A stark reality for millions of americans, many heading over a financial cliff tonight when the first of several major protections disappears. Senate Republicans Holding off on releasing the relief bill until at least next week saying the white house asked for more time to review it. A new sign of complications after they said a deal had been reached. Meaning two major sources of aid are about to disappear for millions of americans. The federal Eviction Moratorium, that ends tonight. Expect it to set in motion waves of evictions unlike anything we have seen in recent u. S. History. And with no deal on extended Unemployment Benefits by tomorrow, those payments will be lapsing even if an extension is passed in the coming days. Plus, confirmed coronavirus cases now stand at more than 4 million americans with more than 145,000 deaths. Multiple states again reporting new single day death records. White House Task Force coordinator dr. Deborah birx saying this about the worsening situation in florida, texas and california. Well, we have right now are essentially three new yorks with these three major states. Our team has it covered from all the angles, Garrett Haake on capitol hill, jo ling kent in los angeles, Morgan Chesky in dallas and sam brock in miami beach, florida. Garrett, ill begin with you. Here we are, we have been talking about this all week, it is friday morning, there is no Senate Republican bill and senators are headed home for the weekend. Bring us up to speed. What teams to be the Sticking Point in the talks and what if anything could we see movement on this weekend . Reporter republicans really wasted a week here. We thought we would see the details of this plan as early as wednesday. Now we probably wont see it until monday when theyre back in town. The major Sticking Point continues to be what to do about these plussed up Unemployment Benefits. The extra 600 a week that was going to folks who lost their job during the pandemic. They know they have to replace it with something and thus far been unable to agree on what that something is, perhaps some kind of percentage system that replaces a certain percentage of peoples lost wages but not up to the full 600 a month value. Youre trying to build on top of 50 different state unemployment systems. It is a very complicated process, but it is one that they could have been addressing weeks ago had they so chosen. It is interesting that Senate Republicans are saying that the white house wants more time to review this plan, but earlier in the week it was white house aides who offeredproject i projections, it is unlikely to be much of a breakthrough between now and monday when the bill gets released. The only movement we could see over the weekend would potentially be a move backwards if that white house review turns up something that they decide is unpalatable for them. So were in a tough spot on capitol hill and tough spot for everyone in the country depending on congress to figure this out. And talking about a tough spot for millions of americans, joe, you jo, youve been talking to people about how desperate their financial needs are. What does this delay on a deal mean for those people youve been speaking to . Reporter well, for the unemployed works are out there, this means they may not be able to pay their rent, as garrett mentioned that Eviction Moratorium is going to be set in motion, starting this weekend, in many states. That means that the individuals may receive an eviction notice, giving them 30 days to leave. And eviction and housing advocates are saying that, look, you can ask for an extension or negotiate with your landlord, but that federal protection will no longer be there. The other big piece of the puzzle here, ayman, that 600 week supplement keeping so many millions of people afloat. We got 1. 4 million new jobless claims. When you look ahead to what congress is trying to negotiate, even within the Republican Party, trying to figure out what comes next will require some time, but there is a debate what that means for Business Owners in addition to the unemployed workers and one business owner, a restaurant owner, in indiana, outside of indianapolis, gary, he told me it has been hard for him to get his workers to come back to work because of this bonus. Listen to what he had to say about what it has done to his bottom line. Some of them were making more money to stay home than they would have been to come back to work in the shortterm of that 600 window, if you will. And they chose to stay home and collect the extra money. I didnt have enough staff to work monday through saturday, so i had to start closing on mondays because i just didnt have enough people. Reporter now, gary, there is outlining an issue that a lot of small Business Owners are facing because they want workers to come back, but some of the economists ive been talking to say, look, this is a push and pull, not just because there is unemployment money available, people do want to go back to work, but it is a Health Concern as well. So as we see here in california, cases continue to tick up. And so that push and pull really is an issue for so many workers out there, but even if congress and the white house are able to come to an agreement, and sign something, say early next week, which is seemingly the best case scenario, youre likely to see a major gap in the aid payments because the last checks, debits and the money landing in peoples accounts is this weekend in most states. So youre going to see a big financial gap for some people who have been relying on this much needed help and this lifeline, ayman. Jo, stay with me. Lets cross over to Morgan Chesky. You heard there the politics, theyre staggering, the numbers from the financial side, thats also crippling. Lets talk about the pandemic for a moment. Youre covering Hidalgo County, a part of texas that is seeing new coronavirus cases and deaths double in just the last week. Everything from testing centers, hospitals, funeral homes, theyre all overwhelmed. How are officials there escalating their response efforts in the wake of what theyre seeing . Theyre doing the best they can. But right now theyre seeing numbers that are simply just incredibly tough to contain. Hidalgo county is seeing cases per capita that are right on par with what manhattan saw at the peak of the pandemic when it made its way through that area. We know part of the problem here is the fact that local officials feel their hands are tied. We know the county basically leader in Hidalgo County has issued a stay at home mandate that is super seeded by Governor Greg Abbott who said the state can start to reopen. You have local leaders doing what they think is appropriate for their own communities, but they dont have any way to actually enforce the orders. That makes it frustrating for doctors who see the cases continue to rise in these hospitals. Hidalgo county at a unique disadvantage because a lot of the population down there is uninsured. We know one in three people live below the poverty line. You also have the latino culture with multigenerational households, where you can have a daughter, a parent, a grandparent, who can all contract covid and then go to a hospital that is already under incredible strain. So right now i had a chance to speak to a doctor a few minutes ago who says i dont see this getting i see this getting worse before it gets better. And everyone is just hoping and praying that people heed the advice, isolate, stay away from others, and keep that mask on. Ayman . Morgan starks wi, stay with. Sam, youre in miami beach. High cases and death numbers have some wondering if they should be bracing for a second shutdown. What are you hearing in that state . Reporter local leaders here are doing everything humanly possible to avoid closures and to avoid a lockdown, that includes finding people right now for not wearing their masks. Ty theyre trying to corral compliance if they can do that by providing a financial incentive. The state hit 390,000 new infection, 5,500 fatalities. Florida has the highest daily average of fatalities anywhere in the country, but i spoke with the Data Scientist from Florida Atlantic university who scraped the date of death data off of the state website, he made an interesting discovery, listen to this. Florida reported 173 fatalities, which is it is high so far. Is that an accurate number . It is an accurate number but also highly misleading. 173 deaths were reported by the state yesterday. But 173 people did not die during the previous 24 hours. If you look on our website, youll see that only about 14 of those died during the past 24 hours, the rest died over a period of up to a month, most of them in the last week or two, but one of them was back in june. And even the governor here acknowledged this lag in death reporting and the reason it is so consequential, the fatalities and the positivity rates drive policy decisions. If that information is not accurate, local governments are operating under data points and assumptions that may not be accurate as well and it affects what we do, where we can go, what we can access. Cdc director Robert Redfield tweeting out the guidance with a message saying, quote, it is critically important for our Public Health to open schools this fall. The reports conclusion, you might ask, that extended School Closure is harmful to children. President trump put a fine point on that, saying we cannot stop tens of millions of americans from going back to school. He did, however, for the first time, say some districts in hot zones may need to delay openings for a few weeks. It is not safe enough to hold the rnc in jacksonville, florida, but the white house wants to push for schools to reopen. How can those two things coexist . If you literally had to speak to Public Schools in jacksonville being told you cannot have the rnc there, you have to open your schools, it just doesnt make sense for a lot of people. Well, thanks, ayman, good to be with you today. When it comes to schools, all of us are concerned about School Closures. I have two small kids myself, i want them to be able to go to school. Im sitting in miami florida, and heres the bottom, line, when Community Transmission is high, it is risky to open schools. The cdc has acknowledged that, even the president is starting to acknowledge that. What theyre not being as clear about is what constitutes high transmission. If you read the guidelines, you dont have a clear sense of whether you fall into that category or not. What most Public Health experts agree on is if far too many states in the country are experiencing very high rates of Community Transmission, in fact, if you look at the 15 School Districts in this country by size, youll find that 11 of them have experienced a rate of growth in coronavirus that is three times the rate that they were experiencing at the end of may. That includes miamidade county. So if you want schools to open this fall, and youre the government, or youre the federal government, local government, state government, the single most important thing you can do is get rates of Community Transmission down. And the rating schools are threatening to withhold funding is not helpful because that does not change the rate of Community Transmission. Lets talk about some of the recommendations that came out in the cdc guidelines, things like repurposing other buildings for classrooms, move classrooms outside, keep kids in small groups or bubbles during the day, it seems very broad, not too specific, and somewhat alarming that this is all we got, almost seven months in this pandemic. I was thinking we were going to get something much more concrete and detailed in procedures as to what to do. These are very generic guidelines that we could have probably had months ago and still are not going to do what needs to be done. Well, the truth is in many of these recommendations that were made, and recently released guidelines are recommendations that were contained in prior versions. And i think that the worry i and other Health Experts have is on the one hand, we know having worked with this cdc when i was Surgeon General very closely on ebola, on zika, and other Public Health emergencies that they have the scientific expertise to make good decisions about these things and help us understand how to move forward. The concern is just given how much of a push there has been for them to water down their guidelines, to make them more palatable to certain audiences, potentially compromising what were hearing from them, thats worrisome because it is an Important Institution for us from Public Health standpoint. But there sois another importan point to consider here the cost of the changes theyre recommending, which are generally good recommendations to reduce class sizes, to increase sanitation measures and improve ventilation, obtaining protective equipment like masks, the costs are not insignificant. It has been estimated it will be about 1. 8 million for an average School District to implement the costs and consider this, every day there are teachers who dripg their hands in their pockets to buy chalk and paper and pencils for children because families and schools dont have the funds to do so. In this environment if were asking those teachers and schools to take on even more expense, without providing them support, thats unconscionable. We got to better support our schools with guidance, with resources, most importantly we have to get Community Transmission down. Let me ask you really quickly about the flip side to this, what the cdc and the president are arguing, saying that the social, emotional and physical risks of keeping kids out of school outweigh the risk of sending kids back. How concerned are you about the risks to students if they dont return to classrooms this fall on the heels of what we just saw this past spring and summer . Im deeply concerned, not just about kids losing out of the fall, im concerned about what they already lost by not being able to go to school. For the entire Spring Semester and, in fact, we know that the cost in terms of their education, in terms of social Emotional Health is considerable. We know the challenge for parents who have schoolaged children is also immense when they have to both telework and find some way to home school their children. So the costs are extraordinary. But this is the situation we find ourselves
