Disease doctors and Public Health experts. It comes as the battle with the pandemic hits a new high. The number of daily cases surpassing 100,000 for five Straight Days in the past week. Meanwhile, this morning, two days after the race was called, President Trump is still refusing to accept the election results. Instead, part of his team is moving forward with new legal challenges. We havent heard from the president himself since thursday besides for tweets where dozens of those tweets falsely claimed victory and fraud. Those tweets have been flagged by twitter. Weve got our team of reporters covering every fact, every angle of this story. Michael memoli with the team biden in delaware, monica alba and morgan radford. Michael, you spoke with top members of the Transition Team. Whats their plan . 72 days, steph. Thats how much time joe biden and his Transition Team has to get ready for Inauguration Day and build their administration and, yes, i spoke with several of the folks leading bidens Transition Team about just what theyve been doing the last few weeks and months quietly behind the scenes to get ready for this moment. Theyve already identified 4300 folks that could fill in some of those 4,000 political jobs that need to be filled. Dont expect to see some of the cabinet jobs, top positions announced quickly. They are prioritizing those positions that will be relevant for tackling the pandemic and also a lot of those positions that dont require senate confirmation. They want to make sure these agencies are fully staffed for time when the principals arrive. And we should expect to see a continued focus on the pandemic. This is a team thats been working out building lists of potential appointees. Theyre going to work to get into federal agencies to identify what positions are going to be priority. The team that biden has tasked to help oversee this transition, senator ted kaufman is the leader of that group. He wrote the law of guiding president ial transitions. So this is a team thats ready to hit the ground running with the former Vice President. Now the president elect. Lets talk about this covid task force, though. Who specifically is on it . There are millions of people out there in the country that dont care about politics but they voted because they care about covid. What is he doing . We expect to see him meet with these people. Vivekmurthy, David Kessler and marcella nunezsmith, a professor at yale university. Some other very interesting names, rick bright. The ousted whistleblower at hhs who warned that the Trump Administration was not taking the pandemic seriously enough. An interesting addition to this team. And joe biden is also reacting this morning to the news about progress toward a vaccine. He in a statement this morning, hes congratulating the women and men who helped get to this point and gave so much hope to the country. As biden put it. But he also said that americans need to understand this is only the beginning of the end, that the end of this fight, as he put it, is still perhaps months away. Expect to hear more from biden about the steps hell be taking through the transition to get ready for day one, including reaching out to the nations governors, local elected leaders on what they need to tackle the pandemic thats still ongoing. Lets talk about President Trump who has made no official statements since thursday. Hes on twitter and now there are grumblings hes looking to hold some campaignstyle rallies. Where . Who . Why . What is this . This is really being taken charge by the president s failed reelect effort. That is attempting to continue to pursue legal paths, despite the consensus that this really wont change the outcome in battleground states. The president is projected to lose. This is really a candidate who is now coming to terms with the fact that this loss is setting in and the reality of that. But he wants to continue to honor the 70 million or so supporters who voted for him by Holding Events and were told were learning this morning these recount rallies may not necessarily all involve the president. Likely theyll be held by top surrogates and the president s family members in the coming weeks. But that he might participate down the line. Yes, its the fourth straight day where the president has no Public Events on his schedule. The only thing weve seen him do all weekend was spend time on the golf course in virginia. In fact, thats where he was when nbc news projected that former Vice President joe biden will now be the president elect. Since then, no plans to see him in public. Whats so striking here is that the president is having his conversations with his closest aides and allies about how to proceed and it seems for now theyll keep going down these legal battles and pursue these strategies, even though there isnt any consensus in the trump world this will change anything about what will happen. More colors just the fact that the president wants to go out fighting in the next 70 or so days. Worth pointing out, though, today one thing on the Vice President s schedule is a Coronavirus Task force meeting. The first formal gathering of that group since october 20th, nearly three weeks ago as the pandemic rages on. All right. Well, he wants to continue this legal battle and in doing so, the Trump Campaign continues to ask for donations for their Legal Defense fund. But it turns out these donations coming in dont have to be used for any of that. They can be used to pay off campaign debt. Can you explain this . To those writing checks, do they know that . Steph, i went back and counted. There have been more than 60 fundraising appeal emails in the last five or so days, and more than 40 Text Messages soliciting exactly what you point out for the election defense fund. If you only read the fine print, it does stipulate that some of that money can go toward paying off general Campaign Election debt which is something the Trump Campaign is wrestling with. Some of this other money may go forward recounts which are extremely expensive, as well as these lawsuits. And they have also said there may be more in the coming states though were not sure theyre going to take the formal channels to do so. But all of that requires money that they simply do not have. That is why Trump Supporters are being bombarded with these emails that, yes, partially will go off to paying the campaigns mounting debt in these coming weeks. We should remind everybody that the formal Trump Campaign actually ends in about a week, november 15th. Staffers, Campaign Aides wont be receiving health care or paychecks anymore. They need to determine what type of a barebones team will continue to pursue these potential legal avenues. All right. Weve talked about the president , the president elect. Lets talk about the voters, morgan. After this weekend, i know youve been speaking to voters across the country about what all of this means to them. What did you learn . Weve been talking to voters here, especially in north carolina. A state that is still counting the ballots. But what really struck me, stephanie, was the honking of the horns and the celebrations we saw about the diversity of this ticket. Weve been speaking to people here on the ground, especially young women and girls who talk about the Glass Ceiling that senator harris has just broken. Its something that brings them hope. But its also something that a lot of the people on the ground weve spoken to describe as a safe feeling. A lot of the young women and girls especially of color describe hoping that this administration will also keep in mind policies that protect them and their lives. Take a listen to what they told us. To see her, to be able to see someone reflected in her eyes, like and understand what that is, its huge. Shes only 8 years old, so thats a big moment for us. It is historic. I mean, were out and about screaming and yelling because this is weve been waiting for this for four years. Ive been waiting for this even longer than that. I was telling mila earlier. Look, you can be Vice President. You can become president of the united states. How old are you . 5. Youre five. Do you know what just happened . Do you know who is going to be the next Vice President . Calm la harr kamala harris. Have you seen a picture of her . She looks a little bit like you and a little bit like me. How does that feel . Raising a young woman, a young woman of color . Its awesome for the opportunity to see that this is a place where they can be comfortable and they can be themselves. They also talked about how this moment was not just about senator harris but also the women who helped lift her. Especially that Key Coalition of black women who organized to flip states and help make movements in places like georgia that really allowed senator harris to take advantage of this crucial moment and go to the white house and be really a beacon of hope for a lot of the women and girls that we spoke to here on the ground. That little girl just won the election in the universe, youve got to see it, to be it. She just learned she can do anything. Thank you so much. I want to dive deeper into the breaking news this morning that the race for a Coronavirus Vaccine just changed a little. We may have gotten closer to an actual finish line. Pfizer now saying early data shows its covid19 vaccine is 90 effective. Joining us to discuss, dr. William hazeltine, an Infectious Disease expert. Your reaction to this news . Of course, its great news. Wed like to see the actual data, but pfizer is a reputable company. It would not make such an announcement without good cause. There are a couple of things to think about. One of them is everybody that has been called a success in this trial was, in fact, infected. So as expected, this vaccine does not prevent infection. It may prevent serious disease, although we dont know that yet. It prevents some kind of disease and we need to see the data. But it is nothing but good news at this point. If the vaccine proves as effective as pfizer says, how soon might it become available for the general public . Its obviously not just pfizer. Theyre going to need a lot of government coordination to roll this thing out. Right. Well, they said shortly theyll have Something Like 50,000 doses. Thats not much when you consider the 330,000 americans. They are projecting that some time during the summer of 2021 they will have enough vaccines to protect a large segment of the population. But again, i think people ought to put this in perspective. What were likely to get is Something Like the flu vaccine. Its not necessarily going to protect you from infection, and it may not work for everyone, but it should be useful for many people. And it should moderate the severity of disease that most people who receive the vaccine get. Thats what were likely to get. But it is good news. Now some i think thats what we should be expecting at this point. Doctor, i dont know who was calling you moments ago, but you might want to let them know at 9 00 every morning they could watch a really good show on msnbc and know that youre on it right now. Lets get in the present. Dr. Scott gottlieb pointed out grim realities. New cases are accelerating faster than testing. The Positivity Rate is at 9. 5 . What does that tell you about the scope of how fast this virus is now spreading . This is really serious. And the other thing i think we should put in perspective is what can a vaccine do to stop whats happening today. And the answer is, nothing. The only thing that is going to slow down this pandemic is if people start wearing masks, stop congregating, dont go to bars at night, believe that almost everybody they meet has a really good chance of being infected. Maybe 1 in 10 chance of being infected. Youve got to protect yourself, protect your family, protect your parents. Its really serious. So i think what this new task force is going to do is emphasis on what we can do right now. We just have to look at some place like france to realize were about onethird of the way to where they are on a per capita basis. That means were headed very quickly toward 300,000 People Per Day being infected. That is really a serious event. This is what everybody predicted, as you well know, when we followed the president s advice to just let this thing roll. And now it is rolling in a way that is truly terrifying to everybody in Public Health and should be terrifying to most citizens in the united states. Well, a lot of people didnt necessarily let it roll but they let it rip this weekend. We saw celebrations around the country for president elect biden. And, yes, we saw a lot of people wearing masks, but there were a lot of people congregating and all of that with all that singing, dancing and drinking, masks were not on all the time. How concerned are you . I am worried about that. And im worried about the notre dame situation where all the fans flocked onto the field. The fans shouldnt have even been at that game. How come there were fans at the game to crowd the field . I think people really arent taking this as seriously as they should. This is a deadly epidemic. It can kill up to one person now its killing about one person a minute and could soon kill two or three people a minute. This is not a joke. And as tony fauci said, were headed toward, if we dont change what were doing, a Million People a day being infected. That is truly horrific. Well, were seeing reports that there could be 2200 deaths a day by the time joe biden takes office. Given that reality, what would he need to do day one to turn this around . Well, i think hes doing it day minus 70 which is start warning people that this is a deadly epidemic. Theyve got to wear masks. They cant congregate together. There is not only good news on the vaccine front. There is now a remote possibility that a nasal spray can prevent infection as well which may be easier to manufacture. I think weve got to put everything in process. To use the full power of the federal government to control this. Whether its through Public Health measures, making sure the vaccines get distributed fairly and as fast as possible and making sure that other new processes, for example, the nasal spray i just mentioned, gets adopted as fast as possible. There are things we can do which are both from Public Health and the medical perspective which are hopeful and we need to take full advantage of those. This morning, president elect joe biden is expected to speak as he officially begins his president ial transition. Joining us now to discuss, chris lew. He ran president obamas Transition Team in 2008 and michael beschloss, nbc news president ial historian. Chris, you have run a Transition Team before. Is the relationship, the working with one administration and the next, is it pomp and circumstance and photos or is there actual real work to be done . Steph, theres actual real work to be done. You know, the 2008 obama transition is considered the most successful in modern history. And the reason why is because the cooperation that we receive from the outgoing bush team. President bush in 2007, a year before he was going to leave office, sent a message out to his senior staff and to the agencies that they were going to fully cooperate. And subsequently, president obama was very publicly effusive of the cooperation he received. In part its not just about the success of the new administration. We know that during transition periods its a tenuous time for national security. Homeland security and in 2008 was the first post9 11 transition. So the success of this transition period isnt just about joe biden. Its about our nations security as well. Michael, what is a normal president ial transition look like . We werent expecting anything normal to happen here. We havent had a normal last four years. No, no, not in any way. Steph, this is this whole spectacle is maybe great for Donald Trumps psychiatry as he barricades himself in the white house and claims that hes won the next term as president of the united states. Hes about the only one who thinks so. And at the same time, were in the middle of a pandemic. Were in the middle of an economic emergency. Literally peoples lives will depend on the ability of the federal government and the new president on the 20th of january to be in, hitting the ground running. And that goes for jobs and this economy as well. The president the outgoing president is looking at this in terms of, you know, essentially his personal psychiatry which is not the way other transitions have been done. Most president s say, lets get this going. Lets help the american people. When jimmy carter called Ronald Reagan in 1980, instantly after the election was called, he said, lets make this the best transition in history. That was a promise he kept. Chris, i keep hearing people say im worried the president is irate. Hes angry. Hes not accepting this. And hes got a lot of power over the next 70plus days. What could he do . Well, look, there are certainly a lot of things he can do and i certainly hope he doesnt do this, as michael knows better than anyone. Weve had president ial transitions during war and depression. It often takes place between really bitter adversaries who have fought a Political Campaign against each other. So i hope after a couple more days he comes to his senses because i keep saying, this is not about his political interest. Its about the nations interest. Its about ensuring that we can get this vaccine develops and distributed. Its about providing economic stimulus, and its about ensuring that we have this seamless transition next january 20th when youve got thousands of political appointees walking out the door and several hundred new coming in. This is a tenuous period of time that can be exploited by foreign adversaries if its not done right. Michael could i also yes, please. I was just going to say, agree with chris, even a greater danger. This is a president who abuses power. Hes got over 70 days left where he still is in control of the defense department. Hes still got fbi files. Irs. Department of justice. The presidency has an enormous amount of power. If youve got a president who is barricaded in the white house and in a vengeful mood against his enemies or to show that hes still relevant, this could be a tragedy unless weve got a process to make sure that the president is in place and operating a little bit more like a normal outgoing president. Well, the only way were going to get through this is together. And with 67 of americans going out there to vote, people said they want us to make it through. They are tired of all the divisions. Markets up big time, opening seconds ago, and the dow is already up 1600 points on the good news we just got from pfizer about a pending vaccine. Joining me to sdurdiscuss, domi chu and Senior Health and science reporter meg turrell. This is about pfizer and the election, right . This is about both of them, but to be clear, theres a predominant relatively happening with the markets right now because, prior to this, the amount of election incremental certainty that was brought to the markets was already going to have the dow higher by 300, 400 points at the opening bell. It wasnt until the Pfizer Biontech Covid Vaccine news came out the markets took off. They went off to the races. And the reason why is because the markets have placed so much more emphasis on this notion that if this virus can be maintained and hopefully eradicated, that the Economic Future for everybody involved around the world would be much better. And thats the reason why the elections, yes, were a huge factor. But take a look at the action today, stephanie. Were talking about the indus y industries most hit by the covid pandemic. Restaurants and bars, travel and leisure companies, airlines, cruise lines. Those companies are all soaring in early action. Thats what well be watching later on today, stephanie. Meg, you just spoke to pfizers ceo. What did he tell you . Well, hes overwhelmed. The scientists at that company and at biontech, their german partner who developed this vaccine, they are incredibly proud. To see a vaccine that has 90 efficacy protecting us against this pandemic is just more than anybody expected or really hoped for. The fda had set the bar at about 50 efficacy they were looking for to clear a vaccine. That would be around a flu shot. Theyre about 40 to 60 effective. At 90 efficacy, youre talking about vaccines more like measles with 97 efficacy. Smallpox, which was eradicated through vaccination at 95 efficacy. Chicken pox, 92 efficacy. Were talking about vaccines that really, really work well. There are still outstanding questions. Things like, how well does it protect against severe disease. How well does it protect older people. When will we have enough of it for everybody . And we are expecting other companies to start presenting results within the next few weeks as well. Hopefully they all work almost as well or as well as this and we start to get supply up. Its going to be a long road to getting anybody who wants to be vaccinated, vaccinated. But today san incredibly hopeful day for everybody. It certainly is. Can you fact check this for us. Mike pence sending out really a celebratory tweet that were all feeling about this vaccine. But he also said that this is because President Trump formed a partnership. Here it is. Huge news thanks to the Public Private partnership forged by President Trump, pfizer announced the Coronavirus Vaccine trial is effective. What partnership could he be talking about . Pfizer had nothing do with operation warp speed. They didnt take any government money. Pfizer did not take any government money for the research and development of this vaccine. They did work with operation warp speed and do have a supply agreement with the government so that the u. S. Government will pay almost 2 billion for 100 million doses. But the government would only pay that if the vaccine was successful and got cleared by the fda. Pfizer said all along they thought they could do this faster if they went it alone rather than being involved with the government efforts. And they are the first out with their results so they did succeed in that. So they are sort of involved in operation warp speed but they werent coordinated by the government and supported through the manufacturing and Development Process the way other companies were. Weve got to turn back to the election. The president ial race in georgia is still too close to call. Votes are still being counted and president elect biden leads by just over 10,000 votes. But now the focus is shifting to two Senate Runoffs there which will decide who controls the chamber next year. Senator david perdue facing a strong challenge from jon ossoff and reverend Raphael Warnock is hoping to unseat Kelly Loeffler. Stacey abrams announcing that her group fair fight raised 6 million bucks to help mobilize voters for januarys runoff. Joining me is the ceo of fair fight, lauren groergo. He is already on the horn telling big wall street donors hes going to need 500 million to beat ossoff and theres a really good chance he gets it. They may not care about the issues to georgia voters, but i assure you they love the idea of republicans controlling the senate and a democrat in the white house. How do you compete with that . The one thing david perdue and Kelly Loeffler dont have is organization and the entire people behind them. I want to remind them and all your viewers that we just beat donald trump in georgia, okay . We just were outspent by donald trump in georgia. The Biden Campaign put forth a tremendous campaign and us and so many allies were present. That money did not mean success for donald trump. And i think david perdue and Kelly Loeffler and their selffunded corrupt approach to politics is not going to be stopped just by our efforts alone. Its going to be all hands on deck, and were going to mobilize like weve never seen before. A couple of things happened in georgia in this general election. We saw historic turnout and support. And the real multiracial, multiethnic Coalition Come together for President Biden and that well see in january. We gained support in latinos and Asian Americans with white voters, black voters. Every demographic increased their support for demdemocrats. The wind is at our back. We have a persuasive apparatus on the floor here in georgia that everyone can help fund by going to gasenate. Com because we have to hold or we have to win the senate and make sure that President Biden can actually get an agenda done for the american people. We just saw amy mcgrath and Jaime Harrison raise tens of millions of dollars and they mobilized voters, but they still lost on election night. What did democrats need to do on the ground to win . Look, theres you need all the elements, right . Fantastic candidates which we have in warnock and jon ossoff. Fantastic surrogates like Stacey Abrams. You need a competent, strong state party like we have here under chairwoman williams. You need a fully invested Senate Committee like we do with leader schumer and all the component parts. We have the best black and brown run organizations in the country with the new georgia project, black voters matter, advancing justice and on and on. We have the mobilization power. We have the groups to win. We have been building for years, stephanie. Under Stacey Abrams leadership in the legislature, republicans never got their super majority in the statehouse. Weve been building, registering voters. This has been the project of a decade, and you need all those component parts. Thats why im so excited we can deliver, not just for georgia and georgians but for the country. And turn the page on this horrific presidency of donald trump. Then i have to ask, because many, many people havent voted before because theyre not into politics. A lot of people still arent. But 67 of americans turned out last week. And this weekend, millions of people felt a sense of relief. Not because they love joe biden and not because they hate donald trump but because they just want to live their lives, maybe even Love Thy Neighbor again. Does that change your mobilization strategy . Thats why im so glad we have the clear, moral leadership of reverend warnock. Hes a true visionary, a friend and he will provide that moral clarity and then jon ossoff who is bright and brilliant and young. And together they are so dynamic. And to that exact point, georgians are sick and tired of qanon kelly and hanging out with right wing extremist factions and david perdue doing insider trading. That is not the moral leadership georgians want. Lets break it down, stephanie. We had two hospitals close in rural georgia, one in a black community and one in a white community, during the pandemic. We need health care. We need access to justice. We need these basics here in georgia, and we need that moral clarity and unity that only reverend warnock and jon ossoff can bring. Thats part of the mix. The great candidates, plus the infrastructure and all hands on deck. We can put this together. We need everybody to help and thats why were so excited about our fundraising success and well keep pushing. Its not just fundraising. President trumps legal team plans to file a new federal action today in pennsylvania alleging, without any evidence, that massive voter fraud in philadelphia and pittsburgh took place. For a woman who spent all this time in pennsylvania, you missed the four seasons presser. But alas you did. Tell us whats happening where you are. Yeah, the glamour just keeps rolling on for this campaign, but i did not make it to the four seasons landscaping. What i can tell you is that todays filing is expected to be the latest in a slew of lawsuits that have been filed here in pennsylvania. Basically what Rudy Giuliani and the president s legal team have been saying is that in philadelphia and pittsburgh in particular, that there was rife fraud and the problem is that when they get asked either at the press conference or in television interviews, give us some examples they keep going back to things that have already been litigated in court and found not to be true. For example, that their observers were not allowed to be in and look at the vote count. Not only were they allowed in but we saw that live stream going on in philadelphia. I think what has changed, and i started to see this and started reporting on it saturday night is that Elections Officials are really pushing back because they believe its going after the sbreth integrity of the people working so hard. We heard from the republican commissioner in philadelphia who is in charge of the election. He said, look, counting votes is not somehow fraud. Its not cheating. Its democracy. And call what hes been seeing in terms of these accusations deranged. Lets just say that voter fraud is extremely rare. But when it is caught, its often a case where a wellmeaning relative sends in a vote, a mailin vote for someone who has died wanting to fulfill their wishes. Theres one example the republicans have given that may have some validity. Its in allegheny county. They are looking into it. A woman who died before the election and whose vote was, indeed, sent in. Having said that, thats one vote and the Philadelphia Inquirer was able to reach her daughter who said not only did they not tell us that they were going to mention my mothers name at a press conference talking about fraud but my mother was planning to vote for donald trump. So if that vote was found to be fraudulent and somehow tossed out, that would be one less vote for donald trump and a vote, obviously, single vote, would not change the outcome of this election which joe biden is winning by close to 46,000 votes here in pennsylvania. Stephanie . I dont want to put you on the spot, chris, but i know that you covered the recount in florida back in 2000. What was the vote differential, just give us a general sense, back then versus where we are now, if were talking about tens of thousands of votes in pennsylvania. Stephanie is looking it up for me because i havent had much sleep. It was in the hundreds. Small thousands of votes. Its not even close. It was, obviously, something that needed to be recounted. The systems that are in place now are completely different than they were back then. They had hanging chads. Theres no such thing as hanging chads anymore. There really is no legal parity. Stephanie is legal parody. You would think i would have remembered this after having spent 36 days in tallahassee. Theres nothing here that says how many votes were in florida. A much smaller number than at issue here. We just got it. My executive producer gave it to me. Its 537. I cant believe i couldnt remember that after all the time i spent there. Well, chris, it was 20 years ago and you have been working for the last 72 Straight Days. Chris, im sorry for putting you on the spot. This is really important. Not at all. This is really important information. I want to go deeper on this and bring in analyst dee charles. Whats your next to the challenge in pa . I love the way you started the segment. We had lawsuits before and we keep getting four season landscaping. I think thats a great metaphor for whats going on here. Theres going to be evidence of voter fraud and every time we get into court with the Trump Campaign, there isnt the evidence. And until they can bring the evidence, and as chris mentioned, it cant be one person. There has to be some evidence that shows systemattic fraud. Until they can bring that evidence, then we cant take the claims seriously, and courts have not taken them seriously. Thats what were seeing. Ginsburg, the legal strategist behind george bushs 2000 florida recount was on 60 minutes urging President Trump to let democracy work and accept the results. But hes not doing that. I want to talk to you about whats happening in philly, because the lone Republican Philadelphia commissioner cold 60 minutes as well that his office has been getting threats for legally counting the votes for doing their jobs. Watch this. Coming up with all sorts of crazy stuff. Accusations like youre cheating . Yes. You are manipulating the vote . Yes. Or calls to our offices reminding us that this is what the Second Amendment is for. Your reaction is that . This is why the reasons to delegitimize the election is dangerous. Not only does our democracy depend upon the good faith of hard working people doing the work of the democracy and counting votes but also the calls are putting the lives of the folks at risk. And i think thats extremely dangerous. Its something that we all need to take seriously. That we need to call it out and ask for it to stop. Some coming out and backing up the president s claims of a potentially stolen election without any evidence to support the claims. Rand paul tweeting this morning about dead people voting. And mitt romney hit three of the sunday shows this weekend trying to recast what Republican Opposition to a President Biden might mean, the idea that it would be on policy, not on the question of did he actually win or the personal attacks that weve seen during the trump era. On the democratic side, i think the thing to watch for over the next couple months probably until the midterms in 2022 is this intermural contest about why they lost seats in the house and ultimately what their message needs to be to voters if theyre going to expand to house majority. We dont know who is going to control the senate. The idea of were democrats too aggressive on progressive issues. Or were they not aggressive enough . Theres already some back and forth among House Democrats about what their message should be as they now move into a stage of perhaps divided government with at least a Democratic House and president.
