we will talk to congressman james clyburn of south carolina, about this massive showdown, and the very real impact of a government shutdown. plus, meet the press moderator christian -- presses donald trump to explain where he stands on abortion bans. why his answer did exactly clear that up. but, the former president did make clear who called the shots, on denying the 2020 election results. and democrat adam -- is on the ballot for a second time, working to oust republican threat -- lauren boebert, from her -- why he thinks he can succeed this time. and, we're going to get his thoughts about boebert's beetle juice incidents. i am symone sanders-townsend, and i have something to say. >>. the two cannot work, because somebody else couldn't do their job. it sounds crazy right, because that's what i was the only start this show, because thousands of, and hundreds of federal workers, they are facing the possibility of temporary layoffs in unpaid work, not to mention interrupted government services that you pay for, because house republicans just cannot get on one accord. congress has until september 30th to pass a resolution to fund the government. but, some republicans in the house freedom caucus are demanding that any such resolution be attached to a litany of demands, regarding the border, the justice department, and even what they call cancerous woke policies in the military. well, house speaker kevin mccarthy has yet to succeed in corral-ing these members, but he says he expects an agreement this week. here is his message to fellow republicans, in an interview on fox news today. >> when you shut down, you give all of your power to the administration. but, how are you going to win your arguments, to secure the border, if the border agents don't get paid how are you going to make any arguments to get wokeism out of the department of defense, if even our own troops aren't being paid. you have no strength there. >> i'm not even going to address the woke thing, but as you and i both know, they are making this up. here is the real thing. this may be a game for some politicians out there, but uncle sam employees around 2 million americans. real people, with families to support. and whether you are a federal employee or not, if the shutdown does come to pass, you will be affected to. remember the last shut down in 2019. flights across the country were delayed due to staff reductions an air traffic controllers. some of our nation's most popular monuments, and those pristine parks that we all love, they were overwhelmed with garbage, because there was no one there to care for them. food safety inspections were brought to a halt for more than a month. do you remember the -- lattice? now, there are continually plants in the office of management and budget get, and they give us some clues for what agencies will do, if the government shut unsound again. with thousands of americans on strike, all but 13 of the 1200 employees at the national labor relations board would be overloaded. -- back pay and litigation, it would in fact be impacted. at the department of education, reviews of grant applications, and a warnings of funds would stop. its office of civil rights would be able to investigate civil rights complaints, like the one at harvard. the nuclear regulatory commission, would not conduct inspections. decommissioning activity for nuclear reactors, or -- and, that's just three agencies out of more than 100. these are agencies you may have never heard of, but these are agencies that we rely on, they are important to us. and, we are going through all of this, or potentially we could go through all of this, because there's this schism among house republicans. we are looking at a potential government shutdown, amid a baseless impeachment inquiry against president biden. it all seems too much, right? well, here's what house minority leader hakeem jeffries had to say, about what republicans are doing right now. >> the house republican civil war is hurting hardworking american taxpayers. and, limiting our ability to be able to solve problems on their behalf. it's unfortunate, but as house democrats, we're going to continue to try to find common ground with the other side of the aisle, to work with senate democrats, and senate republicans, and president biden. >> republicans, they champion the idea of-limited government. but since they took control of the house of representatives, the only aspect the government that house republicans have -limited, is its ability to serve the people who funded. the people that they are supposed to serve, people like you, and me. >> i've got some questions. and joining me now is democratic congressman from south carolina, and the assistant democrat leader for the house of representatives, james clyburn. welcome to you, congressman. i mean, you heard this whole set up before we came to you. can you just shed some light, for folks, about what the democratic leadership is doing to help avoid a shutdown? are there republicans that are actually willing to work with you all? >> well thank you very much for having me. i think, -- has it right. they are in a civil war. and, they cannot get out of their own way. and the public is hurting oh us weak, and the public knows exactly who is where, in this process. i defy anybody who, listens to the news, who reads the newspapers, to tell me one time they've ever heard a democrat talk about shutting down the government. we don't believe in that, we believe in working together, to make the government work for all people, especially those who are living paycheck to paycheck, those people who work for the government, working, people who need to educate their children, to feed their families, and fuels themselves. they don't want to see a shutdown. no democrat has ever called for shutting the government down. but yet, that's all we heard last week. shut it down let -- it they are in a civil war, and it is destroying the fabric that has kept this country together, for all so many years. and so, i would hope that the speaker is correct, when he says that we've got to get something done this week. it's sometime on september 30th, there is the -- state. >> but congressman, if in fact the republicans in the house of representatives are in the midst of a civil war, how exactly then will a deal come to fruition? isn't even realistic to hope for a deal at this point? >> yes it is. and i think that the speaker is a speaker of the whole house. he is not the speaker for the freedom caucus, or for the republican conference, he is a speaker for the house of representatives. and that includes the 213 of us on the democratic side. and we are willing to work with him, and with those people in his party who have their good senses around them. to keep this government open, and keep things functioning. because we are in a very critical state. in this country, in the world, and we do not need to see any buddy out of work, we need to -- >> do you, congressman clyburn, see that speaker mccarthy is willing to work with democrats? or do you think that he is more concerned about this potential motion to vacate, that. a small but vocal minority of house republicans continue to dangle out there in the wind? >> well he is concerned about that, we are all human beings, and you have to try to function. he functions within the caucus. and he will always try to find relationships among ourselves. but, the fact of the matter is, he seemed to have about a dozen, maybe 15 to 20, people who are hell-bent on just causing chaos. they are not interested in governing. and so, to the extent that he wishes to step aside -- to reach out to the other republicans in this conference, they, will help him, like we will help him do what's necessary, to keep this country moving forward. >> speaker mccarthy, also authorized impeachment inquiry into president biden. i would note, with zero evidence of any crimes committed. the president, i should note, responded to a question of the inquiry today, for the first time, jokingly wishing republicans quote, lots of. luck >> -- is reporting that minority leader jeffries is actually enlisting some democrats behind the scenes, to have a meeting on tuesday, to strategize a response. will you be at this meeting, and what is on the agenda? because i know even if you are not, there you know it's going on. >> well, i was not there in the meeting. and -- because, his fellow impeachment managers. as you know, there are two impeachments, and we had two sets of democratic managers. they were very skilled at this, they were experienced at. it and i suspect that they are the ones that will be getting together, and -- but, i would once again say to the american people, what are they talking about, impeaching president biden for? >> people are starting to think that 15 weeks seems to be a number that people are talking about right now. >> would you sign that? >> i would sit down with both sides and i would negotiate something and we would end up with peace in that issue. for the first time in 52 years, i'm not going to say our would or wouldn't. we are going to agree to a number of months or however you would define it. both sides are going to come together. both sides, both sides, this is a big statement, both sides will come together. for the first time in 52 years, you will have an issue that we can put behind us. >> at the federal level? >> it could be state, it could be federal. >> you're not committed to a ban? >> everybody including the great legal scholars love the idea of roe v. wade being brought back to the states. >> i would say this from a legal standpoint it's probably better. i can live with it either way. it's more important the number of weeks. >> meet the press also extended an interview invitation to president biden. look, as you can see, donald trump is literally all over the place on this issue. frankly, so is his party. after years of railing against roe v. wade and working to have it overturned, republicans have now been struggling with how to handle abortion now that they got what they asked for. banning the procedure anywhere from 6 to 15 weeks of pregnancy. i would like to say that democratic lawmakers should not be engaging with this back and forth about how many weeks abortion should be. the reality is, democrats have done a good job of framing this, a debate about freedoms. it's no longer debate about weeks. this is about freedoms. this is about whether or not you go to the doctor, are you and your doctor making the decisions for your life? that's an elected official in the d.c. capital. republican candidates are arguing over imposing limits on a woman's right to make decisions about her own body. i think this is a nonstarter in the general election. many places in america right now, they don't have that freedom. in, fact women and idaho, tennessee, oklahoma have filed new losses claiming that their lives were put at risk after being denied abortions under the states restrictive abortion bans. i'm very passionate about this. let's discuss. ashley pratte oats as a political commentator and contributor to msnbc news think. mola lately, a longtime political strategist and executive director of georgetown's institute of politics and public service. anthony coley is here. the former director of the justice department's office of public affairs. a current msnbc legal analysts. today's's birthday. >> ashley, let's start where i ended. first of, all let me just say, we are going to talk about the fact that what donald trump said in that interview is like a completely different thing from what he said to chris matthews when he noted that women should be punished for having abortions. what do you think about what you heard? >> the only truthful thing he said was the part about how the gop candidates cannot articulate their positions on the issue and that was it. it's true that they cannot because it's a losing issue. 61% of americans support abortion rights. let's get to the real facts here. less than 1% of abortions nationwide are happening after 21 weeks. almost, iterations is because the life of the mother is in danger. or there is fetal distress or issues that are occurring. it is not this whole idea that we are ripping babies out at nine months gestation. it's ridiculous. the fact that donald trump has an opportunity to frame it this way is because of the fact that roe is dismantled and taken away. it's automatically putting republicans in position to try to be on office by acting as though democrats want these extreme things that are not even being argued. i do think the more we talk about freedoms, to your, point of the better. hey, republicans like to talk about school choice. why are we talking about choice when it comes to women and their bodies and their own health care? it's okay for parents to think it's okay to send their kids to another school. it's not okay for a woman to make a decision about her own body and her health care and her children. >> it's ridiculous. >> mo, there has been some reporting this week. nbc news had reporting as well. my colleagues on the hill said there are democrats that are on different pages when it comes to how many weeks they should be for. i think that is a crazy losing position. and is missing where the debate actually is. even during this. >> some of this debate is not now. some of this, remember, even under roe, state still had some options here. states still could make decisions post-viability. that was the threshold that rosette out. yeah, there were some states, more conservative leading states, where democrats would lean into some questions like that. today is different. on a post-roe world, it is different. it comes down, to as you said, freedom. you either believe that a woman has the right to decide her own health care decisions, that is a universal right or you don't. and that is the question. that is the issue. i think democrats showed politically how potent that is. the 2022 midterms. there's an opportunity to show that again at this time. republicans are scrambling. decades of saying this is what they wanted. this was the moment they were waiting for. they got the moment. a bunch of them were, like oh, we don't know what to do now. >> anthony, a lot of democrats have said that it's great what we are talking about. we are having the right kind of conversation. what about the real implications for women? the woman in idaho in tennessee. is there more the justice department could be doing in the meantime while this debate is raging to protect those women? >> it's the right question. the good thing is the justice department is doing a lot. the number three official at the justice department's is pointing the doj's work. they've got to keep their feet on the gas. what does that mean? it means making sure that women, wherever they, live have access to fda-approved abortion pills. it currently accounts for 50% of abortions in our country. that means making sure they have -- women have free and unfettered access to reproductive health the cities across the country. it means bringing affirmative legislation, over lawsuits. what we are seeing across the country, a state like idaho, they are passing laws that continue to chip away at women's reproductive rights. the law was that an emergency room physician could not perform an emergency abortion if the women's life was at stake. it's against federal law. they brought that suit. it's on hold. they need to continue to keep the eye field and bring more of that type of lawsuit. >> this is the conversation that will continue up until and through the 2024 election. i'm glad my colleague -- what do you believe? we still don't know. i want to switch gears, anthony. i want to play what we heard from donald trump on the results of the election. i found this answer interesting. we will discuss it on the other side. >> you called your outside lawyers. you said they had crazy theories. why are you listening to them? where you listen to them because they were telling you what you wanted to hear? >> i saw what happened. i watch that election. i thought the election was over at 10:00 in the evening. >> i was listening to my instincts. that's gotten me to where i am. my instincts. i also listen to people. there are many lawyers, i could give you many books. there are books that are written on how the election was rigged. >> will you calling the shots? >> as to whether or not i believed it was rigged, sure. >> he was calling the shots. if you are jackson, fdr ears perk up? >> absolutely, here is the reality, symone. it's the reality, is in this country if you are going to challenge election results, there are two ways to do. it one, it is through recounts. there were multiple hand recounts across the country. to, through the courts. importantly here, donald trump went to court 60 plus times in georgia and across the country. all of those courts, he lost 60 plus times that should be the end of it. he knew he lost. >> the answer was, interesting. look, mo, i just wonder if there's anything that democrats should be doing with the comments that donald trump made to kristen welker's. is there any way they can organize around it? and not this industry that she is so proud of participating in a number than in her off time. one could argue there is some thing there to what you're talking about. you are 546 votes shy of a victory in 2022. i do not think that the democratic national apparatus, the democratic campaign committee was supporting you then. have you received support the cycle from the dccc? if so, how are you using the resources? >> just to go back a little bit, thank you. when 5:30 -- all the political procrastinators are saying you're going to lose by 40,000 votes, it's hard to get people to return your phone calls. i called a lot of different people. including a lot of people in d.c.. they did not return any of my phone calls to look up days after. we've proved our points that as my mom calls it weaken go to the party coalition in the republicans. which is what we need to do in a district that's larger than the state of pennsylvania. one of the reasons we did so well, i drove 38,000 miles around the district. 25 of those thousands worth my time just making a connection with voters all over rural western and southern colorado this time this will probably be one of the most closely watched races in the entire country. so i would imagine there's going to be a lot of support coming from all over the place. we are really proud that we've received over 200,000 different donations. a lot of small dollar donations from across the country. we are super excited to have the support from a lot of different people. most importantly, we are getting a lot of support from the voters and families and businesses of western and southern colorado. >> so, in colorado it is facing higher risk for drought and wildfires than most other states. according to reports out there, scientist that's only expected to worsen with the climate crisis. tell us, how would you use your seat in congress to offset the effects of the climate crisis in your district? >> we do have a climate crisis. that's exactly right. this is about is on partisan as it gets. water, water, water. three of our most important issues out there. i'm not making an argument that anyone's anti water. i'm making an argument, who do you want sitting in that seat that's going to take the job confidently and seriously and work in a bipartisan manner to get things done? i'm so glad you asked. let me give you a bit but a background, folks. in 1970, 1:13 members of the 92nd united states congress establish what we now know as the congressional black caucus, the sea b.c.. they saw a need for the black voices to be heard and represented on capitol hill five years later, the caucus capers to the congressional black caucus foundation. it is a nonprofit, nonpartisan public policy research and educational institute with a mission to advance the global black community. the key part of this work is done through the cdc as legislative kong friends are elsie. week this year's theme is securing our democracy and protecting our freedoms and uplifting culture. the conference includes activists and leaders and visionaries from around the country who are shaping the future of the black community on a global scale. the summer, i had the pleasure of speaking with the cbc f's president and ceo, nicole austin hillary. she shared this about this year's conference saying, quote, if you want to be with decision-makers from around the country who are trying to make a difference, you need to be with us at the aoc and september. september is here and so as cdc as president ceo nicole austin hillary. welcome, welcome, welcome to you. >> thank you, simone. >> thank you for being here. why the theme of democracy this year? >> we are under attack, simone. simply put. the black community has so many issues there at the forefront right now. they are critical to. us we are on the eve of a national vote for president. voting rats are under attack. we see legislatures all over the country changing the rules and changing laws. we are under attack when it comes to education and when it comes to what is being taught in our schools it is imperative that black legislators and the black community come together to talk about what the issues, most importantly, how do we create change and how do we empower our people despite to these challenges. >> this is more than just -- people say, oh, here they go, again they're getting together in washington, d.c.. you know, partying and have a meeting. nothing is going to come of this. this is more than just a meeting. >> this is more than just a meeting and i say this, you've heard me say this before. this is about the people. it is not about a party. now, i will say, this you so eloquently shared our theme of securing the democracy in protecting freedoms and uplifting the culture. we will hit every one of those. it is serious business to talk about the democracy issues that are under attack. it is serious to talk about the freedoms that we have to work to protect. also, uplifting our culture is about joy. it's about celebrating the history of the black community and all of our contributions. yes, we will have joyful moments where we will celebrate and engage. each day, the number one focus is going to be about, what are the public policies and solutions we should be talking about. what our constituents need to share the. members there is no other opportunity in the country for constituents to have this type of front-facing and direct contact with their elected officials. people can walk the halls and they can be with their members. they can stop them and have conversations. we make it accessible. we don't want it to be something that because of money or location that you can't access. it is open to everyone. we want folks to walk away with tools that they can take back to their own communities. they are the voices. we are conduits for people. we are conduits for the people. >> what special calfskin we expect at the al sea this year. what are you most looking forward to. >> our town hall discussion is what i like to call our plenary session. it's where we come together to really set the stage for the issues that are going to be discussed this year. our town held discussions on thursday, the 20. first this, year we have a special guest. sean p. diddy combes is going to be with us. >> -- you and i know it's the 50th anniversary of hip-hop. we also know, folks, if you haven't seen, then please look at the documentaries that are out on hip up. hip-hop is about more than music. it's about culture. it's about policy. this community speaks for the next generation. he will be there talking about black economic wealth. he will be talking about what our communities need to do to increase wealth into increase opportunities. again, that's all a part of shoring up and strengthening democracy. >> well, the cbc fc annual legislative conference is coming with a fire. i know you all host a dinner on saturday. and a special guests?
