Good afternoon, im ari melber sitting in for ronan. Today the Justice Department indicted five members of the chinese army accused of hacking into and spying on major u. S. Companies. This marks the first time the u. S. Has ever pursued these kind of charges against state actors on accusations of cyber espionage. All five are members of the Chinese Peoples Liberation Army and all of the hacks traced to a single building in shanghai. Eric holder said these charges should put all countries on notice. We must say enough is enough. This administration will not tolerate actions by any nation that seeks to illegally sabotage american companies. This case should serve as a wakeup call. The u. S. Long identified china as a major source of cyber spying but today marks a major escalation to halt this kind of hacking. Nbcs Pete Williams joins us from washington. Welcome, pete. Lets talk about what damage the chinese have done here and what is the u. S. Plan Going Forward . Well, in terms of damage, the Justice Department was reluctant to put a specific dollar figure on it or tie it to specific lost jobs or missed opportunities. Instead they say that they believe that its this kind of thing that is having an effect and as you know companies around the world have said that chinese hacking and hacking in general cost billions of dollars in lost revenue, stolen contracts and missed opportunities. The u. S. Attorney from the part of pennsylvania where these charges were brought did say that he believes this has had an impact on decisions by companies not directly but played a role in decisions by companies, for example, to close plants. So it is very real. How unusual is it for the Justice Department to essentially wade into a Foreign Policy question. These implicate the Chinese Government, not some sort of isolated crime. Thats absolutely right. What the Justice Department says here is that they believe that the Chinese Government is always said whenever these allegations are made, well, prove it. So what theyve done today, they say, okay, heres the proof. We can show that on such and such a date at such and such a time. This person in the Chinese Military sitting in this building, entered these key strokes. They have the proof now and they acknowledge its unlikely that the Chinese People are going to come here and face charges but said with a straight face, thats what they hope will happen. The candidates in six states will be decided from oregon in pennsylvania to the deep south. He is not a conservative and not doing anything to fight the obama agenda. Do i think he can win in november . I dont think he can. Those who worry about keeping the seat, they better pay close attention in this primary. Did you know that, that senator mcconnell is not doing anything to fight the obama agenda. By the looks of a recent poll, mcconnell up 20 points, leaves bevin with a long way to go and no time left. Theres a big fight over half a dozen republicans running for an open seat to win in the state they have to clear 50 , otherwise they go to another race in a july runoff. Good afternoon, the big emerging theme is probably as far as the National Politics is concerned the establishment versus tea party and the tea party may be on the verge of going 0 for 3 in high profile attempts at resting the party away from the establishment. We start with a big one in kentucky where Mitch Mcconnell defined his opponent early and often and made matt bevin unacceptable and thats been a pattern weve seen the establishment do this time that they dont do four years ago. When they get a tea party challenge, we saw a similar thing in idaho, where the incumbent went very aggressive. Then you have sort of the second thing going on with the Tea Party Versus establishment, best example is whats going on in georgia, where the republican candidates and socalled establishment candidates are trying to coopt a piece of tea party. This may get more defined as things go on but you see the rhetoric and thats part two of how they were able to slow down the tea party. The third big untalked about issue as to why perhaps the establishment is on the verge of having another big primary day, come tuesday, is the fact that the issue of the debt and deficit is further on the back burner of issues of importance, even in the republican base. Whether its health care or president obama or talking about keystone. You hear a lot of other issues being talked about but the issue of the debt, the initial an mating forcewise the debt deficit. With the idea that we have sequestration, the deficit is actually going down now. And National Debt is another story but the deficit is going down. The sense of urgency is gone and that may be the most Important Development as to why the establishment has struck back and it looks to be successfully truck back. Well find out for sure tomorrow. To discuss this race, we have joe klein. Good to be here. Lets start with the point that matt bevin raced in his campaign against Mitch Mcconnell, saying Mitch Mcconnell hasnt stood up against barack obama. I dont think for the most rabid right wing audience that rings true. Yes, it does, for the most rabid right wing audience. Given i disagree a little bit with chuck because given the amount of apathy out there, this isnt like 2010 when they wanted to burn down everything. Given the amount of apathy out there, i think that a lot more of the really crazy base voters are going to be they are going to have more weight in these elections because normal people wont show up. Youre making a point to the distortion of the turnout universe, he may be down 20 points to the extent these polls are accurate but they are always a prediction of whos turning out. Youre saying he may be counting on only the people most dissatisfied. Thats right. I would imagine at this point mcconnell has his base organized for what should be a pretty close election in the fall against the very attractive democratic candidate. The interesting thing about arkansas and organize not arkansas, kentucky and oregon, both having primaries tomorrow, is that in kentucky, the obamacare system has been working beautifully and in organize, where you would expect it to work really well, its been a disaster. And so the doctor has seemed to be a very good candidate there up until the last minute charges. And the other point there that comes up beyond obamacare, whether you can coopt aspects of the tea party. Another way to put is that migration. The antiwar ideas of howard dean didnt take hold in that race and then took hold in a major way later because barack obama was distinguished by that. I wonder if you could speak in any of these races, also in california, whether the Tea Party Ideas werent working for the challenger in part because the incumbent republicans are trying to be like the tea party believe it or not. In the last two cycles they really suffered by having some extreme candidates talking about issues like rape and especially rape but to me the big revolution may be coming in california where they have a system, they tried it in 2012, now a lot nor interesting in 2014, the jungle primary, are the top two vote getters prardless of party, go to the public and general election. You see races like in the fourth district, a Tea Party Congressman being challenged by a more recent veteran, army major and they are likely to go on into the fall. And in the 17th district in silicon valley, the same thing is happening from the left. The real distinction here and it was so much fun to watch it, in most primaries as you said, people run to the base. They run to their extreme and run to the right and run to the left. In california now people are having to run to the middle. Right. Which as a flaming moderate, something i welcome. Todays commencement address was the first time we heard publicly from jill abrams dzon herself. She gave the graduates a lesson in resilience yens. Early last thursday my sister called me, she said i know dad would be as proud of you today as the day you became executive editor of the New York Times. I had been fired the previous day so i knew what she was trying to say. It meant more to our father to see us deal with the setback and try to bounce back than to watch how we handled our successes. She what you are made of, he would say. Abe ramsons ouster sparked new debate about the role of women in the workplace and what they make when they make big jobs. Author salzberger twice had to explain his decision when he again disputed claims about unequal pay. It doesnt help to advance the goal of payee quality to cite the case of a female executive whose xpengs was not in fact unequal. Msnbcs melissa harrisperry, is at wake forest, new member of the faculty there and alumni and attending todays commencement and as i understand it she spoke to jill. What did you talk about today . I did. I spoke with her very briefly as the faculty we are lining up in order to process out for todays commencement. I just asked her if she had considered not coming to not give the commencement address, given all of the Media Attention around this moment and of course the painful moment that shes in personally having been fired from the New York Times. She said i would not have missed this for the world and she was very happy to be here. As you played a few moments ago, she made the joke about it being a media circus but made the decision you can tell she revised that talk and moved away from a conversation about the importance of a free press and decided to go ahead and take the opportunity of having this platform to tell her side of the story a bit. Yeah, and the theme there was definitely resilience yens and the theme was not an explicit focus on disparate treatment tore gender. What did you make of that . There were two points, one was about resilience yens. An interesting kind of way of framing resilience because rather than taking a parting shot at her former employer, she expressed it in a much more vulnerable and human and relatable way for the students. She talked about the experience of being dumped or the experience of getting a rejection letter from graduate school. Instead of saying i hate those guys, their bad at their jobs, it was more the New York Times is so important, i loved my work there and sad to have left it. But the other piece was she invoked and shes an editor, invoked twice anita hill and talked about the ways in which press covered anita hill and things they said about her. And for me, that was her clearly sending a signal about the idea that this narrative emerging as her being difficult and pushy, that we would read that through suspicion given the kinds of things that had been said about anita hill more than 20 years ago. This is such a classic contested story, because we dont have all of the facts emerged yesterday. And the New York Times to its discredit did not seek to initially put out a lot of facts. Then as i mentioned in reporting salzberger said, let me read more, he said i decided jill could no longer remain as executive editor for reasons having nothing to do with pay or gender. With great regret i concluded her management of the newsroom was not working out. Melissa, i wonder if in all of the symbols that piled up here, the gender parity pay has become a symbol for the double standards against women managers because it allows us to talk about something and yet it is possible that there were legitimate grievances against her performance, this is to say she was not a perfect manager. Its also possible that gender was a prism through which she was graded on a different scale than male managers might be. Ari, this is why i appreciate talking to you. Both things can be true at the same time. It might be true that in fact this person, this individual, regardless of gender, is someone that the boss, the leadership decided to move out. It can simultaneously be true that that has important ramifications symbolically and contextually for the discussion in gender in american politics. We lived at this point through a term and a half of the first africanamerican president. We recognize how opposition to that president and towards his policies can both be about legitimate opposition and nonetheless have important political symbolic ramifications around race. So i think similarly in this moment, when the New York Times elevates its first africanamerican executive editor, a moment for celebration for those who care about diversity in u. S. Media and at the same time oust the first woman, you cannot have those things happen at the gray lady without us having a conversation about race and gender and about whether or not those identities are meaningful for how we work in this country. I think thats so well put. I would also argue the idea coming from at least part of the times ownership management, that they can make changes without expecting more open questioning and accountability, reflects the kind of form of privilege itself. We show just the a snippet of your on the ground reporting talking to leaders at the highest levels. Where are we at and how much more needs to be done to get an agreement . I think a brief statement about that would be that after the 30 years of open bitter hostility for first time the United States and iran are talking directly in these nuclear negotiations. Our documentary talks about the first step, which is essentially a step away from a step back from the brink of war, the threat of war, that both were sort of speaking to each other, and now after this first ever agreement has been resolved, agreed to, now they are in the throws of trying to find out whether they can reach a final agreement. Its really about how much breakout time would we allow iran to have, its about centrifuges and detailed stuff in terms of trying to prevent iran from having a nuclear bomb but also irans deep wish to end sanctions which we heard today reported in the guardian, that iranians are at a breaking point. Almost, yeah. The sanctions they are enduring from the u. S. And eu have been so devastating. This is about getting to first step, which is remarkably quick, a matter of i think eight weeks we got an interim deal which prevented any further kind of conflict with iran. And this this selfimposed deadline of july 20th is to get a final deal and the final deal is important, once it is signed and assumptions both on the american side and iranian side not only will sanctions be lifted for iran, but they will no longer be talking about the Nuclear Issue. That disappears from the dialogue we have. There are other issues u. S. Will want to solve with iran and they will need to move on to those but this deal is going to be very complicated. Once this is signed after 15 years of talking about nukes in iran its over. Its going to be complex. Speak to the leverage. Because the simplistic formulation of Ronald Reagans policy was peace through strength. This president obama has been criticized repeatedly fairly sometimes and certainly unfairly at other times about the sort of strength quo tent of the white house. When you talk to white house officials they argue it is through strength and leverage over iran theyve gotten this far. I would say its the strength of the sanctions that have really played a major part in this. But it certainly hasnt been a road to peace over the last 34 years. Not at all. Theres been a lot of concern that the strain between the two countries and also other countries in the world may have actually a lot of people worry that may have pushed iran closer to wanting to get a bomb. So there is this interesting dichotomy. The difference with iran and people need to really understand this, and i think the u. S. Government currently the administration under obama understands this, iran demands, craves, insists on respect. And for 34 years, it did not get respect. It felt disrespected. Because of that, it would not in fact it resisted any kind of firm hand and this played into the equation when you talk about the leverage. This is a part of the leverage the u. S. Did not fully understand until now. Let me ask you, your documentary, both of you, called twitter diplomacy, theres a tweet that got a lot of this going and theres the notion of a very different and faster type of communication among diplomat swems public diplomacy. And irans recognition to its own government. The iranian government, the previous government was certainly no help. Almost a gift to president obama to be able to go get the International Community to impose these sanctions, american sanctions on their own arent enough to get anybody to do anything. Cuba is a perfect example of that. The gift was someone who kept talking about the holocaust not happening and invading destroying israel and all of that stuff. Ahmadinejad. This point is made by ann in the documentary, to have rohani and understand this Different Administration in iran, who did start use social media and subsequently with the Nuclear Issue as well is really a change that obama is taking advantage of. If i can make a deal with anybody, these are the people i can make a deal with. The Charm Offensive . Right, it began with this tweet from the foreign minister, happy rosh ha shan na to the jewish people, to say that after hearing this diatribe by ahmadinejad, it was a game changer and started a new road. It allowed obama and secretary kerry to engage iran. Its very comfortable now. You have a foreign minister who knows these people and met them when he was ambassador here and lived most of his life in america. And john kerry has always been in favor of diplomacy and found a partner it seems where they can at least try every possible everything they can possibly do to see if diplomacy thats a point thats interesting because it goes to the stake holders the countries have to deal with, even in semidemocratic societies. One in five women fall victim to Sexual Assault according to a 2007 study. Time interviewed a columbia rapist student whos accused rapist goes to school and without consequence. The front page puts it the crisis in higher education. Im afraid of leaving my room, and seeing people that remotely look like my rapist is a scary thing for me. I know im going to look back on my entire columbia experience and see how the administration has failed me. And its like a cloud that will always hangover me. That student explains that that situation ensued because the case against her alleged rapist was completely dismissed and columbia declined to comment for that particular story and also facing a fall complaint for 23 students. It could be reaching a tipping point. Someone is writing a list of alleged rapist on campus. A report about the incident has not been independently confirmed by nbc news, joining me is the executive director of rights for girls. Welcome. Thank you. Talk to us about whats happening here socially. It is not exactly news, however, sad, that Law Enforcement does not always treat these crimes with the vigor that they should or treat many other crimes. Having said that, what seems to be a little new a social uprising or backlash. This is an act of december per race on the part of the students to hold accountable their abusers because neither Law Enforcement nor their university is holding the abuser accountable. It makes sense that they are trying to find a way out of desperation to feel in some way that their abuser is being named. So let me also ask you about the other side, which is people say there are rights for victims but there are also obviously in our system rights for the accused. And absent a process, however it may have broken down, is it right to treat what may be an epidemic about these accusations and these crimes is a right to che treat that with a response that could verge on slander and putting out names of people who maybe havent had their day in court. What i think this speaks to is the absolute need tore our universities to be able to create systems of accountability so young women dont have to feel this type of desperation. It is to everyones benefit to be able to have a structure that works so that when someone has been violated, when there is an act of Sexual Violence perpetrated, there is an opportunity for structure and accountability. And if we have that, then i dont think we would see these kinds of acts of desperation. I think these young women would feel that there was a process to go through so that they might be heard. But unfortunately whats playing out on part of most universities is that as opposed to wanting to deal with this, as opposed to wanting to name it, theres a desire to cover it up and walk away from it and not to recognize that it is the universitys responsibility to make sure that its students are safe. And to your point there, this time report found 6 of males at one particular university that was studied had committed some type of rape. 75 out of that pool according to the research were repeat offenders, which tells us Something Different than one of the sort of false narratives we hear about this is a blurry line or date rape where people walk by and they are not sure what happens and suggests much more that the main share of the quantum of these incidents are from being doing them over and over as aggressors. Thats exactly right. Were looking at serial predators. So it is so absolutely critical to be able to recognize that these are not random events, that these are ways in which young women are being targeted by individuals who are repeatedly committing acts of Sexual Violence. I think it also goes to the question of who do we protect . Are we protecting those who are being hurt . Or are we protecting those who are being allowed to hurt again and again . And before i let you go, i know you were also involved in similar efforts on campus at Brown University. Tell us about that. Well, so part of whats heartbreaking here, 20 years ago at Brown University there were a group of women who had been raped, who felt that the administration was not Holding Accountable the perpetrators. So they wrote the names of their abusers on the bathroom walls. And 20 years later we see young women who also have been raped at Columbia University also writing the namgz of their abusers because they too feel unprotected and unheard. And i am saddened by the fact that we have a continued culture of impunity around the issue of violence on our campuses. Thank you for talking to us about your work here. I appreciate that. And in just a few moments, were going to have senator Claire Mccaskill hosting the first of three roundtable discussions on this issue. Two pieces of legislation would require more disclosure of crime information on campuses and mandate prevention and awareness programs. 55 colleges and universities are facing a federal probe for how they handle those kind of complaints. We have senator mccaskill can you hear me . Are you with us . I sure am. Tell us what youre up to today. This is the first of three roundtables were doing. As you said, were going to focus today on the federal laws that require reporting of Crime Statistics to the federal government as part of the agreement that we have with these universities to provide federal funding. We have some serious and significant issues around reporting. Its not frankly not done the same way in many of these different schools, the statistics are not reliable and its hard to find the statistics if youre a parent trying to decide what campus might be safe for your child. So those are the kinds of things were going to go over today. Senator, youve got your survey going to as you mentioned 450 colleges and universities and got pointed questions about how they handle these investigations. What does it say you have to use the subcommittee here at the federal level to get answers . Speak to us about the problem with not only the data but how universities have been conducting themselves up to this point . Theres a silent epidemic and part of the problem is we have these two systems. We have an administrative system that the University Needs to embrace, that all they can do to someone who is committed these crimes is kick them out of school. On the other hand, we have a criminal system that very rarely is being utilized to in fact hold these criminals accountable for their crimes. A lot of that is the way the victims are being treated. So overall, what were going to try to do with roundtables and legislation is make it more victim sen trick and making sure victims get services. They should remain confidential if they want to but we need to encourage them with good information and support to in fact report this to the criminal reports so these perpetrators can go to prison.
