The first time in three years, house budget chairman paul ryan will unveil a budge threat morning that will kick offer a debate over spending and Budget Priorities here in washington. Each time he has done this, ryan has tried to get the poll takes little better for himself. Two years ago, ryans budget didnt include a traditional fee for Service Medicare plan as an option, he was attacked. Last year, he did it. Last year, his budget didnt balance until about 2040. Conservatives werent happy. This year it balances in ten years. Ryan offers this preview in todays wall street journal. The most important question isnt how we balance the budget, its why a budget saturday means to an end and the end isnt a neat and tiedny spreadsheet. Its the well being of all americans by giving fam stability and protecting them from tax hikes, our budget will promote a healthier economy. Heres the how in ryans budget that balances in ten years by the year 2023. He claims savings of 4. 6 trillion over the next decade. But he couldnt have gotten to the balanced budget without two things that president obama did to, well, adjust the baseline, as they call it in budget jargon, tax increases part of the end of the year fiscal cliff deal and that medicare savings after cuts to providers in the president S Health Care plan, the Affordable Care act. That last fact has already infuriated liberals who remember the months ryan and mitt romney spent attacking the president on just those specific medicare cuts. 716 funneled out of medicare by president obama. Obama care takes 716 billion. Changing the program forever. The romney ryan plan will restore medicare funding and protect and strengthen the program for the next generation. Well, they are not restoring those cuts. Ryan and House Republicans are matching forward as if the 2012 election didnt happen. His budget is a lot like his last two and doesnt seem to offer much room for compromise it tries to repeat Affordable Care act. It transz sitions medicare to a voucher or support program by 2024. Ryan does eliminate tax loopholes and deductions but does not use those revenues to pay down the debt. Instead, consolidating the tax coated into two tax brackets, 10 and 25 . His budget pushes approval of the keystone pipeline, raises the question as Senate Democrats prepare their own budget and president obama continues his Charm Offensive is ripe capable of cutting a deal, is this budget intended to start the covering . Perhaps not. Perhaps this is just for base republicans. Ryan himself voted against simpson boles, hasnt reached across the other side when it comes to budget negotiation, not been one of those players, instead, in charge of staking out the House Republican position. There any incentive for him to change this approach for now . Well, today, tomorrow now, Senate Democrats will release their budget for the first time in four years. Both parties seem more enthusiastic about attacking each others budget than running on their own, by the way. The Democratic Senatorial Campaign committee is going after sitting House Republicans who are potential Senate Candidates in 2014, who voted for ryans past budgets, who think of people or people like arkansass tom cotton cast a vote the first time this year. The committee will say in a release this morning that these members are forcing seniors to pay more out of their pockets for health care, drastically cut funding for jobcreating Infrastructure Projects and making college more expensive by slashing pell grants and financial aid. The top two republicans in the senate both up for reelection, much more more whiched about challenges from the right than the middle, republican leader Mitch Mcconnell and republican whip john cornyn. Want to make an example of a losing candidate, denny reberg, tried to argue that ryan can be a drag even in red states. So, i wouldnt expect that they are gonna trade paper on numbers. So, how much does all this impact the chance of a grand bargain . Theres all of this back and forth and back and forth where the politics of this gets jind up. Every other time ryans come out with a budget plan, the white house has kicked things into campaign gear, are they going to do that again this time . Interesting to see what the president base is the ryan budget today. Compare that to what he had dont first two times rhine put out a budget. Keep an eye on what call a sideshow developing in the talking point wars between the two parties, the battle to own the word balance. Balanced budget versus balanced approach. Democrats have used balanced approach as a buzz phrase to signal that republicans are uncompromising. Republicans hope to use the idea of a balanced budget to show that democrats arent serious about the debt. It is tuesday, there is an election somewhere. I think theres a little bit of anxiety. The members of the college of cardinals have been here for a couple of weeks now and over the weekend, a number of them were already expressing they wanted to get this thing going already. But if there was one overwhelming feeling, i think, chuck it has to be surprise because when i was here a couple weeks ago from pen to Pope Benedict stepped down to now, the ground has shifted under our fee. Talking about the possibility, for example, of an african cardinal becoming pope. And now, when you look at those who are really getting a lot of buzz, i mean, we are stunned to find out from whoever we talked to in the international media, doing a restaurant, a local italian restauranteur, they are talking about americans. So i guess when youre talking about the potential of a Cardinal Omalley or Cardinal Dolan that would certainly shake things up. We also got a little indication this morning, chuck, from a couple of cardinals how long they think this thing could go, because the last one only went 24 hours when Pope Benedict xvi was elected. And the cardinal from chile said i dont think it will be over quickly. The cardinal from south africa breeze ducts four to five days but your prediction, frankly, as good as any. Chuck . I was going to say chris, when it came to the selection of Cardinal Joseph ratzinger eight years ago, his name was out there before the conclave began but nobody was predicting the universal basically how quickly he was able to wrap up the election as he did. Every chance that we may see white smoke before we know it . Reporter i dont think we will see it today. I said if we see it today, i will fall off this balcony. Having said that down the know what the dynamics are going to be inside this radio. But i think the betting money here is certainly on no sooner than friday. If you look at the last nine conclaves, if history is any guide, they go just a little more than three days, but i think whats really different, and you know this, chuck, from the last time, is that it had been decades of a papacy and so a lot of these cardinal also known each other for a long time this time, more than half of them, this is their first conclave. So, there is a sense that no one has risen to the top yet and at the same time, a lot of them are still getting a little bit of a feel for each other, chuck. In fact, he has led two. The democrat from marylands sixth district grew up in a blue collar household as a son of a union electrics. He started his First Company at age 30 and later sold it for nearly half a billion dollars. His Second Venture is an Investment Company that lend to small and midsized businesses. Congressman steve dane started out as an executive for Procter Gamble before turning back to the family Construction Business in bozeman, montana a few years later, the republican joined a local Software Company that eventually became one of the states largest commercial employers, now they have both joined the world of politics, happy to welcome both freshmen to the for the first time, john delaney, one of the four president s of the democratic freshman class and montana republican steve danes. Congressmen, thank you both for coming on and for agreeing to come on together, we like to have a little bipartisan back and forth here. Congressman danes, let me start with you on the ryan budget. And i do this because in montana, republican circles, it was a little bit unclear where some republicans stood. As you new york the man at the top of your ticket after mitt romney was denny reberg, the person you replaced in congress. Where did you stand on the ryan budget during your campaign . I support the ryan plan and ended up winning by 11 points in montan 1 2. I have two 94yearold grandmothers who depend on medicare every day. My folks are on medicare, very, very important that we promised our seniors that we werent going to take away these important benefits, safety net but importantly, im father of four kids and we needed to have a serious adult conversation, how to reform these systems in a responsible manner. I campaign on the fact that i have had to balance budgets for 28 years in the private sector, like families is to balance budget, businesses have to balance budgets, i think its important that the federal government balances its budget. In fact, in the state of montana, we have a balanced budget, but washington, d. C. Doesnt. Do you wish the democrats had a plan that was thought that did have a target for when there is a balanced budget, not necessarily ten years but a target date . The white house is not saying there is going to be a target date on their budget. Listen, i do think there should be a target date. The tenyear window is to some extent artificial because most the pressures on our budget come in years 11 through 20. One of the issues i have with the ryan budget, aside from some policy differences which i would consider to be substantial, is the underlying assumptions that he makes are just flawed. If youre in the private sector and you came to the table with a set of assumptions in the kind of context that his assumptions are in, people would either laugh at you whats a specific assumption . Unemployment. I havent looked hits new proposal today, in his past budgets, he has assumed that unemployment went down to a level we have never seen in this country. You can make budgets look terrific if you assume completely unrealistic assumptions. And again, in the private sector, would you never be able to get away with that, assumes unemployment goes down to levels never been at, assumes tax revenues go up, doesnt indicate how that happens but generally speaking reducing taxes and assumes Government Spending gets down to levels we have never seen even for defense by itself. What sal legitimate target date for a balanced budget before i go back to congressman danes . We have to do three things to change the trajectory. We need comprehensive entitlement reform. Im in favor of a buffet rule and we do need to be trimming expenses but have to do this in the context of realistic assumptions. Congressman daines there is one of the criticisms i from the left on the ryan budget, it doesnt really it pretends the 2012 election didnt happen s it too unrealistic, should you be proposing a budge pet, for instance that calls for the repeal of the president S Health Care plan when the guy just got reelected, affirmed by the Supreme Court, it is not going any where should you put out a more realistic budget . Montan thanks want to see a balanced budget. Its expected in their homes in their businesses, they want to see it here in washington. You look at the issues with medicare and so forth. Remember the president did not carry seniors, mitt romney carried seniors 56 to 44. Seniors understand the issues here needs to be reform sod their children and granted children have the safety net. Just come back two very different visions here today, going to be presented, a republican vision coming out of the house will balance the budget net ten years, a budget we are waiting for from the senate that has no date when it will be balanced. That specific question of whether the ryan budget should reflect more political reality when it comes to for instance, health care. The political rally is the obama care unfolds here, more and more americans not liking the consequence of this policy. Wayne gretzky said state to where the puck is going not where its at. As this unfolds, you will see the Climate Change plight clown obama care as well. But again, we got to come back to the basics here that americans want to see a balanced budgets, responsible budget and thats what is going to be revealed today by paul ryan and the budget team. All right. Congressman delaney, what does a grand bargain look like . What are some things that you think your party is going to have to come to grips with, if they want to get some taxes out of republicans, what do you think that your party is going to have to agree to . I think we will have to lead on entitlement reform. What does that mean . A specific plan . I think what we should do is several things. First thing, we should means test. Second thing we should raise the cap on social security. Thirdly, we should increase retirement age, maybe not for those people who do manual labor but everyone else and fourth, change the way we calculate the cost of living adjustment. A long way from where the president s. If you look at the numbers, actually engage in a serious analysis with the budget, the issue i have with congressman ryans budget, it is not serious, based on assumptions just not realistic, it is not legitimate, intellectually or financially kind of integrity document, full. I think what we have to do is, first, do those things i said on entitlement. The president is not there but i think where democrats need to go when we layer in additional revenues for things like the buffet rule and then leak at spending for both discretionary and defense, i think we can start coming one the right trajectory for our budget and have a date that it balances in the future. The American People do want the budget to balance but they also want their representatives to be honest with them, the assumptions embedded in the budget. Right now the congressman congressman ryans budget doesnt have honest assumptions. Congressman danes, a grand bargain, what are some things you think your party is going to have to come to grips with if you are going to get the entitlement reform, for instance that a lot of republicans like too see . The good news, hearing from john today and me as well, as two freshmen, we want to sit down at the table and have a serious discussion about reforms in these important systems. Lets remember, we have not seen a budget come from the democrats on the senate side for nearly four years, since the ipad was invented is the last time we saw a budget for the senate. Finally going to have numbers we can sit down at the table, look at responsible, meaningful reforms and come up with a bipartisan solution here that will preserve the system for current seniors and save it for the next generation. Could you be open to tax increases, if thats what it takes . You know exrevenues to the federal government and fiscal 2014 are going to be an alltime record level at 3 trillion. The cbo report came out just this last week, so, theres enough revenue, wither back to percentages of gdp of revenue 40year historical norms much the issue is on the spending side, not about taking more dollars out of hardworking americans pockets, its about finding ways to reduce spending, become more efficient, innovations in washington just like we do in the private sector. I got to leave it there one thing very quick. It is not you get the last word. Not legitimate to say revenues are alltime record levels, talking about revenues in an absolute context. As a percentage of our economy, they are actually at alltime low level he is. And thats all that matters. Again thats what i am talking about when i say the representatives need to be honest with the American People, the drive others of our budget. Im going to leave it there. All this in a race that was the most expensive in citys history, 19 million, roughly 65 a vote. The last time constituent had an election without an incumbent was in 2001, turnout that year, 34 , twice as high as it was last week. So, what happened . Some blame election fatigue, some blame lackluster candidates, speculation that the 59degree weather was too chilly, kept people at home in l. A. No matter what the two candidates have a lot of voters left to win photographer they can get them to the polls. There is no question that there was exhaustion, comes so quickly after the november elections, i think a lot of people, we came to their door or called them said, wait, theres another election just a few moments later. So, breaking through is a responsibility of the candidates, also of the coverage we get. I think we probably just werent on msnbc enough and we will change it around. Eric, the other thing hurricane the other critique out there is frankly neither you more wendy gruel said a lot, this has not been a campaign filled with big ideas not a campaign, little differences between the two of you what is your big idea that is going to, in eight years, people will look back and say, boy, mayor garcetti this is what he said and transformed the city of los angeles this way . Two aspects to being mayor. First and foremost, you have to do the small thing, their call returned, problems fixed, the job in their city. The bigger ideas i have talked about the camp and the bold visions we have to bring to los angeles is how do we build a Great American city, how do we get new manufacturing here in los angeles . How do we become a global gateway in a city that speaks 200 languages and has 144 countries of origin . How do we get computer coding in all of our schools and our city, so we can have young men and women grow up, instead of a factory job, start an Internet Company here in los angeles and rethink our transportation option notice car capital of the world, a blame, place increasingly people want to have bicycles, walk place vand a great Public Transit system. These are cuttingedge things t the. You asked a lot of questions, let me ask to you answer one of them house, do you bring back manufacturing . Sure . People dont realize los angeles is the manufacturing capital of the United States but increasingly lowend manufacturing house, do we get 3d printers and those things part of the new way things are being constructed here in los angeles . How do we use the university of southern california, ucla, cal tech, three Amazing Research institutions to get that sort of innovation from the classroom to the board room and how do we make sure that we have the education at the High School Level so that science, technology, engineering, math and Art Education is part of what we teach so kids are lined up to you do that. Let me ask you this, why are neither candidate sparking enthusiasm in this race . Why is there such a low turnout, why is there such low interest . Historically, l. A. s had a low turnout. Sure. In our mayoral born and raised in miami, a lot of other things to do, too, but this is ridiculous. When i ran, it was 36 . Which would be double. Right. Okay. And i am concerned about that. I think theres a lot of naysaying going on in our town. I mean, were safer as you heard, safer than any time since 1952, aid 40 drop in violent crime. We have doubled the number of successful schools. We went from the most overcrowded school district, 227 schools on yearround calendar. Apathy . To three. A little bit of apathy, a lot of naysaying, particularly from some sources. Fair enough. Fair enough. Michael steele, let me ask you this, there was one republican in the race. If you have a balanced situation, you have got eight, you know, democrats and two republicans, how do you think thats gonna turn out going into a general election . The fact is we dont have the individuals groomed through the city like the mayors who come through this process and identified in a very positive way on behalf of the city that can it is interesting, Reince Priebus is putting out the big rnc autopsy and one of the things they are talking about is, well, maybe we will start funding city candidates. The same thing with a lot of suburban woman. Specifically older women who were turned off on tone. And i think that was in part because there was an easy policy pivot to discuss after the election. This issue of immigration, which of all the issues in washington, sounds like one where there might be some coming together between the parties. Theres not that same sort of unifying issue on the womens vote and an obviously way to turn and speak to womens issues, although youll notice how quickly the violence against women act suddenly passed after the election. Its a good point on immigration. Like republicans try to solve their hispanic problem before their womens problem. Its not just tone, though, its platform and immigration is one of it, particularly the south deportation of 11 million people. Nobodys ever done that. But where i would disagree, theyve not only frightened people, they said something to the effect that it was just a few of them. Its a whole bunch of them. And im one of the folk s that say, by the way, its not just broken on the right, where i think its more broken, its broken on the left too.
