Medical devices. So were going to make a lot of progress. The president literally kissing and making up with the head of the
European Union
. Were going towards zero tariffs. Zero subsidies. The size between the two are actually almost identical. What concessions did the u. S. Really get . This deal seems to have been won more than the europeans than the
United States
. You saw this enormous blowback to the crazy idea paying the farmers 12 billion. Did he tell you what transpired . I had a number of conversations. Did you speak to the translator . No. Senator i understand the game youre playing. Mr. Secretary, with all due respect i dont appreciate you characterizing my questions. My questions is to get to the truth. We dont know what the truth is. This president runs this government. His statements so now we understand in a when the president speaks, it is the poll sigh. From where we sit it appears that in a ready, fire aim fashion, the white house is waking up every morning and making it up as they go. I am a parade that at this point, the
United States
, the
Trump Administration
is being taken for a ride. Fear not, senator. Fear not. Looked like
President Trump
was being completely manipulated by the russians, which it seems that he was. So, best to put it off. All eyes will be on tech. A day after facebook lost about 20 of its value. Put that number in context, the amount the stock declined is larger than the entire size of mcdonalds. That is a huge drop and could end up being the largest drop in history. Leadership of the company says those numbers no the likely to improve any time soon. Ceo
Mark Zuckerberg
himself taking a nearly 17 billion hit. Were investing so much in security that it will significantly impact our profitability. Were starting to see that this quarter. Now to
President Trump
s trade war. His fight may be coming to an end. Maybe a ceasefire. According to the white house anyway, the president wasted no time claiming absolute victory following yesterdays meeting with the eu commissioner. President john claude yujuncker. Then,
European Union
representatives told me they would start buying soy beans from the farmers immediately, also vast amounts of lng. Those were the president s words. For those of you who are not experts, l the ng stands for liquefied natural gas. Heres the thing the president seems to think he has reached a major milestone. Lets take a closer look at what we know about trumps proposed deal with the
European Union
. Remember, proposed and signing on the dotted line are very different things. What we have to focus on is what we dont know. First e america and the
European Union
are at something of a stalema stalemate. Both
Groups Holding
off on future tariffs. In exchange for the truce, the
European Union
has agreed to increase imports of u. S. Grown soy bean that is could do a lot to help embattled red state farmers hurt by the trade war. And there is no word yet on how thats going to impact the president s plan to bail out the agriculture industry. Well europe said they will potentially purchase more lick fied gas. United states is expected to nearly triple the export quotas by 2020 mostly through the use of fracking. Capacity of the eu to import more is expected to expand. But we should know this. Yesterday was simply an agreement to begin talking about reconciliation. My question is reconciliation from what . President trump created this. President trump called europe our number one foe a week ago. Now, the president has taken his bazooka down and the
European Union
has done the same. But toe say that we are in a better position than we were before thats absolutely not the case. Weve got lots of trade issues, but the most recent trade war thats gone on for the last four months is all done at the hand of the president. All right. We also have to get into, no the to mention the negotiations that are going to need to happen behind the scenes. Assuming everything goes as planned, things will get better between the two nations, but thus far, the president shares very little. And if you think about the timing of yesterdays announcement, at 4 00, the white house leaked out that europe had made concessions. Thats all they said. What did the market do . Sky rocketed. Soon after european officials said hold on, a deals not done until a deal is done. What did
President Trump
win . He won a headline that served the markets. Did he serve the country . We certainly dont know yet. With me john harwood. Lets walk through this. Because at the core, if you talk to people around the country, farmers, for example, even those who will be hurt, theyre happy the president is addressing this. But what hes done thus far is created a big old mess. Of course he has. And if you wanted to give a name or a true headline to this announcement they had yesterday, it would be that
President Trump
said ive agreed to stop hurting the economy. This was something created by him and now he is in the face of a lot of resistance, a lot of upset among his constituents as well as his political adversaries, come out and said im going to stop that and were going to talk. Guess what . The talks that they have agreed to have, and you played that clip from wilbur ross, that is precisely what the
United States
was already doing with the
European Union
in the trade talks that were known as t tip. That was under the
Obama Administration
was ongoing. When t tip and tpp were on the table, we were working towards getting rid of all of these tariffs. Exactly. How can the white house possibly make an argument that theyre now saving things they created. Whos believing it . Well, its the same way that they can make all sorts of arguments that are not true. You just mentioned tpp. These nafta talks that are ongoing between the
United States
, canada and mexico are being resumed now. Likely outcome of those talks is 90 plus what had already been agreed to in the
Transpacific Partnership
negotiations of which canada and mexico were both a part. This is just bologna that the donald trump walked into the shop, he started swinging a hammer around, breaking a bunch of stuff, and then walked out and saying okay im going to stop doing that and now talk and talking in ways that the
United States
was already talking before i became president. My goodness, its more than just bologna. My concern is does the president understand trade . No. He does not. Ill steal the line. Its like coming home from the
Grocery Store
saying you lost out to shop rite while in your hand are butter, eggs, milk and a loaf of bread. President trump, trade is called trade for a reason. John, thank you so much. You bet. Appreciate it. Now talking autos, overshadowed by the effect of
President Trump
s world base is the impact on just that, the auto industry. Tom costello took a closer look at how these are already taking their toll on
Car Manufacturers
and how potentially, much more you could be paying for your next car. They make door hinges for the
Jeep Wrangler
on this assembly line, a
Small Company
with nearly 50 employees that gets it parts from china. But the tariffs has them considering layoffs. If it gets to the point where we want afford these tariffs, we cant pass them along, it literally puts us out of business. Ford, gm and chrysler warned that rising costs for steel and aluminum, because ever tariffs, are cutting into their profits just as
President Trump
threatened additional tariffs on import the automobiles and parts. There are no 100 u. S. Built vehicles. So that means 40 comes from somewhere else. Usually canada or mexico. Potentially driving up the cost for every knnew car. A
Ford F Series
up to 5700. Toyota rav4 built overseas up to 9300 more. Tariffs are not taxes on foreign company. Taxes on u. S. Companies that either consume or manufacture goods. Importantly, most int
International Auto
makers build cars here in the u. S. Moving parts across the borders which puts the auto makers, employees and customers at risk. Tom costello, nbc news. With me now, my old friend and colleague, jamie butters. Auto editor. What are these agreements mean for the auto industry. Europeans say they got a major concession from
President Trump
yesterday not to increase tariffs on car imports during negotiations. A tariff threat he imposed. Yesterday in the market, it was an awful day for
Car Manufacturers
in large part because of increased commodity costs. Reporter yeah. For the detroit auto makers it was a rough day. All three, 2. 5 detroit auto makers cut the outlooks for the year. Trade was a problem. Higher
Commodity Prices
except for
Fiat Chrysler
having its own troubles in china. But it was a win for europe, they got an exemption to the auto tariffs that havent yet been approved. Theres still the investigation to determine if taut toes and auto parts are a
National Security
threat, and but presumably, they would be able to get that as they did with steel and aluminum and europe already has a pass at least in principle. Okay. Walk me through this. Because its very confusing. President likes to talk about the fact that the eu imposes these big car tariffs that we dont. Thats not the case. This is from the waut street journal editorial board. Quote, europe has a 10 tariff on u. S. Made cars and the u. S. Charges only 2. 5 on cars made in europe. But, the u. S. Charges a 25 tariff on imported trucks which would want them to take down to zero. That will not please foreign and u. S. Companies that make the bulk of the profits from trucks and suvs but praps will r willing to consider zero on trucks. So, this seems very, very complicated. Can you walk us through it . And especially when the president only touts the number europe has these big tariffs on cars when we only have 2. 5 and were hitting them with 25 on trucks. Rfr reporter a lot of times the 25 tax gets left out of the conversation. This goes back to president johnson, right . In a dispute with germany over agricultural exports that were being blocked by u. S. Exports to germany being blocked. President johnson imposed what we call the chicken tax in retaliation saying vw, you cant sell trucks here anymore. Weve had the ban on trucks. In the meantime, detroit has built a huge cash machine, basically all of the profits coming from selling full size pickups. Ford f series, chevy silverado. Thats where so much comes from. Enough to subsidize losses in car lines that are starting to be phased out. So, its been a really huge protected market for the u. S. , and if we drop them on both sides, it would expose detroit to some competition. Maybe others can make a truck that farmers or contractors want as much as a ford if150. Other big winner would be the european auto makers who make a lot of cars and suvs here in the u. S. And export them to europe and china and other places. My goodness, very, very complicated when youre dealing with a complicated situation. Its not always a good idea to bring a sledgehammer. Thanks so much. Next, fire and fury, a secretary of state mike pompeo defends
President Trump

Welcome back to velshi ruhle. Im stephanie ruhle. A second summit between
President Trump
and russian president
Vladimir Putin
it is being put on hold for now. National security adviser john bolton said yesterday in a statement the president believes that the naks bilateral meeting should take place after the russia witch hunt is over so weve agreed that it will be after the first of the year. I find that stunning because before that he called russians actions an act of war. Act of war when he was on his own. A witch hunt now that he works for trump. Surprise announcement came before secretary of state mike pompeo appeared in a sufficient day before a
Senate Committee
where he promised members the president completely understands that russia interfered in the u. S. Elections. Intense hearing got fiery several times including when members on both sides grilled him over the president s attack actions. Its the president s actions that create tremendous distrust in our nation, is there a strategy to this or what is it that causes the president to purposely, purposely create distrust in the stugss and what were doing. Neither, i disagree with most of what you just said. I notice you are not responding to what im saying. I think im no you didnt. How do i know the difference between a president ial statement that is not a policy, and a statement that is . Senator, here is what you should look at. Compare the following. Barack obama speaking tough on russia, and doing nothing. Those were true. It is true. I understand you want to rewrite the obama policy. Im afraid that at this point, the
United States
, the
Trump Administration
is being taken for a ride. Fear not, senator. Fear anot. Theres no evidence. Fear not. My questions is to get to the truth. We dont know what the truth is. If president obama did what
President Trump
did in helsinki, id be peeling you off the capital ceiling. Important to note, russia remains in a financial crisis, since 2014, that is in part because of the sanctions imposed by president obama and the eu after the annexation of crimea. Joining me is performer democratic congresswoman. Pompeo wouldnt give anything up about trump and putins helsinki conversation. So, of course, a cynic would say thats because it was private and you dont know what he said. But, is it normal for mike pompeo, assuming he knew everything that went on between
Vladimir Putin
and
President Trump
, would he share that information. No. I dont think he would. I mean it was a private conversation. I dont think he knows everything, although he might. Lets understand that many in our
Intelligence Community
believe the russians at least have a recording of the conversation. And we have good technical means to understand, perhaps what their readout is, even if we dont have literally the transcript. But there are dangers in a private conversation, especially the timing. I dont fault mike pompeo for that. I thought it was a good hearing on both sides, yes, it was contentious, but members came ready to play and werent just grand standing. There were some of that. But the questions were substantive and pompeo was ready. And i think thats a useful exercise for the

President Trump says so. At any rate, people are confused. I mean thats why you see the poll numbers tanking in terms of his approval. For sure, republican members of congress are very worried about the midterms, which are coming around the corner and the fact that a lot of the old guard is being rejected, including on the republican side, see the election that just happened, the primary in georgia for governor. So i dont know if this how this gets fixed. Change of mind on the tariffs in europe is very interesting. For sure, that was gigantic election pressure from people not just in the midwest, not just the farmers, but from
Car Manufacturers et cetera. So, i mean theres a confluence of developments here the
Trump Administration has done a 180 on a couple of issues, and the future unclear. As pompeo said yesterday, the president calls the plays. They all get that. The president calls the plays. Watch what they do. One of the reasons were so confused is while he can correct himself and say i do believe the intelligence agencies as it relates to the russian cyber attack, then says, but again, it could be anyone. For bob corker, a republican to say that the president was submissive and deferential to putin in helsinki, of course the
American People of confused. The question is what will republicans do about it . I think getting reelected is a primal instinct, and these days sadly to the detriment of the country, in both parties. Both parties soo em to prize that. I get it i ran for election many times, but the rhetoric used to be a couple of decades ago, whats in the interest of the country. How do we
Work Together to solve problems for the country. And i think that in the next three months, which in political time is three years, were going to see a lot of changes. I do think were going to see it. I think the poll numbers are really scaring republicans. Well, well see. People voted for something different, but its always darkest before the light. Thank you so much. Thank you. Appreciate it. When we come back, thousands of moms and dads are still separated from their babies, their kids. The
Trump Administration has missed yet another deadline to reunify separated migrant families. I cant figure out why. Next, were going to break down the numbers. Hundreds of parents deport the without the kids. Hundreds more left in limbo. Some convinced to sign waivers giving up the rights to their kids. Wei waivers written in a language they didnt speak. To put facebook losses in perspective, it shed more than the entire market value of mcdonalds yesterday. Think about that and think about how big facebook has grown. Joining me now cnbcs julia bore steen. Back us through this. When the
Cambridge Analytica came out, we did see facebook take a tumble. Then the stock went up 43 . When you saw
Mark Zuckerberg testify on the hig, it was pretty clear hes not getting regulated any time soon. Well, here are the factors that really september the stock down last night. First the company missed expectations on revenue and user growth. Earnings beat expectations but the revenue earnings and number were just a hair lighter than expected. What really september the stock tumbling was during the
Earnings Call when the cfo warned that
Revenue Growth was going to continue to decelerate pretty significantly in both the third and
Fourth Quarter of the year. They were expecting margins to continue to decline as they invest moth invest more in safety and security. Its really the warnings about whats in the future thats particularly waring on the stock. Lets stay on the safety and security. Is
Mark Zuckerberg tells us he really has to spend an enormous amount of money, time and effort to fix the
Security Issues . Maybe theres a net positive. If suddenly theyre saying, okay, its going to cost a whole lot more, maybe its a positive. Yes. I mean hes definitely managing this company for the longterm. Hes saying thisser a going to invest in safety and security, hiring more people and improving the technology,
Artificial Intelligence and pre ventsds against things like manipulation of elections and saying this is going to weigh on the companys results in the near term. Thats one factor. But saying he very much prioritizes the security and safety of his users over those higher profits and thats a tradeoff hes willing to make. Thats interesting. And its clearly a new tune because he didnt care about that before. User growth isnt an issue, though. If you think about facebook, instagram, whats app, even when were mad at facebook, people are still using it. But, where they make their money, thats what matters to investors. What are advertisers doing . Well, so its interesting because revenue still grew significantly. 40
Revenue Growth in the quarter, but so far, facebook up until now has been growing very quickly. This quarter we actually saw the slowest user growth. In europe where there are the new privacy regulations, we saw users drop for the first time ever. There are 3 million fewer daily active users in europe in the first warter im sorry in the
Second Quarter than there were in the first. Up until now, the growth of the platform has been one factor thats been driving
Revenue Growth. Right now not seeing as dramatic user growth drive the
Revenue Growth. Its going to be about the addition of new ads. One factor that could weigh on growth
Going Forward is that now a lot of growth is going to be coming from ads in stories. Instagram stories that are so popular, rather than growth from ads in the news feed. Sort of maxed out on how many more ads they can put there. Right now, the story ads are not as profitable. Well it will be interesting to see what happens in terms of political ads. Midterms are on the horizon. Certain tli

But in is a temporary fix to a problem of the president s own creation. Trumps trade war kicked off with tariffs on steel and aluminum. Other countries retaliated by hitting the u. S. With tariffs o 11 billion in losses for farmers of soy beans, cotton, meet, dairy and pork. To counter them the department of agriculture will authorize 12 billion. President did this on his own. Instead of relying on a program this is a depression era policy the president used known as the commodity credit corporation. Its basically insurance for farmers. The 12 billion is going to be divided into direct payments for farmers, expansion of surplus purchasing, and efforts to promote u. S. Agriculture outside the
United States. It is likely that this decision is completely political. Several
Key Senate Races that strong in the states. Indiana, north dakota and missouri. Joining me now msnbcs
Vaughn Hillyard and steve who is a fifth generation farmer in the state of illinois. I know you have spent the last few weeks on the road talking to farmers about the concerns. I want you to walk us through the importance of where we are. President trump created this trade war in the last four months but for many farmers, for many manufacturers, weve had trade issues for decades and in some ways, theyre glad he is addressing this issue headon. Reporter stephanie, theyre glad hes addressing the issue because as you said, theyve been frustrated for decades. They are becoming more efficient in growing crops. Theyve got new equipment, able to produce at a higher rate for lower cost, but the issue, though, is that this is the president as a candidate who promised them he was going to renegotiate nafta, play hardball with china and open and expand the markets. But what has happened is that theyve only lost those markets. One of the programs, 12 billion
Financial Aid program that the president announced 48 hours ago, one of those pieces to help out the farmers was building in the government working with the private sector to build foreign markets, because take this soy bean farmer. Hes about to meet with the president here. He produces about 2600 acres of soy beans. Half of them in the
United States, stephanie, go overseas, 60 go to china. So without those markets, places like brazil, argentina, other countries, are year, after year, producing soy beans at higher rates. 12 billion is going to help with immediate losses but the question is longterm. If the likes of china, these foreign buyers he has worked to build relationships, if they no longer turn to him this year, what about next year . Will they be turning to argentina and brazil . Thats the concern he said hes going to be meeting here with the president in the next hour. Thats what he said he will be voicing as his major concern. All right. Is steve with us . Can we hear him . Well steve, walk us through this. Because will this aid be enough to cover the losses that could be created by a trade war . Reporter its one of those things where we really appreciate the fact ifthat the president and administration has recognized the position they put us in as producers. 12 million, once you start dividing up, its just a short term fix. And its not going to, by any means make us whole or make me whole as a producer. But its going to help fill part of the gap thats been created by that. The hope is that we do get some stable longterm results out of this. I know past embargoes and so forth, once weve become known as a unreliable source for their needs, then they go looking for other place, and it takes a long time to earn those markets back. Steve, if china does end up getting all of their soy beans from brazil but europe increases what he buys, will it be a one for one . Can they make up for it . I dont know that that would make up for it entirely, because china has been a large part of our export markets. Weve worked hard as an industry and agriculture to build those markets, and to be a reliable supplier to them for soy beans. So they have always shown a preference for wanting to buy u. S. Soy beans, and they amount to a large percentage of our overall soy bean exports. What does this do to other types of farmers, or other industries that are hurt by the tariffs . Theres a risk here that the president creates a 12 billion aid program for one group but theres a lot of others who to be knocking on the door saying what about me. Theres a question whether that 12 billion will be able to cover the industrying ies it do. But that does not cover any potential future retaliatory tariffs. Its going to help the likes of steve, but not helping those in the fisheries, not helping the plastics, not helping coal miners, manufacturing plant in missouri. Theres a litany that are impacted by these tariffs that it is not helping, which over the course of these next months will have to be continuing to look at, because the president yesterday in that announcement with the eu it was simply an announcement to begin negotiations. There was no eliminations of the tariff between the u. S. And eu. In tariffs between the u. S. And the eu. A complicated situation. While see what the president learns while making his way through iowa today. Thank you, vaughn, steve, i appreciate it. When we come back, more fallout from the secret trump tapes. Accusations that donald trump and his former lawyer made other hush money payments before the election. Now theyre out. Michael avenatti, you know this guy, lawyer for stormy daniels, tweeted this earlier. Breaking donald trump conspired with
Michael Cohen to pay off multiple other women prior to election day in 2016. They were also concerned about a pregnancy. Cohen has evidence and info in his possession and it must be released to the public now. Cohen has already released a taped conversation with trump about paying off a former playboy playmate with the promise of more to come. The government has now seized more than 100 recordings cohen made of his conversations with people that could relate to trump and his businesses and with trump himself talking. With me now, the woman who truly knows best, emily jane fox,
Senior Reporter at vanity fair, who handwriting about tru who handwriting about trump and cohen. No one knows it better than this woman. Yesterday when
President Trump was shocked and offended and amazed that
Michael Cohen would have ever taped him, we should remind our audience, trump is lying. Roy cohn, his lawyer for years and years and one of his idols, he taped conversations all the time. So trump is wellversed in that behavior. Okeydoke. Avenatti claims today he has new evidence about multiple payoffs. Do you think this is going to affect cohen any way . This is just such a circular thing that i cant figure where its even going at this point. I dont know that this would affect cohen, if it happened or didnt happen, we have not seen any evidence of it. Perhaps it exists. It wouldnt be the most shocking thing in the entire world if there is perhaps other favors during the campaign. Michael cohen knows this. The government, which seized almost 4 million documents and files and
Electronic Devices from
Michael Cohen in april, knows this. And so if it exists, it will either be used as evidence against
Michael Cohen or a way for
Michael Cohen to cooperate if he goes that route. So im not really sure what value it would serve for cohen for this to come out in advance of any of that. I understand theres a value to the
American People, but im sure that the
American People will at some point find out whether or not thats true. Just because theres a hundred tapes, do we know if theres anything incriminal naturnat nate incriminating on them . President trump having a long career of not paying contractors, hes figured out, dont sign anything, dont write anything down. Do they really get any big whoppers in these tapes . From what i understand, its necessarily whats on these recordings that could be damaging. Its the backstory behind the recordings. That could potentially make
Michael Cohen a very valuable witness should he choose to cooperate. Because he could provide valuable context for these recordings. Theres a lot of questions raised, were not sure who is saying what or why somebody is saying something. Michael cohen can provide that context should he choose to do so with prosecutors. What are people telling you about his head space . When i think back to the campaign, there was not a more ardent supporter, outspoken surrogate for
President Trump. Think back to some of the more ridiculous
Television Interviews he did, defending
President Trump, and saying he would take a bullet for him. It was as though he put trump before all else in his life. Is he still there . No. I would say it is a complete 180. I interviewed him last august and thats when he said i would take a bullet for the president and for his family. That is not the sense i get right now. He would take a bullet for his family. He would do anything he could to get his family out of this situation. Hes not only very frustrated and angry and watching his family suffer in a deep way, but hes in deep financial trouble as well. And so he has done a real turn in terms of where he is mentally. And i think it will be reflected in what he chooses to do
Going Forward. Take me to the trumps. You just wrote a book on the trump family, specifically the trump children. Why do you think we havent heard from them . Its not like ivanka trump doesnt have a public presence. I see her, shes going on the road with the president today, shes on twitter. If my dad was accused of adultery over and over again, trump has denied it, why havent we heard from them . Why wouldnt they get out there and say my father would never do
Something Like this . When she was asked at the olympics about her fathers d daliances, and she said thats not an appropriate question to ask a daughter. I think there is no upside for ivanka personally to say something. But how could ivanka say its inappropriate to ask a daughter of the president . She has sat for interviews next to her father on the howard stern show as the president discussed her breasts. Youre asking me to explain something that take me inside the house of trump. This is how ivanka operates. Shes one who only does things that serve her. It doesnt necessarily serve the
American People. It doesnt necessarily serve the women and children and families shes supposed to be helping out when she took her job in the west wing. If it serves her brand and it serves her fathers brand, thats all that matters. Speaking out on these issues dont serve those two things. Theres no world in which she would say anything in this situation. I just know if suddenly all over the media it was reported that my dad was cheating on my mom with a playmate, i would sure as heck come out there and defend my dads honor if in fact he hadnt done anything. Emily jane fox, you have to follow this woman. Thanks for joining us, im stephanie ruhle. My partner ali will be back tomorrow. Now i hand you off to
