Part of what makes it interesting is he was in alabama at a time when that state appears to be pretty divided among republicans and conservatives leading up to tuesdays special election, a primary runoff to try to fill the seat in the United States senate that was once held by jeff sessions, now the president s attorney general. This was a political rally for a candidate Luther Strange. The president used his time to hit an awful lot of different topics, one hot topic after another. Agriculture all in in huntsville, alabama. I love alabama. Reporter a test to President Trumps political muscle. As his own supporters are divided over a Senate Republican primary. Luther strange is our man. Part of that divide is the other candidate is supported by the hard right including steve bannon, so you get a sense of how even in a red state like alabama there is this sort of internal family feud among republicans. Also today if the nfl players were one target, well, the nba is another. The president tweeting not long ago, going to the white house is considered a great honor for championship teams. Im curious about your assessment of this particular bill. Do you think it is better or worse than obamacare . This bill . Uhhuh. Well, i voted against obamacare. I had problems with it when it was first brought up. The problem is this replacement bill creates enormous problems for states like mine, pennsylvania, that expanded medicaid. Not just pennsylvania, but new jersey and new york, ohio, michigan, illinois. California. Yeah. Much of the big ten conference. We expanded medicaid. And as i understand the bill, there will be a transfer of revenue essentially from Medicaid Expansion states to those that did not expand, texas, mississippi, georgia, alabama make out much better. So thats an issue for a lot of us right there. It creates there are a lot of unanswered questions. We dont have cbo scores. Theres a lot of information we dont have on coverage that need to be answered. I have very serious concerns about this bill. It would be difficult for me to support a bill like this. I suspect it may not get out of the senate now that senator mccain has objected. Republicans, so many campaigned on repeal and replace in 2016, but they look at the numbers of americans that support this. A new poll says 56 of americans prefer obamacare to the latest gop health bill. So is that a sign that the tied has turned on public sentiment . You think on repeal and replace overall . Do you think just fixing what we have . Fixing obamacare would be the better and more effective approach . Well, since the 2012 election when president obama was reelected, this law had four near years to bake in. And so in other words, you really cant unplant the tree. So i think really the best approach right now is there are always parts of this law that parts need to be repealed, parts need to be replaced, and parts need to be retained. I think weve gotten out with this Bumper Sticker in when fact the reality is quite different. We need to Work Health Care from the center out. Many of us have put together a proposal in the house. The problem solvers caucus. We have a five point plan. Its pretty straightforward. We stabilize the individual Insurance Market by creating a stability fund. We also bring the cost sharing reduction payments under the appropriations process. We provide relief to small employers. The employer mandate, 500 workers wouldnt be impacted and we go to back to a work standard. We repeal the medical device tax and allow state innovation. Thats an incremental approach. We have strong republican and democratic support. I know many senators on both sides of the aisle like this approach. The issue is will the leadership in the house and senate allow a vote like that to occur. I bet President Trump would sign a bill like this. He could claim victory, but the bill before us i voted against the house bill. Too many were going to lose coverage. The medicaid was too hard for states like mine. Your state in particular, despite the fact that 56 of americans are preferring obamacare, when it comes to Graham Cassidy bill, what are you hearing from pennsylvania . Right now what im hearing is that this bill, the Graham Cassidy bill would cost pennsylvania 11 million, when it takes effect from 2020 two 2026 and at 2026 cltheres a cliff. We lose a significant amount of moan on that. Other states lose too. Ive heard from other governors. In ohio john kasich is not happy with this, nevada. The bottom line is we see this as a transfer of revenue out of the Medicaid Expansion states to the nonexpansion states. But if this bill goes through, look, its close, it could, do you think this could backfire politically in the midterms next year . Sure it could. The democrats made a mistake in 2010 when they tried to muscle obamacare through on a partisan basis. I think it was a mistake. Weve been fighting about this law ever since. As republicans, we should not make that same mistake. We should try to, again, do this from the center out. Trying to muscle a bill through on a partisan basis, we will have the same type of process the democrats had. If this were to become law i suspect well be fighting about this ad nauseum. Of course midterms will be all about this. The next president ial race will be about it and well be back to the single payer again. This issue is never going to go away. Were going to keep fighting it. I just want to look ahead to the afternoon. I know youre one of the featured speakers. What is your message going to be . This is an important event.
