>> this is governor christie trying to say none of these candidates are shoe ins and he's trying to differentiate himself from the rest of the republican field. this is coming of course as governor christie is suffering from terrible poll numbers and he's really fallen to the back of the pack in the emerging republican field. but it's not just republicans that christie is going after. he went after hillary clinton at a town hall meeting yesterday in londonderry. he pointed to a piece he had read saying that hillary clinton was preparing a $2.5 billion campaign but still trying to get corrupt money out of politics. he called that classic political speech. so in going negative governor christie is clearly trying to say that he's willing to put up a fight. >> aliyah frumin and mark murray thank you both for being with me. coming up later, we'll talk 2016 campaign cash. we're just getting started on this thursday edition of "the rundown." coming up one florida spring break destination taking a hard look at the college tradition after an alleged gang rape on a beach in broad daylight. a live report straight ahead. plus, two national guardsmen under arrest after a sting operation. they're charged with illegally trying to sell military issued weapons, but wait until you hear who they were allegedly trying to sell them to. and later, why some experts say shark attacks are going to become more frequent. you know i love these things. sharks are the nicest coolest creatures in the sea. let's get out of their way and let them do their thing. but let's go a little shark heavy in today's rundown. new york state is reinventing how we do business by leading the way on tax cuts. we cut the rates on personal income taxes. we enacted the lowest corporate tax rate since 1968. we eliminated the income tax on manufacturers altogether. with startup-ny, qualified businesses that start, expand or relocate to new york state pay no taxes for 10 years. all to grow our economy and create jobs. see how new york can give your business the opportunity to grow at ny.gov/business ♪ turn around ♪ ♪ every now and then i get a little bit tired ♪ ♪ of craving something that i can't have ♪ ♪ turn around barbara ♪ ♪ i finally found the right snack ♪ ♪ ♪ if you have moderate to severe rheumatoid arthritis like me and you're talking to your rheumatologist about a biologic... this is humira. this is humira helping to relieve my pain and protect my joints from further damage. this is humira giving me new perspective. doctors have been prescribing humira for ten years. humira works for many adults. it targets and helps to block a specific source of inflammation that contributes to ra symptoms. humira can lower your ability to fight infections, including tuberculosis. serious, sometimes fatal infections and cancers including lymphoma have happened, as have blood, liver, and nervous system problems, serious allergic reactions, and new or worsening heart failure. before treatment get tested for tb. tell your doctor if you've been to areas where certain fungal infections are common, and if you've had tb hepatitis b, are prone to infections, or have flu-like symptoms or sores. don't start humira if you have an infection. talk to your doctor and visit humira.com this is humira at work . a popular spring break destination under pressure to make changes as a third man is arrested in connection with an alleged gang rape on a beach. the incident happened in broad daylight, it was caught on camera. nbc's gabe gutierrez in life in panama beach florida. gabe, what are are authorities there saying? >> this is the human side of the story to this hearing that we're seeing at the fifth circuit court of appeals. this is the crunch time. the stakes are incredibly high to when we find out whether or not the programs will be able to move forward within a matter of weeks and if this temporary freeze will be lifted or if families will have to wait a matter of months in order to wait for the entire legal ordeal to resolve itself. so we know that there are hundreds of families who plan to come to new orleans, come here and protest and rally and raise awareness to families that would have benefited from these executive actions had they gone forward as planned. >> we'll be looking forward to speaking with you tomorrow for an update on what's going on. beyond the continuing legal action the future of republican or democratic president will have to decide the fate of the president's immigration action come 2016. the big question is the future of the deferred action program. marco rubio told kasie hunt he would not immediately repeal it but indicated it would not last forever in a rubio presidency. >> at some point, it's going to have to end. it would be disruptive. people are working. they're in school. and suddenly overnight they would be illegally in the country. ultimately there will be a come where it will have to end. not at six months but at some point it will have to end. there's why there should be urgency on moving forward on immigration reform. >> to be clear, it's extended every two years. it's a two-year program limited in creation but joining me now is professor at ucla. good to see you, professor. >> good morning. >> how does this answer the -- for example, how does rubio's answer distinguish him among those in the republican party about daca? if we're not, these executive orders have been things that have well had profound impacts as you saw in that previous segment with the vazquez family. these are real people affected by these positions. >> what was interesting in rubio's comments is he says eventually daca has to end. if it's a two-year program that's extendible that's conceivable but then hopefully it will end when there's immigration reform. what happens if there is no immigration reform? >> this is the big question that all of the republican hopefuls and secretary clinton as well is going to have to answer during the primaries. what will they do in 2017 when they are sworn in as president if there's no immigration reform and no legislation? will they extend both the daca and the program for parents in 2017 or let them expire? this could be an important issue for latino voters who were evaluating these candidates. >> quickly, do you think immigration is going to be a big issue for the 2016 race? >> i think it's going to continue to play out if congress does not address it and there's no sign the congress is. if this issue is unresolved, if it's looming in 2016 it's going to be weighing heavily on the minds of latino voters no doubt about it. >> always a pleasure to see you. thanks for being with me. take care. remember the balloon boy story back in 2009?
