Its not as much as compared o to other parts of the country like up in new england, but its still enough to coat the roads and its a good thing that everything shut down today. It gives the crews a chance to clear everything away so we can get up and running for tomorrow. The problem is after this moves away, were looking at some of the coldest air we have seen in years. Record breaking arctic air is going to start working on thursday and settles into here by friday. Washington, d. C. Has not been below zero since january 19th 1994. Thats 21 years ago. Theres a chance we could get close to zero or below, especially as we go into friday morning. Unfortunately that means all of the snow and ice is going to stick around for awhile. Reporter thats right, and it could happen this afternoon, but the big number here is 30. 30 more days until this Subway Service is up and running and thats on top of 30 days of Intermittent Service we have already had. Commuters here are not happy. Long lines at the bus stop this morning as they look for alternatives to the subway. Intermittent Service Today and traffic doming into the city has been very heavy. The mayor has asked people to please remain patient and calm. This is the oldest Transit System in the country. They are asking for volunteers, they are paying people 30 an hour to dig out the subway system. They are using inmates and asking for federal help to help dig out of the mess. You see this here. But as we head through the rest of the week we are looking at dry conditions but they will be even colder conditions as we head through the later part of the week. Its something that could impact millions of people. Just one day before part of the orders were set to go into effect a federal texas judge issued a temporary injunction siding with the 26 states sue ing to block the president s orders. Its part of an effort going back to december led by now Texas Governor greg abbott who says the decision rightly stops the president s overreach in its tracks. The white house says the Justice Department will appeal. The record would impact more than 4 million undocumented immigrants. We have this covered from all angles. We have covering the lawsuit. Chris jansing has reaction from the white house and Pete Williams has more on this promise to appeal. What was the message sent by the judge overnight . Good morning, jose. The emphasis is this is a temporary halt to president obamas executive actions. The judge did not throw out the measures. He simply put a halt on the implementation while he make. S a final decision. This decision was somewhat expected from immigration advocates who have been following the judge. Hes been a critic of the Obama Administration ease policies. He likened the policies to a criminal conspiracy in aiding smugglers. This decision wasnt all that unexpected. Theres a reason why the lead plaintiff in this case is texas. They chose this court for a reason. They have known that this judge has been a very staunch critic. We saw some of the opinions come out in this preliminary injunction. He made clear that Legal Immigration has had a great cost on local governments. As for the legality of president obamas actions, he said that the administration did not comply to certain procedural measures. We are waiting on just how long the this will stall, but the implementation was supposed to kick off tomorrow and the immigration advocates for ready and waiting. What is the white house saying about the critic who is have a federal decision to support their claim that the president has overstepped his bounds . The white house was expecting this. They expected it from the very beginning that there would be challenge challenges and they certainly expected it from this it judge. However, from the time the president signed this, they made clear that they had cleared this through a whole lot of legal hoops starting with the Justice Department but going through legal scholars. A lot of consultation with immigration experts. A District Court here in washington, d. C. Dont expect them to make changes since this was first announced, which is they have a lot of immigration organizations who are working and have been working to get. People to get their paperwork, to get their documentation to move forward. People were going to be able to start putting in some of those applications as soon as tomorrow. And pete, legally speaking, what does this mean for the people that are waiting for tomorrow to start so they can start the process . For now, it means the government cant help them. It cant follow through on the president s proposals. The government will appeal to the fifth Circuit Court of appeals and try to get an emergency stay while the appeal process works forward. Lets say about the substance of the ruling. What the judge said is this goes beyond the Legal Defense, which was we need to set priorities and focus on people who need to be deported. Serious criminals and so forth. It represents a complete ab do indication to enforce the law. He says its more than just priorities. Its a rewriting of the law. He also says that it confers a legal status on people who are here illegally by giving them work permits. So thats always been the controversial part of this and well see how it plays out. Pete, take me through the others. There are a lot of other states that are taking this same root. Is this going to have an impact on their Legal Proceedings . Not necessarily, it doesnt directly affect the essence of what the judge did here was the stay. This doesnt strike it down. It just puts a stay on it sorks it affects only the administrations action here. And how many people are we talking about that are impacted by this . The administration estimates that in total 5 Million People that do benefit from the president s executive actions. So this first initial phase that was supposed to begin tomorrow it was only just a small portion of the actions. It was the expansion to the Deferred Action Program for dreamers and it extended to people who are 30 and have been living in the United States for a certain amount of time. Now whats interesting about this is that 2. 3 million undocumented immigrants live in those 26 states that are pursuing this lawsuit. And the vast majority of those are from the state of texas chrks is leading this charge against the executive actions. So many local advocates on the ground are saying you are hurting the very people in your own states and acknowledge that there are families here theres Young Students that are trying to work above board and contribute to society. In fact, quite the opposite according to this reporter who was at that proceeding. At some point as he was in prison, something changed. Prison officials noticed it enough to notify the Intelligence Services. They sent over a report indicating he may be become radicalized in september of last year. The Intelligence Service acknowledges that they did get that report at that time. They said he was on their radar, but there was no indication that he was planning any sort of attack. Jose . He didnt choose appealing obamacare. He chose two moderate issues that are priorities of the corporate wing businessfriendly wing of the Republican Party. But again, thats bush territory. Hes going to compete right up against bush and thats going to be a big problem for him. It also looks like rick perry is running. Hes hired four staffers there. Is out with a first web ad. He says hes learned from his 2012 mistake us. How is he not going to be on the defensive during this race . Hes going to have to not just run a Good Campaign but run a really Good Campaign to overcome expectations. He had the speeches where he was kind of rambling a little out of it. He had a great story to tell in texas where the economy was doing really, rel well as the National Economy was faultering. This time around theres other governors in the race.
