Leave early. Instead, he plans to award the president ial medal of freedom to one of his top allies, jim jordan. Meanwhile democratic congresswoman bonny Watson Coleman has now tested positive for the coronavirus. Her office saying she was exposed while sheltering during that riot at the capitol. More than 300,000 americans are now testing positive every day. The u. S. Death toll is over, more than 375,000 with 717 additional deaths today so far. Joining us now, correspondent the senior digital white house correspondent. Garrett, lets begin with you and all the developments on capitol hill. What more can you tell us about the time line surrounding the articles of impeachment . Well, the articles were introduced today and as you pointed out, they could be acted on as early as wednesday. The house putting out the all call saying we need everyone in washington to consider this. I think the biggest delay could be selfimposed. The speaker of the house had said it was her intention to give mike pence and the president s cabinet up to 24 hours to act on the 25th amendment portion of this. What is not clear is that 24 hours from when this resolution passes or is it 24 hours from the start of the discussion . But either way, youre looking at potentially a vote as early as wednesday. Maybe as late as wednesday night. I suspect no later than that for the house to be making donald trump the first president ever to be impeached twice. The sponsors of this resolution saying theyve got votes to get it done already. Lets talk about the reaction from the white house if there is any. We have not heard much from the president. Obviously hampered by the social media ban thats hes not been put under. How is he preparing . And what is it like inside the white house . You mentioned, ayman, not having heard much from the president. Hes been eerily quiet and that is because he doesnt have access to twitter or facebook. He spent much of the weekend in the white house. Not only unable to vent through social media and lash out on social media but also, unable to vent to a lot of his regular allies. Our reporting indicates that the president has been increasingly estranged from some of his closest advisers. Weve seen publicly advisers like Chris Christie coming out, distancing himself, attacking the president. Lindsey graham, the president s long time golfing partner breaking with the president. And then there is the Vice President himself who we are told through our reporting has not talked to the president since that attack on the capitol wednesday. Now, we do have some reporting that suggests the president was considering making some remarks today. We were told that this morning. But then by this afternoon, we were told it was still under consideration. There was no definitive plan on that. One thing that is scheduled to happen is the president will travel tomorrow to texas to visit a section of the border wall. That will give him an opportunity to talk to the media, to make some remarks through his official channels as a president rather than twitter and facebook. So we will see if he takes that opportunity. Hey, garrett, really quickly, is this an impeachment article being written in a way that could potentially gain the support of some republicans, some who have already come out and criticized the president . Potentially. It is very narrow focused entirely on the insurrection attempt last wednesday other elements really as supporting evidence but not as separate charges, if you will. There is just as many republicans furious about what happened wednesday as there are with democrats. The idea is this could draw perhaps significant bipartisan support depending on frankly, what happens between now and wednesday. All right. Thank you to both of you for starting us off this hour. Moments ago, president elect joe biden received his second and final dose of the coronavirus vaccine. It comes amid a report about tensions between biden and his Covid Response team over the vaccine rollout once his Administration Takes over. According to politico, biden is frustrated, fearing his administration wont be able to follow through on its promise of 100 million vaccinations in the first 100 days. Joining us now, a member of the bidenharris Advisory Board and an Infectious Disease specialist and epidemiologist at the nyu school of medicine in bellevue hospital. Great to have you back on the program with us. So politico goes on to report that president elect biden told the coordinator that his team was underperforming. Have you seen any evidence of that . We certainly have our work cut out for us. I think what weve discovered since the election is the transition process has been unfolding. That there was no plan for vaccine distribution. Only for the development and manufacturing of a vaccine. So we certainly have our work cut out for us. But the president really does remain committed to trying to get 100 million doses into americans in 100 days. Part of reason for that is right now, were averaging 3,000 deaths across this country per day. That is the number of deaths approximately as we had on 9 11. But every day. And if we allow that many deaths to continue to unfold across this country for the next 100 days, that would essentially mean we would allow the death toll to almost double in the next 100 days. That is simply not acceptable. This is a Major National Security Threat and the president elect is treating it as such. I appreciate that theres a sense of optimism with trying to get 100 million vaccinations in the first 100 days but is that too ambitious when you see what weve just gone through. There has been 7 million vaccines in three weeks. They said they wanted 20 million by the end of the year. They fell way short of that. So just realistically, are we even possibly on track to get 100 million vaccinations in one hundred days . It certainly remains possible to achieve that. It will require everybody working together across party lines. The federal, local, and state department levels. We will need collaboration of congress to pass a major infusion of funding to state and local Health Departments. Something that has still not happened yet at the pleading of the state and local Health Departments over months. So this is still certainly doable. In particular, in light of the president elects recent announcement that he wants to see nearly all doses of the vaccine released as soon as possible so we can get those vaccinations into arms sooner. So let me ask but that and help us clarify. There is some confusion about whether the problem is with the quantity of the vaccines that currently exist, as you mentioned. The biden team said friday it would vaccinate with people almost all the remaining doses and not hold it back for the second dose. So is the problem with the supply or the logistics of getting the vaccines into peoples arms . Distribution and logistics is our major problem right now. We have vaccine sitting in freezers. Vaccines sitting on shelves that is not getting administered. This is part of the reason. We really feel bottleneck needs to be addressed is the distribution. We need to make the supply chain simpler and faster moving and were not as concerned that supply at this stage. All right. Thank you so much for your time as always. Greatly appreciate it. The impeachment article is backed by over 200 Democratic Caucus members including democratic congresswoman susan wild from pennsylvania. Shes a member of the House Ethics Committee and she joins us now. Thank you so much, congresswoman, for your time. What more can you tell us about the caucus called the democrats that i just mentioned and the plan for voting on the impeachment article . Well, thank you very much for having me. We just had a caucus call that i participated in in which we were advised that tomorrow night about 6 30 or 7 30, well first be voting [ inaudible ] wont be voting in the article [ inaudible ]. Im sorry, congresswoman. It seems we are having some problems with our audio. Do you mind if i ask you one more time to state for us what you were stating . It seems to have frozen up just at that important time you were saying tomorrow at around 6 30 p. M. Tomorrow night, we will be voting on the resolution of to invoke the 25th amendment and then we are prepared to vote on the article of impeachment today. Before we talk more, just about impeachment, your colleague, congresswoman Bonnie Watson tested positive for covid. She believes she was exposed during the protective isolation in the u. S. Capitol building as a result of the insurrectionist riots. We have video of republican members refusing to wear their masks when everyone was sheltering in place. What is your reaction to all of this . Did this come up at all during your Conference Call . [ inaudible ]. All right. Congresswoman, i apologize. We continue to have audio problems. Welcome back. Once again im rejoined by congresswoman, lets pick up where we left off. We were talking about representative Watson Coleman. She tested positive and they believe it was in large part because of the isolation offer the riot thats took place during the capitol riots on wednesday. We have video of republican members that we were showing earlier before the break refusing to wear their masks. Im curious to get your reaction to all of this. Did it come up on that Conference Call that you held earlier today . It did not come up with the Conference Call. My heart goes out to bonnie. She is someone with an underlying cancer condition and i know that she has taken great precautions when shes come to washington. Im very familiar with the situation. I observed exactly that conduct that you see in the video of republican colleagues who were declining the offer of masks. There are a couple people there smirking at Lisa Rochester who was trying to hand them out. And i was right behind lisa watching as it unfolds and it was reprehensible. A real failure of leadership. Absolutely remarkable after everything we know about this virus. Certainly our thoughts are with the congresswoman through her recovery. Lets talk about some of your colleagues. Some are arguing that impeachment would divide the country further. Many also objected to certifying joe bidens win. What would you say to members of the gop that say this would divide the country . Nothing could divide the country more than the actions of this president. That is exactly why we are where we are. It is incredibly important that people be held accountable before we get to the work of reunifying this country. And the analogy that i keep will using is that if somebody is in a workplace and commits a terrible, terrible crime and then decides to quit, or leaves as this president will be doing in just a few days, that doesnt mean the person doesnt get prosecuted for whatever crime they have committed. This has been an outrageous act. Weve got to make sure that a precedent has not been set that any future person feels that they can follow this example, and be this kind of president. Weve got to make a proper showing of it. Weve heard from a number of our elected republicans including senator pat toomey of pennsylvania. By no means a liberal and he feels that it is time for the president to go. As have a number of other republican leaders. Lets talk about accountability for a moment within congress. Senator Sheldon Whitehouse is calling for possible pickup trucks of cent possible punishment or censureship. Do you want to see any similar efforts underway . The Ethics Committee in the house has not yet been reorganized for the 117th congress. I hope and expect to continue to be on that committee. And i do expect that there will be considerable review of any actions taken by members of the house that contributed to this insurrection. So i would be very, very surprised if matters are not taken up by the House Ethics Committee. One more development we learned this afternoon it was warning from the fbi that potential armed groups could be staging protests in state comments, could potentially be coming back to washington, d. C. All in an attempt on disrupt either the inauguration or the incoming administration. Your thoughts and your reactions to that troubling news . Thats something that actually was talked about on our caucus call today. And it has been the subject of constant conversation among members. A great deal of concern for security. Many of our members have to fly across the country or take the train to get to washington. There is a lot of concern for their safety. A lot of concern for safety when we are there, including Capitol Police officers. We saw the death of a Capitol Police officer during this insurrection. And then there are many, many young staffers, and not so young staffers on capitol hill. We have to make sure that all of these people are protected and that the American People will again feel safe coming to the peoples house in washington. Watching democracy in action. We are certainly not there yet and there is a lot of work to be done. I would call upon my republican colleague in pennsylvania, brian fitzpatrick, a former fbi agent himself, to join us on the democratic side in investigating what happened, what the security failures were. I think jason crow who is an army ranger, a Democratic Caucus, i would really like the see those people who have the skills and the background in security to make sure that we are doing this right and that we are reestablishing a safe workplace. All right. Congresswoman susan wild, i appreciate it. Thank you so much. And we are closely following the coronavirus pandemic. Here are the facts as we know them at this hour. The director general of the World Health Organization says japan has notified them of a new variant of the virus. The doctor says some of the new variants show increasing trans missibility. The ceo of the Company Gilead Sciences Says the companys coronavirus treatment remdesivir will be used in south africa. The company is currently conducting lab tests against the new strains to make sure. Meanwhile the pandemic is not deterring doctors. Medical School Applications are up 18 nationally compared to this time last year in what some Admissions Officers are dubbing the fauci effect. And minnesota is now the ninth state to confirm the presence of more contagious, of that more contags u. K. Variant of the coronavirus. The next few weeks will be the worst of the pandemic. Joining us live from london. Nbc news the chief Foreign Correspondent richard engel. The government there is stepping up their efforts to vaccinate the most vulnerable members of society. Bring us up to speed on the latest. The latest is not good. They are trying to speed up this vaccination process. They want to get to 2 million a week. Theyre nowhere near that right now. Today they just opened several mass vaccination centers. You still need an appointment to go to them so you cant just show up and roll up your sleeve. But they are clearly, and you can hear it in their voices when they give these medical briefings, trying to speed up this process, because theyre worried. The hospitals are filling up. Some hospitals here in london have twice as many patients in them now than they did during the peak, of the peak originally in april. And the chief medical officer not long ago warned that these next few weeks will be the worst so far in this entire pandemic. And it is because of this new highly contagious strain. Up to 70 more contagious. The medical officer very flatly said dont go out of your house if you dont have to. Dont have unnecessary contacts. If you have unnecessary contact, one of those will people could likely have covid. The mayor here in london a few days ago said that one in 30 people in the city could be infected, and that in some neighborhoods it is as high as one in 20. All right. Live
