>> reporter: following this unprecedented stunt, new questions about security in the nation's capital. how did the u.s. military capital police and the secret service all miss this? the stunning scene playing out wednesday. a 61-year-old florida mailman doug hughes looking to deliver a message to washington carrying 535 letters, one for each member of congress protesting government corruption. >> this is not good people. >> reporter: ultimately landing on the capitol ground where he was quickly arrested. the flight wasn't a surprise. hughes blogged about his plans in 2013 and shared details with the tampa bay times last year. >> i don't believe that the authorities are going to shoot down a 60-year-old manman in a flying bicycle. >> reporter: after a heads up about hugh's timing reporter ben montgomery drove to washington to watch but never alerted authorities. >> it's not my job to pull the plug on somebody doing something like this. >> reporter: the secret service interviewed hughes in 2013 but it's unclear whether federal law enforcement was aware of wednesday's trip before he flew in. >> commanders need to regame and rethink the possible ways people can attack their protected areas. too many people are getting through. >> reporter: overnight we spoke to hugh's friend mike shanahan. >> i'm not going to deny the fact that it was kind of a stupid thing to do. but it was also very brave and very patriotic and he is going to pay a very dear price. >> reporter: doug hughes told the tampa bay times that he was taking off from gettysburg pennsylvania, police converged on an airport in that area late last night. he ended up landing himself in jail, of course. he's expected to make his first court appearance later told. back to you. >> nbc's peter alexander, thank you very much. keep it right here. we'll talk to a reporter from the tampa bay times, the for the paper hughes spoke to before he carried out his flight and we'll keep an eyeout on developmentsen that court appearance. now developing news on the campaign trail. lot of potential developments in the race for the white house as carly fiorina, rand paul and jeb bush making appearances today. christie weighed in on bush as well as three declared republicans, senators cruz paul and rubio. >> while i have great respect for a number of those folks, i don't believe that we've done well with the experiment of a one-term u.s. senator being president of the united states. so i think it will be a governor or former governor. >> you just took a shot at a couple of those people so let's talk about a rm toer governor jeb bush who has not declared yet but is out there raising millions and millions of dollars. he's a moderate republican. when you look at a potential run, is he your biggest rival? >> well i don't know. you would have thought when he announced in december that he would be. but it seems to me that that train has slowed down pretty significantly. >> and after her two-day soft launch of her 2016 campaign in iowa, hillary clinton's attempt to fix a problem she's had with the lgbt community on the issue of same-sex marriage could actually be causing her more trouble. let's talk about this. let's bring in nbc senior political editor mark murray and nbc political reporter aaliyah aaliyah -- aliyah frumin. >> this dates back to an interview she gave on npr as she was making the book tour and in her discussion on lgbt and noting that really she hadn't been a political candidate or even a politician since the days where the democratic party got universally behind gay marriage she ended up saying that she believed that gay marriage something that she supports but saw it as a state-by-state approach to getting it done. quickly ended up cleaning that up yesterday by having a spokesman saying that she believes that it's a constitutional right just as the u.s. supreme court is going to be considering gay marriage and ruling on it in june. and so what you're seeing here is hillary clinton doing a little cleanup thing and trying to get in line to where her party and more importantly the president of the united states is. mark, there's also more controversy when clinton talked about her immigrant grandparents. take a look. >> i think if we were to just go around the room there are a lot of immigrant stories. all my grandparents came over here and my grandfather went to work in a lace mill in scranton pennsylvania, and worked there until he retired at 65 he started when he was a teenager and kept going. >> there's only one problem. only one grandparent was an immigrant. buzzfeed uncovered these documents and here's what the clinton campaign said in response to buzzfeed. >> her grandparents always spoke about the immigrant experience and as a result she's always thought of them as immigrants. is this something, mark, that could do damage to her credibility? >> i'm not sure this one story does damage her correct but there is the trustworthy situation republicans will want to pounce on. one of the things about h sic that so much is baked into the cake. she has near universal name i.d. if you like her you like her, if you don't, you don't. very few little stories will change much of that. in some ways that's a blessing and a curse. i'm not sure that this actually damages her with things but republicans are going to try to create a bigger narrative about her trustworthiness. >> ayliyahaliyah, let's talk about chris christie. we heard him take shots at fellow republicans. what's his strategy? >> hey, there, jose. good morning. it has been a wild year here at panama city beach and some critics are wondering whether this annual college tradition has spun out of control. >> reporter: this morning, many here are asking is spring break broken? >> there's some bad things happening on panama city beach. >> reporter: after this video surfaced showing what police say is several men sexually assaulting an unconscious 19-year-old woman last month on a beach in broad daylight while bystanders do nothing. >> within 10 feet of where this is happening there's hundreds hundreds of people standing there watching looking, seeing hearing what's going on. >> reporter: three men have now been arrested? >> heartbreaking. it's absolutely heartbreaking. >> reporter: in this community, there's been a dramatic inkroos in violent crime. a gunman shot seven people in a house party last month. in bay county which includes panama city beach arrests have more than tripled compared to last year. drug arrests are five times higher. and police nabbed twice as many suspects for weapons-related charges. they even set up so-called spring break jails or mobile booking cages. >> we have a cancer in this area right now. >> reporter: wes pittman has lived here almost 40 years. >> we have gone to an era now of total violence and animalistic conduct. >> reporter: officials are already clamping down banning alcohol on the beach between march 1 and april 18 and closing bars at 2:00 a.m. instead of 4:00 a.m. >> we will do what it takes to take the beach back and get it under control. >> reporter: but each year panama city beach attracts some 300,000 partiers who shell out millions of dollars -- money business owners like sparky sparkman don't want to lose. there are some residents in this community that think we don't need the spring breakers. what do you say to those folks? >> i don't want to find out and i don't think they want to find out, either. >> reporter: the city council next month could vote on more changes, including whether to ban drinking here on the beach year round. the mayor says all options are on the table and, jose right now local officials are trying to strike a balance between business and public safety. >> gabe gutierrez, thank you very much. now to massachusetts where aaron hernandez is beginning his life sentence behind bars, a day after he was convicted of first degree murder. the former nfl star has been transferred to a maximum security prison a few miles from gillette stadium where he once played for the new england patriots with a $40 million contract. nbc's ron mott is live outside the prison in south walpole, massachusetts. ron, good morning. >> reporter: jose, good morning to you. it's a far cry from here just a mile and a half where that stadium is. aaron hernandez lived a much different life than the one he's about to live at this prison. we understand he may be here for a short period of time before he's transferred to another what they call supermax prison in shirley, massachusetts, in the northwest suburbs of boston about 40 miles or so outside of boston. it's a high tech facility built in the late '90s, a lot of cameras and things of that sort. over the next couple months we expect he's going to be shuttling from a prison to a courthouse in boston to hear murder charges, double murder charges there. this is stemming from a drive-by shooting in the south end of boston in the summer of 2012, the year before odin lloyd was killed. that's the conviction that sent him here yesterday. so aaron hernandez has a lot of court hearings in his future let's just say. jose? >> and the jury spoke to the media after finding hernandez guilty of first degree murder yesterday. what are some things they talked about? >> i think one of the extraordinary things jose, is the fact that the entire panel met in front of the media. usually in a case like this high-profile, a lot of pressure on these jurors there's a lot of tension in the jury room. they came out as one. they said they would not talk about specifics about the deliberation process but one thing that i found striking is the fact that they said they could not agree on premeditation for the standard for first degree murder but they all believed that the way in which odin lloyd was killed shot six times, met the standard for first degree that it was overly cruel and that that's why they voted to convict aaron hernandez on first degree murder charges. they could have gone with second. they, of course could have acquitted him as well but he's got two more murder cases in front of him and then there's a gentleman in florida suing him in civil court saying that aaron hernandez shot him in the face. jose? >> ron mott thank you so much. let me bring in former u.s. attorney kendall coffey. i want to talk about the hernandez case but i want your thoughts on the alleged gang rape in panama city beach. horrendous. in broad daylight. they've arrested three people. how will the video that exists be brought into this case? >> the video will be critical. because it may or may not show convincingly and conclusively all of the participation, because apparently the police have indicated there's a fourth suspect, the video will be a central piece of the trial. who does it truly incriminate and who does it leave questions about in terms of the actual role in the crime? >> this is happening in broad daylight hundreds of people around. this is inconceivable. >> it's inconceivable and there is a statute on the book that makes it a misdemeanor to fail to report a sexual assault. hardly ever charged, very little legal history on it. but it will be very interesting to see if somebody talks about that law in connection with this tragedy. >> and let's talk about the aaron hernandez case. we've been talking about the case throughout the trial. first degree murder conviction automatically triggers an appeal? >> there will be an appeal it looks hopeless because this trial judge gave aaron hernandez's defense the benefit of the important close calls on evidence. >> what does that mean? >> for example, she kept out the allegation or the charges that aaron hernandez is now facing -- >> the double murder charge he has to face. >> keeping that out made a very big difference in terms of perhaps creating mores by basis for doubt in this trial. she gave aaron hernandez the benefit of the doubt. there won't be a serious appeal. >> thank you for being with me. after the break, we'll zoom through today's other top stories including the latest on the arrest of two national guardsmen on weapons charges. and april snow showers? >> well congress members spoke yesterday about a bipartisan hard ache bipartisan heartburn, anxious over this. it's really become a symbol of a big vending machine full of problems facing the v.a. no one is sure what to do. there's two competing proposals, one from the v.a. to use money that was earmarked to help solve last year's scandal of the wait times for veterans. another congressman kaufman out of colorado wants to use v.a. bonuses. no one is sure what to do. >> it just seems as though it's not only a vending machine of problems but a vending machine for money that can go, i guess, to projects that just balloon out of control and really no one seems to care much about it until now. i want to play a clip from v.a. secretary robert mcdonald. he was on with my colleague rachel maddow last night. take a listen. >> i think v.a. succeeds by running like a business. any organization that loses sight of its customer -- and i think we lost sight of our customer -- becomes very inward looking during the time of crisis. >> did they lose sight of their customer or have they still yet to gain or regain sight on the customer? >> veterans service organizations will say they absolutely have lost their trust. this comes in the middle of the one-year anner have vary verniversary of the wait time scandal where patients were waiting for treatment for suicidal feelings for cancer for amputees. there's some cases they were waiting months so veterans feel like they deserve more. >> emily wax thibodeaux thank you for being with me. we'll stay on the story. i appreciate your reporting on this. now to the middle east where tens of thousands of iraqis and syrians have been chased by their homes from isis terrorists, many of them christians who have been specifically targeted. now there's a new effort under what i to protect religious minorities. one of the men leading the charge a human rights activist and spokesman for iraqi christians living in california. mark gooed to see you. you met with the prime minister of iraq. do you feel these christian minorities minorities haven't gotten enough attention? >> we feel the christian minority community is being squeezed. they're facing a christian holocaust and we need to do more to protect them and save them. >> what are they facing, mark? >> they're still homeless. they haven't been in their homes for the ten months. last year 12,500 folks died in iraq alone and we need to do more as a nation. we need toe do more as a country. we're trying to push congress and the white house to do more and we have a lot of options on the table. >> one of the options is you're calling for passage of hr-1568. what does it do? what's been the reception on capitol hill, mark? >> what it does it reinstates and expedites processing for religious minorities. my message to congress is clear. if they do not pass this bill then they are sentencing my people to death and they will be enabling isis. this is a christian holocaust for religious minorities in the middle east. we had a great meeting with ben roads and his team yesterday and we're hopeful the president will do executive action soon but we're doing everything we can in the international community to save every life that's possible. >> mark there are other groups around the world unfortunately being persecuted. should they also be getting this kind of treatment? why specifically the people you're concerned about? >> the uniqueness of the iraqi christians is this is the one type of community that face their extinction. also in iraq we broke it as far as not protecting religious minorities from the 2003 war so like colin powell says if we broke it, we own it, we need to fix it. we need to right our wrong in the past. people are just asking to be rescued and saved. it's an easy decision. it's a christian holocaust, we must do more as a nation. >> mark you're talking about 12,500 deaths but there are millions and millions of people that have been displaced that are suffering horrible fates right now. >> it is 160,000 are displaced from their homes begging to be rescued. there's no safe haven for christianity in iraq and we need to do more. we could do more with passage of hr-1568. we're hoping president obama does some executive action soon. we could change their processing to match cuba do in-country processing. we need to do everything we can. it's a christian genocide and we owe it to our nation to our founders to do more. >> mark arebell, thank you so much. robert bates, the reserve deputy for the tulsa county sheriff's office who said he intended to use his stun gun but used his handgun shooting and killing a suspect. the "sul a world" reports bates did not pass the state required training, that his records were falsified and that supervisors who didn't sign off were transferred. the papers citing anonymous sources. the story went viral after this video was released showing the moment bates fired his gun killing suspect eric harris during a sheriff's office sting operation. bates said he thought he was firing a taser. nbc news has not independently confirmed the "sultulsa world" report but we did get this statement. "the media outlet putting that information out is using unconfirmed sources and relying on anonanymorety. we don't respond to rue mo." bates was a civilian volunteer now charged with second degree manslaughter. he is free on bond. one of the two reporters from the "tulsa world" broke this story. thanks for being with me. what are your sources telling you happened? >> this is something we started hearing from day one, myself and other reporters as well that the training records that bates was given credit for were falsified. basically that superrisers were told to sign off on his field training officer hours which is you know out in the field learning by the side of officers and also his gun -- handgun qualifying hours at the range. there were two supervisors who refused to do that. they were transferred and then at a later time there was a supervisor at the range, at least one, possibly two. the shooting range who refused to sign off on the scores because he didn't qualify and they were also transferred. so at some point someone signed off on those hours and we have not been able to get the sheriff's office to release the actual documents showing who signed off on them. >> ziva i want to read the statement from the sheriff's department accusing you of relying on anonymity and describing the report as rumor. can you characterize your sources reliability? >> extremely reliable. other outlets were actually working on the story. large national outlets. we have documents that corroborate this. there's a document that i can't discuss right knew will become public at some point. also the sheriff who's said they lost deputy bates' handgun training records, they lost those, that i don't even know if he's qualified is what the sheriff said two days ago. deputy bates also in his statement said that he qualified as an advanced reserve deputy in 2007 which was not possible, the sheriff's office says he didn't start until '08 and it takes 400 hours to get that training. >> if we believe your sources, the obvious question is why do all this for bates? >> it as a good question. i think that the sheriff was quite plain that they were long time friends 40 50 years they went back fishing buddies, bates supported the sheriff's office quite a bit with automobiles, all kinds of donations and a lot of people say there's nothing wrong with that. so he was also the sheriff's campaign manager. he had a lot of connections to the sheriff's office. >> thank you for being with me. so appreciate it and appreciate your reporting on this. >> thank you for having me. still ahead, president obama's immigration action goes before the courts tomorrow. i'll talk with two members of congress at the center of the immigration debate. they will be here with me next. first, i have to bring you this sad note from the world of modeling. victor, do you have tissues? >> i think we're very happy that luis is going to visit tucson arizona, tomorrow 5:30. we expect a very large crowd of people affected by the injunction and the delay of the executive order but the intent is to have professional people there, attorneys, counselors to begin -- for people to begin their preparation if they're qualified. but more importantly to continue to present an optimistic view of what's going to happen. that at the end of the day, these orders are going to be legal and upheld and as such people need to be preparing and not to be intimidated by what they see and the rhetoric that they're hearing from the other side. >> but congressman gutierrez, you know there's a lot of fear in the latino community, you both see it every single day when you serve your constituents. that fear is not going to go anywhere while this legal limbo continues and really nothing is being done in washington as far as immigration reform. >> sure. look, here's how i look at it. i'm going to be visiting with raul grijalva tomorrow in tucson. the most important thing i'm going to say to people from the very beginning, and i think this is very important, jose, is that they continue to send fighters and warriors like what rah wul grijalva to the congress of the united states. we may not have opportunities at the legislative level but what rah wul raul and i will continue to make sure this administration keeps its word to the four million people it said it was going to offer an opportunity. yes, the court may stop them from giving them a work permit but the only one can deport somebody is the executive branch of government. this isn't a court that can oblige this administration to do it and there isn't a republican party. so far so good. so we'll go as raul says there will be lawyers, activists, we want informed people and especially because you know tomorrow is very important. last night we were out in maryland and we had a huge crowd and what people are learning they're learning how to pro tent themselves but what's going to be real essential tomorrow is raul is on the front line in tucson along the border. there are a lot of border patrol agents and they need to get an education that the president's executive orders mean prioritized criminals, not children, not the destruction of families and they need to know that and we need to prepare people to protect themselves. >> congressman grijalva in the town hall i had with the president he said there would be consequences for people down the line who don't support or understand what congressman gutierrez just talked about. but there are a lot of families being separated that qualify right now under daca or dapa and nothing's been done. that continues, congressman grijalva. >> it does and that's the sad reality that we're facing. and luis knows it and i know it and many members of congress know it. the division in families, the separation we're going to have three very compelling and telling stories by children nine-year-old, 11-year-old and a daca student that talk precisely to that separation and the fact that for two years this one young man who was in the fifth grade has not seen his mother and she would qualify under the president's order and, you know, part of the enforcement issue has to be that to hold true to what the president said where after people that are doing harm, not people that are here and doing good and separating their families. >> jose tomorrow what we're going to do is everybody that comes to the event, they're going to learn how to protect themselves. so let's say they're driving, they went 10 miles over the speed limit, hey, pay the ticket. but if they take you before an immigration agent because you were taking -- you were driving a car, the punishment shouldn't be deportation. you know let's go after gang bangers, criminal drug dealers, people do harm in our community. not people who are driving their kids to school or to the doctor. people who are just living their lives and working. let's prioritize the criminals and we want to teach them how to protect themselves under the president's executive order because the president told you there are going to be consequences to those who don't prioritize deportation. we also on our end have to train people and inform them how to 's the those ice agents to have those prioritizations. >> congressman gutierrez, very quickly, there are some in the latino community asking you to run for president as a democrat. have you been thinking about that? >> i am running to the district this weekend with raul grijalva. the next day i'll be in albuquerque. i hope you can come with me to spokane, washington. >> i didn't get an answer congressman. what was that? >> there's more of us. it really comes down to that. we keep reproducing. there's more and more people in the water and aquatic recreation is more and more popular and more active and so we're seeing people doing active things in the water at a greater rate than ever before. >> george i mean no exceptions. sharks really don't look for -- they don't like the taste of humans. this is not like they are looking for us. >> obviously humans are not a natural part of the marine environment. we're invaders every time we enter the sea and we're ecotourists. no way we can be part of the food chain because we're not part of that habitat. >> we're heading into the summer. in north america, in florida especially, the incidents of shark attacks are relatively high. do you have tips for swimmers and surfers to avoid getting caught in a big shark's mouth? >> well certainly it really comes down to common sense. we do a good job here in the states in the sense that last year, for instance there were no fatalities in the entire united states. what we need to do is of course avoid sharks where they are present and so if you see fishes in the water, if you see people fishing sea birds diving, stay out of those areas where there's fish. there's predators. areas such as channels or inlets which are basically roadways for big fish. stay away from those. stay out of the water between dawn and dusk. >> why? >> reporter: he's here on capitol hill today. i asked him for his reaction on the jiegyrocopter he saw yesterday. if you remember the movie, " "independence day" and he said we don't have a heat shield and. this is more of our conversation when i asked him what was your reaction when you heard the news? >> my first reaction was what's a gyrocopter? i had to see an image of it. oh, yes, that is a gyrocopter. we know a lot already. the facts are not in yet completely. i want to know all of the facts before i reach an assessment of what can and should be done about gyrocopters in the future. this individual apparently literally flew in under the radar. >> literally flew in under the radar. the intention of this 61-year-old mailman from florida was to deliver a message to washington about government corruption and impact of big money in politics. instead he's raised a whole new conversation about the issue of homeland security more broadly. right now the question is who was in charge? who should have stopped this from happening? the secret service, capitol police the faa or perhaps the u.s. military. i asked jeh johnson about that specifically and his answer was simple. he said we have a well coordinated response when individuals penetrate this restricted airspace but he wouldn't be anymore specific about whose jurisdiction it was, who is in charge of situations like this. >> or what that well coordinated response was in this case. nbc's peter alexander, thank you so much. good to see you. let me bring in tampa bay staff writer ben montgomery. doug hughes shared his plan. when and how did your paper first come in contact with him? >> he phoned me. he read stories i had done and called me up. didn't identify himself but he said i plan to do an act of civil disobedience that will get a lot of attention. nobody will get hurt. i may get shot down or arrested. we get calls like that at the newspaper and nothing ever comes of them. doug continued to check in with me every month or so. his plan started to come together. we started to take him more seriously. >> i have a clip from part of the interview hughes did with your paper talking about his motives. take a listen to this. >> change the government to build a wall of separation between the government and big money so that government will represent the people. there are these problems and these problems that are much more important than campaign finance reform but those won't get addressed until we fix campaign finance reform. >> what are you thinking when this whole issue is developing and he's sharing his plans with you? >> this guy is an earnest soft-spoken transparent guy for all i can tell. you know super, super, super passionate about fixing corporate influence in elections. he disagrees strongly on many levels with citizens united versus the election commission. has deep problems with it and sees this as the problem of the democracy. this is what's going to lead to the downfall of the democracy. he realized he could talk about that, write about that blog about that as much as possible and nobody would listen. nobody would tune in to his conversations about this very mundane sort of boring and complex problem. so he realized he needed a stunt. he viewed himself as a mix between p.t. barnam and paul revere. he needed to capture the attention of america and politicians. i think what he would be sad about is the idea that it's really security issue. he's caused a lot of people to talk about the security of the capitol building and the no-fly zone when it was his point to try to direct americans toward campaign finance reform. >> your paper actually did contact federal officials in washington and tell them this was going to happen right? >> we did. we know the secret service visited him and a colleague with whom he shared his plans about a year ago and were satisfied. i don't know what they did with that information. they say they did a full thorough investigation. doug continued with his plan and we were interested in helping him alert authorities after he took off. he had a delayed e-mail that was supposed to go out to every media organization he could find and the authorities as soon as his wheels were off the ground. so as soon as he was up we published our story and a colleague of mine called capitol police and secret service and said do you know there's a guy headed your way from gettysburg and the pios he got said no. doug was already in the air headed toward d.c. >> fascinating story. thank you for being with me. appreciate it. >> thanks for having me. next hour potential republican hopeful rick perry and later this evening jeb bush will give speeches in the first primary state, new hampshire. potential rival, chris christie has also been making rounds there in new hampshire. took a jab at bush in an exclusive interview with matt lauer. >> it seems to me that train has slowed down pretty significantly from what i've seen out and around the country. >> do you think it will speed up again when he jumps full force into the race? >> don't know. this is the great thing about politics. none of it matters until the game starts. none of it matters until you see how people perform under these lights. >> hillary clinton meanwhile has wrapped up her two-day swing through iowa but not without some controversy. she drew fire from the left after switching position on same-sex marriage and she also raised some eyebrows when talking about immigration. let's bring in our guests. let's start with you in new hampshire. what's on the agenda for rick perry and jeb bush today? >> former governor rick perry is going to be in nashville holding a business roundtable at 11:45 a.m. this morning and then governor bush will be in concord where he will be attending a politics and pie event where he'll be eating pie but also be meeting with several republican activists. the real action starts tomorrow when perry and bush will be accompanied by politicians. we expect all of those candidates to really lay out their plan and their vision for america and try to curry favor among new hampshire voters. >> let's talk about hillary clinton. let me play this video put out by potential political rival martin o'malley. >> history celebrates profiles and courage. not profiles and convenience. the dignity of every person tells us that the right to marry is not a state right, it's a human right. >> alex what's this all about? >> this is a veiled shot at hillary clinton from the left from martin o'malley. yesterday hillary clinton's campaign put out a statement saying she supports a constitutional right for same-sex marriage but last year she told npr she thinks it's a state right. there's an evolution there. what martin o'malley is trying to do without mentioning clinton by name he's trying to say he's the true progressive and started a constitutional right, a human right for marriage equality while hillary clinton is a new arrival on the scene. this is part of his larger effort to kind of suggest subtly that hillary clinton is not progressive enough she's out of step with the democratic party and he's the one who will better speak to the base of the party. >> alex does she have any planned events today? is she having any opportunity for the press to talk with her today? >> no word from the campaign on what hillary clinton will be up to for the rest of the week. she did these two events in iowa yesterday and the day before and then next week we expect her potentially to go to new hampshire. she also has an event in new york and in washington. so far a very slow rollout on the presidential campaign for hillary clinton here. may will kick things off in a much bigger way. this is a soft launch phase as one adviser put it to me. she's easing her way into the campaign trying to start out smaller than she did in 2008. >> finally, this is for some fun, what's up with chris christie throwing his jacket. take a look at this. it's kind of a mixture of a bull fighter with a cape and james brown with the cape when he's about to leave and he does another encore. >> governor christie has held about 130 town hall events in new jersey and in the vast majority of them after his opening remarks before he takes questions, we see him throwing his jacket to an aide. you know there could be several reasons for this. one, he just simply may be more comfortable working the room. the other thing is he might be trying to give off the impression that he's shedding off his political uniform and that he's one of the people as he tries to potentially make this bid for the oval office. >> pretty cool. thanks for being with me this morning. developing now, an update on the story we told you about earlier. report that robert bates, the man who shot and killed a man two weeks ago, falsified records and never got the required training. the sheriff's department denies the claim and describes the report as tombrumor and they are now announcing a review of the deputy reserve program and the sheriff spokesman said, "as with any critical incident we are doing an internal review of our program and policy to determine if any changes need to take place." compromise in washington with the president giving congress a say in the nuclear deal with iran but that bill is now headed to the full senate for a vote. we'll discuss that next. plus what's russia's interest in iran? now to those iran nuclear negotiations. we heard from israeli prime minister netanyahu who said the west is giving up. presidential candidate chris christie says it could be a nuclear arms race and now it seems clear congress will get a say on whether the idea goes through one way or another but will they be able to block it? joining me now, a member of the foreign relations committee. what a pleasure to see you. >> thanks for having me. >> what's the realistic possibility that opponents could get enough votes to stop that if indeed they decide to do it? >> we have to see what's in the final agreement. from what i know of the framework, i have concerns about the fact that the centrifuges will all say there and some facilities including the secret facility will remain open and that research and development will continue. the concern is iran with a nuclear weapon which makes the entire world less safe less secure and less table. that's the concern and that's what i'll look for in the final deal. >> senator, in that final deal what are things you think have to be in it and that in all negotiations, you don't always get what you want. you get some of what you want and the other guys get some of what they want. what is it specifically you think after seeing what you've seen do you think is fundamental that must be in it that isn't? >> it has to be verifiable. has to be enforceable. there has to be accountability and remember this legislation that the president has yielded on is bipartisan legislation. i believe the president has now agreed to sign this because he knew he would be overridden had he chosen to veto it. we put this together in a bipartisan way all of the way through to say that the president should come to the elected representatives of the people of the united states before going to the security council of the united nations. >> are you looking for an up and down vote on the entire thing after the 30th of june? is that what you think the role of congress should be and complete up and down vote on it? >> it's going to be an up and down vote and basically resolution of disapproval. it has to do with the money. it has to do with the sanctions that congress in a bipartisan way have put on the iranian government and to me that's what has actually driven the iranians to the negotiating table in the first place. sanctions put on by congress. iran want money. they want sanction relief so that they can then do trade and shipping can be increased export oil and sell that and assets have been frozen. they want the money. i have concerns they'll use that money for terrorism. we've seen them do that with hamas and hezbollah and houthies. i think those are the concerns across the world with iran having more money, more strength, more force and potentially a nuclear weapon as well. >> senator, i want to switch topics and ask you about loretta lynch. it's been more than five months since her nomination. according to a recent article in "the new york times," the justice department is in limbo as it waits for a decision. how do you see things? why the delay? >> there's been a delay because of the trafficking bill we're voting on at 11:00 this morning in the senate and we'll move from that to loretta lynch nomination. i met with her in the past. it was a very cordial relationship. i know a number of republicans have significant concerns as do i about her saying that the president's actions on immigration, his executive amnesty, her saying that's legal. i don't think this is. i'm not able to support her nomination and plan to vote against her. >> is there any official that the president puts forth on that position or any other that would disagree with an act the president has taken? it doesn't seem logical you would ask someone who the president has chosen disagree with the president on these issues. >> i voted for a number of the president's nominees for other positions including health and human service specifically with the attorney general's nomination. this has been a big issue. the courts have ruled that the president has acted in a way that is not legal and you would expect an attorney general and want the attorney general to be the attorney general for the people of the united states and not somebody there to protect the president from things he wants to do. >> senator thank you for being with me. appreciate your time. >> thanks for having me. while many lawmakers view iran with suspicion. we just heard one. there's one country that is going out of its way to strengthen its alliance with the ayatollahs. this morning russia and iran are trying to set a date for moscow to deliver an advanced nuclear defense system to iran and kremlin confirmed it's working on a deal to trade oil for goods. with me now, a professor of international affairs. pleasure to see you. why is russia moving to strengthen its relationship with iran right now? >> russia doesn't have that many allies right now. it's looking for anybody who may not have such great relationship with the west so russia can take the opportunity. also if you read the russian press, you would know that it's also because the negotiations the nuclear negotiations going rather well with some problems but there's certainly progress. russia is afraid when the west moves into iran russia would be left behind in the cold and they're trying to act fast and they are trying to act sort of preventively and what else russia does have to sell? it has to sell military equipment and that's what they do right now. >> it's interesting. iran may be involved in syria. it is certainly involved in iraq. it's involved through proxies in other parts of the middle east and north africa. does russia and iran see things eye to eye on all of the issues that iran is involved in in the middle east and northern africa? >> not on everything. no country does see things eye to eye on everything. so russia is looking for alliances and they've been saying that. putin has been saying that we disagree with something but agree with something else. in many ways not only they want to get into the military market but there's also a very serious message to the united states that if you can do the missile defense shield when we ask you not to do it in 2000 with george w. bush, now we're doing the same thing and you told us that was not a threat to us. it was against iran and now we're telling you it's not a threat to israel. a lot of putin's actions are often a tit for tat. >> i have to ask you something that happened today at putin's press conference. a woman asked putin if he would persuade her husband to allow her to get a puppy. a symbol that putin is all powerful in washington. >> that's one of the things he does well. he connects to people. he knows how to recruit. there was his kgb past a long time ago. he looks you in the eye and you think he's only talking to you. this is part of his appeal and probably the woman was asked to ask the question to show his great personal side that he's a good father of his nation and he can advise people on puppies and marriage and what not. >> they say 3 million questions were submitted to him. i don't know if that's true or not. >> i saw and heard between two and three but i'm sure there were a lot of questions and every question was very carefully vetted. the puppy question would be perfect for putin because he's well known for being an animal lover and kissing dolphins and protecting puppies. >> i'm sure he said colonel, you will accept that puppy. you don't even need to say or else. just leave it at that. >> putin said that we're going to do that. >> a pleasure to see you. thanks for being with me. after a quick break, we'll look at what to expect on wall street today and we'll talk about the president's bid to remove cuba from the u.s. list of terror sponsoring states and hear from a voice on the other side straight ahead on-run-run. so what about that stock? ask your doctor about cialis for daily use. for a free 30-tablet trial go to cialis.com . let's go to wall street where investors are focused on earnings and new economic reports. mandy drury is here with the market drounrundown. >> we're a little lower here. let's start with economic data. we got housing starts in march and they totalled 926,000 annualized. it was less than expected but more than february and we got more initial jobless claims than expected. they rose to 294,000, which was also higher than last week. the amount of people losing their jobs and filing for those claims remain lucid. we got some more banks, citigroup, third biggest bank here, 16% jump in quarterly profit and also goldman sachs enjoyed a 41% rise in its first quarter profits. good numbers there and late yesterday netflix announced it added more subscribers than it forecast here in the united states and also internationally. remember, it's really expanding internationally so that was for the first quarter. 22% more subscribers. i watch netflix. everyone i know watches netflix. >> my kids love it. absolutely. thanks. appreciate it. speaking of money, we're following the campaign cash on the road to 2016. we have new numbers. ted cruz campaign says it raked in over $4 million in the first quarter. meanwhile, the rubio campaign reports it got more than $1 million in donations on its first day as candidate. let me bring in national journal correspondent lauren fox and daily beast senior politics editor jackie. lauren let's start with you. these are early campaign cash numbers. how much are you expecting republicans to raise for the primary? >> i think that ted cruz was boasting impressive numbers coming off his first quarter here. he rolled out his campaign and had a couple days to be on the road and to chat with voters. we'll see that there is going to be a competition for republicans trying to get this cash because there are so many of them trying to fill the same spots. ted cruz considered a little bit more of the grassroots and conservative wing than marco rubio. jeb bush being more of the establishment than marco rubio. everyone sort of has donors and people they're going to. there will be a squeeze for campaign cash certainly. >> what kind of numbers are we talking about when it comes to the general election? >> it's going to be so much money. one of the things is we'll see a repeat of last cycle where if a candidate gets their very own billionaire to keep financing a super pac they'll stay in this longer than a couple cycles ago. watch that. this primary could drag out if you have a billionaire that really wants a candidate to stay in. general election i mean we're probably going to see -- nobody would be surprised by this we'll see the most expensive campaign ever. it looks like that. >> they are saying that clinton could do $2 billion. is that real? >> they're trying to downplay that when you talk to the clinton campaign and tamp that down a little bit. they're talking in the billions. that is the projection. money and politics. i think that's why you are starting to hear more people talk about campaign finance reform because it's getting kind of out of control. >> it's ironic that people that are talking about campaign finance reform are talking about maybe doing $2 billion worth of campaigning from now to november 2016. lauren talk about potential 2016 candidate who spoke this morning taking aim at hillary clinton. i want you to listen to it. >> hillary clinton, of course is channeling the populist fervor of an elizabeth warren. every single policy this administration has pursued has made it harder for the middle class class. >> could karlshe get into the race? >> unclear if she'll jump in. she fills the role of being another woman on the republican side of things that can talk about hillary clinton in a more gendered way than the men in the campaign can. certainly that can be very touchy subject when we start getting into presidential elections and that may be a role that she fills. >> jackie "time" just released an annual list of 100 most influential people. and hillary clinton was asked to talk about elizabeth warren. it's no accident that "time" asked clinton to write about warren, right? [ barks ] target agrees to a huge settlement. new fallout after a dash cam arrest and fierce clashes in mexico. let's zoom through the top stories. florida officials made a third arrest in the alleged gang rape of a woman on a packed panama city beach during spring break. the woman believes she may have been drugged. the community has seen a drastic increase in violent crime recently. officials are under pressure to make changes there. the city council is considering a drinking ban. the officer accused of running down an armed suspect with his patrol car in arizona has a history of questionable behavior and faced a lawsuit in new york because of it. according to court documents cited by kvoa in tucson in 2005, he faced a lawsuit in new york where he was previously an nypd officer. he was alleged to have threaten to shoot a man and handcuffed and choked him. lawyers for the officer and the city of new york deny the allegations. the suit was settled when the city agreed to pay the man $20,000. the officer currently under investigation by internal affairs in arizona. $19 million, that's how much target has agreed to pay out as reimbursement for losses incurred in the 2013 data hack. the money will go to mastercard issuing banks which lost big when up to 40 million customer accounts were breached. last month target settled a class-action lawsuit with individual card holders to the tune of $10 million. to mexico where protests between central american migrants and mexican police hit a tipping point yesterday. 200 migrants and their supporters marched angry about abuse migrants suffer at the hands of criminals and corrupt police officers when traveling through mexico. this is not new. many are reported missing, kidnapped or killed by mexican cartels and they say that authorities are behind it as well. now to news about cuba and the bid to take it off the list of terror sponsoring states. administration officials are now providing details as to why they think it's a good idea. communist government's promise not to support guerrilla fighters. >> if we talk about colombia, our review process included a comprehensive review and there's no credible evidence that the government of cuba has in the last six months provided material support, services or resource resources. >> that's important because the name given to the revolutionary armed forces of colombia is blamed for an attack that left 11 soldiers dead just yesterday. you oppose the normalization of relations with the castro regime. good morning. so what do you have as an issue with the fact that the obama administration says it's gotten assurances from the cuban government that it's not supporting terrorism? >> if you read the five page justification that administration sent over to congress, you'll see that they admit that cuba is providing sanctuary to groups and hav harboring fugitives. however, justification is through dialogue taking place that they will make more efforts in order to get them back. that's legal malpractice. >> why? stop a second. they say that -- administration is saying and castro regime is saying that as well that they are talking about these issues and this is something roberta jacobson told me personally this is something that's going to be part of the negotiations and we're going to get this done. something that didn't occur before there was talks. >> that's right. as soon as there are some results, then the administration should be taking cuba off the state sponsor terrorism list. however, not just based on some promise by the castro regime. the law is clear that any regime that provides a sanctuary should remain on that list. of that five pages, three of those five pages is taking assurea assurances that they have never supported terrorism. this whole thing is based on a lie. and assurances they are abiding by it and caught violating laws. >> now that the petition to take it off the list goes to congress at 45 days to do something with it, do you think they'll be able to do anything on that? >> i think definitely congress will look at this very closely. we'll look at the negligence that administration has taken into account here by ignoring some of the key issues while admitting it's harboring terrorists. i also urge congress to ensure that those sanctions that are in law must remain until the castro regime merits and not gives empty promises and we don't have a policy based on wishful thinking that somehow dialogue is going to move the ball. i wonder if in a year we don't see these terrorists extradited back to spain or colombia or fbi most wanted terrorists brought back to the united states. is the obama administration going to place cuba on the state sponsor list? >> not anymore because i know he's here. >> we have families across the country as you know. melvin's case is particularly dramatic. he was in a holding cell just steps away from where the plane was that would take him back to honduras when he found out that he was being released because he's not a priority for deportation. he has solid roots in the u.s. and he doesn't have a criminal record. he said that there are many other families and many other fathers who are in detention with him and he said it was a bittersweet release because he was able to go home to his families but these fathers were not able to do the same. >> and as you say, this is literally affecting millions and millions of people. what do we expect to come out of this hearing tomorrow? >> this is the human side of the story to this hearing that we're seeing at the fifth circuit court of appeals. this is the crunch time. the stakes are incredibly high to when we find out whether or not the programs will be able to move forward within a matter of weeks and if this temporary freeze will be lifted or if families will have to wait a matter of months in order to wait for the entire legal ordeal to resolve itself. so we know that there are hundreds of families who plan to come to new orleans, come here and protest and rally and raise awareness to families that would have benefited from these executive actions had they gone forward as planned. >> we'll be looking forward to speaking with you tomorrow for an update on what's going on. beyond the continuing legal action the future of republican or democratic president will have to decide the fate of the president's immigration action come 2016. the big question is the future of the deferred action program. marco rubio told kasie hunt he would not immediately repeal it but indicated it would not last forever in a rubio presidency. >> at some point, it's going to have to end. it would be disruptive. people are working. they're in school. and suddenly overnight they would be illegally in the country. ultimately there will be a come where it will have to end. not at six months but at some point it will have to end. there's why there should be urgency on moving forward on immigration reform. >> to be clear, it's extended every two years. it's a two-year program limited in creation but joining me now is professor at ucla. good to see you, professor. >> good morning. >> how does this answer the -- for example, how does rubio's answer distinguish him among those in the republican party about daca? >> he's trying to have it both ways. he doesn't want to deport these dreamers and young people immediately but there's concern from the latino voter perspective saying it will end at some point. we don't have legislation. we don't have a comprehensive bill moving through congress. will we have immigration reform? if we're not, these executive orders have been things that have well had profound impacts as you saw in that previous segment with the vazquez family. these are real people affected by these positions. >> what was interesting in rubio's comments is he says eventually daca has to end. if it's a two-year program that's extendible that's conceivable but then hopefully it will end when there's immigration reform. what happens if there is no immigration reform? >> this is the big question that all of the republican hopefuls and secretary clinton as well is going to have to answer during the primaries. what will they do in 2017 when they are sworn in as president if there's no immigration reform and no legislation? will they extend both the daca and the program for parents in 2017 or let them expire? this could be an important issue for latino voters who were evaluating these candidates. >> quickly, do you think immigration is going to be a big issue for the 2016 race? >> i think it's going to continue to play out if congress does not address it and there's no sign the congress is. if this issue is unresolved, if it's looming in 2016 it's going to be weighing heavily on the minds of latino voters no doubt about it. >> always a pleasure to see you. thanks for being with me. take care. remember the balloon boy story back in 2009?
