And the world death toll is over 106,000. And despite new cases of the virus, lifting a stay at home order could lead to quote a deadly resurgence. This brings us to the decision that President Trump faces. What he acknowledge sts biggest decision he will have to make. When to lift the coronavirus redirection strixs. He has been asked how he will make the life or death vujudgme. I want to get it open as soon as we can. We have to get the country open. What mettics will you use . The metrics right there. That is my metrics. That allky do. And doctor anthony faump cci echoed concerns with the deadline set to expire april 30th. I hope that we have a degree of reality. That is my interest as a Public Health person. All 50 states, the district of columbia and the u. S. Territories are under a declaration of covid19. Had is the first time in major history that a major disaster deck lar rare is nationwide. In new york, the number of deaths continue to rise. Governor cuomo says number of hospitalizations continues to go down. New york state has more than 173,000 cases with 783 people dying in the last day alone. New yorks death toll is more than 8,600. Governor cuomo warned new yorkers about the dangers of political conspiracy after when the state should or should not reopen. And he denounced bill de blasios statement when he said schools should close until next year. He said he wants to close them until june. He may do that but in a coordinated sense with other localities. It makes no suense to make one close sure that is not in coordination with others. Is that valid . Well, he cant close them or reopen them. It happened on a metropolitan basis. Lets go to alexa who is outside an e. R. In downtown manhattan. Clearly, the two elected officials on different pages, and mayor de blasio responded in the last hour in a conversation with reverend al. Bring us up to date. Thats right. Two very mixed messages from this morning and we just heard from mayor bill de blasio earlier. Him, doubling down on his position and says his responsibility is to educators and students. And having the authority to run the new York City School system. There is a lot of confusion on where authorities stand. Considering the governors message, needing coordination across the state and ultimately, the families wonder what is going to happen in the next month. Alexa, the good news for folks in the e. R. Behind you, the number of hospitalizations is going down, has continued to go down. But the number of deaths is still going up. And Funeral Homes have been overwhelmed. What is being done about that, alexa . Chris, from the Funeral Directors i have spoken to, they talked to me about a system that is jammed, a system that is overwhelmed and they talked s k specifically an about how difficult it is for families, more and more, going through the grievi grieving process without being able to go with extended family and friends. I spoke with one family here, in manhattan, bill ville movanova. They are in their darkest hour, the most difficult time. We are there to help them. Whether its holding their hand or hugging them when theyre crying, to do when they are in trouble, in hurting. Chris, they talked about using technology and cameras to try to bring in extended family into the process. And of course its just not the same. We appreciate you being throughout and reporting for us. And the governors and Health Experts worrying about the uncertainty, President Trump is clearly looking an at droppingest mant estimates. Im going to surround myself with the greatest minds, not only the greatest minds but the greatest minds in numerous different businesses including the business of politics and reason. And were going to make a decision. I want to bring in my panel, dr. E ezekiel emmanual. Chair of medical ethics and Health Policy at the university of pennsylvania, former herlt policy adviser to the white house. Peter baker of the new york times, and msnbc analyst. Ani ani anita kumar from politico. Peter, the president said this is the biggest decision he will ever have to make. And leads us to the question. Does he have to clue what he is likely to do . Its a great question. The business of politics and reason are not necessarily the same business. He is tugged in lots of different directions, and he is tugged by advisers looking at the economic devastation. He has 17 Million People an as a result olt of of pandemic, and a direction of Health Experts saying that the reason the death projection has gone down isnt because you succeeded. Because if you let up the gas, if you let up dr. Faucis term, you will be right back to where you started. A new protection that my colleagues on stained yesterday, the department of health and Human Services know show if the to lift the restrictions by the end of april, as the president is talking about, we could be back to where we are in july with the same problem. That is the factor that the president takes into account. Earlier this month, huh a group to come up with a plan to end the crisis, im going to summarize it here quickly. A National Stay at home policy for mid may, ramping up testing in in a big way and comprehensive contact tracing. Is there any uniform, starting now, where you see us talking about reopening the country at least to start reopening the cub at the end of the month the . No. First of all, im even skeptical that they will have the right infrastructure in may. May wasnt the date we picked out of nowhere. Mid may is a date that is related to the decline in number of cases getting down to a specified number, which is basically the south korea number of 20 new cases of population per million. And an infrastructure that had sufficient testing. And we are doing about 100 to 130,000 tests a day. The minimum estimate is 500,000. I have a higher estimate of about 1 million. But were, you know, four times we need to increase the number of tests we do four fold before we have enough infrastructure and were not at real Contract Tracing using your cell phone or other items. Is an area where i think the community has let us down. We should be able to have a technology that does dont to commercialization. It allows people to know they have been in contact with someone who tested positive. We dont have that. So i think just as the protections say, we let up by the end of april, we will have a big flare and explosion of of coronavirus cases and we will have to lock down again unless we overwhelm the medical system and just have tens of thousands more deaths. The fact we have been able to bring down the projected deaths from 100,000 to 50,000 is not locked. Its the physical distancing. Take it away and you will pop up the death rate, the number of people who have coronavirus and that logic, the fact that what were seeing now, the good news were seeing now for the result of the actual practices of Public Health community. Physical distancing, wearing a mask in public, hand washing, and the rest, it doesnt seem to factor in the people that want to run into opening the economy, open the economy. We will close the economy again. And let e me remind you of one point. Singapore tried to open the economy, and last friday, eight days ago, they had to reshut down with schools and no nonessential businesses another month. Its very hard to do this. And you can only do it if you have the right infrastructure. The president is making a decision the experts say we dont have the data points we need to make the decision. So hes going to make the task force. Do we know anything about it beyond what he said, hes going to get together great minds in all the different areas . Right, well, he said he would be announcing it tuesday. But he said there would be doctors on there, people from different hospitals. He was going to ask some governors and he mentioned Business Leaders. I think what he is going to find is same thing he is finding right now, which is when he talks to Public Health expers, they say, lets wait a little longer, and Business Leaders tell him he is going to do it sooner rather than later. He is going to be torn once again. Not that long ago, he should we will be open by easter which we know is tomorrow. What he doesnt want is to have to on go back and say a date and say, well, no, i was wrong about that date again, and backtrack. He very much doesnt want to open things up again, as he likes to say, and then have to say, oh, i was wrong. I change my mind. Weve got to go back to where we were. So he is really cognizant of a fine line here. He doesnt want to have a plan and have to backtrack on that. He is going to weigh those things but he will be hearing from the Business People one side and the health expers on the other. They just differ on this. Peters paper talked about when should we restart america, for a lack lof of a better phrase. Larger gathers, conferences, when people say they are going to reschedule for october 2020, i have no idea how they think that is applausible possibility. I think those things will be the last to return. Realistically, we are talking fall 2021 at the earliest. Zeke, fall 2021 . Is that how long we should be preparing before we get back to normalcy . So, that those large gathering, sporting e events, concerts, conferences, conventions, those large events have lots of people where you can no social distance. And one person who has no symptoms with covid19 walks in, can infect 250 or so people at one fell swoop. They are a perfect petri place for spreading the virus lively. Its no just me who thinks they are the last to open. The president of the boston Federal Reserve said the exact same thing. They are definitely going to be the last things that can open and i dont think how they can open before we have a vaccine at the earliest, fall of 2021. I think im being realistic about that possibility. They are people of all ages and some people with comorbid continues, heart busy, problems that put them at very high risk. So i think what i said, a realistic possibility. And people, part of the problem is, were talking about opening up the economy in a month or two. And people dont realize that has to be phafazed very slowly you have to be sure you have the right fa from a structure. You have to have a fair amount of social distancing. Maybe its treatments and a good vaccine. Then up we can go back to normal. We are not going to be precovid normal until the fall of 2021 at the earliest. And people who talk about conferences in the fall of 2020, dont know arent really being realistic. And its not just zeke emmanuel. And the internal hhs documents and the White House Task force documents say 18 months also. There is a sort of contradiction in the communication where the president wants to say, oh, we can open up like everythings going to be precovid. That is not going to happen. So peter in a story you cowrote, to bring it full circle, something i think will be the biggest challenge for the argument zeke just made and others made. The aides say that the president has have decreased projection. Is there indication he is losing confidence in dr. Burks or dr. Fauci or the Business People have his ear more. What are you hearing . Its a matter of which hour it is, which day it is, and he fluctuates up and down, no question he has been frustrated at times with his Public Health advisers. He sees them as being overly pessimistic. I think some people in white house staff view the Public Health people as having taken the public hostage. They were the only ones to have a say in it that is frustrating to them. They think there are other factors to take in consideration a gdp drop up to 30 . And there is a debate, and its the imperatives that dr. Emmanual puts throughout are the most compelling. They involve the life and death. They force a president to the confront it. How much economic trouble can you stomach versus, you know, what point do you let people back in, with idea you are going to perhaps go a second way, and people are going to die if you he will up too easily. Should you be sure to remind us, the president doesnt make the decision by himself. He is not the one who shut country down. The governors have done that, and it may be if he were to say next week, lets reopen may first, they will relisten to them. And we we a minute left. I dont want to go away and without mentioning that a couple of your colleagues spoke to nancy pelosi. She warned the president about reopening the cub, and the session will return this month . They are hearing the same this month. From Public Health experts. They also at an impasse on the next recovery bill. They want to get more aid to hospitals, and governors. And you will see, the doctor just said, a lot of things will not be happening that we thought were. A Perfect Panel for today. Thank you all, much appreciate your time. Up next, the race is set. But i wont be like any president ial contest weve ever seen. What a trumpbiden election will look like and how it will play a very big roll. Help you quit slo. No coronavirus briefing, which Many Democrats believe he is using their Campaign Rallies and contrast that with joe biden he who is fighting fair tension with appearances on his home camera. No timetable for when traditional campaigning will happen. Joining me, Jennifer Murray and robert costas. With the Washington Post. Jen, new thow that we know candidates, i have been pondering the question with no good answer. What does the next two month or two look like . There is no play look like that. I cannot point to any precedence. But i think that there will be builtin advantaging for bide than are not obvious. First of all, if we were not in the situation we are in, where everyone is quarantined and if he to fight from his basement, he would be in a fight with Bernie Sanders now and the pandemic and the quarantine blunted that. And after superup tuesday, he was spared the back and forth and the on going contest with sanders. And the one thing that i have seen from going to biden rallies, is how great he connects with people on rope lines. He is very emp thetic. Its a qualify that is lacking from trump. And it turns out, he is really good at conveying that from his basement. You dont see him lot on the main zreem news outlets but they are doing a lot online. I heard from the Campaign Last week, they had 45 million views of the appearance that said he was doing things, Youtube Channels that are family center, young people and reaching different audiences. Its not adeal. B but i dont know that what happens in a few weeks in april is going to in terms of being in the public eye, it will be determi determinetive. But it will be a contrast that will still matter in the fall. That is the biden side of it. Robert, you and phil rucker wroe a story about the pandemic patron. And americans struggle to prevent the spread, trump has put themselves in the center as a patron. He is portraying himself in singular in charge. And when things go wrong, he will blame others and avail accountability. Trump has been responsive, quick, efficient. How does this patronage change the equation ahead of the e election, do you think . Governor cuomo did make the comments. Its clear in my interviews with other governors, republicans and democrats, governor hogan, governor whiter in, they look at their own supply chains, they are not trying to cup chur that with President Trump at all. They see him as someone who is putting himself after the center of federal response. Just to go to jens point for a second on senator sanders, top democrats, its clear that Vice President bidens kman has to deal with sanders himself. But the sanders moviement, how are they going to get the Left Wing Movement of the democratic party, that is behind sanders and ocasiocortez to get enthusiastic about bind as well. Its a two Form Initiative as they work on the left, the leadership and the rank and file. There is also money. You have a e enormous straight campaign. And 200 million advantage for team trump. No trips for joe biden to california for dollars. He doesnt have donor base of Bernie Sanders and that is against the g. O. P. Money machine. How much does it worry you right now . To its hard to raise money in this environment. I know he is doing things online. They are trying to be creative about that. There is follow question that thats thats a worry spot. I suspect when, you know, if there comes a time, late summer, you know, money will be there for him when he really needs it. And the republicans are likely to have a cash advantage psm but bob is right about the difficulty in winning over sander supporters. I think that biden is good at this. He is welcoming by nature. His campaign is as well. They won super tuesday. They tweeted team amy, team pete, team beto, this win is yours too. He used their motto, not me, us, and he is good at this. But i tried to do with it the clinton campaign, its not easy. There are sanders supporters that may never come his way. You got to have a multifront war where you are trying to reach out to those who are open to you. And maybe find some romney republicans who are now see what is happening with the pandemic and realize, you know, who the president is, and a concrete impact on their lives and the economy. And might be willing though go bidens way. But it is it does not its not a fore gone conclusion by my means youre going to be able to get all the sanders supporters to turn out for you. You know, theres also look, robert, you and i spent time on the campaign trail. We know what its like in a battleground state. And electronics, communications have changed dramatically. I am basiroadcasting from what d to be my dining room. Having said that, how do you get an operation going . There is lag between the nomination and staffing. Im trying to figure out how do you that now . Its transformed the Vice President ial selection. My conversations with officials and operatives, they are looking at not only an opportunity to win over members of the left wing and democratic party, maybe someone who is a little closer to medicare for all, and Vice President biden, you also may need, as you said, cnn who can be on tv all the time, from home, who can be convincing in a setting like a home studio. Because youre not going to have the opportunity for rallies like four years ago. Robert costas, jennifer pa palmieri. Thank you. Coming up, the lack of testing has been a huge problem on the crisis. Right now in texas, there are rising concerns about the impact of coronavirus on minority communities as well as a lag in testing for more than 29 million residents. According to the houston chronicle, only 332 tests have been done for every 100,000 texans, reportedly the Second Lowest rate for capita. More than 12,500 confirmed cases and 254 had deaths. Priscilla is live with the latest. What is happening with testing in that state right now . Well, chris, the state has largely rejected criticism there is not enough testing in texas. Instead, an increase in the am of testing that is being done. It has more than doubled last week, and many local Officials Say its simply not enough. There needs to be more robust testing and that coupled with the fact that, you know, a number of these the results, theres a lag in the results. Its taking up to five days to get the results and sometimes they are getting them in batches. In houston, specifically, there is a single day increase in more than 600 cases and a lot had to do with reporting. One thing that the city of houston has started doing is releasing the more granular data. They are looking at releasing data by zip cope and they also started to release by race and ethnicity. What we see, only about 20 of the city is africanamerican, more than 50 of the patients that have died from the virus are black. So nine of the total 16 are africanamericans. And so, you know, i spoke to one researcher who and he was tell meg that one of the concerns about releasing the data is race. What what we saw with Asian Americans in the country could happen again once that day that data is out there. Listen to what we told me. There was concern that would be replayed in the communitieses f they happen to be minority communities or marginalized groups in the society. They would be given the burden to carry the blame of this disease. And so obviously, houston has a very small sample size in am of deaths. But statewide, another issue in terms of reporting the race and ethnicity data. After the case you mentioned, the state has compiled about 1800 the racial data for about 1800 cases confirmed. We will continue to follow this story. Priscilla thompson, thank you very much. When you say the number outled, its staggering. More than 20,000 americans dead from the coronavirus. And jeff bagby whos story in the Washington Post touched me and p others deeply. He had survived gruelling die yal sis treatment, a kidney transplant and cancer. He joked he should have a superman tshirt. There it is. And after testing positive for covid19, this was too strong and it took him. No long before his son was scheduled to graduate from high school. We are doing well. We have a support system through our church and friends and family. And so they constantly encourage us, sending us texts, phone calls. So just great outpouring of support. Were doing well. There were so many things about him when i sue saw the story, that i thought were amazing. He really was a fighter, superman, really does seem appropriate. I love that he could wear that tshirt under his shirt. You can e see a little built of it peeking out. He he had gone through so much and had survived. When and how did you suspect he had contracted covid19 . I didnt. It was withnt until he was put the hospital and they said he was going to be testing him for numerous things including koefrd 19. I was shocked. We had not been to any c conventions, not travels, cruise ships, out of country. So it was one of those things, i had checked off my mental list. I was thinking, he was battling bronchitis, pneumonia. I was something that i had just i hadnt even suspected it. So when i saw the photo, we showed it a few times of him a the beach, and his arms spread open, almost seemed a metaphor for the way he embraced life. He called you the supermodel. You were so kind to send a poem he wrote before his coronavirus dig knowagnosis tha speaks to his faith. It ended with this. Each day, mercy stand anew. Tell us about how his faith got him through this and how its sustaining you now . He knew that this world was not his home. He had excepted jesus christ as his lord and savior. And the love continued to deepen. And numerous times, he had in recent years had battled health issues. And he just instead of shrinking back from that, he just dove in deeper with the lord and just would stand on just gods love for him. And never blamed god for any of it. He always just continued to want a deeper relationship and just and he realized. I have over the last few days just found Different Things he had had written, and talked about the trials. And said, you know, he wrote, life is not fair. Nowhere does it ever say its going to be. But he said, he prayed about Different Things, he realized that the key we must have is gods perspective on things. And he had a certain scripture that he always stood on. And that was that was in second corinthians, 4 17 and if you go to 16 that is why we never give up. Though our bodies are dying, our spirits are renewed every day. And 17, the second corinthians, he stood on, he saw it as our light in mem tear troubles achieving for us eternal glory. He never gave up and felt the things he was going through were momentary troubles. Such a powerful message and powerful tribute to him on this day before easter. I want to let people know, you told me its okay to post jeffs entire poem. Im going to do that when im off the air on twitter. I think people will find it beautiful. Chris bagby, thank you. The Gillette Skinguard. Welcome back. Im joined by the founder of feed the front lines. We had to going to break because of technical difficulties. We were talking about this great solution you came up with for two awful problems, support restaurants by buying meals and bring them to Health Care Workers on the front lines. How did you come up with this idea . Thank you for having me, chris. A group of friends and colleagues of mine, we saw the difficulties that restaurant and hospital workers were going through and we wonder how can we use our still set to help both of these populations . We cant go and help make the vaccine. We unfortunately cant help with ventilators, but what we can do and what anybody can do, quite frankly, is make an impact in their local community and help restaurants that are struggling and help Health Care Workers that are heroically fighting to save peoples lives. The numbers are incredible. I just want to go over some of them. You got started on march 20th, only three weeks ago, and youve already delivered 4,500 meals, 25 different restaurants youre supporting, taking meals to ten hospitals and three testing sites. Whats the reaction been like . Its been incredible from both ends. Restaurants telling us this helped us hire three of our Staff Members back, this helped us keep the lights on. Hospital workers, they are so excited when these meals come, theyre stressed and theyre tired but this is really a true lift for them. We actually got a call a few hours ago from one of our Hospital Partners and they said, hey, can you make 2,500 meals. We realize we have all these people working on easter and no way to feed them and in 24 hours weve been able to pull that together. So to be perfectly honest, the response from both restaurants and hospitals is overwhelming. Thats why we need peoples support. We need the Community Support and you can go make a donation.
