This does target demographic and geographic areas in the united states. That is right. So analysts ive talked to have said that the china are very good at designing these measures to impact maximum economic and political harm. And if you look at these measures, a lot of them do hit the agricultural communities that were very strong supporters of the president during his campaign and which have republican representatives speaking for them. So theyre definitely trying to hit pork, fruit, other Agricultural Products in hopes that these farmers pass their message on to President Trump that these measures will be extremely harmful for them. So anna, one of the things the president said is there no way to fix it and no one has tried or done it and china abuses certain things in the trade relationship with the united states. Hes right . That china has been known to abuse and does do that and it does do things that are not good for American Consumers or businesses. But experts sort of say that this is dealing with a very specific problem with a very big sledgehammer. Yeah, that is right. So unlike some of the president s other trade measures, the idea of doing something about china has very broad support. So the tariffs on steel and aluminum divided the president s own trade advisers and republicans. But in general, people are much more united around this question of chinas unfair trade pra practices. The question is what to do about. It and a lot of industries and politicians are oppose to the idea of broad tariffs or investment restrictions which is another thing that the administration is considering. They say that the administration should do more to work with other countries and change the actions but the administration said that kind of approach hasnt been very successful in the past. And the thing that continues to vex us is from time to time, including this morning, the president talks about nafta and he talks about canceling nafta, he talks about what an unfair trade agreement it is. The two are not entirely connected other than his general tirade and longtime position being an antifree trader. But where does nafta stand right now . Well they are connected in that the president really believes that a lot of these trade deals, and trade practices are very unfair and his administration can do a much better job in negotiating them. With nafta, it is kind of unclear. Weve been hearing that u. S. Negotiates say they are getting closer to a deal. That is something that canadians and mexicans have been more cautious or resistant about. But at the same time, as you have u. S. Negotiators say they are making progress and you have the president tweeting that that threatening to pull out of nafta and saying that nafta is a bad deal. So i think the president s tweets really call the progress there into question. There is another round coming up soon. So we may see more progress from all three countries. Because we hear there is some progress being made and these are actual scheduled negotiations. And then the president comes up with tweets like this. One never knows what to take seriously. Are we fixing nafta, or are we having normal negotiations or is nafta on the ropes and endangered. It would be nice to know what is going on there. Thank you for reporting on this. The white house doesnt tend to go down too much of a road in talking about bad market days. Bad market days arent a thing here at the white house. The stock market is a focus. But so far we have not heard a lot from the white house about what happens on the flip side of this. What happens in reaction to these market moves by other countries. I could tell you, separate from the white house, i was out in Eastern Washington state shooting a story late last week and there is consternation among regular folks, republicans and their elected officials that the trade practices of this white house are things that they cant control and cant account for. So i do think this is something that when the white house resumes its Briefing Schedule later in the week, they will get a lot of questions about. Lets talk about the china tariffs. 25 on things like pork and aloum numb and scraps and 15 on sparkling wine and fruits an nuts. One example, iowa, which is the largest pork producing state in the nation, you have senator joanie urnest and others thinking this is not a good idea and steve king from iowa. Will have the president have a difficulty with this when it comes to congress. Reporter he may. But congress doesnt have a lot of levers to pull and the president could move with a good deal of unilateral abilities on issues of trade and congress doesnt have much of a say unless it is voting up or down on trade agreements by the executive branch. Congress could find ways to styme the president in other ways to make the point clear but it is interesting and it is no accident by the china who are savvy players in all of this that they could put pressure on the president by going after his base. And the people who have voted for and supported him and targeting red states and the exports that come out of some of places, including basic agriculture like what we saw today. Thousands of teachers and supporters in oklahoma have walked off of their jobs to march into the State Capitol or on to the State Capitol grounds arguing for better pay and better funding for public education. And in oklahoma is not alone in the fight. Lets talk about this. A Teachers Movement is spreading nationally. So far four states are feeling the backlash from educators as they close schools to march for better funding and pay. Often with the support of parents and teachers. Three of the affected states, arizona, West Virginia, and oklahoma rank at the bottom in teacher salaries and all four of these states pay below the National Average of just over 58,000. Look at kentucky, 52 and arizona 47 and West Virginia because of the teacher strike there a couple of weeks ago, 45,000. Oklahoma 45,000. The recent wave of protests started in West Virginia. Schools in all 55 counties were closed for fine days as the teacher strike there won a 5 raise n. Oklahoma it is illegal for teachers to strike. So they did their homework on what they were allowed to do resulting in the walk out. The Oklahoma Association is pushing for a 10,000 pay raise over the next ten years n. Kentucky right now, Public Schools are did i get to i missed kentucky. All right. Well talk about kentucky for a second. All schools are shuttered in all 120 counties as teachers there march on the State Capitol in frankfort protesting a bill just approved by the state assembly that changes pension plans. And now this is where i was. Protester cropping up in arizona, teachers have taken to the streets of phoenix the State Capitol pushing for a 20 pay increase. Arizona saw a nearly 25 drop in Education Funding from 2008 to 2015. Now on the ground for us all day in Oklahoma City covering the teacher walkout is msnbc marianna attencio. What is the story in oklahoma . Reporter the story in oklahoma, ali, as you explain, it after a decade of the steep cuts and no raises, tens of thousands of teachers walk on the job. They are still circling around the oklahoma State Capitol behind me. In fact, theyre meeting with law enforcements meeting with lawmakers to pressure them on the demands. And the Republicanled Legislature last week passed a revenue bill pretty historic given the make up of the local politics here. They passed a raise for teachers only of 6,000. So coming up short, those 10,000 that you mentioned and they passed a revenue package of 450 million as a surplus to the education system. But already they have to take 50 million of those 450 million back because of hotel and motel tax that didnt go through. So already some teachers on the ground here telling me there are trust issues, even with the bill passed last week. Now i spoke with republican congressman earl sears who told me he is confident theyll be able to fill the gap, the 50 million but hes not sure how they will get more money to comply with teachers demands for this fiscal year. And teachers here are saying that the walkout is going to continue. Already tulsa and oklahoma Public Schools and now announcing theyll be closed tomorrow. We spoke with the Oklahoma Education Association and they say the walkout will continue and well continue here on the ground covering this important story for you on msnbc and for you, ali. Thank you. This is probably one of the most important stories of our time and we need to be on top of this. Because america struggles in its education standards and these teachers and their supporters in the families of the students are taking to the streets to get that message heard. Thank you in Oklahoma City. I want to turn two people who are also participating in the walkout. On your left, randy wine garden rallying and president of the American Federation of teachers and one of the countrys largest Public Sector unions an Melissa Smith is a criminal justice teacher at Grant High School in south oklahoma. Two masters degrees in teaching. Thank you for being here. Melissa, let me start with you. We dont meet a lot of people who go into teaching because they think theyre going to get rich do doing it. But the problems are two fold, one is your salary and the other is there has been a per capita decrease in many parts of the country, say compared to ten years ago, in how much is spent per student. So you are ending up with older textbooks, classrooms in disrepair and supplies that teachers themselves have to purchase. Absolutely. I spent over 3,000 last year out of my own pocket on supplies for my students. We dont what we need. My criminal justice class, our textbooks, i have 30. I started this semester with almost 40 students in that class. With 30 desks. It is first come first serve. You get to class early and to get a chair. And youre criminal justice textbooks are from 2002 and it is 2018. Randy, we were talking about this last week or a week and a half ago when we were talking about West Virginia. Talk about the problems. When a state doesnt deal with its High School Funding or Public School funds or the way it pays teachers, what happens . So what youre seeing in arizona, kentucky, West Virginia, oklahoma here is that people have been pressed so much that the that theyre at the last straw and at their wits ends. Teachers in oklahoma, ali, it is the worst situation. 29 states spend less than they spent on education before the great recession. As all sorts of things have popped back up. States have made choices to cut taxes on corporations here in oklahoma. They have the sweetest deal for oil and gas that they have around the united states. But what suffered were kids. So there is almost a third less spending in Education Today than in 2008. So teachers are actually in oklahoma teachers didnt have a raise for ten years and there were hikes in Health Insurance so theyre actually paying theyre being paid less money than they were year after year after year. But what theyre outside today protesting is that we cant have kids and teachers pit against each other. We need a down payment to pay teachers a more liveable wage, but also needs to be a down payment for the teaching and learning conditions that melissa was talking about and that is why people are out in force today. We need both of those things because it is untenable what the conditions are in oklahoma. It is untenable. Lets talk about who the teachers are. Melissa, you have two masters degrees and ended up with about 164,000 in Student Loans and you do extra jobs like a lot of teachers do at school. You have various titles. I think you have four different titles at the high school. You end up working longer than a 40hour workweek. And do you earn well for that privilege . Well im a student counsel adviser and senior class sponsor so none of the graduation happens without me. Im a coordinate and we train juniors and seniors to mentor freshman and criminal Justice Without my extra stipends for Student Council and adviser and senior class sponsor, i make about 36,000 a year. And wow and you mentioned that you spend about 3,000 in last year on things for the students. Randy, what is the effective not taking this seriously when states underfund and localities under fund public education. As weve discussed, this is a major problem. When we sit there and complain that were not as competitive as we should be with our students in certain areas, this is where the rubber hits the road. Exactly right. This is the abandonment of our future. Plain and simple. Look, you have people like mem issa all throughout this state. You have people like melissa all throughout this country. They are exploited because they love kids. Yep. This is a fantastic teacher. But we should not be building our future on exploitation. We should have teachers paid a living wage where they can actually spend the time nurturing and molding and seeing kids for who they are and lifting them up. Can you imagine a criminal law class where there is 40 kids and 30 get to sit on seats. It is just crazy. But it is the lip service that is given to education when the reality is that people are not or the the money is not going in, the funding is not going in. We are the richest country in the world, still, ali. And i watch it in in oklahoma, how is it that the oil and gas industry could get such tremendous perks but yet our future is so abandoned and that is why teachers are standing up for their kids and why parents and communities are supporting teachers.
