time, that you can maybe solve and move on. these are all hitting, and none of them are super soluble. you mentioned the president's schedule. within the last hour, it's become public the president today is going to sign his executive order on artificial intelligence. "axios" reporting on this. this is a tough order, the president is taking on the a.i. companies, forcing them to give transparency about internal testing that usually stays secret. i was on a briefing call yesterday for reporters previewing that. they said the industry was not let in on it ahead of time, so we don't know how they're going to react. but this is the president being tough and unveiling a new ai.gov to help americans navigate artificial intelligence. >> one wonders when the president goes to minnesota if they'll mention a democratic congressman. co-founder of "axios," mike allen, thank you for joining us. thank you for getting up "way too early" on this monday morning.
