The president did hint this idea that you would be able to lift some of the sanctions i stress some before you had a final deal. Listen to how the president talked about sanctions. At some point during the negotiation, things can happen. Thats what we will be talking about. There are a lot of dangled possibilities out there. Among them was this conditional offer to visit the white house. That would happen at the end of the process to finalize it. Its clear the president wants to keep the conversations going. Now we have to have conversations at a lower level. Mike pompeo is saying they are not at square one. We can have a discussion on whether or not this was a restart of negotiations or a reset. The main thing you are looking for is the u. S. Top working level negotiator starting meetings with his counterpart. Up until this meeting that took place yesterday, it wasnt even clear who his counterpart was. I think we have some idea of who it is, both ambassador hill and i have worked with that person in the Six Party Talks for the last agreement. Those working level talks need to start closing the gap on things like how do we define denuclearization . Are the North Koreans going to offer up more than the main nuclear site to include other facilities outside of that . From the north korean perspective, is the United States, as President Trump suggested, willing to partially lift sanctions in return for some denukization steps . We are looking for an agreement on the big deal, all the weapons for all the sanctions. The first step down the road that can be verified of starting denukization in return for partial suspension. Putting back on your old hat, if you will, what would you be watching for in terms of the next step in the next three to four weeks to see, this is working, this sort of cart before the horse approach . Yeah. First of all, its a little worrisome that you never even hear the word denuclearization in all of this fanfare up in the dmz. I would like to hear that a little from the North Koreans. Secondly, the president has talked about being very patient. He has been very patient. Very little has been done. But i think in being patient, he is expecting the North Koreans do it all at once. I think what i would like to see from the u. S. Side is a willingness to do this more on a step by step basis with the North Koreans. From the North Koreans, i would like to see a restatement of their interest in denuclearization. I would like to see a kind of list of steps theyre prepared to take, starting, for example, with the list of their programs. They have never listed that. Secondly, with some notion of scheduling of how they might dismantle these programs. They offered, for example, to dismantle the one complex which is as far as we know the largest. Lets hear a little more about that and lets see if they will put that in the context of an opening step rather than a sort of concluding process which is clearly not enough. There needs to be a lot more discussion. Frankly, i think as victor suggests, we need to really get serious at the working level and not just have these photo ops at the president ial level. You have donald trump. He says he is assembling this team. We have seen him sort of put forward recently we saw him put forward ivanka. Shes playing a more front and center role. Now i guess we just have to were going to have to wait and see to see who he is going to assemble and how i guess how thats going to start to structure this these sort of markers so that we know exactly what to expect and what has been agreed to. Hans, as you were reporting on this, its not like the president s team before. It was fully behind this meeting, whether we know whether it was a game day call or not, they didnt necessarily want the president to put out that tweet to say, chairman kim, lets meet. Yeah. The president wants to tweet, theres not a lot any of his ai aides can do to stop him. The bigger question really would be, who will be on the north korean team . There were reports published after the failure of the summit in hanoi that one of those negotiators on the north korean side had been executed, had been roughed up. Some of them had gone missing. There were there was a picture of one top negotiator. Appeared to be in good health or in health or alive. One of the more telling aspects of the exchanges yesterday we have to know that President Trump was interacting with the media in real time throughout this. At the beginning, during, middle and end. In north korea, the issue was that the initial negotiations that led to the singapore summit and hanoi on the north korean side were led by people from the united front department, which is not the people that we have negotiated in the past with on these nuclear deals. After the failure in hanoi, it appears that those individuals have been sort of pushed to the side. It looks like the Foreign Ministry in particular the foreign minister who was in the room for those discusses yesterday and his first vice foreign minister, look like the people who are going to be now the point people for these negotiations. These are people that we know well. They actually we were involved chris and i were involved with negotiations with them in the past. They are the most experienced negotiators on the north korean side when it comes to dealing with these nuclear weapons. They both speak english pretty well. If theres an idea that can be put behind or label that can be put behind the way this president is dealing with north korea as the idea of a potential doctrine, what would you call it . What phase are we in now that we have seen the third meeting between the two leader snz. You know, usually, you dont deploy your president until you have a pretty good idea which way you are going. In this case, we have a top down process. The president gets out there and then sort of exploratory talks. The proposition is to convince the North Koreans they have a Better Future without nuclear weapons. Many say they will never give up their nuclear weapons. Thats music to the north korean ears. What they are hoping is that everyone will say that and then we will slide into some sort of other mode. I think its very important to press them and make it clear that we cannot walk away from this and leave them with nuclear weapons. I think the president is doing this first. He is up in front. I think we all should support him. Frankly, i would like to see his National Security adviser, mr. Bolton, who spent a lifetime opposing talks with north korea is supporting the approach of his boss. If anything, were not seeing what was typical during both of your times and the idea of multilateral work and discusses and negotiations as we look now at this president working directly with the leader of north korea.
