I think he made a mistake when he said that. Its just incorrect information. And i called him and he didnt tell me that, and i think he got the message maybe confused maybe it was stated incorrectly. Heres the bottom line distribution is going to be very rapid. He may not know that maybe hes not aware of that and maybe hes not dealing with the military, et cetera, like i do distribution is going to be very rapid. While we dont know when a vaccine will be approved nor how effective it might be, there were some estimates at the hearing yesterday that maybe it will be 70 ffective nor how quickly it will be distributed. We do know theres a widely available and cheap way to fight this virus its called a mask but the president seems intent on sowing doubt about that, too. These face masks are the most important, powerful Public Health tool we have. We have Clear Scientific evidence they work and they are our best defense. I might even go so far as to say that this face mask is more guaranteed to protect me against covid than when i take a covid vaccine. I believe that if you ask him, he would probably say that he didnt understand the question i think theres a lot of problems with masks. Vaccine is much more effective than the mask. As far as the mask is concerned, he made a mistake. Once again, in case youre wondering, the president has no background in science, in medical community or epidemiology the president s disagreements with the cdc over the effectiveness of masks comes as the Washington Post is reporting the Postal Service was planning back in april to send masks to every household in america. Not just one six. They even had a press release prepared but the plan was scrapped by the white house out of concern for, what that it would somehow cause a panic. And with the virus mask and Vaccine Center stage, also with us is ali vitali weve seen this this is not news that the president disagrees with the scientific experts in his own administration this, though, was an attempt to what i cant figure out is they didnt get dr. Redfield to walk back his comments, but the president was determined to make it seem as if he did the president trying to drown out his comments, i think, is more about what it was a lot of projection on the president s part assuming sort of sentiments and thoughts of dr. Redfield saying he probably thought he misunderstood the question it was a mistake the president clouding that. Dr. Redfield was very clear in his comments to congress which are important to noete hes testified before Congress Many times. Theres a requirement to testify truthfully under penalty of criminal offense so giving his best judgment about the state of a Vaccine Distribution and the effectiveness of masks, which, as you point out, the president has really thrown to the wayside. In that same briefing, he raised questions about problems with masks. While many people might find masks somewhat uncomfortable, overwhelmingly, the Scientific Evidence suggests that they are a barrier to transmission of the illness and a cheap and effective way to do that, which is basically what dr. Redfield was trying to say. Not knowing yet the full resource of what the eventual vaccine can provide us, that this is a way to deal with it up front. The cdc put out two statements and then held back on the initial statement which sounded like it was coming out of the white house with the notion that the cdc director was answering a question other than the one he was directly responding to and instead now, they are reverting to the statement from dr. Redfield himself where he says hes 100 behind vaccines but also believes the important mitigation factors of social distancing, washing hands and Wearing Masks is the best defense that we have right now so the white house wants its timeline the cdc operating on a different timeline and if people just consider the testing for covid positive or negative and how long that rollout took, theyre not apples to apples, but it is an indication of how the scale of trying to do something for the entire country is a challenge. And the president wants to assure people that, around election time, a vaccine would exist and then be able to be deployed quickly kelly, i want to put this in political terms because the biggest the most the oddest thing to me about all of this right now is that the president is fighting what appears to be politically an uphill battle. Im going to put out a poll number about trusting the president on the vaccine only 26 tell us in an nbc survey monkey poll that they trust what the president has said about a vaccine a majority dont trust him and yet, here we are 47 days before the election, kelly. And theyre having a debate with the virus. Theyre not having a debate with joe biden. If anything, the president was making sort of improbable claims that joe biden had not enacted a mask national mandate, as if he were president in some alternate reality. The president himself pushes back on masks. Imagine if we could turn back time and he made himself the champion of masks how different could the outlook be if he had been the one leading that charge, wearing a mask often, encouraging others to do so instead of what we see where the president will say hell wear a mask occasionally, but often take shots at mask wearing, either those who do or on their efficacy so the president is certainly trying to portray that he is sort of the master of the vaccine and a timeline for the vaccine, but it is not the best argument politically for him the economy still pulls as the only area where hes showing better than joe biden. Let me ask this question the Biden Campaign has made the virus the centerpiece of their challenge to this president over the last few months. Are they feeling any of this pressure to sort of get out of the virus bubble, if you will . I think, look, yesterday is good news if you are the Biden Campaign because the focus has been on the pandemic but youre having two conversations about the same topic between biden and trump as so often is the case biden is pressing this idea of leadership so as much as thats in the pandemic bubble, thats really been the message all along what kind of leader do you want. Now he has crises that he can use as examples as he continues to further that message. But while biden is talking about leadership during the pandemic in terms of trying to highlight trumps mishandling of it, you and kelly are right. Theres this inexplicable politization that trump is opting for despite the fact that politically that doesnt work for him. A vaccine on a timeline of the election after hes politicized it so much, im not sure that even looks like a win. Hes putting it on a timeline that he himself has no direct control over so thats the one side of it i do think where the Biden Campaign might come under a little bit of pressure is the fact that while theyre trying to paint democrats as the party of leadership and governing, especially being able to strategize and govern their way out of this crisis, it also does put the pressure on biden to be clear in what hes saying. Theres been this politization about vaccines and republicans now trying to paint democrats as if theyre antivaccine when really what democrats are saying is they dont want to trust trump and just want to trust the science. But thats not trickling down into some down ballot races. Its become a hot potato issues in key races North Carolina senate, where Cal Cunningham was asked about it in a recent debate. Tom tillis trying to turn that into a negative on him then theres the other piece of this in washington where if youre painting democrats at the top of the ticket as the party thats going to deal their way and govern their way out of the pandemic, it also puts extra pressure on House Democrats and Senate Democrats to start actually doing something on the next wave of coronavirus funding. If we find one thats 70 effective, then what where do we go from here, and whats the realistic timeline . Chuck, lets remember there are going to be about half a dozen vaccines looked at by operation warp speed which is the u. S. Program the First Tranche of vaccines, three are in phase three trials. One of them, the astrazeneca vaccine is on a pause right now, which we hope will come off pause soon, but the two that were hoping to have some important data by the end of the year, the moderna mrna and the pfizer mrna possibly will know by the end of the year whether theres a difference between the group that get the vaccine, the group that didnt in terms of efkaerks showing that it works and that we know it works. So, by the end of the year, thats when most people think we may have some idea about how these vaccines are working right now we know they do seem to induce some virus neutralizing antibodies which is a positive step. We dont really know that it works and we dont know about safety then we have to worry about rolling this out and its going to be complicated because these vaccines have to be frozen. At least the moderna one, a deep freeze temperature thats going to create a lot of logistical problems. This is not going to be an easy vaccine to roll out. Its a brandnew technology. Weve never rolled out a vaccine like this before and its going to require pretty steep learning curve so thats where were at i get so upset when the president accused joe biden of being antivaccine lets remember, back in 2015, 2016, the president campaigned in part on an antiscience, antivaccine platform mean helped ignite the pivot of the Antivaccine Movement to the far right. Thats when the tea Party Started funding antivaccine groups thats when you had organizations like texans for vaccine choice thats when you started hearing this concept of health freedom, and thats whats leading now to this glomming on of campaigning against masks and contact tracing. That all started with that pivot to the right and so this was started in part by the president , engendered by the president. I want to touch on something dr. Redfield said when he said the mask itself, he still actually views as more effective, probably more effective in preventing him from getting or giving covid than a vaccine. Especially if the vaccine is, say, 70 effective in fact, isnt that the most likely scenario that whatever initial vaccine we have, it will be like the flu shot mostly effective, but not as much as you wish well, we dont know theres three things we want a covid19 vaccine to do one, to reduce the likelihood youll get sick and go to the hospital second, ideally youd like it to also prevent the actual infection so you dont have the virus. And, third if that happens, if it actually stops the infection, enough people get vaccinated, then you can induce sufficient herd immunity to interrupt transmission the flu vaccine in a year where theres not a good match between the virus and the vaccine may reduce severity of illness whereas a measles vaccine, one of the most effective we have in two daoses, stops the efection and 90 of the fepeople that ge it, it stops transmission. And measles like in 2000 up until 2019 when measles came back so those are the differences we dont know how this vaccine is going to work whether its going to be more like a measles vaccine or more like a flu vaccine in a year where theres not what are the consequences what are the consequences for only half the country taking this vaccine over time well, the consequences are that it means were not going to interrupt transmission of this virus. It means that this vaccine is still going to be very important, but its going to be a Companion Technology used alongside masks and contact tracing. Its not going to replace it it means just because we have a vaccine, were still going to have to practice social distancing were still going to have to worry about restaurants and bars and were still likely going to have to have masks in place. Its going to make life better in a year from now the quality of life in the United States is going to be much better than it is now but theres still going to be a number of restrictions were still going to have to be very careful and were still likely going to have to continue a lot of these measures this is a gradual process. Welcome back amid longstanding accusations from democrats and some republicans that attorney general bill barr is politicizing the Justice Department and working as the president s personal lawyer rather than the countrys, barr is now slamming his own prosecutors, accusing them of being partisan and saying they are sometimes so determined to file criminal charges, they are like headhunters he also said career prosecutors have too much power. In recent years, the department of justice has sometimes acted like a trade association for prosecutors. More like that than the administrator of a fair system of justice based on clear and sensible rules in case after case, weve advanced and defended hyperaggressive extensions of the criminal law this is wrong, and we have to stop doing it. Barrs comments came last night just as the wall street journal first reported that he told prosecutors to consider charging violent protesters with sedition and that he asked prosecutors to look into whether charges could be brought against the mayor of seattle for allowing a temporary policefree protest zone with me is donald heir he called for bill barrs resignation back in february thanks for being on. I have to say, the contradiction in bill barr just yesterday. So theres the report on one hand he is saying prosecutors, career prosecutors have too much power. On the other hand, hes basically wants to charge american citizens with sedition for exercising, perhaps, for some of them who they believe may be exercising their First Amendment rights so i have to say, what i cant figure out does he want an allpowerful Justice Department or a weak one where only hes in charge . Well, what i think youre seeing now is a whole pattern of conduct by attorney general barr that is tied primarily to the most important thing to him now and its really been true pretty much since the beginning of the year at least for the last six months where he really has taken on the job as one of the lead spokesmen and acting using his powers as attorney general to get the president reelected and so you have him saying and doing a whole wide range of things, including this speech last night, you know, which is basically designed in part to appeal to the base on the ground that, you know, really im sure in the mind of Trump Supporters probably the Justice Department career people are part of the deep state like everybody else and so barr is essentially trying to claim the mantel of being the defender of the rule of law and the evenhanded application of it. Something he does very vocally quite often which, in my mind, quite honestly, is really a version of joseph gergels big lies technique in the acts hes perpetrated in the last 18 months, barr is clearly the one who is undermining the evenhanded rule of law so this is really an effort to mislead the public in a really gross and radical way. No, it does come across as bizarre gaslighting. You are like, wait a minute. Arent you the one politicizing the Justice Department here, interfering with cases and things like that let me ask you this, don ayer. Whats going through the what do you think if you were a career prosecutor right now, you heard those comments, do you stick it out because the election is six weeks away, or do you consider resigning and not working for this man well, i think many, many, many things that bill barr has done since he took over in the department have radically undermined the morale in the department and the reason why most basically has been that the Justice Department is really based on a way of doing business and an ethic and a desire, a belief idealistically that the department of justice is there to apply the law even handedly and fairly and not be influenced politically. So the career people there have sat and watched as all of these things have happened and i think its been, you know, reports ive had from various people, i have not myself spoken with many people at all in the department, but its real clear, i think, that the morale is exceedingly low for all those reasons. Now the question of whether someone resigns or not is a really hard question i think you saw the other day in the context of the durham investigation that his chief assistant, i believe she is Norah Dannehy resigned she did it quietly the talk is in the media that she did it because she was feeling pressured most probably, but the act of a prosecutor or the act of anyone in a position of public trust of resigning essentially in protest against misconduct can be a very, very powerful statement theres a great piece in the New York Times today about that and its really, really very significant thing to have happen but the idea that a lot of really good career people should rush off and leave just for the sake of leaving, im not sure thats a good thing. We need those people theyre part of a structure that works importantly. And one last thing i want to say about that is, you know, barr made a lot of allegations that got most junior people he seemed to suggest making these decisions. That is complete hogwash that is not the way the department has ever worked whats been in place for a long time is a carefully articulated review process its a layered process the career people are critical they have the expertise. They do most of the work but so are the political people. The upper layer is the dedicated people in the right world. The one i worked in and the one almost everyone has worked in is people who go there to serve the country, and theyre in political positions. Im sorry. Go ahead no, no, i want to ask this, though because what if we have learned now that the election of donald trump exposed a flaw in our system and the flaw is this if you allow the head of the Justice Department to be a political appointee the way its done, sort of the personal preference of the president , yes, theres senate confirmation, do you think we should create a hybrid model so that its more like the fbi, more like the federal reserve, where maybe the attorney general has fiveyear terms and you figure out how to create a brighter line between a a blatant political appointee of a Cabinet Agency and maybe create because it does seem as if fairly or unfairly the Justice Department has been undermined in the eyes of people on the left and the right for the last decade. Well, you know, i am someone who is skeptical of the ability to create rules and essentially here what i think, chuck, youre saying is, should we create some rules so that bad people and i have to say, i put bill barr in that category bad people who want to politicize the work of the department cant misbehave. Correct and the bottom line is, i dont think you can do that. And i think that we all have to recognize that people of character who act in good faith are essential to our government. You cant put people in like bill barr who want to create an autocratic president and let him use the powers of that office and go ahead and do that if you put people there, theyre going to misbehave theres no way they cannot have a lot of discretion. So i am not particularly in favor of coming up with a bunch of sort of geri built modifications. I really dont think some of those agencies you mentioned the fbi. The director of the fbi can be removed any time the president wants to even though he has a term. So the problem is in the hearts and intentions of the people in power. Yeah. We just have a rotten group of people in power now is the sad state of affairs so i think what you need is an attorney general to come in and reaffirm the norms and the rules and the way of doing business. It probably maybe even could be improved on a little, but if we just go back to doing what we did before, were going to be 90 of the way to what we need to be doing. All right don ayer, i love your optimism on that front. And you do bring up a good point. All humans are, at the end of the day its still human beings. Com we certainly have seen very active, very active efforts by the russians to influence our election in 2020 through what i would call more the maligned foreign influence side of things social media, use of proxies, state media, online journals, et cetera primarily to denigrate Vice President biden and what the russians see as an antirussian establishment. On that topic, wrays testimony undercut a key talking point from republicans as they try to paint antifa as an organized group of radicals being powered by super secret democrats. We look at antifa as more of an ideology or a movement than an organization. To be clear, we do have quite a number of properly predicated domestic terrorism investigations into violent anarchist extremists any number of whom selfidentify with the Antifa Movement and thats part of this Broader Group of domestic violent extremists im talking about its just one part of it we also have the racially motivated, the militia types and others joining me is nbc news capitol hill correspondent kasie hunt i want to focus on what chris wray said about russia its september 17th. September 17th in 2016, the federal government knew the same thing. We did not get that kind of clear warning from anybody in government at that time if you recall it went out, but they were there was never that much detail and there was also all that infighting, chuck, among congressional leaders in the Obama Administration about what to say and how to say it and the administration seemed reluctant because they didnt want to be seen to be helping Hillary Clintons campaign in the critical final hours and that ultimately defendant a lot leftt of people in the dark. We have chris wray talking about what weve learn from the Intelligence Community and saying something clearly that many of the administrations allies have tried to avoid saying directly. That russia is interfering in a direct way thats distinct, different and foepotentially moe dangerous than what any other country is doing the odni had to revise its statements about this because they initially included china and iran in the list china and iran take something measures but not the active measures that were seeing from the russians here. I think chris wray underscored that you could tell from the questioning that this hearing was incredibly partisan, both sides attempting to get their version and focus on the threats that were perceived from the other ideological side of the spectrum and chris wray not really playing the game, even on antifa, as well. I think this fits in he handled those questions about antifa in a similar way to how he handled these questions about the russian interference, chuck. Right he seems to follow the facts the way he described the violent the violent political activists was pretty correct you have extremists. Its like the left wing anarchists if you want to say theyre left wing. In some ways theres the political pendulum swings so much, it circles but thats fine, and he threw the militias and the racially motivated folks, meaning the white supremacists, also in the same category which to me makes more Law Enforcement sense than what bill barr was trying to do which is create a political divide on these politically driven violent extremists. Right wray focused on what are they actually doing are they committing violent acts or are they threatening violent acts what are the crimes being committed here he essentially said its not our job to figure out, you know, to make judgments about whats motivating these people. Its our job to focus on the actions theyre taking he did acknowledge, yes, there are people being inspired by ideologies, you know, across the political spectrum, but he didnt want to get into this idea that democrats, as you put it at the top of the segment of organizing antifa and thats why we should focus on them. He was straight to the point about how Law Enforcement traditionally handles these things well, i think a lot of people would like the feeling that the fbi director is just being joe friday just the facts, maam. Welcome back turning to the 2020 election you have to remember, this is the first election where somebody born in the 21st century will be voting we have new ideas about how those youngest voters feel about two of the oldest president ial candidates with our partners at quibi, nbc news took 2,000 responses from polling to break down what Younger Voters are thinking. We broke down our entire saemps by generation. The big takeaway is this young voters overwhelmingly say theyll vote for joe biden in november nearly 60 of gen z said theyd vote for biden while only 33 said theyd vote for President Trump. And millennials were similar with 55 voting for biden and 35 going with trump just because theyre voting for joe biden doesnt mean theyre exactly excited about his candidacy. Most young voters dont have a high opinion of the current president. Both groups gave him a highly negative rating. While bidens negative rating isnt as high as trumps, his positive rating is only 26 from gen z and only 3 higher from millennials. Joining us, nbc news Political Editor carrie dan. I think a big part of this is that for quibi, our primary audience is that Gen Z Millennial under 40 audience, especially with our news offering ofs, including the report that nbc news produces for us so as we were thinking about where we want to be in this election, we wanted to take a deeper look at how the young people we are trying to serve with quibi are feeling about the election and you all seemed like a good partner to do that with since you have all of this data. We found a couple of interesting things in that data. Carrie, lets go through i think the biggest thing that longterm people need to take away from this is just the makeup the demographic makeup of these gen z voters i can put it up. We have the president ial race divided by this among white gen z voters its biden by eight points among gen z voters of color, its biden by a whopping 45 points, i believe. 67 22. We have 57 33, so need to check that number from that i had here but carrie, im curious. Tell us about the overall demographic makeup of this group compared to the rest of the electorate when were talking about gen z, were talking about voters 18 to 23. These are the very Youngest Group of voters. Right now they made up about 7 of our sample overall. Of all of the thousands of voters that we looked back on. Thats compared to millennials who make bup 25 its a slice of the pie right now. The number that stuck out to me was that this is a group thats 40 voters of color. Thats compared to about a quarter of the electorate overall and a sliver of some of those older generations. So this is a group that is up and coming they are entering their voting likely for the first time. Theyre voting for the first time and theyre diverse much more so than their parents generation or grandparents generation we see how vehement the feelings of these voters of color are against donald trump they are very, very negative on him. Much more so than their white counterparts, even in these youngest generations which shows you how influential this period of time in their lives is going to be going forward. If you are a republican strategist, you are worried about a big voting demographic entering the electorate with negative feelings about republicans. Shawna thomas, whats interesting, though is that in some ways, the gender splits even among young voters look like the general splits among all voters among gen z men and among millennial men, biden leads but within the margin of error among women, its the gender chasm as weve seen. Biden up by more than 40 points among gen z women and just under 40 points among millennial women. Thats interesting in how that is just actually the same. It may be demographically different on race, on ethnicity, but on gender, these voters are acting similarly yeah. It means that in some ways, it seems the message of President Trump has trickled down to the Younger Voters i also think that part of what makes this interesting is the same thing carrie just said about race and the Republican Party. Gender and the Republican Party. If this age group actually thinks of the Republican Party as equates donald trump and i think we can have a longer conversation about what that means if President Trump doesnt win. I think the Republican Party should be really worried about women as well going forward. Especially if you also look at 2018 and all the energy and all the women who came into the house of representatives at that point. It was a Diverse Group it was a big group youre seeing, if you are a young woman, and you are seeing that and then you are also comparing that to the Republican Party, you start to say, okay, is the Republican Party for me so i dont know how much that will necessarily i mean, it probably will affect this election a lot, but going forward, the Republican Party is definitely going to have to figure out how you bring especially young women back into their fold yeah. But carrie, if youre the Biden Campaign, youve got work to do, too. Right, chuck. These numbers really show that millennials and generation z, theyre saying, all right, ill vote for biden, but i dont have to like it if you look at his positive ratings for biden and trump, theyre pretty much the same both are deeply under water. Donald trump is very much more deeply under water thats a sign that these younger generations are definitely seeing this as a referendum on trump and theyre going to pick joe biden, but theres not a lot of enthusiasm. Not a lot of excitement. And given how much every four years, right, democratic strategists wring their hands about how do we get them to come out and vote the reason it work forward barack obama in 2008 is the Younger Voters really liked him and had positive feelings about him. Thats not really there for biden. Yeah, and good luck using College Campuses as a way to round up the vote these days were not even sure how effective that can be in this current environment. Chuck, she got covid, and she died i had oxygen, ventilators, icu beds, doctors and nurses who gave their blood, sweat, and tears to try to save this woman. We did everything we possibly could. Her two daughters will grow up motherless now the walk across the graduation stage one day without their mother cheering them on. Theyll take their wedding vows one day without their mother smiling upon them. Theyll give birth to new children into this World Without their mother there to celebrate that joyous moment why do i say that story . Because we had everything at our dispos disposal, chuck, to try to save her life, and we couldnt. Now add potentially up to 40 million new flu infections 500,000 of which require hospitalization. They need the same exact resources this woman needed to try to save her life and so will the flu shot prevent covid . No is it perfect . Ill be the first to admit its not. But what it does do is it helps prevent the flu, and that gives us doctors on the front line a fighting chance to try to save our Covid Patients and to give them a fighting chance to get the resources they need to survive. Let me ask you this, while i hope you hit decline there on that call very quickly, doctor which is, can we give away this flu vaccine fast enough to make sure we get as men people inoculated as possible one of the things were all concerned about. Lets say we do get evidence that suggests it is effective by the end of this year, chuck, we still need 300 million syringes. We need 300 million needles, 300 million products and we need to get it into americans across the country. Im with you, i think the cdc is being realistic, it might not be until spring or summer of 2021 until we really get this to the American Public at a large scale.
