Sa sara dallof is outside the hospital. Officials say dr. Spencer entered a new phase regarding the symptoms of having ebola. Thats correct. He entered the next phase of the illness which is marked by gastrointestinal symptoms. He remains in serious but stable condition. Doctors say he looked a little bit better on sunday than saturday. Hes in serious but stable condition. Hes still awake and talking. He tolerated a plasma transfusion very well. That donation coming from surviving ebola patient Nancy Writebol who said she was happy to give it and that she is praying for his recovery. His fiance was released from the hospital over the weekend. Shes returned to her apartment in harlem where shes going to wait out the rest of the quarantine period. Neither she nor the two other people that came into contact with dr. Spencer has shown any signs of the illness. Lets go back to new jersey and the nurse kaci hickox who has become the face of the pushback against the mandatory quarantine policies. Shes been speak out about her experiences. Shes calling it inhuman treatment of Health Care Workers volunteering in of a companyafr back. Shes been doing it all while in the isolation tent in new jersey. Now this morning the news shes about to be released after being symptom free for 24 hours, as you mentioned, tamron. She herself never was symptomatic. It was a misread by the thermometer an accurate oral thermometer show she didnt have a temperature. Shes going to travel on private accommodation to maine where shes going to wait out her quarantine public. She will not travel on public transportation. Thank you. Were monitoring another possible case in new york. Ebola Officials Say a 5yearold boy whose family recently returned from africa is being tested for ebola at bellevue hospital. The very hospital where dr. Craig spencer was being treated. He was taken by Emergency Responders overnight after coming down with what is being called a low grade fever. The child test results are expected later this afternoon. Well keep you uptodate. Again, right now no conformation. The 5yearold boy is being tested for ebola. Let me bring in dr. Nancy, a professor of bioethics and public at Johns Hopkins bloomberg school. Thank you so much for your time. Thank you for having me. Let me read a little bit more of what the nurse hickox wrote in her i guess first person account what shes been to in the dallas morning news. I was tired, hungry, confused. I tried to remain calm. My temperature was taken. Youre using a forehead scanner and it read a temperature of 98. I was feeling physically healthy. No one seemed to be in charge. No one would tell me what gofs oing on or what would happen to me. Thats just a part beha a par what she said happen talked to her. So initially Public Health was trying to do the right thing or the people in charge were trying to do the right thing in terms of taking her temperature. One thing we know from an etdices perspective. There are Little Things we must do that are easy. Like giving people information. Ultimately giving people food and a comfortable place to stay that make an extraordinary difference. It teurns out the story what i call initially reasonable of taking her temperature to quite inappropriate. Public health has something called the police power. Public health is allowed to do things that are pretty restrictive, like closing restaurants and taking away dangerous animals and even quarantining individuals when there is a threat. But what the public has to know the Public Health will only do that when the threat is real. Otherwise we start to give the public mixed messages about the facts. And i think to your point thats what i heard from a lot of people over the weekend some of the reaction to the case of the doctor in new york shutting down areas or early cases out of dallas with the nurses looking for other passengers on an airplane when by all accounts none of these people showed the symptoms that would allow them to be contagious or allow another individual to be infected with the virus. Meaning the diarrhea, blood, all the things we know and yet you see a cleaning out of a Bowling Alley and you also hear cdc employees looking and searching for passengers who under the guidelines after everything the medical world informed us of you cannot contract ebola just by sitting next to someone. Exactly. As a matter of fact, if it turns out ebola could be contracted that way, we would already have hundreds of sick people. Thankfully we dont. Its a horrible disease. It is contagious when you come in contact with the bodily fluids or someone who is actively symptomatic. Its a horrible disease. We can see that. Right now today the world passed 10,000 cases in africa. Its a deadly outrageous disease. But fortunately, in the United States, we can stay on top of it if people are responsible, which so far everyone has been. But responsible taking their temperature. Responsible perhaps to your point in taking the temperature. But many are questioning the reaction from governor Chris Christie and others who may be considering putting medical workers in a 21day quarantine. Last night Governor Cuomo clarified the polts saying he would ask that medical personnel, Health Workers remain in their homes for 21 days. Not in a hospital and that Health Care Workers would check on them twice a days opposed to overseeing what the nurse in a tent outside of a hospital near the airport. What w that said the Washington Post has an article on qua r quarantining. The question it may be unconstitutional. A law professor at Georgetown University who has been in touch with the nurse said that the courts are very suspicious when you deny a class of people their lib tip. Shes being detained because shes a member of the large class of people who happened to have been in the region. Do you have listen youre a doctor and you work with nurses, health care personnel. For those nurses, for the doctors who may experience the same thing, does that concern you . Does it concern me that people might be kbaurn quarantined because theyre willing to be a hero and step forward . Absolutely. What we need to know is that these nurses and doctors will be responsible in taking their temperature every day. So far the reports is they are operating at the height of responsibility. They, of course, want to do the right thing. If it turns out they have a fever, they call Public Health and medical authorities, so far a few people have done. It makes no sense in terms of Public Health or fairness to these people to essentially lock people up in a tent with little food, little internet, no access to ones loved ones when equivalent protections could happen in a more comfortable and humane way. Thank you very much. We appreciate your time. Turning to another developing story. A second student shot by a classmate friday in Washington State has died. 14yearold gia or soriano died. Nbc joe fryer joins me now from marysville. We learned the news overnight that gia lost her life. We knew after the shooting that her injuries were critical. What are we hearing from the Community Today regarding this conformation . This is something people were fearing. We were called to providence hospital. They announced that 14yearold gia soriano passed away. Doctors say her head injuries were too extensive to be able to save her. Three more victims remain in the hospital including two of the gunmans own cousins. This morning the motive behind the shooting remains a mystery. Gia soriano is now the second victim killed in the shooting. Late sunday the hospital read a statement from her family. Were devastated by this senseless tragedy. Gia is our beautiful daughter and words cannot express how much we will miss her. Two more students are still in Critical Condition this morning. Another victim 14yearold nate hatch who is also the shooters cousin continues to improve. She was shot in the jaw and cant talk but wrote a message to his grandfather. It broke his heart to why would he do that to me . Even if theyre cousins. Why would my brother do that to me . For students at marysvillepilchuck classes have been replaced by candle light vigils. Linds lindsay meis passed along a message. She loved her baby so much. Let them know how much i loved my baby. Witnesses say Jaylen Fryberg shot five students inside the school calf tiara before taking his own life. She w he was a popular student recently elected a home coming prince. He didnt fit the profile of a school shooter. We didnt know he was going to do this. Classes at the school have been cancelled for the entire week here giving students a chance to mourn. Meantime in about two and a half hours providence hospitals will be holding a moment of silence at 10 39 local time thats the time of the shooting on friday. Tamron . All right. Thank you very much. As that shooting comes less than two weeks before washington residents vote on a measure that would expand background checks for gun sales. Two parents who lost children in Sandy Hook Elementary School shooting are heading to seattle today. Theyve been scheduled to visit before the high school shooting. Now opponents say an initiative would not have stopped the ma marysville shooting because fryberg was too young to buy a gun and get a background check. He took it from his family who did go through a background check when they bought the gun to begin with. The problem is, thats what happens in most cases. Joining me now is bloom burg politics who has been writing about this. Michael bloomberg donated 1 million doll million. Thank you so much for your time. We should note your article is from a journalist perspective. You were looking at both sides of this. And not taking up any individual cause here. Lets look at the Ballot Initiative and as we pointed out already opponents say the initiative that would be on the ballot would not have stopped the shooting at the high school on friday. Thats right. I mean, the opponents say, look, have this law passed. Theres absolutely nothing that would have prevented the shooting. Theyre saying, you know, we dont want to legislate in a knee jerk way. But of course both sides in this issue are horrified by the images that they saw on friday and theyre continuing to see. We have a statement from the newtown parents visiting the seattle area to push for the gun control legislation. They say since the tragic loss of our own children we have worked to advance Common Sense Solutions to protect children from gun violence. Todays shooting is a stark reminder that more needs to be done to keep communities and kids safe. We must Work Together on this issue. Regarding Ballot Initiative it requires universal background checks. It prohibits background checks unless Congress Passes a National Standard that would restrict all regions equally. What are the early numbers. What is some of the response youre seeing on the ground regarding the initiatives . The polling shows that the Background Check Initiative is polling very well and would pass. The other the opposite initiative is not doing well. The numbers do not indicate that initiative would pass. And that the questions are a little odd in Washington State both of these initiatives are on the ballot. Its possible that both of them could pass, which would put the state in a very odd constitutional position. Right now it doesnt look like its the case. It looks like the background check measure is more popular and proponents of the measure said whether or not the shooting would have stopped by a background check measure it gives activists something they can do and this feels of, you know, theyre not helpless and theres a measure on the ballot that if you sport that position you can go out and vote on it. And the l. A. Times said gun control advocates are calling the election. This is the only up or down vote on gun measures in the country this year and the only Ballot Initiative since 2000. Yeah. Thank you so much. We appreciate you joining understand. Well follow your reporting on this extensively. Thank you so much. Coming up. Take a look at what one iowa paper is saying about the senate race between bruce braley and republican joni ernst. An exhibition of american politics at the worst. Well dig behind the headline. And take a look at the tight tightening poll numbers. Will there be another push in the white house . I think its more than likely that hes giving this a series thought. That was jeb bushs son. Just eight days now until election day when a major battle will be for control of u. S. Senate and our new nbc news polling shows republicans edging close to taking control from the democrats. Our polls show republicans now leading in three races for senate seats currently held by democrats including in iowa where the Des Moines Register is calling the race between joni ernst and bruce braley, quote, an exhibition in american politics at a worst. Ernst has a threepoint lead over braley being vacated by tom harkin. Cory garner moved ahead mark udall. And in arkansas republican congressman tom cotton holds a two point lead over a democratic senator fighting for reelection mark pryor. All the races are within the margin of error, as you see there. But former Senior Adviser to president Obama David Axelrod concedes it doesnt look all that good for democrats. If these are truly tied races, the races can be won. I suspect some will break at the end and more likely break against democrats than for democrats. And in two more key races with, our polls show its a dead hit in North Carolina between kay hagan and tom tillis. Hagan losing the four point lead. In kansas the race appears to be breaking in senator pat roberts. He trailed by 10 points earlier this month. Now morgans lead is just 1 point. Let me bring in the Political Panel mark murray and patricia murray. Thank you for joining us. Patric patricia. I had the pleasure of speaking to mark every day of the week. I love it. But let me get some perspective here from you. Lets start off with the race in iowa where the Des Moines Register said the candidates turned into care cantures who they may or may not be. With braley being in a deficit situation after comments he made early on regarding farmers and hes not been able to dig out of that hole well, thats exactly right. Braley hasnt turned out to be the candidate the democrats hoped he would be. When youre in iowa and running in iowa an youre criticizing farmers as he did early in his candidacy. He almost put him so far back there was no way to catch up. He also has a situation where ernst turned out to be a strong candidate for republicans. I think if you look at a lot of races republicans are pulling away in. Theyve had the good fortune of having the candidates they wanted. Theres no paul brown in georgia. Theres no republican in alaska like joe miller. They have not gotten they have gotten the candidates they wanted to see on the field. They probably have the strongest recruiting and the strongest results they could have hoped for in 2010, 2012 but democrats got lucky breaks with extreme candidates. We just dont see a todd akin emerging. I think thats helping lift republicans in a lot of races they may start to pull away. And mark, its noted that, you know, last year ernst was an unknown despite that she has more name recognition than bruce braley. Multiple term member of congress. Yeah. Its been a fascinating race. Part has been the ad strategy with the hog castration ad she was able to introduce herself. Ernst didnt have an easy republican primary. There was mark jacobs who had a tremendous amount of money. She was able to easily best him and a crowded field and the irony is that bruce braley didnt have a primary. He was able to amass a tremendous amount of money but did it create an identity political identity for himself other than he was a democrat who had said some maybe impolitic thins about chuck grassly, the republican senator and farmers. Thats the situation where the race is now. Democrats still think its a marginal race. They have the ground game. They can still be able to turn out their folks. But again thats hoping and they have yet to theyre behind in the current poll. Something else you noted in the first read. You said updated ad spending numbers in the ten hottest Battle Ground races show republicans outspending democrats in every state but one North Carolina. And, you know, that does give you a sense of the republicans do have the ad spending advantage. Its important to note thats what you include the 501 c 4 groups like the koch brothers, americans for prosperity. Theyll have to file their Campaign Finance filings. In that ad spending day that gives you the best glimpse at how theyre playing in these type of contest. I know that while republicans have the ad spending advantage. Theres almost party. And democrats end up pointing out they were able to buy the ads earlier. Theyre getting a better rate today. Might be getting outspent but have more ads on the air. Let me bring up president obama make a last Minute Campaign appearances. Six states there. He heads to wisconsin tomorrow. The first lady will be on the campaign trail this week with democrats as well. I believe she has the appearance on wednesday or thursday. I dont have my schedule here but midweek with both of the obama on the ground. Yeah. And, you know, certainly as you get this close to the midterm elections. But the president is being stre strategic. Theres not a referendum on president obamas policies when you look at the governor ice race. I think its smart strategically. And you see mrs. Obama going to states where the president cant play well. Shes able to bring a democratic message. Democrats need a strong get out to vote message. Shes somebody who can get into a state unlike the president. Shes not defensive to a lot of independents. She can do a get out to vote message to hard core democrats and comes out of those races looking strong and doing a big favor for democrats where even the president himself cant claim some of those states. Thank you so much. Up next at it again. Democratic senator Elizabeth Warren faces off against her one time Massachusetts Senate opponent scott brown. And now to New Hampshire and of course more politics with a week to go before the midterms. One of the key midterm races that looks to be coming down to the wire. Incumbent senator jane shaheen holes a narrow two point lead over scout brown. She called on Elizabeth Warren two years ago beat brown by eight points in neighboring massachusett massachusetts. It did not cross my mind that after beating scott browne that what he would do is pack up his pickup truck and move to his Vacation Home in New Hampshire. You can pack up your pickup truck. But i dont care how fast you drive it, youre not going to outrun your voting record in the United States senate. Msnbc Political Correspondent casey hunt was there. First impression of the race. Its a pretty close race. Its gotten closer here in the final weeks. New hampshire is a state that often moves really late and youve seen Senate Shaheen run into some trouble with the president and youve also seen scout brown getting a little bit more traction being very aggressive about his comments on ebola and other types of issues. I also thought it was interesting to see senator warren in the first in the nation primary state. You had a crowd of very excited mostly core democratic activists who came out to see her. These are the people that are going to help shaheen mobilize this fall but there are people that could potentially be warn backers in 2016. It seems if senator shaheen heavily depending on the ground game. The polls so close, her legacy, her time in the state thats what theyre hoping people will think about upon entering into. Thats shaheens focus here. One of the other lines she said we have to send scout brown back where he came from. I think thats been his main hurdle. I went to a Campaign Event with brown and i talked to kelly ayotte about whether or not senator warren could play well in New Hampshire if you want to take a listen. Do you think that senator warren represents New Hampshire values . No. I dont think she represents New Hampshire values. She represents massachusetts values, perhaps. I think even i think that senator warren is not someone who represents New Hampshire values. Oh. Thats tricky. Its a little bit of a tricky thing. You cant say warren is not from here and browne is. Hes hammering that senator shaheen has been a rubber stamp for the president saying she voted with him 99 of the time. Yeah. And New Hampshire is actually shown itself the past couple of cycles to be vulnerable to the national waves. Youve seen the delegation swing from democrat to republican back again. So i think the main question is if we are moving toward a wave if sort of these cry size stand at the forefront whether or not it costs shaheen her seat. Its debate night in louisiana. Democratic senator Mary Landrieu is in a tough fight as she seeks a fourth term. But the latest poll shows landrieu losing to threeterm bill cass i did. Cassidy. Joining me now cory johnson. Thank you so much for joining. Thank you, tamron. If the headline out of iowa about senate race was basically its b bringing out the worst of politic. What is the headline from the great state of louisiana . You know, you just mentioned New Hampshire. I think theyre very similar races. Female democrat incumbent running up against a republican and a very similar attack mode for the republicans. Connect that democrat to barack obama. And thats a lot of satisfaction the folk have with the president. Its all about isis and immigration, obamacare, ebola those type of things. Its so interesting you make the point. Chuck todd hits the road in his bus tour. What he was hearing at least in the state so far that where hes been able to set up camp and talk to voters isis and ebola were not as the forefront. Youre sighing the opposite trend with that race in louisiana. Yeah, you know, there this is a state that is a red state. Maybe even a little whacky. Higher percentage of voters voting for mccain in louisiana than in arizona. So i definitely think the president is not very popular in louisiana and kind of hooking Mary Landrieus wagon to the president. And looking at moving on from this race, she still has a run off after this is still a very complicated race that wont be resolved after tuesday. No, i noticed those poll numbers you threw up. A lot of polls out there i think, tamron, about a 20 undecided right now. And cassidy is kind of, i guess, being smart about this. I dont think hell get a lot of democrat votes in louisiana. Hes going to solidify the republicans. Dont lose too Many Republican votes to another republican. Mary landrieu, on the other hand, thinks she can get some republican votes. Medicare folks, older folks in louisiana that are staunch conservatives but would vote democrat because of her tenure, her experience, and maybe some of the, you know, older folks issues that she keys. Quickly tonights debate. What do you expect the headline to be out of there . Thats an interesting thing. Bill cassidy has not been at most of these debates. Its been the back up candidate who is not going to make this runoff going up against Mary Landrieu and cassidy has the luxury, i guess, of sitting back and letting them do the dirty work. This race is really boiling down to the undecided vote. The left side of the republicans. How many of the moderate or left leaning republicans will vote for cassidy and how many will vote for Mary Landrieu. Thats going to decide this race. Cory johnson. Thank you so much for your time. And for a lot of people something they grew up with throughout their childhood. We know there are a lot of great products that havent been able to survive in detroit. I didnt know this until we were researching for the segment how many chip factories existed at the time in detroit. We know its a lot of jobs, a lot of stability for some families being able to go to the factory job and perhaps build a middle class lifestyle at one point in time when some the other option s were the auto industry. When you look at the numbers of companies that have sadly died in your city, was it the economic model . It had to be something past good taste in chips .
