On the impeachment fire is getting added by the day after appearing to admit he did bring ip joe biden and his son with the president of ukraine, one thats at the center of a whistle bloer complaint. The president insists he did nothing wrong and democrats say they need to see more. Now theres a new tougher tone from nancy pelosi that may gave hope to those pushing for impeachment. Theyre warning if the whistleblower complaint is not turned over well be entering a new grave chapter of lawlessness. Were following the latest developments and all of the days top stories, hands nichols is at the u. N. And jeff bennett is posted up on capitol hill. Hans, let me start with you. The president in just a little bit is about to take the world stage to give a speech but looming large is this phone call with ukraines president. Reporter look, weve had two subtle shifts from the president s team this morning on what their new argument is. It came from Rudy Giuliani who was on fox business and giuliani is no longer disputing that there was anything to do with ukraine in that call. Theyre actually making the case that it was a quid pro quo because it wasnt one excuse me, because it wasnt a quid pro quo, the president did nothing loya illegal, have a listen. No money was mentioned. The democrats wanted to impeach when it was quid pro quo and money, now theres no quid pro quo, no money, a proper action by a president. They might say improper, but certainly not grounds for impeachment. Reporter now, hallie, two things about that. Number one, Rudy Giuliani cant be 100 certain as he layer admitted about what took place in the phone call. The only way to figure that out is release the transcript soor some sort of readout. Giuliani said they would be disinclined to hand over any material to adam schiff or to the congressional oversight committees that are looking at this. Yesterday the president seemed to suggest he would be willing to release it in some form. Giuliani appears to be walking that back a little bit today. But with both the president and his lawyer, Rudy Giuliani, you need to be careful about how certain he is and theres always the difference between the best legal advice and political advice. And the messaging from the president s attorney. So jeff, a new twist this morning has been the building pressure on democrats frankly coming from the democrats to nancy pelosi to go ahead and move forward with impeachment. She now is signaling this unspecified escalation potentially because of all of this. When do you see it coming to a head . Reporter most likely on thursday, hallie. Thats when we expect to hear from the acting director of National Intelligence and she has said that if he does not turn over this whistleblower complaint, she says this investigation will enter a new chapter. Even though were getting talker tough from the House Speaker, she is still using the other i word, investigation, not impeachment. But this could be an issue where the caucus, parts of the caucus at least, start to move away from her and beyond her. Already were really seeing how this frustration here on the hill is becoming pap pabl and its breaking into public view and we have some of the reaction from lawmakers that i think we can show now. You hear from congressman steve king, we back off of everything, weve been very weak. You have congresswoman alexandria ocasciocortez saying at this point is scandal isnt is the the president s law breaking manner. Corey lun skou ski refused to answer questions that democrats put to him and there was a push among some democrats to hold anymore in inherent contempt. That would have allowed the panel to issue a fine, maybe even throw him in jail. Its something that the committee hadnt used for Something Like 100 years. But its something, a technique that house leadership had been they dismissed it in the past. So now theres the sense that if the House Democrats arent able to hold this president to account for what could be the president using the powers of the presidency to incite foreign collusion ahead of the 2020 election, if they cant hold him to account for that, they wont be able to hold this president or any other president to account for anything, hallie. I certainly thing the president allowing the release of the transcript to the congressional oversight committees is important. But i have thought there were 17 different points in time at which the president had so transguessed the norms of democratic governance that it would be an uproar and it hasnt been yet in part because the house is hesitant to move it forward and the senate is standing by the president , the Senate Majority is. Former secretary of state john kerry talked about this on morning joe and i want to play for you what he had to say. That is a fundamental profound abuse of power. Theres no other way to put it. And the president said yesterday we had a beautiful conversation. Mr. President , show america what that beautiful conversation was. Let us see how beautiful it really was. Let us know whether eight times you turned around and tried to ex tort from the president your Campaign Opposition research. Your response to that, corey . Well, im rez tent to think that all of the private conversations president s have in the conduct of american, foreign and defense policy ought to be publicly available, but absolutely they need to be available to the congressional oversight committees. At this point, and the president wants people and his attorneys, as we played earlier in the show and his cabinet members, want people to focus on these allegations and claims that the president is making about joe biden about his son hunter. Talk through from your understanding of this, at the time that the former Vice President , then the Vice President was looking to put pressure on this prosecutor widely viewed as corrupt by many in the western world, was it your sense that that was in fact the consensus, that joe biden was leading the charge on behalf of the western world to remove this prosecutor that many people found problems with . I honestly dont know the answer to that. But it does seem to me there are a lot of people, including joe biden, who do know the answer to that. And the u. S. Has generally been a major force for good and helping the transitional governments in ukraine to understand that they really need to crack down on corruption. Because thats the way that they are going to move towards the west, be engaged by europeans and by the United States in the way that they want to be. And thats part of the reason that the president is seeming to encourage the worst kind of corruption in a transitional state, in a state struggling to be a functional democracy, is so damaging to American Foreign policy. House democrats are talking about this more and more, given that in the view of some, this ukraine revelation here seems to have changed the game. A friend of the show jake sherman tweeted something interesting, he said this is so unique because at the moment everyone appears to agree on the basic facts, that the president asked the leader of the ukraine to dig on his political opponent. Youve been in the inner workings of the hill some of these committees. Do you think this moves the needle . I think this is a significantly different allegation against the president than what weve seen before. This involves conduct while hes in office and it involves allegations that hes using the Foreign Policy of the United States and the tools that it has with other countries for his own personal political advantage. It shows yet again that hes interested in using the Justice System not as an independent enforcer of rule of law, but to bend and target his political opponents. This is really fundamentally different than other things that weve seen. Now, this is similar to the allegations in 2016 of him asking the russians to commit an electronic burglary of the dnc and Hillary Clintons emails but he wasnt president then. This goes to conduct as the president and thats what impeachment is for. For those people who are rushing to remove him from office, Congress Still has to get the evidence first and this whistleblower complaint is a big part of that. Let me talk to you about the exchange that i found interesting. What i do find inappropriate is the fact that Vice President biden at the times son did very significant business dealings in ukraine. I dont understand. So its okay for donald trump, jr. And eric trump to do business all over the world, its okay for ivanka trump to have copy rights all over the world . I think theres a significant difference in what youre saying. I was saying between biden and his sons relationship with the ukraine oligarch and potential business dealings that the Trump Organization has had which predated his presidency. Do you think thats a reasonable argument, the idea that the treasury secretary is saying youve got to look into kids dealings overseas . I think hes right that theres a significant difference and the difference in magnitude is not to the trump familys benefit. Its true in the 2016 election there was a time where it was sort of like e lets not talk about everybody elses kids. Thats been a longstanding norm in american politics that you leave the families out of it. But given the way that this president has brought his children into the white house while still allowing them to conduct business, that hes using the covers of the defense pocket to line his pockets to his personal advantage, we are talking about something very different here. And those who live in glass highrises shouldnt throw stones. Mika, thank you very much for being on with us. Weve been talking about the letter from the House Speaker nancy pelosi seeming to escalate the standoff with the white house. The letter to colleagues she sent addressing the administrations efforts to block the release of the whistleblower complaint. New nbc news pool numbers are raising concerns about what people think of President Trump. Joining me is mark murray. Some of these numbers, youve got to imagine the white house wont like seeing, right . Explain that. Hallie, of course our poll ended up coming out before these latest head lines regarding the whistleblower but the numbers are pretty much where theyve always been at the beginning of the presidency, his overall job rating is in the mid to low 0s. Its not good for an incumbent president. But 69 of americans say they personally dislike the president regardless of his policy views. That includes 50 of voters who say that they both dislike him and dislike his policy ideas. And so that is really tough position for the president. And when we actually trooied to see how the whistleblower story might affect numbers, a lot of big stories like this havent really budged things. The numbers just move a little bit, and well have to wait and see. But these are i think some of the problematic numbers for the president in our new poll. The white house will like one of the numbers, 46 of people believe that the president s handling of the economy has in their view helped essentially, but theres also another number, 49 , so about half of americans are very uncomfortable with the president s 2020 candidacy. Explain that. So we asked the question are you enthusiastic, comfortable or very uncomfortable in supporting a whole host of candidates and for President Trump was not 49 very uncomfortable. Thats half of the electorate. And when you add that with the 50 of americans who say that they dislike the president personally and his policies, you are seeing where already half of the electorate is opposed against you and that is a tough position to be in. One other good number, though, for the president in the poll, when it comes to enthusiasm, his overall enthusiasm is higher than it is for Elizabeth Warren or joe biden. So the very uncomfortable is notable, but also he does still have that strong backing of republicans and his backers who do like him. Mike murray, thank you for walking us through the poll numbers. The new Des Moines Register shows warren for the first time now overtaking former Vice President joe biden. Shes up 22 , ahead of biden at 20 . That is still within the margin of error. Bernie sanders rounds out the top three at 11 . Lets talk about ripple effects from this poll with vaughn hill yard who is live for us in des moines. Talk about what youre hearing from voters on the ground there and put this into some context, because keep in mind that Elizabeth Warren, when it comes to joe biden, he does very well with africanamerican voters and thats not a huge constituency in iowa. Reporter not here in iowa. And i should note that i like were beginning the countdown 133 days away. This was the big annual event that takes place by the party every single year, about 12,000 democrats descended onto des moines. What can be telling was the twohour selfie line. At this event specifically, because it wasnt just folks with Elizabeth Warren shirts on, you had Pete Buttigieg smirts, Kamala Harris shirts, people that are as of right now supporting other candidates. And i think thats reflective of the Des Moines Register poll that came out. 70 of Iowa Democrats said that they could potentially see themselves voting for Elizabeth Warren. That is the strongest number of any candidate, 70 of Iowa Democratic caucusgoers said they could see themselves potentially voting for Elizabeth Warren. That shows how soft support is in this race. When you are looking at this, one woman was wearing a Pete Buttigieg shirt, and i went up to her and said when did you actually decide to put on that shirt in caucus for Pete Buttigieg . And in truth, she goes im just wearing his shirt today. And i think that was quite a testament to what sort of that looked like all around there. Definitely a lot of fluidity.
