New york times reports that has been interviewed as part of the corroboration of the first claims part of ukraines president. But what are we to make of this new reporting . Reporter according to times, two people briefed on the matter, this second potential whistleblower in the process of thinking about it. Whether or not hell come forward. Now, we dont know if that person, that individual will come forward publicly. Theres an indication in the article the potential whistleblower is weighing, testifying before the congress. Unclear whether thats open or closed session. But this could potentially be more corroboration of what the first whistleblower actually revealed and we have some corroboration of that because we actually have the call log from the president where hes talking to the president of ukraine, thats President Trump, ukrainian counterpart asking for an investigation both into what happened in 2016 but also into the bidens role and his son, hunter biden, in a general corruption inquiry. So this could potentially be explosive. Well have to monitor it and try to confirm it here at nbc news as well. The new bloomberg report in the wake of the backlash were seeing. President trump reportedly ordering a substantial reduction in the staff of the National Security council. What are we to make of that . The National SecurityCouncil Hires about 310 staffers. Does it have anything to do with the new whistleblower report . We dont know. Theres some indication in bloombergs reporting that this has something to do with clamping down the number of individuals that have accessed the white house, access to classified material. This could just be the new National Security adviser. It could be his attempt to organize the National Security council how he sees fit. Now, hes the president s fourth National Security adviser and each of them have taken a different approach. John bolton had a large staff but there wasnt a lot of interagency process and werent a lot of meetings. You had a big National Security council but didnt necessarily meet with the National Security adviser. Now the previous one, mcmaster, they had a lot of conversations, a lot of meetings, but mcmaster didnt necessarily have the confidence of the president. The Gold Standard when you talk to Foreign Policy issues on both sides of the aisle is on how he ran the National Security council for the first Bush Administration, 1988, 1989 to 1993. When you talk to officials that know this, they really want to get the process right so that you can have a full vetting and airing of different views, no surprises at the last second and get the webest policies to the president to make a decision. Well see whether theyre able to establish lines of communication he likes and crucially maintain his ability to influence the president. New nbc news reporting a top cia official, one appointed by President Trump, mind you, concluded that potential crime had been committed weeks before the whistleblower report became public. The top cia lawyer, Courtney Simmons elwood is her name. She filed this criminal complaint. What happened next . This is painting a picture of the whistleblower trying to sound the alarm within the u. S. Government in as many ways as possible. This is all before the whistleblower had filed the formal whistleblower complaint. Raised concerns with cia lawyers because he was a cia employee. That made it up to Courtney Simmons elwood, nominated by trump. Former lawyer for president george w. Bush and what did she do with the information . Got on the phone with the head of the National Security division at the Justice Department to say someone in the Intelligence Community thinks something on this phone call was really unacceptable and what our new reporting from nbc news is showing that at the time she made that phone call, she considered that to be a complaint, a criminal complaint she was passing along to the Justice Department for them to investigate. When you do a criminal referral from one agency to another, by definition, that means you think there may have been a crime committed there. The Justice Department did not take that up and pursue an investigation based on that, and Justice Department officials tell us one reason for that is because it was in a phone call from the cia attorney and not paper document, they didnt consider it to be a formal criminal complaint. So there are the semantics. As far as the doj is concerned. All of that, you get a sense the Democrats Use their subpoena power to try to get the ag bill barr to answer why he didnt launch an investigation into this. Theyre sure going to try, but whether theyre successful remains to be seen. Its only a few months ago the democrats were so infuriated by bill barrs refusal to comply on a subpoena with the attempt to add a citizen question to the u. S. Census that they held attorney general barr in contempt of congress. Hes shown a willingness to go to the mat as what he sees as overreaching by democrats. You have carmen cruz, mayor of san juan in new hampshire, another top cochair of the Sanders Campaign in the state of iowa. This is a campaign trying to say, hey, despite the senator being down, they are still mobilized. That ad buy, 1. 3 million pulled after the medical emergency in iowa, going back on tuesday and campaign aids and officials saying he pulled in the most money in quarter three fund raising and they have 33. 7 million cash on hand. You were asking how this could impact, how this medical emergency can impact senator sanders and impact his campaign. They have a lot of resources to be able to combat that and theyll have a lot of resources to be able to assist when they hit the trail. I do know youve been traveling there with the Sanders Campaign for quite some time. Youre fairly young man. The senator is 78 years old. How much of a Difficult Campaign trail has he been on . Reporter really good point that you bring up there. Senator sanders is 78 years old. Hes the oldest candidate in this race and, you know, hes a candidate that really tries to, and his campaign and staff, try to pack a lot of events in his campaign schedule, so he may be out on the trail and have five or six events, Public Events and know he does many things behind the scenes. We have found it tough to keep up with him. There was a parade we were on with him in just the past couple of months. One was a labor day parade but another three mile long and at some points, doing a light jog as he was going along on the parade. People with cameras, reporters, we were tired and sweating. He came up to me one time and said, young man, how are you holding up . Trying to make light of his age and the fact we looked a little bit exhausted but he is a candidate who likes to be out there and likes to be interacting with people. You heard jane sanders make the point she hopes his schedule gets a little bit reduced after this heart attack. She thought it was aggressive before and i think now, we will likely see, this is speculation but likely see that senator sanders schedule backs down a little bit, hell be off the trail for a couple of days at least. No doubt hell have to answer to his body which is telling him to slow down and really quickly, how is impeachment playing amongst many folks that youre encounti encountering there across the country . Its a big gathering of South Carolina democrats. Seven president ial candidates gotten to speak but the voters here understand both the caution some House Democrats are taking in addressing and supporting the issue of impeachment but the die hard democrats are happy that this is happening, not because theyre celebrating the fact that President Trump is doing what they consider corruption, engaged in corruption but theyre happy there are democrats who are holding him to account. They feel like President Trump has gotten away with a lot in the past and the ukraine whistleblower, or the whistleblower dealing with the ukraine situation and that transcript that we saw with the ukrainian president , they see that as a smoking gun. So they are proud that the democrats are going off and engaging in this impeachment inquiry. Related to the impeachment inquiry into trump and Vice President s staff reportedly spent the last few days scrambling, trying to distance him from the controversy after the Washington Post reported that pence was involved in trumps efforts to put pressure on ukraine. There is a constitutional issue in the future about Vice President , but hell probably lose it. If nixon had to turn over documents when he was president , i think its likely that pence, as Vice President will have to turn over document and if they reveal him to have been involved and theres so many indications that he was, hes going to really take a hit on his reputation among other things. Its at this point that his prospects and faith begins to diverge a little from trumps and see him try to tone things down and not act so cowboyish. Peter, give us a sense what you think has been going on behind the scenes there because early on, few thought mike pence had anything to do with the ukraine investigation and recently found out about it after it came about but slowly as we listen to the president speak, he kind of alufdluded toe fact that mike pence was in on the call. Whats happening behind the scenes . Great question. The Vice President was involved in two ways we know of from the whistleblower report and from our own reporting, which is to say, one, the president was going to send him to the inauguration of the new ukrainian president , zelensky but then pulled him back. Basically seemed like that might have been an effort to withhold the approval of Vice President ial visit in order to leverage some sort of action by the ukrainians. Vice president pence made with mr. Zelensky later in Early September when the president did not end up going to europe for a trip when Hurricane Dorian was bearing down on the east coast and sent pence himself and people want to know what pence talked about him there. Apparently told him about the aid frozen at that time. The Vice President said i didnt know at the same time the president was doing anything to seek investigation of Vice President biden but he defends the president in pushing for saying Vice President had done wrong things.
