Orders in los angeles. Well be taking you to the ground coming up at this hour on m msnbc. Hello ali. It is incredible. Back here in washington where lawmakers leading the impeachment inquiry onto President Trump had their eyes on a new witness. House investigators want to interview john bolton. According to boltons lawyer, they have been in contact with the House Committee leading the probe. Bolton resigns back in early september. President trump says he fired him. Saint pet either side of the story suggests there was tension between if two. Bolton could emerge as a crucial witness after fiona hills revealed that bolton was so disturbed to get the ukraine to investigate the bidens that he calls it a drug deal. The president is taking questions outside the white house last hour where he continues to rail against the inquiry. A lot of unfairness for a perfect conversation with the president of ukraine. Frankly had they known what the conversation was, they would not wasted everybodys time. This was a perfect conversation with the president of ukraine. President of ukraine and his foreign minister separately came out and said there was absolutely nothing wrong with the conversation. President ukraine and the foreign minister came out said there was no anything, there is no blackmail. They said there was no pressure, there was nothing done wrong. This is a hoax just like there was no collusion after two years they found out and wasted 45 million. This is a disgrace that this could happen to our country. Remember the president of ukraine said no pressure. The president of ukraine had his foreign minister says no pressure, no blackmail and they dont even know what you people are talking about. It is a hoax. One day if i live long enough i will have a perfect conversation myself. Joining me now garret haake and former counsel during the nixon impeachment inquiry, michael conway. You are really good at this, pull it back a little bit. It sounds like big news, they want john bolton to testify. Whats the relevance of bolton specifically to the conversation of ukraine and the withholding of aide. Bolton is as close as you can get to the president. He was named by fiona hill, someone who was aware of what Rudy Giuliani was up to in ukraine and we know from other testimonies there were other diplomats and other folks in the National Security chains of command who were raising these concerns. What did he advise President Trump to do about it . I will say bolton while hes incredibly important as a closed door deposition target. Someone that could lay out the facts. If you look further down the timeline, i could imagine a scenario where bolton were to do so. An important witness in an open hearing. If you followed politics at all in the last three president ial administration, you will know john bolton face and his name. Hes not nameless or faceless diplomat. Hes someone a lot of the American People would connect through the scan zdal. Makes it important locking down the testimony. We dont know has happened yet. You dont know his name or j job, you certain lino hly know mustache. Michael, hes as hawkish as hawk gets on military stuff. What is he going to do . There is no love lust between bolton and the democratic congress. Is he mad for donald trump firing him or hes going to Say Something thats meaningful for is john bolton is going to be there for show . I think bolton can Say Something meaningful. Hes been in Public Service for a long time. If he does speak, it eviscerate the talking point. For t he also was at the epicenter of this. He knows whats happening in the white house. We have been hearing from bill taylor and whats happening in ukraine with ambassador sondland. This is a possible glimpse to see what was happening actually in the white house when this is going on. Garret, lets talk about the inquiry and where it stands right now. It is all a halt for the moment. Who testifies in the days ahead and what does the schedule looks like . The schedule picks up tomorrow. Another state Department Official and we go through next week, depositions everyday. It shows you which the white hou houses firewall is fallen apart. All of whom were supposed to not be cooperating based on the white houses letter here. The big name next week are names that you will hear a lot is tim morris morrison. Someone whos named a lot in bill taylors testimony this week. This is democrats trying to get closer and closer to the actual Decision Making here as we started out with the whistleblower he was hearing thing and what officials in ukraine are hearing. Now, we are moving closer and closer to the white house and how decisions are made and communicate o communicated out. If i t miss the whole week to watch the news, thursday, tim morrison is what i am looking for. No Vacation Time on thursday, ali. We have to work. Michael, there is a push by republicans, they say these testimonies, these depositions are being done in secrets. There is a distinction between secrets and behind closed doors. The questions you get is there are no republicans involved. It is democrats talking to witnesses. Thats the end of it. It is entirely not true. However there is a push for republicans to make these hearings public which should happen by about mid november. Give me your take on this. 43 republican members of congress who entitled to be in the hearing room. Not just entitled to be there but entitled to question the witness. Congressman who were rushing the skip on wednesday would caulkco imped impeded. The same procedures followed in watergate, we had an executive session and those witnesses testified in public. Whats happening in the deposition they are quite ranging and broad. When they testify in public and adam schiff says they would testify in public, it would be laser focus and the public could hear for themselves and judge the ability of these witnesses and the account of what happened in ukraine. Garret, lets talk about Lindsey Graham yesterday. Seven republican senators did not back it yet. We are looking at them right now. Alexander and collins and murkowski and romney. What do you read into that . I see a lot of people here who could not be influenced toz donald trump either because they are retiring. Romney whos bullet proof in utah does not need support from donald trump to get reelected. I see a couple of folks facing tough reelection fights, susan collinss a and gardner. These are folks saying publicly, they dont want to put their names something that may look like theyre leaning in one structure. Guys, thanks for making complicated matters clear to us. Michael conway and garret haake. New development of maria but butina. She was arrested in 2018 for using her ties to illegally infiltrate u. S. Conservative political circles. She pleaded guilty of one count of conspiracy to violate the law governing foreign agenerats joig in the United States. Julia ainsley. It is great to see you. Talk about what happens to butina next . Lets go back to a year ago. She pleaded guilty in d. C. The judge says you were not a student who got mixed up in something. This looks like it is a conspiracy to act on the part of russia to infiltrate this group lice the nra. She was sentenced to 16 years. That was a maximum 18 months. She was sensed to 18 months, thank you. Shes now being released today. She has been released and will be deported to russia where she will go back to her hometown and she will not face any punishment now. She does not want to go out and become a media darling, she plans on having a low profile of this. It is the end of the course for her at this point. Is there any Collateral Damage or investigations that follow from her conviction . None that we know of. At the time it was very hard to separate this out. Entirely hard. Nobody knew what piece of the puzzle she was. It falls into close ties with republicans. At this point because the fact that the Mueller Probe had been wrapped, it looks like there are no further investigations stemming from this. It certainly has increase our radar or the publics point of view of the way russia works and to infiltrate our elections. Not just trying to control politicians but in this ground up policy to get people into certain meetings and introduce someone or ooereven viewing som as young as butina. I remember being one of the complicated things we covered last year. Julia answerly. Letainsley. Lets bring in my buddy stephanie ruhle. What we have to do is slow it down and break it down. At least 50,000 people are now officially under evacuation orders right now as winds whipped fires tearing through parts of california. There are two monster fires right now burning in california. The the fire exploded over night fuelled by heavy winds and dry brush burning about 40,000 acres. The kincade fire. Joining us now from santa clarita. Tell us about the condition. How bad is it from where you are, sarah harman. Reporter you can see behind me an active fire. This fire is only 5 contained. Firefighters have been working around the clock. The issue right now are these rele relentless winds. Santa clarita are seeing winds all morning long. Thats a huge deal because when you think of a home like this being swept up bi pyramid thoy this. They could put the whole neighborhood in danger. This area is under evacuation order. I talked to a resident who lives across the street. She came back this morning to check on her home. She told me a little bit about the emotional experience. No sleep for all night. It started at 1 45 yesterday and at 2 30 i called my husband, he works down the valley, our business and i said think you may want to come home and he said why . There is a fire really close and i was watching the flames up on the ridge and he was on the last ones to get through up here to the property. Thank god. Wow. But we are okay and we have our house and our animals. If the house goes, the house goes. We have everything we need out of there thats important. Reporter guys, we are trying to show you this house here behind me without getting the firefighters way. They have been spraying all morning. This is an active situation. You can smell the smoke. It is not pleasant to stand out here and these guys have been working tirelessly since the fire broke out yet. I know they are again cutting power and not just to people that are specifically hit but thousands of people in the region. What do you know about that . Reporter thousands of californians are without power due to these protective cuts. 13,000 people in this area alone do not have power. Obviously that makes getting information about evacuations even more difficult, stephanie. Another thing thats going on is that there is an investigation by cal fire into an incident in northern california, pg e, did cut power to residents but they did not cut power to all of their transmission lines. One of their pieces of equipment malfunctioned seven minutes before the kincade fire broke out. Cal fire is now going to look into that incident closely. Sarah, has this become just the everyday way of life for californians. If you compare this to 1970s, the wildfires season is 105 days longer. There are three times as many huge fires and 6 times as many acres burned. Is this the life they are now living in california . Theyll tell you they got a fire safe and have their emergency evacuation plans. This is a threat that a lot of california have sadly had to learn to live with. When you talk to people, theyll tell you yeah, sure, we are ready but because they live with it all the time, there is also a sense that if the firefighters are there, some people think perhaps it is safe for me as well. This is an area thats under evacuation order. We have been talking to residents who come back to check on their houses to get things out of their home. Thats obviously a dangerous situation. Sarah, thank you. Stay safe where you are. I want to bring back ali. Since 1970s. The season is 105 days longer. Three months longer. Thats exactly right. The idea that sarah was there in a populated area. This is not a remote area. This is becoming real for 50,000 people in los angeles and people in sonoma. We have to figure it out. Still ahead, criminal Justice Reforms on the agenda for the president. Plus, shady back channels and shad shadow secretaries. David schultz tell us of his experience in trumps cabinet. Actress Felicity Huffman is out early today. She served 11 days. It is normal to release inmates early if they are set to go free on the weekend. Huffman there have to pay a fine of 30,000 and perform 150 hours of community service. You are watching velshi ruhle, live on msnbc. Watching ruhle, live on msnbc. Welcome back to velshi ruhle, President Trump is about to do something he has never done before. Make remarks at a historically black college. The president is on his way to Benedict College in South Carolina where hes going to speak the next hour about criminal Justice Reform. Hes going to address whats next for the First Step Act which is criminal Justice Reform effort. The visit comes days after President Trump was criticized for calling the impeachment inquiry a lynching. Joining us now is tremaine lee whos on the ben fixed Asset College campus. Good to see you, my friend. Explain to me how this president is circling that college . Reporter in some ways, first of all, thank you for having me. In some ways the president coming to hbcu happens some what naturally. For a couple of years hes been pushing criminal Justice Reforms and making fellows for people on the right and left. President trump coming here, there is some unfortunate timing given the week he had in terms of how folks, black people in particular responding to his lynching comment. Here on this campus, for those whos been pushing reforms and working across the isle, this is a victory, a victory thats beyond partisan politics that people have been incarcerated unfairly. I spoke with a man named lewis reid, an organization working to cut the prison population by half. He puts this into context for us. Lets take a listen to what he had to say. I think we theneed to apprece the moment and maximize where we are. We are focusing on implementation. We are also focusing on making sure that the people had been released have hospital resources and access to housing and employment and access to the things that are going to give them a spring board and not create as trap board into failure. Now, ali, this was not sponsored by the university. It was upsponsored by universits across the country. Those who have been pushing and working across the isle to create this much needed reform. You mention the rough week the president has had which hes now trying to convince everybody. Hes not entirely wrong that democrats have used the term appropriately as well. Does the president gained anything from being historically black college . It is hard to contextualize it. It does
