he spoke with ukraines president to express his condolences. What else are they saying . Yes, thats right, mike pompeo offered the full support of the

in the investigation. And within the last hour president zelensky of ukraine has said hes very grateful for that support. And that any information the u. S. Has to offer will be useful in the investigation. He has also called on the u. S. To release all the information that it might have. He did meet this afternoon just a couple of hours ago with the main top u. S. Diplomat here in kiev and the

minister said after that meeting that data had been released by the u. S. But there was no detail on what that was. President zelensky said at the minute the missile theory cannot be ruled out. But it can be not confirmed. Now, ukraine of course is central to this investigation and it is the country that has 45 experts on the ground in tehran. Some of whom worked on to mh17 investigation but not clear what access they have to the wreckage. Whether they are in any way involved in the opening up of the black box flight recorder data because this afternoon, in tehran, iran said that it was beginning that process of opening up the information in the black boxes. Whether it will be able to do that or not, we simply dont know. Bill neely, live for us there in kiev. Tom costello, youre tracking this with your sources so what are you hearing . Well, theres concern about whether iran first of all might have a its own motivation for analyzing the black boxes and before outside western experts are along with iranian investigators looking at the black box data and there is great concern about the current state of the wreckage site, debris field. Theres reporting suggesting that if not all of that debris field had been moved or in some way tampered with. Thats concerning to say, listen, you come into the crash scene, you preserve the crash scene. You want to document every single piece of wreckage and piece of debris. Looking for any signs at all of what might have caused this crash or in this case looking for any signs of a missile strike. But if its true then iran has in any way moved parts of that debris field and that obviously compromises the scene. Investigators if it were a pure factual investigation in the
United States
, in europe, then they would be looking at the scene and then the black boxes. They want to hear what the pilots said to each other back and forth. Were they talking about a missile or a sudden external explosion . Were they in a panic wondering why they had lost all of the systems and lets talk about the systems, the flight data recorder should have captured the moment of impact of a potential missile in that both engines would have immediately shut down and all comes would have lost. All of that is pristine and the question is whether thats been compromised. Ntsb is not on the scene and has not yet accepted formally the invitation to be a party to the investigation. We have gotten documents that we didnt receive through public requests that the press has made and the public sentiment for a fair trial has moved. Im sure shes evaluating now what does that mean for the environment in the senate. Does that mean we may perhaps see some kind of communication from her about house impeachment managers moving forward . You know, ill leave that to her. I also am waiting to see what well do be doing on the house side. For your viewers sake we have to have one more vote here in the house to vote on who the managers wound. What the budget would be. What the rules package out of our end would be to send over to the senate. Thats one more vote we have to take. I dont think thats going to happen this week but ill leave that to the speaker. You know this office and this person. Yep. Does he or not . I dont think he does. Its up to the speaker. Were on day 23 since the house allegedly impeached the president. The reason i said allegedly i cant determine if they think hes an impeached president. It will be around organized resolution thfrntion is the this is the clinton model. Like i said, day 23 there was an urgency as mr. Swalwell had to try to explain. Is there or is there not an urgency, but the thing is what people dont understand is what the senate has to do is first vote on a piece of housekeeping which is an organizing resolution. And democrats make the point they feel like there has been a lot of information thats come out in the 23, 24 days that has been they believe useful in the men public. You talk of the organized thinking, that

President Trump<\/a> and walked him through what this could look like. How much would you expect, friday, the week before we think this might come of come to a head, how much is ironed out at this point . I think a lot of it is in terms of the procedure. That doesnt mean he knows necessarily where everything is going to go. Senator mcconnell has an incredible ability to know what he knows and not to lean into things he doesnt know. This is just the beginning. What mr. Swalwell and the
House Democrats<\/a> do not understand or appreciate is this is just the beginning. The clinton model what happened . They got on to the resolution and many things were decided from there. There were a lot of votes and subsequent votes and conversations to figure out what to do from there including house senators with were going to hear from people like monica lewinsky. My challenge is no, this isnt all set right now. But its not going to be set because there will be multiple discussions, between, you know,
House Democrats<\/a> excuse me,
Senate Democrats<\/a> and republicans figuring out how to move forward. On the clinton model point, there were big differences. Of course. You didnt hear from the key players this time around as you did in the late 90s. I think that should be noted. When you talk about the

Well, you know, look, he is not a person who unnecessarily tries to put his boot on his colleagues necks. What he tries unnecessarily. Well, there are some times. Is this one of the times . No, i dont think so. Look, i think for someone like lets talk about senator collins. She was a key person in the clinton trial. To the very end, she and
Arlen Specter<\/a> came out and did not convict president clinton. We know shell vote with senator mcconnell to get on to the trial with this organizing resolution but what happens from there is doing to have to play out a bit. For example, on witnesses. And again to mr. Swalwells point, no, this is not all locked in right now because it is a discussion and a negotiation. So for example, we have to keep in mind that the prosecution are
House Democrats<\/a>. Theyre going to work with
Senate Democrats<\/a> on to hear what it is theyre going to request of the chair in which case that is the chief justice rehnquist. Roberts this time around. Yes, sorry. Theres a reason i mentioned rehnquist. Senate republicans will, you know, have discussions and will communicate to a certain extent with the defense which is the president s team. In will be there will be motions and times theyll be voting on things and that include things like witnesses. So this idea that senator mcconnell is like you set this whole process right now theres not opportunities. Its a fundamental understanding and im sorry for mr. Swalwell, he doesnt understand how the senate works. Theyll have the ability to raise concerns and to figure out through the justice how to move forward. Congressman swalwell is not here to defend himself and theres a way that they work as impeachment managers versus

Well, first, let me say im a member of the senate so i do understand how the senate operates. And in this manner, there should be an organizing resolution in the senate that is agreed upon by both the democrats and republicans. The principal difference here is that the key witnesses, those who have direct knowledge of the president s involvement in regards to both articles of impeachment and the documents were not made available in the house of representatives. So for the senate to have a fair trial we should at least know well have an opportunity to hear from those witnesses that have the direct information that had not yet testified under oath. Now to answer your questions directly, i think
Speaker Pelosi<\/a> wants to make sure theres a fair trial in the senate. I have a lot of confidence in
Speaker Pelosi<\/a>. I think shell do the right thing as far as when the documents will be transmitted to the
United States<\/a> senate. We all obviously would like to get this moving forward but we want it done in a fair manner and the absence of the agreement between the majority leader and chairman schumer is concerning. I want to turn to iran. For our viewers theres a little box on your screen showing secretary of state pompeo where hell be in the white house

President trump said overnight not only was iran planning an attack on our embassy potentially in baghdad and other places but he went on to talk in more detail than we have heard about what this imminent threat was. You were in the intelligence briefing earlier this week. Did you hear intel about an attack on our embassies . Not at all. There was not any mention of anything specific such as that. Let me point out that the president just is trampling on the constitution of the
United States<\/a> as it relates to the responsibilities of congress on the authorization of military force. The use of based upon imminent threat was not articulated with what the president is saying now. Do you agree with your colleague, chris murphy, who tweeted that he believes the
Trump Administration<\/a> is conflating the intel. Is that what youre seeing . Theres suspicions thats the case because we had the closed briefing and i cant talk about the specifics by that didnt come up. So hes now mentioning things that were not mentioned when the direct questions were asked during a briefing of members of congress. So it is very suspicious that hes now saying things that were not brought out at the briefing itself. And clearly, the president s authority is based upon whether there was an imminent threat. So this is a critical factor in regards to the constitutional use of power by the president. In the last 24 hours we have heard from three
Top Administration<\/a> officials including the president and frankly three explanations and i want to play for you the president , secretary pompeo and the
Vice President<\/a>. Soleimani was actively planning new attacks and he was looking very seriously at our embassies and not just the embassy in baghdad. There is no doubt there were a series of imminent attacks being plotted by
Qassem Soleimani<\/a> and we dont know when or where but it was real. He was planning imminent attacks larger in the region against
American Forces<\/a>. So we dont know when and where but it was real. And
President Trump<\/a> says attacks against the embassy in baghdad and maybe others. How do you square that . Well, let me make it clear. No one cries over the death of the general. You know, he was a person who was responsible for a great deal of terrorist activities but theres also clear but its also clear there was no specific information that they have released in regards to a specific attack that was being planned. Our
Intelligence Community<\/a> is the best in the world. So they can intercept information and yet, there was no information presented to us about a specific target or a specific time line. Very quickly before i let you go, the downing of that ukrainian jetliner, iran is denying they had any involvement in this. Our reporting is that u. S. Sources are telling us something different. What is your sense . Is there any doubt this was irans doing . I think its very likely it was the iranians that brought this commercial airline down. They really have to open this up to

We thought only five people were going to be on that stage now we have the sixth, tom steyer getting in right under the wire. Really, look, the importance of being on the debate stage is crucial. Because its not just being there. Its showing voters that you can have viral moments that you can mix it up with the other people on the stage. And as we get down to the wire in these races, just physically being on the stage is important to show voters hey, im still someone who is in the race and keep hitting the thresholds that mean that im having a successful go at this campaign. So thats whats happening for tom steyer on the debate stage. Well see him in vermont, if that debate happens. Were waiting to see what happens with impeachment. Here on the ground in
New Hampshire<\/a> its a muddled mess. We saw a monmouth poll, the core four, buttigieg, biden, warren and bernie theyre mixing it up. Buttigieg is surging, warren is sliding a little bit. We have seen those trends came of playing out across the early states but i think really if you go deeper the thing thats striking to me is that theres really no heir apparent in this race. So for anyone whos thinking that youre going to come out of iowa and this race is neatly tied one a bow i think that the real thing out of the states after iowa dont hold your breath if youre hoping for a neat finish to this. First i think the most obvious thing is that they would be announcing additional sanctions against iran, imploring the europeans to join us in an attempt to say, listen, we really want to get to the negotiating table but our maximum

What i think is less likely and frankly i would be a it would be a total disaster if they come out, saber rattling, echoing what the president said about additional sanctions on iraq. In case they were to decide to try and kick us out of the country. Thats not helpful right now as we try to work through this delicate situation with the council of representatives in iraq and so i hope its about iran sanctions and there wont be meeting additional threats. I agree with michael. I think what they announce for the sanctions doubling down on the maximum

American People<\/a> what is the strategy. What are the objectives were trying to achieve, not just a laundry list of huge aspirations that are unrealistic. But what are the objectives, what are the strategy and coercive measures like military actions only work if theyre in support of some broader so giving out a lot of sticks, not a lot of carrots. Whats the way back from the brink. Whats the way forward. President trump has spoken a few times about not trusting democrats with

I want to play for you what he had to say about the strike against al baghdadi and the one most recently against soleimani. Watch. Iranian Regime<\/a> as a result of the attack on u. S. And allied troops. First, the president is issuing an executive order authorizing the imposition of additional sanctions against any individual owning, operating, trading with or assisting sectors of the iranian economy including construction, manufacturing, textiles and mining. Let me be clear. These are both primary and secondary sanctions. The eo also allow us to designate other sectors in the future as we think is appropriate. Second, we are announcing 17 specific sanctions against irans largest steel and iron manufacturers. Set three sea entities and a transfer of products. As a result of these actions well cut off billions of dollars of support the
Iranian Regime<\/a> and well continue our enforcement of other entities. Third, we are taking action against eight
Senior Iranian<\/a> officials who advanced the regimes destabilizing activity and were involved in tuesdays
Ballistic Missile<\/a> strike. Secretary pompeo will comment more on this. Todays sanctions are part of our commitment to stop the

American Forces<\/a> in iraq theres a series of new sanctions, secretary mnuchin just mentioned it a
Senior Iranian<\/a> officials that are responsible for the regimes violence both at home and abroad. Were striking at the heart of the islamic republics security apparatus. The
Supreme National<\/a> council and commander of the brute squad, which has killed approximately 1,500 iranians who were simply demanding freedom. Our action targets other
Senior Leaders<\/a> close to the ayatollah. They carried out his terrorist plots to destabilize the middle east and around the world. Theyve trained militias in iraq, syria and elsewhere in the arts of domestic repression. Today theyre accountable for murder and mayhem. The goal of our campaign is to deny the regime the resources to conduct its destructive foreign policy. We want iran to behave like a normal nation. We had specific information on an imminent threat and those threats included attacks on u. S. Embassies. Period. Full stop. So you are mistaken when you said you didnt know precisely when or with are. No, those are completely consistent thoughts. Dont know exactly which minute, exactly which day it would have been executed but it was very clear,
Qassem Soleimani<\/a> was plotting a broad, largescale attacks. And it was imminent. Against american facilities throughout the region. Mr. Secretary, in the initial hours after the missile attacks on al assad and irbil, it was believed iran may have taken steps to avoid u. S. Casualties and mark milley came out and other officials came out to say, no, these missiles were intended to kill americans. Does that not deserve some sort of response . If somebody takes a shot at you and they dont hit you simply because you duck, does that mean they werent trying to kill you . Ill defer to the department of defense on the details. As i observed the iranian activity in the region that night, they had the full intention of killing u. S. Forces, whether that was our military or diplomacy being folks in the region but im confident the response the president has taken was appropriate. The president said we dont want war, we want iran to behave like a normal nation. Were here to continue the campaign, our strategic effort to get iran to behave in a way that doesnt continue their 40yearlong effort to terrorize the world. Mr. Secretary, secretary pompeo, do you believe that the iranians shot down

When we get results of the investigation, im confident we and the world will take appropriate actions in response. Will you allow the ntsb to work with the iranians . I was just going to comment on that. The treasury will issue waivers for anybody whether its americans or others that can help facilitate the investigation. Reporter the last time you both joined news this room it was back in september, you were announcing additional sanctions and secretary of state mnuchin at that point you said i think weve gone more sanctions on iran than anybody its absolutely working. Since then we seen an seclusion in violence, shooting down the drone, attacking the embassy. How are sanctions keeping the

United States<\/a> and the
United States<\/a> interests more secure . I think we have a hundred percent confidence and we are consistent in our view that the economic sanctions are working, that if we didnt have these sanctions in place, literally iran would have tens of billions of dollars, they would be using that for terrorist activities throughout the region and to enable them to do more bad things, and theres no question by cutting off the economics to the regime, we are having an impact. As the president has said, the fact that the
Obama Administration<\/a> turned over 150 billion to regime, we think we wouldnt be in this situation had that not been the case. May i just add its important to keep in mind whats taking place in iran today. This countrys never been in the place that it is today. Big, challenging problems. Their budget theyre going to fail by tens of billions of achieving their revenue. Do you underwrite hezbollah, pick hamas, underwrite the shia in iraq or do you allow your people to live their life . You can see the protests that we expect will continue that willity mannwill i demand from the iranian people that they treat the people the way they so richly deserves and this administration will continue to support those conditions as well.
