On the general. Let me begin with kelly, the president digging in his position if you will on his policing plan, tell us the very latest on that. Reporter good to be with you, ayman. The president is back at his new jersey home, the first time he has had an overnight stay away from the white house or camp david since the era of covid19 and, of course, the civil unrest and the protest for social justice around the country. So the president is working on what he says will be an executive order that is not yet ready, but he unveiled some of the outlines at an event in dallas yesterday, which was also paired with some campaign fundraising, so they had what they referred to as a round table where they hear from some members of the community and talk about some of the ideas. Now, of course, lots of different Interest Groups have their own plans for things that could be done to reform the police, and Police Practices and some of the tactics that are used at times that have been connected to some of these deaths in custody. President trump is walking a very fine line, ayman, he is also talking about the nature of the base that he has with Law Enforcement in a political sense, that has been a big part of his support and he wants to be careful to lift up Law Enforcement to show that he is supporting them and at the same time trying to find a way to be responsive to this current moment. Thats a more difficult thing to do with the election just 140 some days away. President trump is talking about some of the things that could be updated, reforms that Different Police entities around the country would be asked to do. And also things like looking at how can there be ways to change some of the procedures, the education, the training for officers in order to make everyone more aware and to try to reduce these instances, to try to build more trust in communities. This is a work in progress from the white house, and the president talked about some of the ideas, but everyone has made clear to us that it is not yet done. In part there are a lot of competing interests and trying to find ways to do things that the president can do through the power of an executive order when, of course, on capitol hill, democrats who control the house and have strong voices in the senate are looking at doing lots of other things, and among the things the president does not want to do is to go forward with anything that refers to defunding police. That has become one of the issues that is getting a lot of debate right now. The president says hes against that, if anything, he says, he would like to add more funding to Law Enforcement in ways that would support them. Thats part of what were seeing. We dont have a date yet, ayman, as to when the president will reveal some of these details in greater order, and what the executive order will look like, so call it at this point a work in progress. Yesterday, his apology creating a bit of a Ripple Effect through washington, d. C. And across the country. Thats right. So he gave this speech to the National DefenseUniversity Commencement yesterday, a pretaped video message and in it he says that taking part, his taking part in the photoop at st. Johns church now nearly two weeks ago, he said that was a mistake. He talked about the importance of the divide between the uniformed military and politics, he said by engaging in that photoop, by being a part of it, he blurred those lines. And he regretted it. So general milley, the reporting that our colleague carol lee and i had out last night, it basically looks at what milley had last week, a pretty rough week. He was monday afternoon he was pulled called to the rose garden, President Trump spoke, and he was taken out over to st. Johns, and where he didnt realize he was going, and then he was made part of this photoop, that he then regretted. Afterwards, he went out, he visited the National Guard soldiers out on the streets in d. C. , but and went to the fbi field office. According to the defense officials i spoke we spent much of the night looking at the news and social media and he saw that there was a great deal of criticism of his role in that photoop and what he engaged in that evening. General milley, reads a lot of news and pays attention to these things and he took it to heart. He even spoke with several of his mentors, former bosses, people and asked them about how he should handle this situation. And they discussed whether in fact general milley should resign over it. Stay with me. I wanted to ask you, as the political season heats up again, conventions around the corner, the president announcing yesterday hell be heading out to participate in political rallies. One of those starting to draw a lot of criticism, if you will, because of the timing and the location and the history of that place, tell us more. Reporter absolutely, next friday the president will be in tulsa, oklahoma, at a big arena there. And that, of course, is juneteenth, which is the anniversary of the celebration of emancipation, that had been delayed after the civil war in texas because there had been a lack of getting the word and a lack of Union Soldiers in texas. It is an important piece of history, and one that many believe that the president having a rally given all of the criticism around the president and his handling of issues of race is tone deaf, thats the charge against the president. He was asked about this, in an interview with fox news, and here is how he responded. Your rally in oklahoma is set for june 19th. Is that on purpose . No, but i know exactly what youre going to say. Im just asking. Ive not got anything to say. Think of it as a celebration. My rally is a celebration. There has never been any group or any person that had rallies like i do. I go and i say give me the biggest stadium and we fill it every time. We never had a vacant seat. Reporter officials tell us the president will likely speak to the issue of juneteenth and talk about the historical significance now that it has become an issue unto itself. They described it as a rally because the numbers of people that the president pulls together, of course, most of his rallies are overwhelmingly white. And this is a time when the president has been reluctant to talk about issues of race, except in the ways that he has been most comfortable talking about criminal justice reform, talking about the economy prior to covid, where africanamerican unemployment had seen a reduction. Now, of course, africanamerican unemployment is having a harder time coming back. So it is a complex issue and one that the president is going to be having to take head on because of the scheduling of his own rallies, his first return to rallies in this post coronavirus or really midcoronavirus time frame where the president wants to get back out and be in the company of large crowds for his own campaign. So that will be something for us to watch through the week. How does he handle that and does it tamp down any of the sentiment or does it just enflame it. It will be. We heard from the president today say his rally on juneteenth will be a celebration. What is your reaction to it . Good to be with you, ayman, good morning. Look, symbolism matters. I think that the president s decision to hold his first rally in that particular city on that particular date given the importance of juneteenth, it is deeply disheartening, but it is consistent with the approach that hes taken since he was sworn into office. Now our country needs more than anything else unity and healing and reconciliation. And this president through his rhetoric and various decisions he made instead shows nothing but discord and division. And so i will say this, i hope that we dont let his actions distract from really the multigenerational and Multicultural Movement of americans of good faith, who have stood up and are peacefully protesting and marching for justice and equality for all. I certainly have taken a lot of inspiration from that, and i know many of my colleagues have in congress and the hope is that we can get something substantive done here in the coming weeks to ensure that tragedy like what happened in minneapolis never happen again. You probably also heard my colleague Kelly Odonnell talk about the anticipation as we await on the details from the white house on the president s supposed policing executive order, not yet sure when that will come out. But give us an outdate on the House DemocratsPolice Reform bill, do you have enough votes to get this passed through and do you know if any republicans will be supporting it . I believe we do. I believe we will have enough votes to ultimately ensure this justice and policing act of 2020 passes. The United States house of representatives. Its time has come as you any and you described in previous programs the bill is comprehensive, it addresses a number of systemic reforms that will ultimately as i said ensure that tragedies like mr. Floyds murder dont happen in the future. We worked very hard to build a bill that could ultimately be supported by a Broad Coalition and that includes members in our caucus, the Judiciary Committee held a legislative hearing wednesday where we heard from mr. Floyds brother, many other witnesses, very compelling and moving testimony and i think well be marking up the bill next week. My hope is that republican colleagues join us with. I had a number of promising conversations with colleagues. I know others have as well. There is broad support again in bipartisan support for many of provisions that are included in this package. So look time will tell, but my hope is that my colleagues will recognize the public will and that, again, i think the time has come for us to address this issue in a systemic way. Let me ask you if i can about the rnc announcing it is moving its convention to jacksonville, florida. The New York Times pointed this out, a little history for our viewers, the president will address supporters on the of 60th anniversary of ax handle saturday when a white mob organized by the kkk attacked mostly black civil rights protesters sitting at the citys whites only lunch counters. Do you make anything of that . I got to ask you, as a politician, how aware are you of the history of every day that you hold a rally that Something Like that is lost on the president when hes announcing, you know, when the convention is going to take place . Or the rnc, i should be more exact. Well, i dont know i would be in the best position to comment on, you know, the decisionmaking of the rnc in terms of where they decide to hold their rallies and on that days they make those decisions. I think, again, my sense is that obviously they have, you know, very theyre being insensitive to the need to make sure that Historical Context is, you know, theyre cognizant of that. At the end of the day, our focus now is on the substance. It is on the policy. It is on making sure that we get something done and im far more concerned about whether or not the president will ultimately sign the justice and policing act which, again, has bipartisan broad support. That is really where my focus is and the focus of my colleagues. Let me just get your personal perspective on this, if i can, for a moment. Democrats obviously pushing to have confederate statutes at the capital, remove getting some support as well for members of the Republican Party. As a black member of congress, how do you feel personally when you walk into that building every day, lined up, that building, lined up with statues of people who served in the confederacy . Well, ayman, look, i think Speaker Pelosi spoke about this yesterday and i thought that the way she articulated it was very effective. At the end of the day, right, the capitol grounds, it is a hallowed place and you feel the weight of history on your shoulders as you walk through the hallways of the capitol, it is a place we have an opportunity to honor our heroes, to honor those titans in American History who have done so much for our country, and ultimately in my view those 11 statue s do not fit the bill. My hope is that my colleagues will concur and we can remove the statues and instead place statues in the capitol that, again, honor our shared history, and honor the american heroes that deserve that kind of great recognition. And then the Public Health data, this continues to be the open question that is driving everything. You had larry kudlow talking to fox news this morning, adamant there is not going to be a second wave, he said he spoke to the white house, medical and scientific advisers and told him that. And you had him doubling down on what steve mnuchin, the treasury secretary said yesterday, there is no way the government is going to shut down the economy again. Larry kudlow said something amazing, he said, i dont know where wall street is getting this idea of a second wave. Theyre getting it from Public Health experts and the fed chair. Something he talked about in his press conference this week and i asked him about and he was very candid, he said this could be a really deleterious thing for the u. S. Economy, even if theyre just spots around the country, local economies where this virus resurfaces, thats going to cause a real casualty of confidence in the u. S. I knew she was destined for greatness. She is showing it. She had an agenda to save lives. This law is going to help her do it. The mayor also promising to sign the law as soon as it hits his desk. Also announcing a broader review of allegations of Sexual Assault against brett hankson, one of the officers involved in her shooting. This review unrelated to the investigation into taylors shooting, which is still ongoing. He and three other louisville officers involved in the initial noknock warrant in taylors shooting death, they remain on paid administrative reassignment. Where does Breonna Taylors family plan to take their fight to reform and accountability next . You have the law passed. The Police Report came out with a lot of questions, where does it go next in terms of the investigation into the actual shooting . Reporter well, you have that fbi investigation that is fully under way according to the fbi. They said last week to the media it would be full and fair and it was continuing. For the family, when you listen to the attorney for the family, they say they want to focus their attention on the three officers. They want them fired and they say they will continue to help organize these marches across kentucky including one they say on the State Capitol until that happens.
