Steve kornacki at the big board. Mike medally in dallas. We want to talk to steve about the vote totals. Steve, how are you seeing this play out . Very slowly ill say that. I hear the confidence there from the secretary of state, but i cant say ive seen it in the speed of the results coming in. Theyve been coming in very slowly. Donald trump with a 108,000vote lead over joe biden. That has come down slightly with every update today. I was here this morning and it was sitting at about 120,000. Where is the outstanding vote . What are we waiting on . The bigger the bubble, the more the vote there is. You see by far the biggest it is, philadelphia, the biggest city. Joe biden winning philadelphia overwhelmingly. These are all mail ballots, all absentee ballots. Biden has been doing better with the mail votes than with the same day votes. The mail ballot favors biden especially in philadelphia. You have philadelphia, delaware county, bucks, lehigh, these are plays expected to be strong for biden that were waiting on. I can show you, just to give you an example, we got an update from a small county. Its a very red county, Carbon County. Trump is going to win this county by a 21 margin. This is a good example how the mail ballots are different in terms of the party make up. We got a big update on the mail vote from Carbon County and joe biden got 2,800 more votes and donald trump got 1,200. This is an overwhelmingly trump county, but its one of the things where the trump voters were much more likely to turn out and vote on election day. Those votes were counted. The mail ballots which is much more likely to have been used by democrats and biden supporters. It means a lot of the red counties, even there, when you just are looking at mail ballots, those are the ballots that disproportionately are the biden ballots. He can make gains. I can point to philadelphia and he can make gains in places. Its just the nature of the mail ballot count. Do we know how many votes are outstanding . I see the difference between the two candidates around 100,000. Is there any indication when you show the bubbles in those counties, do you get a sense of how many ballots are outstanding . The biggest one were trying to get an exact number one. We dont have an exact number for philadelphia. This is the biggest one. We think its somewhere in the neighborhood of 100,000 left there. Is it 110 . Is it 90 . If biden is winning the mail ballots in philadelphia by 90 , 100,000 votes, hes netting 80,000. 80,000 would leave trump barely clinging to the lead. If theres more than 100,000 in philadelphia and biden is winning 90 , you could erase even that. He could erase all or more of that trump lead just with philadelphia before we even get to those areas. We need to understand how many there are there in philadelphia. I dont have an exact number. Well ask mike that in just a minute. Steve, well come back to you later in the hour. Lets turn to monica alba. Monica, weve gone from President Trump saying stop the count to perhaps maybe just sharpening the messaging to stop the fraud, although that is somewhat ak bmbiguous. What is the campaign saying about the states too close to call . Reporter its an evolution there, by uhut a continuation o mixed messaging. That would mean in formstates w former Vice President biden is leading, he would lose them. All of these things have been flagged by twitter online for misleading the public in terms of what the president is laying the groundwork here for in case he loses. It would be a full circle moment of what he was telegraphing weeks and months ago. The president s defense may be the only way he views this loss is happening to him is because it was in his words rigged. Thats why the Trump Campaign is mounting all these legal attacks, some in states they have already lost and the cases are being thrown out in concern cases, but they continue to push forward. The lawsuit in nevada, they announced plans to file it. They havent done it yet. Were asking Campaign Officials on whether that will happen. Its a defiant president today. He was working out of oval office continuing to have meetings with Campaign Officials, with his soninlaw on the path forward. You saw a preview of it in those tweets, even though theyre contradictory to what the campaign is saying. They still feel they could win a state like arizona. We have to point out what steve was talking about on the map, almost everything outstanding has to go the president s way in order for them to still have that path to 270. At this point they believe that goes completely through pennsylvania. Theyre all watching that. We talked about this for weeks. The race we thought would be on a knifes edge was the keystone state. Again, depending on the coding of those and i dont have that detail. Gwinnett is down to 4,800. That was a we has discussions about why they had 7700 out there. Part of this is a scanning differential between the accepted ballots. Their total is 4400 of the absentee ballots to scan and report. They did have an issue. It was asked about earlier this morning. They had a corrupt memory card on one of the early voting icps, the polling place scanners. They discovered that. They took the ballots from that and rescanned those. The totals were approximately 400 votes. Thats included in the 4,800. Thats one of the benefits of a paperback paper back up. Harris is continuing to work. Lawrence county, we talked to them this afternoon. They are trying to figure out exactly where the batches are for the 797. They thought they uploaded them and realized they had not. Taylor had a unique issue. They did their absentee ballot printing in house. Some thing made the ballots not the appropria the appropriate size. If it is not the right size, it cant be scanned. Theyre duplicating each of those ballots. They will take those ballots, 456 of them, run them through the scanner. Theyre a little over halfway through. Its an arduous process. You want to be precise and make sure the ballot reflects what the vote of the voter was. Thats 47,277. Following up on another question asked earlier today, this is is included in the counts, 17,527 military and overseas ballots. As i noted earlier, under federal laws those ballots postmarked by tuesday can be accepted up until tomorrow, friday. Of the pool of those there are 8,899. That doesnt mean that any of them will arrive or it means all of them could arrive. We dont know that number. Those are ones that could arrive to be counted. With that i will answer any questions you have. Reporter could you tell us how long you think it will take for the count . Lets see. First of all, not the secretary. Im the statewide voting implementation manager. Reporter let me ask the question again. How long do you think it will take . Its going to take time. We anticipate having the count done when the legal certification is. There are ballots still coming in, ballots need to be cured and verified. We cant know how long the process will take. We hope to have clarity on the outcome of the election. However, when you have so many races being so close, done is a relative term. Were trying to get all the legal votes counted accurately to get the right results. Reporter what can you tell me whats your message to people around the state and country who take the amount of time its taking georgia is some sort of effort to steal the election or cheat . Its to milwaukee sure take are counted properly. In georgia its a close vote. This is the first time we used paper ballots in 20 years. As we said, this is going to take a little more time. These close elections require us to be diligent and do everything right. Reporter can you talk about the recount process if you get to that point . What happens and when will that happen . Under the law in the state theres two different ways to request a recount. You can request it before certification if you allege anything has occurred. It would have to be after certification. County certification or state certification, ill leave that to lawyers. Its after the state certification. One of the good things we have happening today is weve been setting up for the risk limiting a audit. We have ballot manifests and we know exactly how many there are. The rule we passed to help define the recount after we passed hb16 which was the election reform law, was that you would take a sample amount of ballots, run them through the scanner and rescan the ballots on the central scanners called the icc at each county. In anticipation of this as i noted earlier, the secretary directed that we procure the high capacity scanners for each county regardless of population for this occasion. Reporter how long does a recount take given this volume of votes . In the history of georgia have recounts ever made a difference . We anticipate most recounts dont make differences. In the past we werent dealing with paper. The cost unknowable at this time. We have procure the necessary equipment statewide for such an occasion. How long its going to take, it will be faster than we sauw in chatham county. In this case using technology we anticipate it could take up to a week. Thats our first look at it. We were talking with companies earlier about making sure we have processes in place with the counties. It has to be after the certification. Reporter do you have to by law certify by november 19th . November 20th. [inaudible question] heres the issue, were relying on the counties to do their jobs properly. We had a Conference Call this afternoon basically laying out the timeline and saying the sooner you get the stuff to us, the sooner we can get your certifications done and the audit done so we can get that out of the way. We need to understand about the election directors. We have a potential mistake of having a statewide runoff for a state level election in the pfc. That means there could be one december 10th. They have a roll over list to get the absentee ballots out. The state is doing that if theres a runoff. There are three counties and early voting begins monday. At the same time they have to be preparing for the audit. We have to get ready for certification and then a recount. In the middle of that we look like well have a runoff for the purdue seat and leffler seat. The state will be doing the roll over for those. Weve worked on making sure inventories are in place for the runoff elections for the absentee process. We encourage the local municipalities to do that. Lots of things happening at one time. The election directors will have a good sleep after january 15th. Yes, maam . Reporter do you have numbers on cured ballots coming in from Fulton County . At this time we dont have the fum bnumbers coming in on t cured ballots. They have until tomorrow. Ste steven . [inaudible question] one of the issues you have is, first, absentee ballots were allowed to be submitted legally by 7 00 p. M. On tuesday. Everybody is running the election tuesday. You get into wednesday. You have to do signature verification to make sure it belongs to the person requesting it. We want to make sure the actual human being who wanted that ballot requested that ballot. Then they go through the process of putting them in the batch. When they get scanned or a mark, it has to be adjudicated. That requires volunteers from the republican and democratic parties to figure out what that voter meant. Reporter you said there were 17,000 we were listening to Georgia Election official Gabriel Sterling briefing reporters on the state of the vote counting taking place in that state, providing context as to why its playing toout the way it is t. Its a very close race. He was explaining the process there and talking about how massive an effort Election Officials are undertaking in the state, not just as they count the vote for the race for the presidency, but has they prepare for the reality that there will be multiple runoffs in that state suggesting that perhaps one of those closely watched senate seats between john ossoff and david purdue may be heading to a runoff. It seems that is what may be happening. I want to go back to mike memally. I want to pick up on what i was talking with Steve Kornacki about which is the numbers in pennsylvania. A lot of people are watching this and they see the confidence coming out of the Biden Campaign. The real question is whats behind that confidence. What is giving the Biden Campaign confidence . We see these numbers trickle in and we see the gaps narrow. Why do they have so much confidence that joe biden will be the next president of the United States . Reporter at this point yesterday we were talking about some of the new projections that put joe biden at 270. No new projections but were getting new votes coming in and it led bidens Campaign Manager to say that their data shows that joe biden will be the next president of the United States. Starting with georgia, yesterday they were calling it a tossup. Today they say its tilting towards biden. Pennsylvania they say requires patience. Theyre especially confident in what theyre seeing in suburban counties around philadelphia coming in strongly for joe biden. They say at the end of the day and they hope its today, joe biden will be declared the winner there. Nevada another state where theyre warning we may see batches come in from more rural areas, they expect to be on top at the end of the day. In arizona the same situation there. As it relates to the legal strategy on the trump side, bob bauer a lawyer for the Biden Campaign, they say they continue to see the claims trump is waging across the states as meritless. From team biden we have seen the former Vice President leave his home today. He and Kamala Harris attending an economic and covid briefing with their team of experts, very much beginning to show theyre engaged in two of the biggest issues theyll confront on day one if theyre called the winners here. They launched a Transition Team website last night. Nothing but confidence from the biden team. The question is whether well see him tonight. I think that will depend on whether there are projections by the end of the day. Mike, thanks for that. In pennsylvania its possible the rest of the votes could be counted by tonight. As you heard a moment ago, we could know who won the state. As more votes come in, joe biden is cutting into President Trumps current lead in that state. Handles the coronavirus, what are the potential consequences of the hundreds of thousands of cases that are being amassed right now . The consequences are overwhelming our hospital systems. We know the hospitals start receiving patients two weeks after the major upswings. We know three and a half to four weeks later the death statistics rise. That is going to happen. There will be a lot of happen who will flood into hospitals. Whats concerning is it will not be focussed in one area. Its across the United States. Particularly i might point out in the dakotas. I have never seen the number of infections per 100,000 that are now happening in the dakotas. Its unprecedented in the United States. Its a serious situation. Doctor, assuming that joe biden becomes the president in mid january and we expect a change in a health strategy, how quickly is the lag time before whatever new rhetoric comes out of the white house or maskmandate policies until we see a change on the ground. How long would we have to wait for the trickle down from the white house change to reality on the ground . This is my hope, maybe its futile. Now that the election is over and the administrations policy on covid doesnt change the election results, maybe the administration will start to take appropriate actions right away. If it doesn
