Who wants to bring me in, theyre not going to get a visa. Now the other part of this, we dont know the answer to yet, hallie. That is, how is the government going to define the word entity for people who are refugees. What that means is that the Supreme Court said refugees could come to the u. S. If they had a relationship with someone here or with an entity here. The question is, does entity include the kind of organizations that sponsor refugees, churches, refugee groups . If someone is sponsored by a u. S. Group like that, to be a refugee in the u. S. , does that count as a relationship with an entity . And were waiting to hear the answer to that question. Another big president ial priority that is very much on the table today. Republicans insisting health care is very much still alive. As kasie hunt is certainly aware. Mitch mcconnell is trying to rework this thing. Hoping to get this done by tomorrow. What are the chances . Reporter well, hallie, at this point theres no sign of a major breakthrough in these talks. So, that has a lot of people telling us that the chances of this are relatively low. John mccains words yesterday when asked if he thought they would get a new deal by tomorrow, well, pigs could fly, he said. Which is not necessarily the most optimistic of ways of looking at it. Now, that said, they are trying to negotiate around things like opioid funding, around taxing the wealthy. Mcconnells office really wants to get a bill over to the Congressional Budget Office by the end of this week so they can maybe try this all again when they come back from recess. The tenor, i would say, of people talking out there in public opposing this or saying its going nowhere has only ratcheted up in the course of the last few hours. Here was rand paul this morning on morning joe. Do you think its fixable . Well, lets see. Hmm. All the democrats hate it and half the republicans hate it. That means about 20, 25 of the people like it. No. Its got to get better. Reporter not exactly the rosiest of assessments. I think the question here is, look, theyre trying to work what i would describe as around the edges on this package. Theyve kept, you know, the central tenets of it. Especially those dramatic cuts to medicaid over time. Youre hearing people like senator rob portman of ohio, traditionally a very close ally to Mitch Mcconnell, has very deep concerns about that. Can they push forward with this framework or do they feel like they have to rip it up and start again . What were hearing now has suggested that latter path. Weve been cautious about underestimated Mitch Mcconnell. That still applies but hes being really tested right now, hallie. Kasie hunt. Time will tell, i think, sums that up. Thank you, kasis kasie. Over to robert costa. Let me pick up with you where kasie left off. Theyre going to scrap this thing and start over or tinker with the old plan that they essentially gave up on or at least pushed off. Take us behind the curtain. Youre one of the bestsourced guys in washington. What is happening right now . Where is this going . Good to be with you, hallie. The latter point, the more accurate one, based on my reporting at this moment, Senate Majority leader Mitch Mcconnell is trying to get moderates and conservatives to come along. Can he change how medicaid is funded with this bill . Can it be a roll back with expansion where its appealing enough to moderates that theyre not hurting their medicaidreliant states and with conservatives, can they feel comfortable with the way this bill goes after regulations in the Affordable Care act . Will it cut enough of those regulations to get them on board . Can i ask you about the mcconnell factor here . As kasie pointed out, theyve been cautioned. People say hes wiley, crafty, a political animal. This was not a big win for him, not a good week for Mitch Mcconnell. Whats happening inside his world, mcconnell world, with all of this . Its been a challenge for the majority leader. This is the challenge of governing. He has been an Opposition Leader for many decades in the Republican Party. Hes trying to figure out right now in this inside game, can he get senators like rob portman of ohio on board with some more funding for opioid addiction coverage, senators like Susan Collins and Lisa Murkowski on board, the moderates and still hold on to paul, mike lee, senator ted cruz, the conservatives who want that . Its very hard to square that circle at this moment. Hes a patient, political figure trying to work more behind the scenes with the senators than publicly. I want to bring in carol and vivian here, but it feels like the framework of the day are these three big priorities for the president. Health care, travel ban. Well talk later in the show about whats happening on the immigration front when it comes to sanctuary cities and case law, something he talked about all the time on the campaign trail. Frame up, what are the wins and losses today for this administration . The administration is more enthusiastic about their progress on immigration, on the travel ban. Health care is an ideological republican issue that they know they have to pursue because they made it part of their campaign pledge. But at the same time, the president s comments about the bill being mean in the house, his comments to the senators on tuesday that it may just all fall apart and we can blame the democrats has raised some eyebrows on capitol hill about how invested the president really is in health care in terms of balancing it out with his other priorities. Let me play a little bit of what gary cohn, top adviser to the president , had to say about health care to my colleague, Stephanie Ruhle, in just the last hour. I want you to listen. Repealing obamacare matters and having Health Care Coverage for american citizens matters. How we get there . Were willing to be flexible on how we get there. We know obamacare doesnt work so we have to repeal that. They are willing to be flexible, carol. What does that mean in concrete terms . It just means that the president wants a bill, basically. Period . He wants to go on the road and say look what i did. He wants to achieve what he said he would do basically on guideday one. The only guideline he has given to anyone in the policy hes not steeped in the policy on this. He wants a bill with heart. No one exactly knows what that means. But broadly, he just wants the senate to pass something so that he can have a victory on this. You know, its really up in the air whether that happens. This has been a major Sticking Point for the president since day one. He knows it. Hes usually very bullish in trying to carry out his agenda, realistic or not, he thinks hes going to get it done. With health care, he has been very tempered. He was very cautious about, you know, asserting that this was going to happen. If it happens, it will be great. If it doesnt, it will be a shame. Hes really being careful about what he says about this. He knows that this is one issue thats just not a sure thing. Its not a sure win for him. If this is not a sure win, why havent we heard more about what could be a sure win . Kates law, expected to pass the house today, sanctuary cities bill, which we heard a lot about on the campaign trail for him. Where is the messaging on that . I think theyre trying. You saw yesterday i was in the room when he had some victims, families of victims who lost children or parents loved ones, yeah. Loved ones. It was very moving. There was a lot of emotion in the room. And they kept the press in the room for that entire time, i think, because they were trying to message on this. This is something that touches people and its very important and its not just you know, to answer for all the criticism of it and to show that hes doing what he said he would do. Theyre trying. Health care is the dominant thing. Yeah. Republicans have promised to do this for years. Its a huge struggle. It matters more. Its a huge percentage of the economy. So, its hard to break through with these other thing. Bob costa, when we look back on this moment, on this week, six months from now, nine months from now, how are we going to see this fitting into the framework of the first year of the Trump Administration . This whole week is reflective of the republican challenge. Inside the Republican Party and sometimes has little to do with President Trump. This is a party thats tha really, at times, is five or six parties within one. And finding consensus on such a major issue, a sweeping rewrite of our Nations Health care laws reveals the tensions within the party about what kind of party it actually wants to be. Does it want to be a party that scrapes away all these regulations and aspects of the current law or would it have, as carol said, more of a heart, a compassionate populous conservatism at its core . Others in his party are not quite on board that kumbaya train just yet. Chris van hollen of maryland is joining me now. You heard what senator manchin had to say. Are you as confident as your colleague there that Mitch Mcconnell will invite democrats into the process . First of all, weve heard nothing from Mitch Mcconnell about reaching out. As you know, all their meetings were in secret. Just yesterday senator schumer called upon President Trump to invite all 100 senators, republicans and democrats, to the white house so we could have a real conversation. We have said from the beginning that if republicans want to work on improving the exchanges, on reducing the cost of prescription drugs, were all in. We can work with them. But if theyre going to remain focused on blowing up parts of the Affordable Health care act that work in order to give tax cuts to the wealthiest. I think Warren Buffett said he would get a 660,000 a year tax break. That focus just means denying tens of millions of americans access to health care, as the Congressional Budget Office has said, to provide those tax breaks. We wont do that. Improving obamacare exchanges, you talked about your support for single payer option there. Two questions for you on that. Is that the fight the democrats should be having right now with this talk about finding a bipartisan compromise . And you run dccc. Should every voter support single payer . We need to provide stability and certainty. Democrats have proposed ways to do that, cost sharing and very practical things that can be done. I also strongly believe if we create a public option, medicare for all option within the exchanges, that will do two things. Number one, guarantee a health plan to anybody, no matter where they live in the country and, number two, create more competition in the exchanges, which brings down prices, premiums, copays, deductibles. By the way, the Congressional Budget Office says it will save taxpayer dollars. Republicans havent been very keen on that. I do believe this is something democrats can embrace going forward, fixing the exchanges and then address the larger issues that need to be fixed. So, im just trying to figure out where you are in 2018 when it comes to democrats getting behind this single payer option. Will you encourage democrats on the ballot to fight that fight . Well, i think its a practical solution. Every senator will have to decide for him and herself exactly what proposals they think will improve the exchanges. I think we have fairly broad consensus in the Democratic Caucus in the senate that that is an important step. It might not be unanimous. It is clearly something that would work and would also give us a sense of how a medicare for all option would work in this context and see if its working well, maybe you expand that further. Our priorities should be to fix the exchanges, improve the exchanges. Unfortunately, that has not been the Republican Senate priority. They actually made changes based on preexisting conditions, allowing Insurance Companies to cherry pick again while slashing medicaid by, you know, over 730 billion. Thats hard to let me get you if they want to focus on fixing what can be changed in the exchanges, were all in. Prescription drug costs, were all in. Many other things. But dont blow up what is working. Let me ask you two other topics, senator, before i let you go. I know you have to head out of town here, soon. Parts of President Trumps travel ban go into effect tonight as you are aware. You have previously called the revised ban harmful, fake solution to our National Security issues. Talk to me about this going into place tonight. The president s team argues he has the president ial authority to protect our borders and National Security. Obviously this is a partial and does not include people who have connections to the United States based on family. Tell me where you stand now as this begins to go into effect. Well, i think the most important thing now that the Supreme Court has at least made this temporary decision, pending a possible later decision in the fall, is to make sure this is implemented in a way that doesnt create chaos. The Supreme Court created this standard of immigrants, refugees having to have a bona fide connection to the United States. And ive been in touch with people at the state department about making sure that as they implement it, as dhs implements it, they dont create a lot of confusion. Are you satisfied there will not be confusion tonight, tomorrow, this weekend . I am not at all satisfied there will not be confusion. I dont think theyve had a clear standard on what constitutes that bona fide connection to the United States. I hope that they will define it in a way that is, you know, most inclusive. Many of my colleagues and i have written to the administration outlining some ideas. Last one briefly here, Senate Democrats are working to potentially block some of these sanctions on russia and iran from moving to the house. Senator corker says that is essentially an unreasonable demand from your colleagues, other democratic senators. Where do you stand on this . Do you support that move . Im sorry. Could you ask that question again . Sure. The house bill that puts some sanctions on russia, that talks about the russian sanctions there, theres some discussion now today that Senate Democrats are going to move to try to restrict that
