Hell join us live from capitol hill. Benjamin netanyahu speaking at a pack this hour. Well keep an eye on that. In the meantime were following that report from south korea on a potential breakthrough with north korea. The president say were going to go hard but in which direction . A look at all that coming up in a couple of minutes. Lets start over at the white house. Theres a lot of news coming out of there and washington. We begin with jeff bennet. When you look at whats happening between capitol hill and the white house, you got President Trump saying hes not going to back down on this tariff plan, but you have republicans begging him to change his mind. Im being told by white house officials it aint going to happen. Heres what jeff flake had to say. The politics are awful for republicans. We have an inducive tax regulatory now so the economy looks good going ahead. That could all be replaced with the trade war. Jeff, if i were a betting woman id bet that jeff flakes opinions not going to change the president s mind. He said hes really worried about this. Thats right. We know last week he was privately em mirroring the president to change his mind, this week he went public with it. We know canadian Prime Minister, Justin Trudeau is among the many lawmakers who are encouraging the president to change his mind. The white house in the canadian side both released what are known as red outs, basically summaries of the calls. Im going to read the read outs to you and you can decide for yourself what detail is missing. Heres the white house version. President trump emphasized his commitment to a naft agreement that was pair to all three countries. Noting the current agreement leaves the United States with a trade deficit. Now compare that to the read out or the summary from the canadian side. The Prime Minister also registered his serious concern about the u. S. Administrations proposed tariffs on steel and aluminum. He emphasized the destruction of that have retires would not be helping to reaching a deal on faf that. The president talking of tough any tariffs. Canada threatening to retaliate if trump manages good on his announcement. Its coming out with the split on the white house. Not just paul ryan, youve got the president s top economic adviser, gary comb who is set to be mounting the last ditch to get the president to change his mind. Im against new tariffs, theres simply a tax on the consumer. Is the president right or wrong on this . I think its a wrong thing to do. If you look at steel use in our country, 60 people purchases steel from every person making steel in the country. So, meanwhile President Trump is up and tweeting this morning, denying theres any chaos in his administration. He writes this, the new fake news narrative is that theres chaos in the white house. Wrong. People will always come and go. I want strong dialogue before making a decision. I still have only people i want to change, always seeking perfection. There is no chaos only great energy. Still putting staff on notice that more changes could be coming and we could get the chance to ask the president directly about this later today when hes set up to hold a press conference when the Prime Minister from sweden. Halle. Thank you very much. The president may say, no chaos, we know has been the case for last couple of weeks. Amber phillips, reporter for the washington post. So guys, you have the president i spoke with the official very recently within the last twelve hours who said, congress is going to have an opinion, we worked with them. [ gunfire ] a before before and going to again. The chances seem fairly slim. The chances seem slim, this is the one consistent thing the president has had since day one of his campaign and give us a clue as to why during the campaign. Some 60 of trump reporters were like i approve of his protective, his policies of tariffs. If republicans and Congress Want to camera the president on this, they risk up setting trumps base. Money talks, gop donors are coming out. Will donor activism here make a difference . I think it very well could. You have republicans who are concerned with the very real prospect of a paratrade war. This is the key area of where trump has broken. It does put them at odds with the pro hicks that they have cultivated. I think the question is how far are republicans willing to go if they cannot appeal to the president to not go forth with this plan. There is talk of legislation among capitol hill among republicans that may rein in. That would be the first they have gone in picking a fight with this president. Its a Midterm Election year, they dont want to be on the wrong side of a president who they think theyll need on the campaign trail. This is the issue they feel with undermined the message on economy moving into november as they try to hold up their tax reform plan. Lets bring up that life shot of the House Republican weekly news this happens every tuesday. You can see congresswoman rodgers over there. Paul ryan will be stepping into that microphone shortly. Well come to that live wen that happens. Congress may republicans and congress may end up taking of measures to, for example exempt certain countries from these tariffs if they go into place broadly for steeling aluminum from canada and mexico. Do they have a veto majority . Right, thats still an open question. Thats way down the road, by the way. And republicans and congress are once again dealing with am gooty with President Trump. They dont know if hes going to create exemptions. Its heaard for them to write legislation. Does congress have a motivation to act . Congress doesnt necessarily, its not built to act and be proactive about thing. I think as sabrina pointed out, that motivation will be a field that undermined legislative. And you have a presence come of leaders coming. I think that might amplify pressure on republicans. We already know that theyve gotten a very uncomfortable relationship on many occasions with this president , there would be long lasting implications i think if they went against him in any way. This will be the test of how far their willing to go. If you look at what paul ryan is saying, extremely worried about this. Hes asked about the tweets, the latest thing the president tweeted, this is a policy the president will put into place thats directly into what republicans what to see. This is the first i can think of, major policy agreement between Congressional Republicans and the president. One, both sides seem set on. Phones moving, no room for compromising. And trump did move to withdraw from the Trans Pacific partnership. Paul ryan was a big supporter of that deal. So in some ways on trade they had broadly shifted in his direction, no longer just supporting Free Trade Agreement on principle. Were watching for paul ryan to pop up and take questions from reporters. Were going to talk about this after the break with senator joe manchin of West Virginia. Theres news out of West Virginia, news of a deal just in the last 10 seconds coming up between the state and teachers. We are going to come back with a live report on what exactly that deal is. Well talk about it too with West Virginia senator manchin. Your brain changes as you get older. But prevagen helps your brain with an ingredient originally discovered. In jellyfish. We have breaking news now out of West Virginia where for the past nine days teachers have been striking, kids have been out of class room, that seems to be changing. I want to go to ron allen. Ron, theres a tweet from the state in just the past couple of minutes, whats going on . He said theres a deal, its a 5 pay raise not just for teachers but all state employees. The governor said a deal has been reached, 5 for all state competency. Even on the front lines, theres teach rs from across the state, what does this mean to you . Its a victory and a victory for all public employees. We are thrilled to death. We have friends and family that are in state government, everyone does, very happy about it. Youve had a deal before though last tuesday . Right. Do you really believe this is a deal . I hope so. We need to get our children back in school. Whats it been like being out for nine days . Tiring and exhausting, but were doing it for our children. It will make the education in West Virginia even better to get more teachers coming to our state. This was about more than just teacher pay and Health Benefits as well. It was about the state to some extent wasnt it if. Absolutely. Weve heard from state workers who cannot be here with us but theyre very supportive of the teachers and Service Personnel and the state. They are getting a nice raise as well and their thrilled to death. There are 20,000 teachers, 13,000 support staff, 270,000 kids who are now going to go back to school. Absolutely. Maybe youre not so excited about that . Hardly not but i think many of them are. Weve talked to students here. Bev had tremendous public support, public support from our students. Our students want to be back in school with us. What about you, what does this mean that youd accomplish this, did you think youd get 5 . That was the minimum we should have got but it took too long coming. We could have come back to work soon r, now we have to skraet on getting the pi fixed. Thats the healthcare plan. That was the bigger thing than the pay raise. The costs were chewing up any raise they were getting in income. The bottom line is promise of a 5 pay raise. The teachers, all state employees, theres a lot of stay troopers here who are excited as well. Again, there was a deal last tuesday night, that didnt happen. This seems real because of the the reaction of the governor. The legislation has been working on this the past few days. Hundreds of thousands of kids without school. Looks like theyre going to go back tomorrow or the next day . Were hoping it needs to sit in the house and senate i think 24 hours before its voted on. Maybe that were ready to go back whether every we got the call to go back. So hopefully and we think thatll will tomorrow. Back to you. Ron allen a lot of news coming there out of West Virginia. Thank you very much for that report. Breaking news, i want to bring in senator joe manchin out of West Virginia. Whats your reaction to the news that there is a deal . Its great news, its something that needed to come. Kids want to get back in the class room. The Educators Want to get back and the personnel want to serve them. This is the first ive seen in my life time. Youve had all the educators and administrates in unison on this to invest in education. Theyve done that and i praise the governor and all of them for coming together. Democrats and republicans working together to find the solution, its good. Senator as youre reacting to this, i want to note House Speaker paul ryan in the capital is talking with reporters as well so forgive me if i interrupt you. What can you do, what is your responsibility to make sure Something Like this doesnt happen again . On the state left, the educator, governor, we sent them estimates and make sure they invest in education. Education and economy goes hand the hand. You can cut all you can to attract new businesses, think youre cutting new jobs, they will not come unless theres a goodist system taking care of the system. They both go hand and hand. You you stated over the weekend its crazy to bring a tax cut that persipitated this strike. In 2016 you questioned whether those cuts were the best thing to do. Do you regret that back then . Not at all. We did it in such a way, 1 a year if we can afford today it. Weve come down to 6. 5 put weve done that over a period of three, four, five years. We also put 1 billion in re rainy day account. If it hadnt been for what we done back then they wouldnt be able to continue in any fashion what so far. What we did was put our state in play. The priority should be based on your values, children in education, we put more money towards education, more money towards teacheser pay, more money for service for senior citizens. Senator, we are watching on the other side of the capital, House Speaker paul ryan answering questions from reporting on tariffs from the president. Hes just walking out of that press conference, were going to play back a little of what he said. Hes talking about the need for more targeted tariffs. Hes very upset, his office says hes extremely word about this plan from the president to implement 10 on steel and aluminum, do you think thats what well see when the president signs this . I think what weve been able to see from the president , he believes in something strongly, he throws it out there and thats basically coming to agreement, but bringing it to the table i thank the president. I appreciate us having a chance to revisit this. I like bilater ral deals, i like wen he looks at pit for tad. If a companys charges us to get our product into their market we ought to charge the same. We have to make sure we evaluate and reevaluate all these deals. Do you worry about what this may do from other stating that are going to be hurt by this. For example, if West Virginia is going to benefit do you worry about other states that have agriculture business retaliate . Thats got to be a concern for you. We should be looking at our trades and deficits and surplus we have for other countries. If we have a surplus in buying more goods thats another situation. If you have china with a 57 billion trade deficit and growing every year, china produces 50 of the world supply of steel, we consume more steel than any other country if the world, connect the dots. Thats where weve got to go. Yes, i think it should be looked at. With that being said the president has thrown it out there, lets look at and make sense of this and bring our trade deals back in to where were not giving away the jobs, having tremendous trade deficits thats hurting our committee. I think this can be sort out in a rational way. Retaliation . How are they going to retaliate . That can be higher senator. Youre talking about across the board, i dont think at the end of the day thatll happen. I think we look reasonably and responsibly on what were doing. Canada has been a tremendous trading partner with us. And is not happy about that as were discovering this morning. Theyre all talking about this. Theyre the ones thats driving this, we can make common sense out of this, halle. Let me ask you k i want to switch gears. Let me ask you this tell them to come to West Virginia and see what happens. We heard from stan repeatedly, he does not want to make a case against roger stone. Why do you think theres a concern about stone, does it have anything to do with stones communication on wikileaks if. I have no idea who this guy is. Were going through an ex extensive investigation, all the russians that that i have had in our economy and election process. Were going to make sure we get to the bottom line and stop it for this once and for all. The Senate Intelligence committee is working if a bipartisan way to come out with the findings. I think youll find it inclusive of whats happening and it has to stop. Hes a federal aid, former Campaign Staffer that was fired back if 2015 for racist facebook post. Hes now a donald trump antagonist, hes someone that worked with roger stone and has been close to donald trump at the beginning of hi campaign. Halle, ive seen some of the interviews hes had. Well see what comes out of this. Himself being define with muellers investigation, i think thatll find thats a big mistake on his part. He also said the president knew about that june 2016 trump tower meeting. Whats your reaction to that . The way intelligence works, we have 14 different intelligence agency, russia tend to be involved, they all grow with that. I dont know if they agree, ive been seeing the facts on this, well be briefed to see if this lines up with the gentleman, right now i cant speak on it because i dont know. Before i let you go, were turning back to tariffs here, if something came up in congress, if lets say, Senate Republicans brought something down the road that will increase exemptions for certain countries, is that something you could support . I can support looking at something in a rational way. If we have tariff surplus with a country, theyre being fair with us and havent destroyed one of our markets, absolutely. If we have a country thats going through different countries, disguising and sending products to destroy our economy lets find a path way to see whats wrong. Senator thank for being with us. Thank you. Nbcs kacie hunt is over an capitol hill. You were sitting in that Paul Ryan Press Conference there when he was talking about tariffs, h
