As we come on the air this hour, were following live breaking developments on multiple fronts, a lot of important stories playing out now. First of all, the Supreme Court set to hand down more decisions any moment now, were keeping an eye out for that, and an important ruling perhaps on the president s taxes and financial records. Were also live on capitol hill, where doctor Anthony Fauci and other Top Health Officials are testifying before a Senate Committee on the coronavirus pandemic. What they have to say about more than half of all states now seeing a rise in infections. Also, leading the European Union, moments ago, to announce visitors from the United States will not be allowed into europe this summer. Europe lifting travel restrictions for 15 countries, the u. S. Along with brazil and russia did not make that list. And right now, as you saw there, as we came on the program, Democrats Holding a press conference, they just got back from the white house where they got their own separate briefing on reports that russia offered bounties for the lives of u. S. Soldiers in afghanistan, were going to talk to one of those who attended that briefing in just a moment. Now, stunning new reports finds the president was in fact told about the intelligence, one report saying he was briefed more than a year ago. We have all of this covered, but we want to start now with Nbcs Carol Lee at the white house. What can you tell us about the briefing that just dropped. We heard from congressman adam schiff that he was not necessarily impressed with those who were in the room. He said the people who needed to tell us more about this story were not present, alluding to the fact there was no representation from the intelligence agencies in this country. Reporter exactly. And i think the takeaway from the House Democrats is essentially it is not enough. They want more. And theyre not alone. There is bipartisan calls for the white house to disclose more, to tell lawmakers more about what is going on. You heard adam schiff say they hoped to hear from intelligence officials and also underlying documents that relate to this russia plot. You know, steny hoyer was saying that, you know, he wanted he was concerned that the president wasnt briefed on this. Thats something we heard from other people, other lawmakers. Adam schiff said the same thing. This is something clearly in their view would have risen to the level that the president should have been aware, but apparently according to the democrats they were told today by the white house officials that that didnt happen. Which has been the white houses line since this story first broke. But broadly speaking, this is just the beginning, and that was democrats made that clear. We know the president or the white house is going to brief some other Senate Republicans about this. But there is more, questions continue to pile up and the white house is according to these democrats coming out of this briefing, you know, not supplying the kind of answers and the document and information theyre demanding and so this is just going to continue, ayman. One of the points that congressman schiff brought up was his what appeared to be a criticism of the president s response in all of this, rather than coming out and saying he is going to protect and defend american lives. And american soldiers. The president is calling the whole thuing a hoax and somewha dismissing it. Carol lee, thank you, i appreciate that. Now to the fight against covid19 as we keep an eye on the Senate Hearing, where dr. Anthony fauci will be making opening remarks. Nbcs Aaron Mclaughlin in Manhattan Beach for us who will be with me this hour to put a spotlight on california throughout this program. Dr. Vind gupta, msnbc medical contributor and former missouri senator Claire Mccaskill and msnbc political analyst, great to have all three of you with us. Erin, we put the spotlight on california, one of the 16 states now reversing or pause something reopenings amid rising infection rates, including beaches in l. A. County. Give us a quick situational read on the ground there, what is going on . Reporter well, officials here in l. A. County taking the drastic measure, ayman, to effectively cancel fourth of july celebrations for the weekend. This and other beaches across the county will be closed, fireworks prohibited as authorities try and get the situation here under control. The numbers are not looking good across the state. Here in l. A. County, the mayor pointing to six out of seven metrics he says are moving in the wrong direction. The death rate is holding but thats a delayed lagging indicator in all of this when it comes to the fight of covid19. So he said that is expected to rise as well. You had the grim statistic that one out of 140 angelinas has the virus. Thats an estimate, he says, in stark terms what that means for the county of los angeles, take a listen. Today, the county shared that it is estimated that 1 in 140 people in Los Angeles County is currently infectious with covid19. Over the coming week, it is estimated that will fall to 1 out of 100 or even 1 out of 70 residents of l. A. County. Think about that, for a moment. When you go to a grocery store, hundreds of people will go through in a given day, it means we are closer and closer to people who are infectious. A Hospital System across l. A. Also under strain. Authorities warning that the Hospital System could reach capacity in just weeks. The icu units are likely to reach capacity. Los angeles is one of 19 counties in california currently on the governors watch list. Ayman. Erin, quickly, are officials there looking at even bigger rollbacks beyond simply closing beaches or reopenings there . Reporter well, governor gavin newsom said that he plans on taking more steps as the data rolls in. Also, issuing a warning to Imperial County, which is on the border of mexico, saying that hospitals there at capacity, the Positivity Rate at one point was 23 there. Meaning that one out of every four people who had a covid test were positive for the virus. We arent seeing those kinds of numbers across the state, but hospitals there at capacity, 500 patients in Imperial County transfer to other hospitals across the state. He said that he wants to see Imperial County shut down if officials there dont take those steps, the governor will order that shutdown. All right, stay with us. With us is Garrett Haake on capitol hill. What are we expected to see play out today with some of the Top Health Officials leading the fight against covid19 Briefing Members of the senate . Reporter couple of things, dr. Fauci appearing today wearing his Washington Nationals mask. I expect masking will be a major part of the discussion here today. The chairman of this Committee Lamar Alexander has been very open calling for more people to wear masks, especially for the president of the United States to wear a mask. Hes saying as i speak in his Opening Statement that he wants to see the president wear a mask from time to time. Even if he doesnt have to. Just to remove the political implications of it, to make it less of an issue of wearing a mask, being something that opponents of the president do. And i expect to hear a focus on the reopening of schools. The last time dr. Fauci and cohorts testified in front of this committee there was significant discussion about what it would take to get schools and colleges back open in the fall. As we get into this not even a second wave, this increased wave, particularly across southern and western states, i think that will be another major focus of this hearing as it gets under way today. Garrett, stay with me. Dr. Gupta, let me bring you into the conversation and get your thoughts about the medical questions that may be posed to as we heard there from garrett some of the leading Health Officials in this country. We have been hearing for several weeks that outdoor spaces in open air, particularly where people are Wearing Masks, have low infection rates. So help us understand these beach closures here for a moment. Is our understanding of the risks at these locations changing . Good to see you. The problem here is density. From what we have seen it is just based on aerial pictures, doesnt seem like people are socially distancing on these beaches. So especially as you get crowded on july fourth weekend, i understand and would show the concern of the governor mayor garcetti in wanting to shut down the beaches preemptively. If youre outside, it is encouraging mingling, outdoor transmission is much of covid19 is far less than indoor transmission. We think restaurants now are an area of significant concern, 19 times higher transmission rates through dining six feet apart from somebody than outdoor. Indoor dining is very concerning. We have seen governor murphy take action potentially an restricting Indoor Dining. To your point, outdoor beach going, thats more about what were seeing in terms of the lack of physical distancing unfortunately and some of these major beach destinations. But Indoor Dining is going to be the next focus area and in terms of masking and other issues we have been talking about. Senator mccaskill, you probably saw the breaking news we have got and list of countries that the European Union will allow travelers from when it reopens borders tomorrow. The u. S. Did not make that cut. China did make that cut as long as it allows entry to travelers from the eu in return. What does that say about our countrys response to this pandemic . Well, it is a direct indictment of the leadership of this country. And how they have handled this virus. Look no further than the issue of masks, ayman. This you add Mitch Mcconnell tweeting people should wear mafmafb masks and the republican chairman saying to wear masks, what trump has done is he has signaled to this country that if you wear a mask, you dont support him. He has actually done that. Think about how irresponsible that is from a Public Health standpoint. We know masks prevent the spread. So the rest of the world is looking at trump and watching him refuse to wear a mask, but somehow that reflects on his strength. He looks like a weak little baby for refusing to wear a mask. And it is why our country is failing at controlling this virus. The indoor spread is significant. He had an indoor rally. He didnt wear a mask. His staff was told not to wear masks. So this is really an indictment of donald j. Trumps leadership. Period, end of paragraph. To that point, senator mccaskill, apparently lamar alexander, the chairman of this committee where dr. Fauci and others are briefing, just made in his opening remarks a plea to the president to wear his mask. So were going to try to get that sound bite, play that for our viewers any moment now. Let me follow up quickly if i can, senator, the gap between President Trump and other officials on the handling of this, it seems to be widening, not just about the issue of masks, but everything from whether the economy should be getting back up and running something everybody wants to do, but were seeing this play out a little bit both in red and blue states, not pausing the reopenings as hospitals near capacity. What do you make of how this ga g gap is emerging between the president and politicians from red states that have traditionally supported the president and i think of texas and arizona . Yeah, look no further than texas and florida. And particularly lets look at florida, where you had the bragging of this irgoverneir go how they had it handled and how many elderly voters in florida that supported donald trump in 2016. Where you see erosion of donald trump support is in fact with older voters. They get it. They get who is going to die if the president refuses to take the steps necessary to protect this country. So whether it is protecting our country from coronavirus, or whether it is protecting our military from a bounty on their heads from russia, trump is really losing ground with independent voters and maybe the most important bloc to him, older voters in this country. Dr. Gupta, im curious to get your thoughts on this divide, on one hand you have the scientist s including dr. Fauci, theyre speaking to the recommendations, but the Trump Administration is not going to require compliance when it comes to things like Wearing Masks or even closures as we heard. Where does this leave us as a country, as Health Officials, in the fight against a worsening pandemic . Look, these are the one tool we know works, for what senator mccaskill said. This is one of the tools that there is evidence this past week, ayman, surgical masks when placed on individuals that were infected with covid19 diminish eliminated droplets that were expected from them with covid19. If you took the mask off, this is common sense, it is about medical malpractice that is for the president to continue to model that behavior here and this is this is the result of us having leader at the highest levels who have no grounding in Public Health who are leading a response for the worst Public Health crisis in the century. This is unfortunately the consequence of that. We need a mandate if we can ban indoor smoking permanently, we can mandate masks temporarily and we need to enforce it with a fine. Thats where were at unfortunately because of the president s acts. Stay with us. We have breaking news from the u. S. Supreme court that we want to get to. Lets bring in justice correspondent Pete Williams with an update on that decision. Pete . The Supreme Court has issued a pretty important decision on freedom of religion on the wall of separation between church and state. And what the court has done today in a 54 decision, with chief Justice John Roberts and the majority is lower that wall of separation. This involved a program in montana that allow people to give scholarships that could be used by parents to send their children to religious schools. After starting the program, which gave basically tax credits to people who wanted to contribute these scholarships, the state ended it saying, whoops, we cant do this, we have a provision in our state constitution that says no state money can be used for churches or religious purposes, so it stopped the program. But today the Supreme Court said thats unconstitutional. Discrimination against religion. Frankly, the line between what is acceptable and unacceptable use of Government Support for religion has been a very fuzzy one that the Supreme Court has moved around over the years. I think it is safe to say that this decision moves it a little more in favor of churches. And it will probably doom about 30 other 36 or 37 other laws or state constitutional provisions like montana that other states have that bar the use of Government Funds for religious purposes. Now, the details in the Supreme Court ruling i think will be interesting to see exactly where the court draws the line, whether there is still any line left between not giving government money for strictly religious purposes, but here this was money that went to parents, who made the decision to send their children to schools or not to send their children to religious schools, so there was a sort of a Circuit Breaker in the middle here. The parents made the decision on,0on how to use the money and that was a saving grace for montana. In any event, an important religious freedom decision, we have eight Supreme Court rulings left. This term would normally be over on the end of june, but we have got a ways to go yet. Clearly were going to get decisions next week and i think you cant rule out the possibility that we might get them the week after too. All this term has been delayed because of the delay caused by the pandemic with our oral argument in march and april, basically canceled. And some of it pushed into may. So the court is basically behind schedule on a revised schedule with more decisions yet to come. I was going to say, safe to say you cant go anywhere for the next two weeks until this until this term is over and we get all these decisions. Thank you for breaking it down for us.
