This morning. Fake news is things that are false, hoaxes, this is not correct. But false news or fake news or misinformation is also sometimes applied to things people think are wrong. So i think there is a range of definitions. The guy you saw with Sheryl Sandberg, mike allen, is joining us live here onset to talk through their conversation about social media, russia ads and what is next. We have a packed 60 minutes. Kelly odonnell will kick it off for us. And the president is clearly upset with a few things like for example congress for not acting on health care. So he will just do something about it himself. Right . Reporter born out of frustration, this is the president using his executive power, the power of the pen, to change some of the rules that apply to health care. And what it would do in a couple different key areas, it would allow people to Purchase Health insurance across state lines. That has been a long time talking point of conservatives and republicans who likely would have included that in a new form of health care if they had gone through the repeal and replace process. Failing do that, it is within the authority of the president. What this would also do is allow Small Businesses to form associations, kind of like trade associations and by grouping together, they could buy plans that would be cheaper and shorter in term. But then wouldnt follow all of the rules as required by the Affordable Care act or obamacare as it has been come to be known. So part of what this does is let the president take some action, it would allow in marketplaces where premiums have gone way up, people to buy cheaper plans, plans that dont cover all of the same things. And one of the problems democrats say and advocates for obamacare say is if you draw healthier people into cheaper plan, you put more of the cost and burden on sicker people who need to use more Expensive Health services. And that can throw off the balance of how this should work. Everyone says including democrats that there are changes that need to be made to deal with these rising premiums, the president will take this step, there will be a lot of criticism about it, but there will also be some Small Business owners who think that they can get some kind of coverage at a cheaper price. Kelly odonnell, thank you very much. I will see you there later this afternoon. But first i want to bring in our panel. Political reporter for real clear politics, caitlin huey burnss and senior political reporter aaron blake. We talk about it being demolition day. You have health care, you have the Iranian Nuclear deal which we expect to be talked about tomorrow, you have the president going after the free press, the First Amendment here, which well discuss. But lets start with the Health Care Issue because is this move today born out of frustration as kelly says partly, is it also because the president feels Like Congress isnt doing much, he wants to play to his base here . I think its a kochl bin nation combination. First of all, he knows the legislation is not going anywhere. He also feels like he has to deliver on something. And its ironic because as weve covered for many years, republicans dont like executive actions by the president or else they didnt like it under obama. So that is an interesting thing to keep an eye on here. Weve seen him try to rally the troops in times when he is feeling most vulnerable and i think that is important because it sends a message one of the effects of this is it sends a message to republicans in congress that his base of support is with him and will challenge members of Congress Come next year when they will be on the ballot. I think this is another example in a long line of examples of the Trump Administration not only letting obamacare fail, but kind of ushering in its demise. They have made clear that they are not going to not only lift a firng finger to try to save it, they will also hasten the process a little bit. That is justifiable if you think the law is going to die and you think its throwing good money after bad basically, the moved today could be justified by saying you want people to be able to get cheaper plans because they are suffering under these obamacare plans, but the fact is that if they are going a bipartisan bill on this, which is where things appear to be headed, is poisoning the well to some degree. Weve heard that theed from is withdrawing from unesco. As we look at international issue, i think kelly is back with us, and again this fits into the frame of the president pulling out, demolition day, pulling out of things that the United States has been a part of for a long time. Reporter and trying to compel on organizations to do things differently. We saw that with nato, trying to get Member States to pay more, were seeing it with the United Nations where one 69 chief arguments on the point of the Trump Administration is that this Cultural Organization within the United Nations has not been in the words of the administration friendly and supportive of israel. That has been a running theme for the Trump Administration which of course this president is very close to Benjamin Netanyahu and that International Organizations that have not been in the views of the United States and israel fair to israel are a target for the Trump Administration. So the state Department Says this was a decision not taken lightly, but it is also a loud signal to International Bodies that the Trump Administration will break old ways of doing business. And that is a signal that we expect to be repeated tomorrow when the president goes out and makes his big Iranian Nuclear deal announcement with International Allies concerned about the president potentially decertifying this thing. Kelly, thanks. The other thing that the president is going after of course is free press. First amendment. You saw the tweets overnight triggered by our nbc news exclusive reporting on the president s discussions about boosting the nuclear arsenal. Here is what his press second has said and then what the president said. Watch. The president is an incredible advocate of the First Amendment. They try to make it negative. So the president i call it fake media. Its fake. Is the president an incredible advocate of the First Amendment . He seems to go back and forth. This is not the first thing of course that he said that would rein in the president s ability do its job. Hes gone down this road before. I thought it was really interesting in that interview, they came back to him after he said that this was frankly disgusting, they asked to do you think the press should not be allowed to write what it wants. And he said no, which is completely at odds with what he just said, but i think he just throws it out there. I dont know that he always has a plan for actually back them up with action. And this is something that. Will play well with the president s supporters. And it did good yif you watched fox town hall. But this is a little bit of a pattern. Where there is a controversy and then a move to rally the base. So you have the president saying he would be honored to meet kim jongun, and then he signs the religious liberties order. And then you have Jared Kushner looking into getting a direct line to vladimir putin. President pulls on out of the accord. He tweets he is banning transgender troops. You have the nbc report on the build up of nuclear as naturars president signs the on the undermining obama cacare. This is certain indicative looking to make a move to his supporters. Try trying to change the nature of the conversation and also defending himself. Weve seen it over and over undermining the ability of critics, yes, with media. Among conservative circles particularly, and this is not new to trump, there is this kind of grievance based criticism of the media, right . What is important here though is the back drop. Yes, we saw this over and over again on the campaign trail, now he is president , but look at the backdrop. North korea as you mentioned, iran, the hurricanes and the Recovery Efforts and all of that writ require a different approach and undermining your critics at a time of this nature makes you particularly vulnerable. So we talk about the domestic challenges. Were also looking at the International Community here with breaking news now coming out of pakistan. We touched on this at the top of the show. Ill have you stand by. But i want to talk about how after five years of being held hostage, Caitlin Coleman and her family seen here in this video released by the taliban have been released. The white house says this is a positive moment for a countrys relationship with pakistan. The pakistanis cooperation is a sign that it is honoring americas wishes for it to do more to provide security in the region. We hope to see this type of cooperation and teamwork in helping secure the release of remaining hostages and in our future joint counterterrorism operations. Let me bring in hans nichols. I want you to explain why this is so significant here. And then the president maybe giving a little hint about this during his visit to pennsylvania. Yeah, we heard that hint last night. The president is giving us a lot of hints recently and its hard to match up the hints with the geopolitical issues that are actually happening. Two parts to this story. One, yes, this family is released. Youve seen in that 2016 video how just desperate they were, the family members describing it that the mom had been violated. So undeniably good news for the family. The broader political implications, this seems to be 180 degree turn toward pakistan. This administration has been very critical, very he harsh on the pakistani government in afghanistan, on the thhaqqani network, on the taliban, a whole host of issues. Its several moments in that statement President Trump is tripping over himself to praise the pakistanis. That to me is the longer term abiding impact. And also crucially to what role did u. S. Intelligence agencies play with the pakistanis in helping this recovery. The pakistanis are saying that u. S. Intelligence that helped them track this family, because remember they were abducted in afghanistan, crossed the border into pakistan on october the 11th. If that is true, this release, this recovery happened remarkably quickly. Remember with the raid on the bin laden compound, the pakistanis were not read in. So if there is more intelligence sharing, that will have benefits throughout the south asia region which is a big priority for secretary mattis and secretary tillerson. Its also interesting when you talk about the president s overtures toward pakistan. Last night he made an interesting comment. Ill play it and then well get into it. Listen. Something happened today where a country that totally disrespected us called with some very, very important news. And one of my generals came in, they said i have to tell you, a year ago they would have never done that. It was a great sign of respect youll probably be hearing about it over the next few days. But this is a country that did not respect us, this is a country that respects us now. The world is starting to respect us again, believe me. So i asked a white house official was the president talking about this, yes the answer was. And its interesting because the president is talking about the disrespect from this country, but now seeing this as a sign that that attitude has shifted. The policy towards pakistan has changed slightly, not massively, but an incremental change under President Trump. They have withheld more aid for the pakistani military. And you will remember just a couple weeks ago secretary mattis was in the region. And he went to india, pakistans arch rival. So there has been a subtle Pressure Campaign on the government in islamabad to do more to help tamp down on there are about 20, 22 extremist organizations that are in that crossborder region. No one you talk to. In kabul sees any end in the fight where there soon will be close to 14,000 u. S. Troops. And if you dont bring pakistan along, it seems this is a positive sign in that direction. Hans, while i have you in the chair, i want to very quickly get to a couple developments in north korea. More saber rattling. Weve heard that President Trump has lit the wick of war and you just take pose that with the statements from President Trump yesterday strongly suggesting that he is more hawkish, he is are more of a warmonger that is too strong, but more hawkish on the north korea issue than his advisers. We dont know whether hes doing good cop bad cop, but it seemed clear that trump was signaling that he is less trustworthy of the North Koreans than his individual her advisors. And we know secretary mattis says this is a diplomatically led effort. At the same time, and we heard from the army chief of staff earlier this week, they are preparing options and they are ready. Pray for peace, prepare for war is what they said. Hans nichols at the pentagon. Thank you fp. Up next, we want to talk about what is happening in puerto rico with President Trump seeming to put the island on notice saying he may pull back federal relief workers from the island. But there are mixed message from the white house. Well show you what mike pence has been talking about. Plus, well update you on those devastating wildfires in northern california. cheering a triangle solo . Surprising. Whats not surprising . How much money sam and yohanna saved by switching to geico. Fifteen minutes could save you fifteen percent or more. We need to tell you about new doechltd developments in c. Gusty winds are now breathing more life into wildfires. At least 23 people have been killed with more Evacuations Ordered already. Since sunday, the fires have scorched at least 265 square miles. That is an area bigger than chicago. An additional 1500 homes and businesses have been destroyed since yesterday. The total, at least 3500. Check out this neighborhood in santa rosa. You have homes burned to the ground. But look at the top of your screen. Some homes have been spared just across the street, just a yard away, untouched next to homes that have been burned to ash this morning. Want to get the latest from napa county and Steve Patterson who is outside the biggest evacuation shelter in the area. What are you he seeiseeing . Reporter the situation here is just relentless. These fires will not stop. 40mileanhour winds continue to fuel the fires that are there and spark new ones that may not have been there originally. So were here at the largest evacuation center, nearly 700 people here. There are buildings after buildings after buildings in this campus, this is a Community College filled to capacity, there is an Animal Shelter below for folks who need to bring their pets as well. The thing about wil firdfires, they got stop. They continue to be fueled by those heavy winds, continue to be pushing into city centers and places where firefighters are trying to push back and keep them out. So as you mentioned, nearly 3500 homes and properties burned to the ground, a lot of those folks here at shelters like this one have no idea whether or not their home is safe or whether their home has burned to the ground. Weve been talking to people on the ground here, they are extremely worried about when they can get fwlback into their home, but officials have to tell those people we dont know when were able to allow you back into neighborhoods where it may or may not be safe because the red flag warnings continue on to be in place. In santa rosa as you mentioned, whole neighborhoods leveled by these fires. We spoke to one man who the fire managed to miss his house because he got firefighters in place in just the nick of time. I want to play the sound for you right now. Listen to this. They said hey, you got to go. And i said help me, man. I said you can save my house. They are my heros. Reporter incredibly difficult situation for people here on the ground. It is almost like a refugee crisis here in wine country, california. You have people here road blocks lined up waiting to see what their home looks like. This situation expected to continue for at least the next couple of days as officials continue to block people from coming back into those neighborhoods and they remain here at shelters just like this one. Steve patterson on, tha, tha. And now from one crisis to another, the one in puerto rico. Three weeks after Hurricane Maria ripped through the island and President Trump seems to be threatening to pull those First Responders out. He tweeted this morning in part, quote, congress to decide how much to spend, we cannot keep fema, the military and First Responders who have been amazing under the most difficult circumstances in pr forever. Okay. So he says cant stay in puerto rico for too long. That is not what mike pence told Puerto Ricans when he was there. The 45th president
